1. The meeting was called to order by CC Chair Ken Linder at 1:00 PM. 2. The TC reviewed and approved the A2015 First Draft Meeting Minutes. 3. NFPA Staff (Matt Klaus) reviewed the regulations governing technical committee

meetings and outlined the protocol for making motions for the Second Draft meeting. 4. The Technical Committee heard the following task group reports: 5. The CC heard the following TC Chair Reports:

a. AUT-PRI (Wagoner) b. AUT-SSI (Noble) c. AUT-SSD (Leavitt) d. AUT-RSS (Pilette) e. AUT-HBS (Biggins)

6. New Business a. The TC reviewed the recommendations of the AUT-SSD technical committee

regarding the need to restructure the document and address the inconsistent redundancies throughout the standard. The Correlating Committee (CC) noted that some of the items noted on the AUT-SSD recommendation list may not address redundancy or organizational issue, and therefore are not under the scope of the CC. These issues would constitute technical changes and should be referred to the appropriate technical committee. The CC voted to establish a task group to prepare a draft of a revised/reorganized NFPA 13 that addresses the concerns addressed by the CC. The draft should be developed with the following concepts/questions in mind:

1. Redundancy that improves the usability of the standard is appropriate. Redundancy that

would further confuse an issue or create conflict is not acceptable. 2. Where a general section exists (8.5 or Ch 12) the information presented in these sections

should not be repeated throughout the standard. Modifications to these general requirements should be called out in the specific chapters and refer back to the general requirement where applicable. The language does not need to be repeated in every section

3. If some redundancy is acceptable, the structure of the redundancy must be consistent throughout the document.

4. Does NFPA 13 contain the correct flow from chapter to chapter?

5. Is there a need to combine, reorder or split certain chapters? 6. Are the chapter titles correct? Is the breakdown of info correct (should the storage

chapters be done by sprinkler technology? Commodity? Storage arrangement {rack vs piled})?

7. Are the structures of similar chapters consistent (storage chapters)?

The task group roster is as follows: TG Chair – Russ Leavitt TG Vice-Chair – Mike Friedman TG Members – Roland Huggins, Dave Lowrey, Tracey Bellamy, Adam Seghi, Bob Caputo, James Golinveaux, Victoria Valentine, Peter Schwab

The task group is charged with preparing a draft and presenting it to the CC for consideration prior to the start of the next revision cycle.

b. The correlating committee discussed the need to limit the amount of public

input/comments that get reviewed by task groups at the technical committee level. The majority of public input/comments submitted to SSI and SSD were reviewed by tasks groups and some TC members felt like the task group recommendations were “rubber stamped” by the TC without sufficient technical discussion. The TC chairs were encouraged to be more critical in the assignment of task groups.

NFPA Correlating Committee on

Automatic Sprinkler Systems The Correlating Committee (CC) actions that follow are subject to and within the limitations of the Regulations Governing the Development of NFPA Standards (the Regs) at 3.4. Actions shown fall into the category of Correlating Committee Input (CCI), Correlating Note (CN) and First Correlating Revision (FCR). In general terms, the following apply: Correlating Committee Input (CCI) Similar to a Public Input (PI), but is submitted prior to the PI closing date. Not applicable at First Draft (FD) or Second Draft (SD) meetings. (See Regs at 4.3.3.1.) CCI is not in use at this December 2016 FD meeting. Correlating Note (CN): Clarification to a Technical Committee (TC) to reconsider a Committee Input (CI), PI, or to review a First Revision (FR) or CCI (See Regs at 4.3.11.2). CNs are balloted and appear in the FD Report if they pass ballot. First Correlating Revision (FCR) Used to delete or modify FRs or to generate the equivalent of a new FR and must include a Correlating Committee Statement (CCS) to support the change. An FR from the TC that is affected by a FCR converts to a CI. (See Regs at 4.3.11.3) FCRs are balloted and appear in the FD Report if they pass ballot. Correlating Committee Statement (CCS) A statement from the CC in support of an FCR.As is true with FRs, an FCR can address only a contiguous block of text. An FCR cannot modify a text block on which an FR exists. The FR must be changed to a CI, and the FCR must show all the changes applicable to the text block.

8.15.1.2.6* Concealed spaces formed by ceilings attached to composite wood joist construction

either directly or onto metal channels not exceeding 1 in. (25.4 mm) in depth, provided the joist

channels are firestopped into volumes each not exceeding 160 ft3 (4.53 m3) using materials

equivalent to the web construction and at least 31⁄2 in. (90 mm) of batt insulation is installed at

the bottom of the joist channels when the ceiling is attached utilizing metal channels, shall not

require sprinkler protection.

Is it the intent to require gypsum in one case but not the other? I have an AHJ who is requiring

the installation of gypsum in a concealed space to eliminate sprinklers in the space.
