Florida’s Autonomous Vehicle Regulatory Environment

• 2012 Law Enactment (FS 316.003, 316.85, 316.86, 319.145)

Defined “autonomous vehicle” as a vehicle that can drive without active control or monitoring by a human

Required autonomous vehicle to have a means to alert the operator of a technology failure and for the operator to take control of the vehicle

Required an autonomous vehicle to meet federal motor vehicle standards and NHTSA regulations

Allowed autonomous vehicles to be operated on roads by persons with a valid drivers license and designated by manufacturers of autonomous technology for testing

Required human operator to be in vehicle unless on a closed course

Required $5M insurance or bond prior to testing an autonomous vehicle

Limited liability of the vehicle manufacturer

Removed restrictions of operators to manufacturers of autonomous technology

Removed requirement for human operator to be present in vehicle for testing purposes

Removed insurance/bond requirement

Added requirement for the autonomous vehicle to be capable of bringing the vehicle to a stop if the operator is not able to

Added requirements that MPO Long-Range Transportation Plans and FDOT’s Strategic Intermodal System Plan must consider autonomous technology

• 2017 amendment to FS 316.85 (House Bill died)

Would have removed a requirement that the person operating a vehicle in autonomous mode possess a valid driver's license

Instead, the autonomous technology would have been deemed the licensed entity

• AASHTO challenged all states with Dedicated Short Range Communications (DSRC) deployment of 20+ signals by 2020

• US 90 Mahan Drive to have 22 signalized intersections equipped with DSRC

• FDOT and City of Tallahassee partnership

• RSUs to broadcast SPaT information 24x7 for vehicle onboard units to receive

• RFP advertised in April 2017

• Shortlisted Vendors to test at Traffic Engineering and Research Lab (TERL) in July 2017

Orlando Greenway/Pedestrian Safety

• Greenway To increase throughput capacity and reduce congestion by optimizing traffic signal

operations with the implementation of technologies

To improve multimodal movement and safety of people and goods by optimizing existing traffic operations during peak periods and special events

• Pedestrian Safety (PED-SAFE) To implement a pedestrian and bicycle collision avoidance system that utilizes CV

technologies to reduce the occurrence of pedestrian and bicycle crashes
