COMSATS Community Development Unit (CCDU) is an integral part of COMSATS Institute of Information Technology (CIIT), Abbottabad Campus. CIIT Abbottabad is an institute of higher education and a part of the COMSATS (Commission on Science & Technology for Sustainable Development), an international organization, aiming at socio economic uplift of the third world through positive application of science and technology. Established in October 1994, COMSATS currently represents 21 developing countries across the three continents. CIIT Abbottabad pride itself for the initiation of Department of Development Studies and Department of Environmental Sciences, the other departments at CIIT are Chemistry, Earth Sciences, Management Sciences, Computer Sciences, Electrical Engineering and COMSATS IT Centers. CCDU has played vital role in the relief and rehabilitation of earthquake (2005), Conflict, Flood (2010) affected communities. CCDU believes in community empowerment and working with bottom up approach for the uplift of extremely vulnerable, marginalized and poorest of the poor in the society. CCDU is working with youth and children with the vision that they are agents of change and hold the key for the prosperous future and sustainably developed nation. For the achievement of this vision CCDU has launched Community Development Program, Professional Program, Environmental Development Program, and Disaster Management Program.

Beneficiaries
Although the entire community is the ultimate beneficiary of CCDU's Programs and activities, the major thrust is on the vulnerable and marginalized community. CCDU is serving communities in two ways, one directly working with communities at field level and the other way is to build the professional capacities of organizations working for the betterment of vulnerable communities. There are Programs which cover in some way or other, the community as a whole; such as the interventions in the fields of disaster management, environement protection, community capacity building and youth development; offered to achieve over all socio-economic transformation and designed to benefit the larger community, though in varying degrees, and thus to contribute to the well being of the people at large.
CCDU's Working Approach
CCDU is committed to encourage active participation of the communities in the development of the social and economic lives of the society through their involvement in decision-making, planning and implementation of activities. The interventions undertaken or planned by CCDU keep the aspects of sustainability, gender, social harmony and accountability at the forefront. On a regional basis, CCDU promotes coordination between the various organizations and institutions involved in the rehabilitation process. For example, in Balakot, Muzzafarabad, Batagram and Siren Valley the relief activities have been carried out in close collaboration with the local authorities and affectees. These aspects guarantee the sustainability of CCDU's projects.

Community development is the planned evolution of all aspects of community well-being (economic, social, environmental and cultural). It is a process whereby community members come together to take collective action and generate solutions to common problems. The scope of community development can vary from small initiatives within a small group, to large initiatives that involve the whole community. Regardless of the scope of the activity, effective community development should be:
a long-term endeavor, well planned, inclusive and equitable, holistic and integrated into the bigger picture, initiated and supported by community members, of benefit to the community, and grounded in experience that leads to best practice.
CCDU Believes that Community development requires and helps to build community capacity to address issues and to take advantage of opportunities, to find common ground and to balance competing interests. It does not just happen — it requires both a conscious and a conscientious effort to do something (or many things) to improve the community.
Pakistan is located in a region that is prone to a number of natural disasters. Due to its diverse range of terrain, the country is susceptible to wide-ranging hazards from droughts to floods and earthquakes to cyclones. Pakistan has been suffering from a major drought for the last four years, which is unfortunately continuing with varying degrees all over the country. With the exception of drought years, Pakistan has suffered almost every year from floods as monsoon rains cause rivers to overflow their banks. Almost all of Pakistan regularly experiences earthquakes ranging from moderate to severe in intensity. In addition, the coastal areas of the country are prone to cyclones. Enormous population pressures and urbanization have forced people to live on marginal lands or in cities where they are at greater risk to disasters and the damage they can cause. Whether a flood, a regional drought or a devastating earthquake, millions are affected each time a disaster occurs. In addition to large-scale displacement and the losses of lives, these events result in the loss of property and agricultural crops worth millions of dollars annually. CCDU places Disaster Management at the forefront of its priority agenda. This is because CCDU recognizes the crucial role that Disaster Management can play in the balanced development of individuals and the community. Disaster Management programme of CCDU is therefore an all embracing effort addressing different clientele groups in different ways or delivery methods, such as capacity building at organizational and community level, technical support, IEC material development and initiating research. The primary concerns of CCDU in the development of its Disaster Management:

In the field of Capacity Building CCDU is working to achieve its aims through bringing change by addressing the capacity building needs and requirements of organizations engaged in creating a positive transformation, via development, of the different sectors in which the organization is engaged e.g. health, disaster management, education, reconstruction, rehabilitation, by appraising current procedures, and then addressing the organizational capabilities of the organization by providing professional training. The training teams develop and conduct a variety of training courses, which can meet the identified learning needs and requirements, provide information-sharing services and, importantly, act as a responsive training resource center.
Community Participation is mandatory task of which CCDU may not proceed with the project
implementation, without it. Mobilization of community to contribute in the processes of planning, designing, and implementation of the Programme and projects is a high priority of Organization. Community representation and decision making mechanism has been established by CCDU in form of village organizations in the target areas. CCDU is committed to encourage active participation of the Men and women in the social and economic lives of the society through targeted education-training facilities through establishment of specific activities. This is part of CCDU’s goals and its involvement in matters concerning social awareness, while preserving these values, which are of importance to the development process. Organization believes in Participatory approach and working to empower rural Areas and enhance their capacities so that they can actively participate and contribute in the process of achieving participatory sustainable development.
The attempt to provide these necessities to the poor cannot be a top-down approach in which the people are seen as a passive recipient of goods and services. Rather, the local community must participate in the process of providing these necessities for itself at the village, Mohallah (community) level. Through this participatory development at the grass-root level, CCDU will decentralize economic decision-making, and thereby take democracy to the people.
Participation of female in its planning and implementations is one of the top priorities of CCDU. In this regard, CCDU will use different approaches for the development of female especially in the backward areas. Women will be targeted in different areas and sectors. Presently, in our plan, we have focused female along with male in every matter. In education sector, female education is top priority of Organization. Females will be focused by different

approaches like establishing female educational centers and female vocational centers. Present literacy rate in the female is very low in the rural areas, which will be uplifted in targeted community. Community awareness meetings and programs focusing on female participation in the development will be arranged time after time. Female vocational centers will be established on village level so that female could get the benefits at village level. These trainings will make them able to participate financially with the male of family by utilizing their skills.
Gender equity is taken serious by the management, and genuine efforts will be made to ensure women have equitable access to work opportunities with-in the organization. Organization is also working on the female member ship with CCDU. CCDU has planned to train females for the job-specific tasks for office. In future will implement following rules in its gender policy for proper mainstreaming:
Establishment of Gender Committee with-in the organization
Training workshops on Gender in order to introduce the true concepts
Ensure job description includes equal gender responsibilities and access to the resources
Specific workshops to encourage women participation in the developmental process
Equality in the number of female staff within the organization
Include the gender sensitivity in staff performance appraisal
After each project, the expenditure of funds disbursed is independently evaluated and the result made known as widely as possible. The final evaluation report is published and shared with the required actors and hard copies are made available to key supporters and institutions.
The evaluation process exists: i. To ensure transparency and accountability in the use of funds, and thus retain
public confidence that the funds are being spent in an effective manner ii. To enable the CCDU to be accountable to both donor and beneficiary against
the criteria and standards set out in the conditions of membership iii. To enable the Board of Directors to review performance against the standards
set out in the membership criteria iv. To facilitate lesson learning and the promotion of ever-improving standards of
aid delivery
Factors external to CCDU having influence on activities and areas of operation:
CCDU is also famous in the religious personalities of the area. Most of the famous and spiritual personalities of the area showed there agreed upon its vision, mission, objectives, and promise to take part in the developmental process with CCDU. There is long list of Ulamas (Religious Scholars) who are the members of CCDU and working as volunteers if needed. CCDU can also use them for the social mobilization at grass root level.
CCDU Organizational Profile
Local Authorities are now flexible for NGO’s in the area and appreciation for NGO’s is growing among them. With the passage of time, they realize the role of NGO’s and their contribution in the developmental process. In the most of areas, community understands what community contribution is and importance of their participation in the development of their own.
Local Authorities and people are desire to know about NGO’s—what they are? What are their missions and objectives? Why they want to work for poor communities? Can we work with them? NGO has needed to constantly answer these questions to the people. Tendency is growing among the people for participation in developmental programs and projects. Now they know the importance of their role and participation in development of their area.

Conduct need assessment surveys – The methods will be used are the Participatory Rural Appraisal (PRA) and Rapid Rural Appraisal (RRA). Based on these surveys, CCDU will than conduct technical surveys, wherever, suggested by PRA and RRA.
In the implementation Phase, again community/beneficiaries would be involved from start until end of the activity.
CCDU will fully utilize its strengths in kind of staff and other available resources to provide quality services.
In this matter, staff training programs and different training workshops will be conducted to improve the employee’s strengths and to get a better and actual out put of the implementations and delivery of quality services.
