SRO Regulations
Introduction:Any organization or association, society or club, which has been chartered by the
Student Senate of the University of Massachusetts Dartmouth (UMD), is eligible for funding
throughout any present fiscal year and for the following fiscal years to come. These groups are
referred to as Senate Recognized Organizations or SROs. To become an SRO, an organization
must draft and submit its proposed constitution to the Student Senate for approval. The
Student Senate Vice President is responsible for assisting groups with their constitutions,
which the Vice President first brings to a Senate oversight committee and then before the full
Senate. In addition, non-Senate sponsored or external organizations may request funding from
the Student Senate under unique terms and conditions.
General Fiscal Year Information:The UMD Student Senate operates in accordance with the Universitys fiscal year,
from July to June. Any SRO may request supplemental funding throughout the year. In April
and May of every year, however, all SROs seeking funding for the next fiscal year must
propose their budgets and appear before the Senate Finance Committee during Spring Budget
Hearings. Any SRO wishing to request more than $700 for the next fiscal year must first be
approved to do so during the Spring Exceptions List Hearings that are held two weeks or so
BEFORE the Spring Budget Hearings in early May.
Budget Request Process Regulations:
Be sure that each of these requirements has been fulfilled by your SRO:
Officers of each SRO, especially its treasurer, must read and review this entire packet.
All parts of this packet must be completed before the SRO attends its scheduled budget
hearing.
Contact the Student Senate treasurer to schedule a hearing with the Finance Committee.
During the fiscal year, the SRO president and treasurer requesting funding ought to both be
present for their budget hearing. (Future officers ought to attend the Spring Budget Hearings.)
The forms contained herein are for official purposes They should be typewritten and in good
order
Note: If you are an SRO, your current account balance, encumbrances of funds, deposits in
transit, and expenses must be included in the part III.
Make multiple copies of parts III & IV of this packet, staple them together and bring them to
the budget hearing. The senate photocopier may be used for these purposes.
Make only one copy of part V to be given to the Student Senate Treasurer at the hearing. No
funding shall be granted or transferred if an SRO fails to present an updated and accurate PART
V officer information form.
A budget comparison to other SROs by your organization are not legitimate grounds for
funding and is expressly prohibited by Student Senate law.

do affirm and certify on behalf of the SRO I represent, that:
1. SROs must maintain an updated status within the Student Activities office which includes a valid, university e
address that is checked at least once a week.
2. SROs may have no financial accounts with any external financial institution, nor will it deposit monies in, or dr
funds from, any non-university account.
3. SROs must not, under any circumstances whatsoever, exceed the total deposited funds in its University-provi
account.
4. SROs must maintain a balanced budget.
5. SROs must submit a Monthly Budget Report for every month in a each spring and fall semester, in a timely
manner.6. SROs must maintain accurate and current internal financial records in writing, which are subject to the
discretionary inspection of the Finance Committee and the Senate Treasurer.
7. SRO Officers must read the Finance Bylaws of the Senate and understand the requirements the bylaws establi
for all SROs
8. SRO officers must attend a Senate Sponsored Financial Information Session
9. SROs must comply with the Senate rules and regulations contained in the Bylaw, and the rules and business
policies of the University (which are available at the University Business Office).
10. SROs must not spend its funds for any purpose that would violate the Constitution and Bylaws of the Senate,
the financial rules and regulations of the University, or the laws of the Commonwealth of Massachusetts or the
United States, nor shall the SROs funds be used for any criminal object.
11. SROs cannot contract students of the University of Massachusetts Dartmouth for payment compensation,
unless approved by the Student Senate
12. SRO officers are responsible for ensuring their organizations full compliance with the terms and conditions
enumerated in the Funding Agreement, and that they subscribe their signatures to the Funding Agreement freel
and by their own volition without duress.
