    controls for your gatehouse or clubhouse management.

    We also provide the highest quality products for your drive entry points including; swing gates,

    barrier arms, pedestrian access and camera systems to view them all both locally and by remote

    view access.

    Proposals for; Access and camera systems

    Access will control the bathrooms with card readers, storage closet knob sets and door closers.

    They can be restricted to your chosen time zones. The access controller, battery backup and the

    NVR will be located in the maintenance room. There will be surface mounted emt conduit where

    needed.

    The 2 court access gates will be controlled with the same setup as the bathrooms but will

    require screen to deter someone from reaching through the fence to turn the knob.

    There will be a control box at the courts (where power services are located) that will house the

    electronics for the access as well as the switch that multiplies the camera inputs. The cameras

    will have a point to point connection to the bathroom building. There will be another point to

    point connection to supply the internet from the existing ISP (offices) to the bathrooms. There

    will be 3 more camera views (refer to the drawing provided) attached to the bathroom building.

    The NVR will allow for 8 cameras (3 unused inputs for future use).

    Chelsea uses a point system to allocate play to members based upon a member’s past play point history in order to allocate court assignments on an equal play basis to all members.

    A member will receive one (1) point for any play between the hours of 8:00am to 12:30 pm. All other play period times will receive a half (1/2) point. If a player has a reserved play time that player must cancel their reservation 24 hours in advance of their reserved play time in order not to be charged points for playing.

    Play points will be accumulated over a rolling 14 day period. These accumulated points will determine whether the member receives the requested play time, assigned an alternative play time, or is declined play on that day.

    A request may be made between 14 to 5 days in advance of the day of play. For example on Thursday September 27 a request can be made for any day between Wednesday -October 3 and Thursday October 11,. Assigned court confirmations will be provided five (5) days in advance. After the courts are assigned players can reserve an available court on a first come/first served basis.

    Reservation for open play periods will be blocked for open play events and only players that belong to that event can play. Open play events are blocked for two separate groups i.e. Group #1 beginner players and Group #2 intermediate and advanced players. The member would sign up as an individual. Chelsea then pairs and places twenty (20) players with the lowest play point average. Chelsea assigns first player to court #1 until all three (3) courts filled. The fourteen through twenty players are assigned to virtual courts. As soon as any one of the first three court games are completed the first and then the second virtual court players are able to play on those courts.

    Reservation for private play periods will be made by a team captain in Chelsea for as few as four (4) players and as many as eight (8) additional players( Total of 12 players, 3 courts). Based upon accumulated points of the group of all the players a court reservation will be assigned, offered an alternative play time, or be declined on that day. Please keep in mind, the larger the group, the more difficult it will be for the system at assign a court.

    All league and organized social group players will receive play points based upon the time period in which that group has been assigned a court time. Based upon demand for league and organized social play, the groups assigned day and time may change annually or be denied based upon court play demands.

    League or organized social groups will not have assigned practice play days and times. These groups may schedule practice time as a private play reservation and be granted an assigned court based upon their accumulated points.

    The Membership shall be open to Florida property owners. Applicant(s) must provide a valid Florida

    driver license, a Florida issued gold identification card, or valid government documents showing

    ownership of Florida property.

    An application is required for each member of the household wanting a membership.

    Annual membership feels are payable on or before September 30 each year. The annual fees will be payable using PayPal and deposited in the �DD Park’s bank account. The annual fees may change over time. ! third party utilizes the �DD’s �rooks’ property tax roll to verify whether the applicant is a �rooks or Non-Brooks resident in order to charge the appropriate annual membership fee An Identification product is provided to each applicant who has paid the appropriate fee. This product allows access to certain locked CDD Park amenities.

    Verified Brooks Owner Annual Membership Fee $15 Verified Non Brooks Annual Membership Fee $572 Identification Product Fee per Brooks or Non-Brooks membership $10

    A single Identification Product cannot be used by other members of the household. Any member found sharing an a Product will have their privileges revoked for the current fiscal year.

  • Brooks CDD Park Membership Renter Transfer Policy Policy 2.0 9.9.2018

    A Brooks CDD Park member may transfer their membership to person(s) renting their property for the period of the rental agreement upon payment of applicable fees, providing a copy of the rental

    agreement, and applicable letters of recommendation.

    The transfer fee applies to each new rental agreement issued during the CDD Park’s fiscal year.

    The renter(s) must complete the Brooks CDD Park Membership application and pay any additional fees related to specific amenities within the Park.

    The transfer fee is $500.00 for each rental transfer application.

  • Brooks CDD Pickleball Association By-Laws 9.9.18

    Article 1 - Name

    Section 1.1 The Association’s name will be Brooks CDD Pickleball Association (aka BCDDPA)

    Article 2 – Purpose

    Section 2.1 The purpose of the BCDDPA is to provide an organizational frame work for organizing fair

    and equitable play time, fostering sportsmanship, establishing lessons programs for beginners and

    above skill level players as appropriate, establishing policies for approving organized play by leagues and

    social groups, and the membership process.

    Section 2.2 The fiscal year of the BCCDPA is from October1 through September 30.

    Article 3- Membership

    Section 3.1 The Membership shall be open to all members of the Brooks CDD Park. A Member may join

    the BCDDPA by making application.

    Section 3.2 A member may transfer their BCDDPA membership to a renter of their property upon

    payment of a transfer fee to the Brooks CDD Park along with copies of their rental agreement and letters

    of recommendation.

    Section 3.3 The BCCDPA may establish a fee for special events or activities which must be approved by

    the Brook’s CDD Supervisors by the June CDD meeting for the subsequent fiscal year.

    Article 5 – Board of Directors and Officers

    Section5.1 The Board of Directors of the BCDDPA shall govern all organizational affairs of the

    Association. The Board shall consist of seven (7) Directors elected by majority vote of the members of

    the Association, each of whom, after the initial election, will serve for two (2) years. The Board Officers

    will be: President, Vice President, Secretary and Treasurer (collectively the “Officers”); A Director will

    serve no more than two (2) connsecutive terms.

    The Officers will govern the affairs of the Association.

    Members of the BCDDPA Board of Directors will be one from each of the four Brooks Communities plus

    three (3) at large members who will be from the beginner skill level.

    Section 5.2 Annual meeting and election of officers will be held at the end of March of each year. The

    term of office will begin on April 1 of that year.

    Section 5.3: The Board of Directors will appoint a nominating committee consisting of three (3)

    members. The president will select the committee chairperson from the present Board of Directors who

    will be one of the three (3) members.

  • Section 5.4: The nominating committee will present a slate of candidates for the positions referred to in

    section 5.1 of Article 5 no later than end of February of the election year.

    Section 5.5: The Directors will be elected by simple majority of those BCDDPA Members present at the

    annual meeting. If the number of nominees equals the number of vacancies, voting will not be

    necessary and the nominees will be appointed by acclimation. If the number of nominees does not

    equal the number of vacancies, the Board will appoint the number needed to fill the vacancies until the

    next annual meeting.

    Article 6 – Responsibilities

    Section 6.1: The president will preside at all meetings of the Association and will be ex-officio of all

    committees.

    Section 6.2: The vice-president will assume the presidents' duties in case of his/her absence and will

    replace the president in case of the presidents' resignation, death or disability.

    Section 6.3: The secretary will keep the minutes of all meetings and communicate the Pickleball news

    to the members.

    Section 6.4: The treasurer will maintain the annual membership list and report to the BCDDPA Board of

    Directors on membership status, membership lapses, membership renewal updates or issues as may be

    assigned by the Board. The membership list will include each members name Florida address, email

    address, and telephone number(s).

    Article 7 – Board of Directors’ Duties

    Section 7.1: The duties of the Association will be to recommend to CDD Supervisors for approval:

    7.1.1 All annual play time calendars with allocation of play between open, private. League, social group, and clinic play time by days and hours of play. The hours of play segments will not be greater than 1 ½ hours but may be reduced to less than 1 ½ hours to allow for more play time periods.

    7.1.2 Utilize Attachments to these By Laws to approve the establishment of Leagues and Organized Social Groups as well as to recommend League, Organized Social Group, and Guest play time.

    7.1.3 Recommend additional operational policies of the Association to the CDD Board of Supervisors for approval as needed.

    7.1.4 Recommend any new special event BCDDPA fees to the CDDs’ Supervisors for approval by June 1 annually

    7.1.5 Recommend the any changes to existing committees or the creation of new committees to further the goals and policies of the BCDDPA

    7.1.6 Meet as required during the season from October to September. BCDDPA meetings are open to all members.

  • Section 7.2: The Board of Directors may not impose additional fees, unless approved by the Brooks

    CDDs’ Supervisors

    Section 7.3: A quorum is met, when four (4) BCDDPA Directors are present at a duly noticed meeting whose agenda is published and distributed to all members. A meeting notice and agenda will be sent via to all members.

    Section 7.4: Upon the resignation of a BCDDPA Board Member or his/her absence from 3 consecutive

    meetings without cause, the Board must replace such member by appointing a candidate in compliance

    with Section 5.1 above to fill the unexpired term.

    Section 7.5: Roberts Rules of Order will pertain to all meetings of the Association.

    Article 8 – Policies

    Section 8.1 Policies adopted by the Association must be recommended to the CDDs’ Supervisors and

    receive approval before implementation.

    Article 9 - Amendments

    Section 9.1: Amendments to these Articles may be proposed by the Board of Directors or by written

    petition of at least one-half (1/2) of the Association's members. The proposed amendments will be

    voted upon by the members at the next Annual meeting and then, if passed by a majority of the

    members in attendance, they will be sent to the CDDs’ Supervisors for review and approval before

    implementation.

    CDD Park League Group Play Approval Policy 1.0 9.6.2018 Rev O

    A league group will provide to the BCCDPA its planned BCDDPA member play process, its rated player list showing player’s rating, what club’s it will be competing against, and it's first and second choices for a once a week afternoon or evening play.

    The groups’ chairperson must track player participation for each weekly play period so needs can be assessed for subsequent year play period requests Play period assigned to each group will be annual.

    The BCDDPA will review and approve all requests to establish an organized group play league. A league may request a once a week play time. Monday through Friday afternoon play time can occur for two hours between 1:30 and 4:30 or between 4:30 and 8:00 respectively

    The group must submit a subsequent year play period request each year along with data from prior year to validate new play period request to BCCDPA.

    Leagues may be either competing against other club leagues external to the Brooks or leagues formed within the Brooks Community to play against each other

    The leagues may be men, mixed, or women of two separate skill levels of 3.0 or 3.5

    Any BCDDPA member league player must pay a fee to be evaluated by a BCDDPA established PB professional from outside of the Brooks to determine which skill level league is appropriate for the player

    Chairpersons will be established for each league type and skill level. By April of each year the chairperson shall have all new league players rated and establish a team for the next season. By August of each year the chairperson shall communicate with other external league officials, establish a preferred afternoon or evening match schedule and communicate for approval that play time for the subsequent season. Upon receiving approval, the chairperson will advise their group of same

    CDD Park Organized Social Groups Policy 2.0 9.6.2018 Rev O

    A social group will provide the BCDDPA its purpose, its membership process, how desired times for membership play is determined, and its first and second choices for play during the season and the number of courts it wishes to reserve. The two hour play period can occur between 8:00 and 10:00; 1:30 and 4:30 or 4:30 and 8:00

    Chairpersons will be established for each approved social group. By April of each year the chairperson shall confirm their team will play in the next season. By August of each year the chairperson shall establish a preferred day and time schedule for approval for the subsequent season. Upon receiving approval, the chairperson will advise their group of same

    CDD Park Guest Play Policy 3.0 9.6.2018 Rev O

    ! guest is defined as a person(s) staying in a ��DDP! member’s residence. Guests may play pickleball only if accompanied and playing with a member. A member of the BCDDPA may reserve a court for guest(s) pickleball play on any afternoon or evening where a 90 minute play period has not already been scheduled for league / organized social play nor has already been reserved for member play using the reservation system. No fee shall be charged for guest play. The guest name must be entered into the system when the member makes the reservation.

    !ny guest determined to not residing in the owner’s residence will forfeit their use of thee �DD Park facilities.

    BROOKS CDD PARK PICKLEBALL LEAGUE RULES 9.14.2018 Rev. 0

    The Brooks CDD Park has pickleball teams that play other local communities during the high season. These teams may include 3.0 and 3.5 teams in each of these divisions: Men’s Doubles, Women’s Doubles, and Mixed Doubles. Each team is made up of players who have a Brooks CDD Park membership. Property owners in the Brooks have an automatic membership. Players who aren’t owners in the Brooks may purchase an annual Brooks CDD Park membership and are then eligible to join a team. Matches are held once a week, and a weekly team practice may also be held. Matches are held both at the Brooks courts and at other communities’ courts.

    PLAYER RATING REQUIREMENT Every player on a Brooks pickleball team must have a pickleball rating to determine if he/she meets the required rating qualification to join one of the Brooks teams. If a team doesn’t have enough players at a specific level (3.0 or 3.5) to form a team, the captain may decide to accept several players who are at a lower level to be used as needed during the season. For example, several of the highest-performing 2.5 players may be asked to join a 3.0 team, or several high-performing 3.0 players may be asked to join a 3.5 team. A player is not allowed to play “down” from his/her rating. For example, a 4.0 player is not allowed to play down on a 3.5 team, and a 3.5 player may not play down on a 3.0 team.

    A pickleball rating can be obtained in one of three ways:

    1. Brooks Skill Assessment A Brooks club rater will rate players by evaluating them through an assessment that includes an individual skills evaluation and play in a regular game situation. A fee will be paid by the player to the rater for this rating service. The Brooks club rater is an objective person from outside the Brooks.

    2. USAPA Rating A player may already have a rating through the USAPA. This may be used IF the rating system used actual tournament results in determining this rating. The rating may not be used for the purpose of the Brooks club rating if it was a self-rating and there are no tournament results listed on this website.

    3. IPTPA rating A player may have a rating through the IPTPA rating assessment, and this will also be accepted.

  • BROOKS RATING ASSESSMENT PROCEDURE If a player wishes to join a team and needs to be rated through the Brooks Skill Assessment, he/she can send an email to [email protected] or contact the captain of the team the player wishes to join. The captain will pass the name and contact info on to the person who is responsible for setting up rating sessions. Rating sessions will be held before league play starts for the season and possibly during the league season as needed, depending on the number of players who wish to be rated at a specific time.

    If a player does not qualify through the rating system to be placed on a team and wishes to be re-rated by the Brooks rater, this re-rating shall take place not less than three months after the initial rating session.

    After the rating session is held, the assessment result will be sent to the player who was rated. If the player is still interested in joining a team, he/she will then give a copy of the assessment result to the captain of the team he/she wants to play on.

    PLAYER SELECTION FOR MATCH PLAY Players on the team will be selected to play in weekly matches based on various factors, including: availability, skill level, success in prior matches while taking into account the strength of the opponents, and team commitment.

    Paypal costs: no monthly charge 2.2% + $0.30 per transaction

    To establish a non-profit account, Paypal requires:

    Evidence of nonprofit registration with any applicable regulatory body, such as Articles of Incorporation, IRS 501(c)(3) determination letter or documentation of candidacy.

    A recent pre-printed bank statement or voided check from your account [showing your account numbers]. Starter checks are not acceptable. The organization needs to own each bank account linked to this PayPal account. You can't use a personal bank account.

    Information about how you intend to use the money (such as donations or membership fees). Your mission statement (if applicable). TIN and official address of organization An email address (presumably your treasurer).

    To set up the account and create the two sales buttons, I would estimate 2 hours @ $55/hour

    work. I can provide a code and link ready for your webmaster to insert on the site/email.

    Your treasurer needs to manually move funds from Paypal to your business account.

    Paypal accepts all major credit cards, other paypal accounts, and ACH (electronic checks). Users

    do NOT need to have a Paypal account to check out.

    Questions for your board: 1) Do you want to recoup the service charge? If so, you can't call it that, you have to call it a

    handling fee. And it's applied once per transaction no matter how many memberships the user

    pays for (unless you just roll it into the total cost of membership).
