E-Net Philippines a national advocacy network of 150 organizations working for Education for All and one of its Working Group is on ECCD. Access to Quality ECCD for All is an education reform agenda being lobbied by E-Net in the national and local budget deliberations and decision-making. It recognizes the importance of ECCD as a key contributory factor to quality learning of children in school. Thus, it builds the capacities of its members who are in ECCD by facilitating learning exchanges among ECCD providers and conducting workshops on ECCD frameworks and tool, mobilization of resources and advocacy-campaign on quality parenting and child care. E-Net also does research on gender framework and tools for ECCD. E-Net is currently lobbying for the accreditation/recognition of daycare workers who, although were not able to finish college, have extensive experiences in child care-education and in managingimplementing ECCD programs. In the Education For All processes, E-Net ensures that ECCD members are well represented in the EFA Technical Working Group to inform the plans and strategies for ECCD under the EFA 2015 Plan.

Consuelo Foundation (CF) is known for its pioneering efforts on the Healthy Start program. The program, modeled after the Hawaii hospital-based experience, was adapted by the Foundation to the context of the Filipino family and community and implemented through its partners. Healthy Start is an intensive, community-based, early, preventive program designed to improve family functioning, promote positive parent-child relationships as well as healthy child development. It targets babies who are either still to be born or those who are within the 0-3 month old age bracket. It directly works with families who are relatively at greater risk of abuse and neglect. The program works on individual family support planning, active utilization of health services, mutual decision making, regular home visitation and group sessions, participation of both parents and children in activities, reduction of parental isolation and depression, and leadership development in the community. The program follows the Growing Great Kids curriculum which has four manuals covering prenatal, 012 months, 13 to 24 months and 25 to 36 months.
ECCD-RELATED PROGRAMS/SERVICES/INITIATIVESCF also implements the Neighborhood Early Childhood Care and Development (NECCD) Project. As the name suggests, the project aims to make available culturally-appropriate early childhood education using an indigenized curriculum within a neighborhood. The curriculum essentially complies with the governments standards on ECCD but stresses, among other messages, the need to instill appreciation and pride in the childrens local culture. The approach ensures that the service is easily accessible to the young children. The neighborhood, particularly the parents are then organized and strengthened for them to be able to sustain the project beyond CFs financial support.

DESCRIPTION OF EXPERTISEA partnership that is resounding cooperation, dedication and commitment to achieve quality in our pre-school education is not only a felt need but an imperative in our quest for sustainable development. CONCEP is a coordinating body of the Department of Education, Culture and Sports (DECS) on matters related to pre-school children. In its effort to live up to its role in developing the basic human foundation of the Filipino nation through early childhood education, CONCEP has formulated a policy on the organization and operation of kindergarten classes and has issued DECS Order No. 107,s. 1989 to the field. CONCEP has also put up a three-year development plan that project its vision of forging synergy in managing, administering and developing for the success of all learners at the pre-school level. It works on six areas: update physical requirements for school land and school house, establish the ideal preschool curriculum with the corresponding materials, upgrade teacher-training.

The Council for the Welfare of Children is mandated to: 1. Formulate and evaluate policies, coordinate and monitor the implementation and enforcement of all laws and programs for children (Presidential Decree No. 603 or the Child and Youth Welfare Code, 1974); and 2. It shall also function as the National Early Childhood Care and Development (ECCD) Coordinating Council (Republic Act No. 8980 or the ECCD Act of 2000). As the National ECCD Coordinating Council, it shall ensure the sustained inter-agency and multisectoral collaboration at all levels; promulgate policies, standards and guidelines for ECCD; coordinate and monitor the establishment and implementation of the ECCD Systems at various levels; conduct information, education and advocacy campaigns on ECCD; manage the funds for the establishment and implementation of the National ECCD System.

DESCRIPTION OF EXPERTISEECCD is implemented through ERDAs Preschool Program by establishing Community Based Preschool Learning Centers to cater to the preparatory learning needs of the children ages 5- 61/2 years old. Each learning center has only 25 children. At present, there are 250 preschool learning centers in operation nationwide both at the direct areas in Metro-Manila and with the various Tie-Up partner- organizations in Luzon, Visayas and in Mindanao. Trainors Training of Teachers in Preschool Class Management/Current Trends and Methods The hired teachers to handle and manage our learning centers are graduates of BSEED and are provided with intensive trainings both in-house and out -source by the foundation. Curriculum and Workbook Development - ERDA set-up a Preschool Committee which is comprised of the regular preschool teachers and ERDA staff who are tasked to review, revise, upgrade, re-design and reformulate our Preschool Curriculum and sets of Workbooks. ERDA reproduced its own sets of workbooks which are even used by other NGOs and other organizations with similar programs being implemented.

The ECCD services of NORFIL Foundation, Inc. are provided through the implementation of its two (2) focus programs: 1) Foster Home Care for abandoned, neglected and abused children; and 2) Community-Based Rehabilitation for Child and Youth with Disability. The Foster Home Care service is provided to abandoned, neglected and abused children by a welltrained pool of DSWD licensed foster families. It offers quality child care and an excellent alternative to the institutionalization of children. The child stays with the foster home during which he/she is provided with opportunities for his/her physical, social emotional health, mental and spiritual development while permanent placement either to return the child to his/her biological family or to a more permanent through adoption is being worked out. NORFILs Community-Based Rehabilitation for children and youth with disability model has its primary feature of early detection of disability, provision of support to parents in coping with the demands of bringing up a family member with special needs and the involvement of the community in the rehabilitation process. Its services include provision of home-based rehabilitation services, Special Education, diagnostic/medical assistance, provision of adaptive devices, physical and occupational therapy, pre-vocational and vocational training, mainstreaming/integration, experiential activities, counseling and other related social and rehabilitative services.
ECCD-RELATED PROGRAMS/SERVICES/INITIATIVESNORFIL established the NORFIL Training Center for Social Welfare and Development as its own contribution to social welfare and development. It is our belief that the on-going capability building of direct social welfare workers/field workers, community organizers and child care providers will help in the effective delivery of child and family welfare services and reach out to more disadvantaged sectors especially the children and youth. NORFIL offers customized training and public offerings on such subject areas as case management, foster care, handling of street children, community-based rehabilitation for children and youth with disability, foster parenting, etc.

Reach Out and Read Philippines is an initiative of the Philippine Ambulatory Pediatric Association that works to make early literacy promotion a standard part of pediatric primary care. It trains physicians, nurses and other health and early childhood caregivers to advise parents about the importance of reading aloud to children. It is based on the model of the Reach Out and Read National Center in the United States. New and developmentally appropriate books are given at pediatric check-ups from six months to five years of age. Volunteers read to children in the clinic waiting room, showing parents the pleasures and techniques of reading aloud to very young children. Reach Out and Read helps families and communities encourage early literacy skills so children begin school prepared for success in reading.
ECCD-RELATED PROGRAMS/SERVICES/INITIATIVESThe Philippine Ambulatory Pediatric Association has instituted community health initiatives such as direct observed treatment strategies for childhood tuberculosis, as well as developed guidelines for health supervision of children in the Philippine setting called "Bahaghari", an adaptation of "Bright Futures". "Bright Futures" is the US Maternal and Child Health Bureau and American Academy of Pediatrics collaborative initiative in health promotion and disease prevention.
