Growingup,heattendedschoolsinShelleyandFirth.Wantingtojoinhis3olderbroth-ersandservethecountryheloved,hejoinedtheNavy(Seabees)duringWorldWarII.Afteranhonorarydischarge,heattendedRicksCollegeandIdahoStateUniversitybeforebecomingem-ployedatWilliamsonBodyandEquipmentinPocatelloasasalesman.Duringthistime,hemettheloveofhislife,ElaineSwenson(hisMamaBear).TheyweremarriedonApril13,1952. Decidingheneededachangeinoccupation,hisfather-in-lawhelpedhimgetstartedinfarming.Findinghisniche,heraisedmainlypotatoesstartinginEasternIdaho.Later,Scott&WinmillFarmswasincorporatedandheandhispartner,VernWinmill,developednewprojectsupanddowntheSnakeRiverasfarasOntario,Oregon.Oneofhisfavoriteexperienceswasbreakingnewlandforplant-ingpotatoes.Inadditiontofarming,IshraisedcattleandranchedatHillCityandMagicReservoir.Heretiredfromfarmingin1986. Beingthe“lifeoftheparty”,Ishlovedspendingtimewithhisfamilyandfriends.Heenjoyedplayingcards,fish-ing,boating,traveling(includingtripstoAlaska,Arizona,MexicoandtheFloridaKeys)andhavinga“goodoldtime”

Last week the Courier ran an articleaboutapetitiontoreducetuitioncostsforIdahocollegestudents.Whilethis

newspaperfullysupportsthepetitionprocess(peopleneedtobeabletovoteonsuchthings),itisimportanttopointoutthemisleadingaspectofthiseffort. Thestatedgoalofthisgroup(stoptuitionhikes.com)istoreducetuitionratesatIdaho’suniversitiesandcollegesby22%.Whilethisseemslikeanoblegoal,thisstatementisnottrue. Ifpassed,thisinitiativewouldnotreducetuitionrates.Accordingtothegroup’sownstatement,theproposalwouldprovideanacross-the-boardscholarshipforallin-state,undergraduatestudents.Meaning,taxpayerswouldbesubsidizingIdahocollegestudentswhileuniversitiescontinuetorakeinthesameamountofmoneyforwhat

manyconsider,anoverpricededucation. Scholarshipsareagreatthingforpotentialcollegestu-dents.Theyprovideopportunitiesforstudentstogainaccesstoeducation,eitherbyhelpingthemovercomeeco-nomichurdlesorbyrewardingthemforexceptionalworkinaparticularsubjectoractivity.Anacross-the-boardscholarship,however,wouldprovidenoincentiveforstu-dentstoexcel,norwoulditgiveuniversitiesandcollegesanyreasontocontrolcosts. Intruth,thispetitionisreallyaboutmovingtowardsatuition-freecollegesystem,anideabeingpromotedbyPresidentialcandidatesBernieSandersandHillaryClinton.And,aswithanypetition,thereareprosandconstothisidea. Manyofusmaysupporttheideaoftuition-freeeducationanditisperfectlyreasonabletoaskvoterstoconsiderthatidea.Itisnotresonable,orhonest,todeceivevotersintovot-ingfortuitionreductionwhenitisinfactataxincrease.
