    2002 NIAG report1 on Trans-Atlantic Defence Industrial Cooperation provided to CNAD

    Thereportofferedrecommendationsonhowtoenhancetheabilityof industrytocooperatemoreeffectivelytoprovidecosteffectiveandinteroperablesolutionstomeetAllianceandnationaldefenceneeds.

    2003 NATO, together with the German Marshall Centre, held a conference on US trans-Atlantic defence industrial cooperation.

    Itwasconcludedthat:•the conference contributed to a better understanding with non-US industry and government

    representativesoftheintents,difficultiesandopportunitiesoftheUSpoliciesandwaystoaddresspossibledifficulties.

    •forUSofficials,itwasanopportunitytotakeaccountofNATO,EuropeanandindustrialviewswhenfinalisingtheupdateoftheUSexportlicensinglegislation.

    2003 North Atlantic Council (NAC) agreement to the Secretary General’s way forward proposals2, which included:

    •invitingperiodicbriefings to theNACby theUnitedStates,andothernations,onDefenceTradeExportPolicyandNationalSecurity;

    •NATOplayingaroleinaddressingandresolvingexportlicensingproblemsthataffectNATOagencies;•holdingregularNATOconferencestoaddresstrans-Atlanticexportcontrolandtechnologytransfer

    problems;•incorporatingwithafutureNATOSummitCommuniquéahighlevelpoliticaldeclarationontrans-

    Atlanticdefenceindustrialcooperation.

    2004 Istanbul Summit Communiqué:

    “NATO’s armament activities must meet the Alliance’s evolving military needs. We therefore reaffirm the importance we attach to mutually advantageous trans-Atlantic defence industrial cooperation.”

    2008 Second NIAG study on Trans-Atlantic Defence Industrial Cooperation – Final Report3 issued.

    The report noted the mandate of the study, which was to identify measures which Allies couldimplementtobringaboutimprovementsinthisareaandnottheproposechangestoexistinglawsorregulatorymechanismswithMemberStates,andoffered18separaterecommendationsforaddressing

    byNATO,theUnitedstates,EuropeanUnionMemberStatesofNATO,andindustry,bothrespectivelyandcollectively. Theserecommendations,whichincludedanumberofdetailedproposals,togetherwiththedefencetradeinitiativesintheUnitedStatesandtheEU,wereconsideredtoprovidewaystoimprovethe“playingfield”onwhichtheUSandEuropeanexportlicensingprocessesandtechnologytransferpoliciesoperate.

    2008 Bucharest Summit Communiqué:

    “We agree to […] support the improving of trans-Atlantic defence technological and industrial cooperation as part of the efforts to develop and field the right capabilities and forces.”

    2009 CNAD and RUSI4 Conference on Trans-Atlantic Defence Industrial Cooperation5 under the banner “Challenges and Opportunities in Trans-Atlantic Defence Industrial Cooperation”.

    TheConferenceproducedarangeofrecommendations,themostsalientbeingto:•encourageandstimulateUS-EUdialogueondefenceindustrialmatters,•improvetheunderstandingofexportcontrolproceduresandprocesses,•developaforumwhereseniorindustryandNATOleadership,bothpoliticalandmilitary,canengage

    formally,•holdannualTADICconferences.

    2011 Smart Defence - Smart TADIC

    Thepurposeofisfollow-onTADICConferenceisto:•considertheimplicationsofthenewNATOStrategicConceptandtheopportunitiesprovided

    byNATOtransformationinitiativesforadvancingTADIC;•reviewthedevelopmentsinEuropeandtheUnitedStatestoreformexportcontrolprocesses

    NATOActorsAddressingtheProvisionofNATODefence&SecurityCapabilities

    Conference of National Armaments Directors

    ThemajorworkwithinNATOtoidentifyopportunitiesforcollaborativeresearch,development,productionandsupport,ofmilitaryequipmenttakesplaceundertheauspicesoftheConferenceofNationalArmamentsDirectors (CNAD).TheCNAD is thesenioradvisorycommitteetotheNorthAtlanticCouncilonarmamentsissues.Itsetsprioritiesandgivesguidancetoitssubstructure,whichissupportedbymilitaryandcivilianexpertsfromAlliesandPartnernations.

    Defence Investment Division

    The Defence Investment Division (DI) focuses on the development of military capabilities to enhance theAlliance’scapacity,includingarmamentsplanning,integratedairdefence,airspaceandairtrafficmanagement,and command and control. It contributes to the Nations’ ability to assign to the Alliance forces that areproperlyequippedandinteroperabletoundertakethefullrangeofmilitarymissions.TheDivisionisledbytheAssistantSecretaryGeneral(ASG)forDefenceInvestment,currentlyMr.PatrickAuroy,France.TheASG/DIisalsothepermanentChairmanoftheoftheConferenceofNationalArmamentsDirectors.

    NATO Industrial Advisory Group (NIAG)

    NIAGwasestablishedinOctober1968toprovidealinktotheNATOnations’defenceindustriesthroughwhichtheindustrialviewpointandindustrialtechnologydevelopmentcouldbeincludedintheworkoftheNATO.NIAGisahigh-levelconsultativeandadvisorybodyofseniorindustrialistsofNATOmembercountries,actingundertheConferenceofNationalArmamentsDirectors(CNAD),withtheaimsof:- AdvisingNationalArmamentDirectorsonindustrialperspectivesandissues- Bringingindustrialknow-howandideastotheworkinCNADandotherNATOBodies

    addressingNATOmilitarycapabilityrequirements.

    Defence Policy and Planning Division

    The Defence Policy and Planning Division (DPP) has the lead on defence-related issues such as defencetransformation,defencecapabilities,defenceplanning,logisticsandmissiledefence.TheDivisionisresponsiblefor developing political guidance for the implementation of NATO’s new Strategic Concept, in particulartoguide theworkundertakenduring theNATODefencePlanningProcess,and isalso responsible for thedefence-relatedaspectsofcooperationbetweenNATOandtheEU,notablyinthefieldofdefenceplanningandcapabilitydevelopment. Inaddition, theDivision is responsible for thepolitical-militaryanddefence-relatedaspectsofcooperationwithpartnersandinternationalorganisations.

    Emerging Security Challenges Division

    TheEmergingSecurityChallengesDivision(ESC)aimstoprovideacoordinatedapproachbytheAlliancetothechallengesofthe21stCentury.Theseincludeterrorism,WeaponsofMassDestructionproliferation,cyberthreats,aswellasenergysecuritychallenges,includingthoseposedbyenvironmentalchanges.TheDivision

    willplayanimportantroleintheimplementationofthenewStrategicConcept,aswellasinthedevelopmentofastrategicanalysiscapabilitytoenabletheAlliancetobetteranticipatecrisissituationsandassessrisks.Thedivisionalsopromotessecuritycooperationthroughavarietyofprogrammes,inNATO,withPartnernations,andwithotherinternationalorganisations,asappropriate.

    NATO Office of Resources

    TheNATOOfficeofResources(NOR)bringstogether,underthedirectionandleadershipoftheDirectorNOR,allinternationalstaffworkingonNATOmilitarycommon-fundedissueswiththeaimofreinforcingmilitarycommon-fundedresourcemanagementattheNATOHQ.TheNORprovidesintegratedstaffadviceandsupporttotheResourcePolicyandPlanningBoard(RPPB),theBudgetCommittee(BC)andtheInvestmentCommittee(IC)aswellastheirChairmen.TheNORprovidesstaffadvicetothedivisionsoftheInternationalStaff(IS)andInternationalMilitaryStaff(IMS),andotherbodiesasrequired,onNATOmilitaryresourceissues.

    International Military Staff

    TheInternationalMilitaryStaff(IMS)istheexecutivebodyoftheMilitaryCommittee(MC),NATO’sseniormilitaryauthority.Itisresponsibleforpreparingassessments,studiesandotherpapersonNATOmilitarymatters.ItalsoensuresthatdecisionsandpolicyonmilitarymattersareimplementedbytheappropriateNATOmilitarybodies.

    Allied Command Operations

    AlliedCommandOperations(ACO)istheStrategicCommandresponsibleforallAllianceoperations.Underthe leadership of Supreme Allied Commander Europe (SACEUR), an Innovation and Technology Cell wasestablishedinJuly2009,taskedtofacilitateagiletechnologyintegrationandtopromoterapidimplementationofinnovativesolutionstoglobalchallengesconfrontingEuropeanandNorth-Americansecurityinterests.”

    Allied Command Transformation

    AlliedCommandTransformation(ACT)isNATO’sleadingagentforchange,driving,facilitating,andadvocatingcontinuousimprovementofAlliancecapabilitytomaintainandenhancethemilitaryrelevanceandeffectivenessoftheAlliance.TheStrategicObjectivesofACTare:- ProvidingappropriatesupporttoNATOmissionsandoperations- LeadingNATOmilitarytransformation- Improverelationships,interactionandpracticalcooperationwithpartners,nationsandinternational

    organisations.

    Evolving NATO Structures

    In June 2011, Ministers agreed to consolidate the current 14 NATO Agencies into only three, namely aProcurement,aSupportandaCommunication&InformationAgency,andtoestablishaScienceandTechnologyOrganisation.Thesechangesarecurrentlybeingimplemented,totakefulleffectwithinayear’stime.

    Procurement AgencyTheProcurementAgencyaims tobe the centreofexcellence formultinationalarmamentprocurement. Itprovidesacompetitiveframeworkforongoingandfuturearmamentprocurementprogrammes.Thisincludesa strategy to encourage and attract Nations to initiate and join multinational armament procurementprogrammes.

    Support AgencyTheSupportAgencywillaccommodatemultinationalprogrammes,actasaHostNationforNATOSecurityInvestment Programme (NSIP) projects, and support the Strategic Commands with in-theatre operationallogistics.Itwillalsoprovidein-servicesupport,maintenanceandlogisticstoNATOandnationalweaponssystems,aswellasservicessuchasammunitiondisposal.

    Communication & Information (C&I) AgencyTheC&IAgencywillbeNATO’sprincipalC3capabilitydelivererandCIS serviceprovider forall itsentitledcustomers.ItwillprovideITSharedServicestoNATOHQ,theNATOCommandStructureandthenewAgencies.TheC&IAgencywillensurecontinuousCommunicationandInformationSystems(CIS)supporttoalloperationsinwhichNATOisengaged,respondingtoSACEUR’sneeds.

    Science and Technology OrganisationWithintheAgenciesReformcontext,theAllianceisgoingtoestablishanewScience&TechnologyOrganisation.JoiningtheforcesoftheexistingRTOandNURC,andinclosecooperationwiththeotherNATObodiesimpliedinS&T, theSTOwillpromote thecollaborationbetweenAllies,andwithPartners,on the full spectrumofdefenceandsecurityrelatedscienceandtechnologyactivities.Asaproviderofknowledgeandexpertise,theSTOwilldevelopitsprogrammeofworkinclosecoordinationwithitscustomersinboth,theNationsdirectlyandthroughvariousNATObodies,includingthenewAgencies.Asthe leadingexecutiveoftheSTO,theChiefScientistwillchair itsBoard,ensuringthattheSTOdeliverstheexpectedresultsthroughitsbroadrangeofactivities,andfunctionastheSeniorScientificAdvisoroftheNATO’sseniorleadership,bydeliveringsciencebasedexpertiseandadvice,availableintheSTO-network,tothisleadership.

    Anders Fogh Rasmussen [tbc]AndersFoghRasmussentookofficeastheNorthAtlanticTreatyOrganization’s12thSecretaryGeneralon1August2009.

    HestudiedeconomicsattheUniversityofAarhus,graduating(MScEcon)in1978.ThesameyearhebecamememberoftheDanishParliamentrepresentingtheLiberalParty.

    From1992to1998hewasspokesmanfortheLiberalPartyandfrom1993to1998inadditionvice-chairmanoftheParliament’sEconomicandPoliticalAffairsCommittee.In1998hebecamechairmanoftheLiberalParty’snationalorganisationandvice-chairmanoftheParliament’sForeignPolicyBoard.

    Aftertheparliamentaryelectionsin2001hebecamePrimeMinisterofDenmark,forminghisfirstgovernment,acoalitionconsisting of the Liberal Party and the Conservative People’s Party. His government was re-elected in 2005 and 2007respectively,andheheldthepositionasPrimeMinisteruntilhewaselectedasfutureNATOSecretaryGeneral

    Patrick Auroy Lieutenant General (Armaments) Patrick Auroy is NATO Assistant Secretary General for DefenceInvestment. InOctober2009hetookupthepostofDeputyDirectorGeneraloftheDGA(DirectionGénéraledel’Armement),thearmamentsbranchoftheFrenchMoD.

    HegraduatedfromtheEcolePolytechnique(1975),theENSAE(FrenchAeronauticsandSpaceAcademy1980),andtheEPNER(FrenchFlightTestCrewAcademy,1981),andbeganhiscareerasahelicopterflighttestengineerresponsibleforcertificationattheDGAFlightTestCentre(CEV)inBrétigny.

    In2005,MrAuroywasappointedasDirectorforForceSystemsandStrategies,responsiblefor:- preparingfuturecapabilities-apartofthecapabilityprocessledbytheJointStaff,- defencepolicyonscience,researchandtechnology,- internationalarmamentscooperation,inparticularthroughNATOandtheEU,- economicandindustrialarmamentsissues.
