1. Introduction

Concern Worldwide is an intemational humanitarian organization working in Pakistan since 2001.Concern has been awarded RAPID Fund Phase 11 by the United States Agency for InternationalDevelopment's Office of US Foreign Disaster Assistance (USAID/OFDA). Established under acooperative agreement between Concern Worldwide and USAID/OFDA, the RAPID Fund is amechanism that seeks to address the urgent relief and early recovery needs of natural and human-induced disaster-affected populations in Pakistan by awarding sub-grants to national and intemationalnon-governmental organizations (NGOs).

The purpose of this Call for Proposals is to fund humanitarian organizations working in Pakistan toimplement short-term relief and early recovery projects in response to the floods caused by monsoon2015 in Chitral (Khyber Pakhtunkhwa) and Rajanpur (Punjab) and the on-going complex emergency thathas resulted in displacement to Khyber Pakhtunkhwa and on-going retum to Federally AdministeredTribal Areas (FATA). All Interested humanitarian organizations are invited to submit applications forprojects through this Call for Proposals, in accordance with the procedures and guidelines available onConcern's RAPID Fund website: http://www.concem.netlwhere-we-work/asia/pakistan/rapid-fund.

2. Response

Pakistan is a highly disaster-prone country and frequently experiences both natural and human-induceddisasters. These often result in substantial human, economic and financial losses. Pakistan has beenseverely affected by such disasters; therefore as a humanitarian organization, Concem extends theirsupport to the affected communities in close coordination with relevant government authorities.

The monsoon rains starting on July 16, 2015 have killed around 224 and injured 201 people across thecountry, while 23,934 homes have been damaged in around 4,065 villages, and some 1,529,189 peopleare affected by the floods 1.

In Khyber Pakhtunkhwa, around 100 people have died and 117 are injured, while nearly 3,977 homeshave been damaqed.s The flash floods caused by GLOP in Chitral have killed 36 people and injured 7others. According to the government, in the areas which are accessible, 450 houses are fully damaged,while 110 are partially damaged; during the Concem RAPID Fund program team's visit to affectedvillages, it was noted that houses on the river banks were fully damaged, while the partially damagedhouses need minor to major repair work." Data of the inaccessible areas is yet to be verified.

The floods of 2015 have affected 15 districts in Punjab with a total of 463,902 individuals affected in 586settlements of 116 union councils in 23 tehsils so far. In addition, in affected areas, 58 deaths, 11casualties 17,137 damaged houses and 337,324 acres of damaged crops have been reported byNDMA5. Rajanpur is among the most badly affected districts in Punjab, where the floods have affected94,996 people; damaged 1,684 houses and caused death of 7 persons across three tehsils and, 32union councils and 220 villages of Rajanpur". Due to scattered damages caused by monsoon floods2015 in different pockets of the affected districts, the RF response will be restricted and limited

only to most affected and vulnerable population in Rajanpur (Punjab) and Chitral (KhyberPakhtunkhwa).

Since August 2008, Khyber Pakhtunkhwa Province and FATA have been experiencing significantpopulation movements as a result of government action against anti-state actors. As of August 27,2015,about 283,463 families remained temporarily dislocated from different agencies of FATA, and arecurrently residing in different parts of Khyber Pakhtunkhwa province and settled area of FATA. Inaddition to the temporary dislocation, returns to the areas declared safe have also been occurring atregular intervals and until August 27,240275 families have returned to Khyber Agency, North and SouthWaziristan Agency. Massive relief and recovery needs persist from such displacement and returns,requiring urgent response to save lives and sustain livelihoods.

Specifically, under this Call for Proposals, the RAPID Fund will respond to the needs created by July2015 floods in Khyber Pakhtunkhwa and Punjab provinces and the ongoing complex emergency (TDPsand Returnees) in Khyber Pakhtunkhwa and FATA.

3. Geographic Focus for areas affected by floods in Khyber Pakhtunkhwa and Punjabprovinces

This Call for Proposals is targeted toward the areas of Khyber Pakhtunkhwa and Punjab where the floodshave caused damages to lives and property. Under this Call, RAPID Fund will accept applicationstargeting flood-affected populations in the following Districts of Khyber Pakhtunkhwa and Punjab.

Specifically, under this Call, the RAPID Fund prioritizes the applications for Chitral (KhyberPakhtunkhwa) and Rajanpur (Punjab) affected by floods. Due to limited funding and scattereddamages in pockets, applications for only vulnerable and most affected populationl area will bepreferred.Chitral District (Khyber Pakhtunkhwa Province)Rajanpur District (Punjab Province)

4. Geographic Focus for complex emergency

This Call for Proposals is also targeted toward the areas of Khyber Pakhtunkhwa and FATA where thecomplex emergency has resulted in wide displacements and returns. Under this Call, RAPID Fund willaccept applications targeting displacement from and on-going returns to the following Agencies of FATA,as per the areas notified or de-notified by the FATA Disaster Management Authority (FDMA):

• North Waziristan Agency• Kurram Agency• Khyber Agency• South Waziristan Agency

Specifically, under this Call, the RAPID Fund prioritizes the applications for TDPs and Returneesto following districts and agencies of Khyber Pakhtunkhwa and FATAComplex Emergency Response Complex Emergency Response(Districts/Agencies) for TOPs (Agencies) for ReturnDue to limited funding, District/Agencies hosting (ApplicationslProposals for the Agencieshuge number of TDPs population are targeted) with major return population, and

government permission for I/NGOsinterventions will be prioritized)

Proposals should focus on those areas of the above mentioned districtsl agencies where there are clearand justified needs and gaps and where no other agency is currently providing similar assistance toaffected populations. As per Concern and USAID/OFDA mandates, priority will be given to life-savingactivities. Applicants having a presence in the proposed geographic areas, as well as well-establishedsectoral experience with a strong justificationl rationale for the intervention are preferred. The RAPIDFund encourages applicants to coordinate with relevant government departments in KhyberPakhtunkhwa (PDMNFDMA) and Punjab (PDMNrelevant district authorities) and relevantprovincial/national clusters/working group (if operational) or for validation of needs and appropriateness rI:\ .~..of the proposed activities. ~

The applicant should demonstrate and justify its presence or access to the proposed geographic areas.Preference will be given to local organizations if they demonstrate their capacity to implement theproject. However, non-local organizations with strong sectoral expertise and those that have previouslyimplemented or currently implementing activities in the proposed area will also be considered,particularly for technical interventions in: health; water, sanitation and hygiene (WASH); and shelter.

Based on advice from relevant Government authorities, presence and security concerns, localand national NGOs are strongly encouraged to submit their applications. For the sectors/districtsnot included under this Call, applicants can submit unsolicited application strongly justifying theproposed intervention. However the priority will be given to sectors/districts covered under thisCall for Proposals.

5. Sectoral Focus 7

In the context of the current needs and gaps in the prioritized geographic areas, the RAPID Fund hasprioritized the following thematic sectors:

• Water Sanitation & Hygiene (WASH)• Shelter and Settlements• Health• Economic Recovery Market System (ERMS)• Agriculture and Food Security

Applicants are strongly encouraged to focus their activities on interventions in these key sectors, givingcareful consideration to the activities of other humanitarian actors in the same geographic area(s).General guidance and key activities under each sector supported by the RAPID Fund canbe found via the link on Concern's RAPID Fund website http://www.concem.neUwhere-we-work/asia/pakistan/rapid-fund

6. .Application Process

Applications will be accepted from national and international NGOs that meet both of the followingrequirements:

• Registered and legally permitted to work in the country by the Government of Pakistan; and• Organizations having at least one year of previous experience in humanitarian work and having

completed an external audit.

The RAPID Fund supports the following types of relief and recovery projects:

• Interventions up to three-months duration to meet immediate relief and early recovery needs;• Interventions ranging from minimum PKR 500,000 (US$ 5,000) and maximum PKR 30,000,000

(US$ 300,000); and• Interventions that meet humanitarian needs in areas declared by the National Disaster

Management Authority (NDMA)/FDMAlPDMA as being severely affected by any disaster.

Based on their own Needs Assessment Report, applicants should complete theNarrative Proposal Form and Cost Proposal. Then, submit the application along with other requireddocuments (as listed in the checklist of required documents at the end of Narrative Proposal Form) byemail torapid.applications@concern.net. The RAPID Fund will acknowledge all applications andprovides feedback to the applicant immediately after review of the application.

For urgent relief interventions, a rapid need assessment clarifying the TOPs/Return/flood affectedpopulation case load and extent of damage/affected population in the proposed area is needed. Itshould also include the priority needs and practical solutions to address the identified needs. Theidentified needs and proposed activities should be coordinated with relevantPOMAlFOMAlcluster/working group prior to submission of application to Concern RAPID Fund.

Those applications that demonstrate clearly a response related to a specific, assessed need stand thegreatest chance of successful approval for funding. As such, applicants are required to submit their

Needs Assessment Report along with their completed applications. Due to the limited funding availableand the scale of the affected population, the RAPID Fund will prioritize specific needs- basedpackages in order to reach the maximum number of beneficiaries rather than broad-based/genericpackages.

Applicants should carefully consider the scale and size of their proposed activities in relation totheir organizational capacity and previous humanitarian project experience. Please note, RF is acompetitive mechanism, therefore applicants need to demonstrate their presence, previousexperience and to come with a justified/prioritized intervention. The basic criteria for the review ofapplications are available on Concern website. Applicants also need to review and understandthe post award procedural requirements available on our web page.

It is strongly recommended to coordinate your proposed interventions with PDMAls, FDMA andrelevant clusters/working group.

All applicationswill be reviewed on a daily basis and this "Call for Proposals"will remain open until further noticeon our web page. However, given that there is a fixed amount of funding available, early applicationsare encouraged.
