INTRODUCTIONOne of the most direct ways in which the Caribbean Export Development Agency (Caribbean Export) impacts the regional private sector is through its flagship funding programme, the Direct Assistance Grant Scheme (DAGS). This reimbursement grant funding facility is specifically designed to provide financial assistance to legally registered small and medium-sized enterprises (SMEs), individuals, and Business Support Organisations (BSOs) with the potential to export their products and services.
Additionally, the objective of the Scheme is to open new markets, in particular to capitalise on the benefits of the CARIFORUM-EU Economic Partnership Agreement (EPA), CARICOM Single Market Economy (CSME), CARICOM-DR Free Trade Agreement (FTA) or any other bilateral or multilateral arrangements signed within the region or with African Caribbean and Pacific (ACP) or European Union (EU) partners. The DAGS also fosters intra-regional cooperation to enhance productivity and capitalise on economies of scale; and promote programmes, which will impact on underdeveloped areas or disadvantage sectors within the region.
The funding provided to beneficiaries is often utilised to modernize equipment, upgrade facilities to meet international food and quality standards, enhance products and packaging, implement alternative energy systems, market and promote products and services, train staff, and develop collateral materials.
The DAGS offers two facilities of funding. The regular procedures facility provides grants up to of 30,000, and for the accelerated procedures the maximum grant that can be awarded is 5,000. Further, no grant reimbursement may exceed 70% of the total project cost. Caribbean Export also facilitates access to finance through the Special Call for Proposals. This facility allows applicants to submit proposals for funding outside of DAGS, examples of this include the Special Call for Proposals for Food Safety, which was launched in 2014.
To date, the Agency has awarded 479 SMEs and BSOs across the CARIFORUM region via direct assistance grants totaling some €8.4 million. These figures represent the Call for Proposals (CfPs) under the Accelerated and Regular facilities during the 9th European Development Fund (EDF) Caribbean Trade and Private Sector Development Programme (CTPSDP) Phase II, which ran from 2008-2010; and the 10th EDF Regional Private Sector Development Programme (RPSDP) which runs from 2011-2015.

During the 1st Call, 34 firms were awarded €892,000; for the 2nd Call, 32 firms benefited from €377,000 in funding; and 131 firms were awarded a total of €1.4 million during the 3rd Call. Under the 10th EDF, 282 firms have been awarded grant funding totaling €5.8 million under 2 CfPs. For the 1st Call, 142 firms benefited from €2.7 million in funding, and for the 2nd Call, 136 firms have been awarded approximately €3.1 million.

ABOUTUSCaribbean Export was established in 1996 as the regional trade and investment promotion agency to serve 15 States of CARIFORUM, namely: Antigua and Barbuda, The Bahamas, Barbados, Belize, Dominica, Dominican Republic, Haiti, Grenada, Guyana, Jamaica, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, Suriname, and Trinidad and Tobago.
The Agency carries out numerous programme-based activities designed to enhance the competitiveness of regional SMEs, promote trade and development among the CARIFORUM, promote stronger trade and investment relations among CARIFORUM and the French Caribbean Outermost Regions (FCORs) and the EU Overseas Countries and Territories (OCTs) in the Caribbean, as well as promote stronger trade and investment cooperation between the Caribbean Community (CARICOM) and the Dominican Republic (DR).
Caribbean Export’s work focuses on nine priority areas: Agro-processing, Creative Industries, Financial Services, Health and Wellness, ICT, Manufacturing, Professional Services, Specialised Tourism and Renewable Energy. This development work has also strengthened the institutional capacity of public and private sector agencies, and BSOs, particularly sector associations, trade support institutions (TSIs) and investment promotions agencies (IPAs).
Under the 10th EDF RPSDP, which Caribbean Export is currently implementing, support has been offered to CARIFORUM States in a gamut of areas ranging from access to finance, to training and certification. With each intervention, Caribbean Export aims to optimise the export potential of regional entrepreneurs, as well as highlight the investment potential of the Caribbean to the international community.
