1. Introduction
1.1 This revised action plan replaces the initial Conwy & Denbighshire Action Plan prepared and submitted to the WAG in April 2009.
1.2 The revised action plan has been drawn together by the Lead Officer for ASD
in Conwy and representatives of the Conwy Autism Stakeholder group following consultation undertaken with people with ASD, parents and carers of children and adults who have ASD and professionals working within statutory, independent and voluntary organisations.
1.3 This Action Plan should be read in conjunction with the document ‘Closing the
Gap’ a report on consultation on autism services in Conwy prepared on behalf of the Conwy ASD Stakeholder Group by the independent charity Conwy Connect for Learning Disabilities.
1.4 The action plan continues to take account of the cross boundary working that
has developed between Conwy/Denbighshire but also includes the regional perspective.

2.2. The Conwy ASD action plan and aims to set out key tasks that will deliver services that will meet the needs of children/young people, adults with an Autistic Spectrum Disorder (ASD) and their families ; carers.
2.3. Many areas of good practice in the field of autism spectrum disorder already
exist in Conwy. The action plan will pull together and further develop, existing good practice in this area, it will use local expertise and knowledge in developing a ‘joined up’ seamless and co-ordinated approach in delivering services for all age groups with an ASD and those with related social and communication disorders.
2.4. There are a number of definitions of ASD, however Conwy will adopt the
definition used in the Strategic Action Plan for Wales:
“The term autism spectrum disorders (ASD) is used to describe the group of pervasive developmental disorders characterised by qualitative abnormalities in reciprocal social interactions and in patterns of communication and by a restricted, stereotyped, repetitive, repertoires, interests and activities”.

3. Conwy Autism Stakeholder Group
3.1 Mission Statement
The aim of the Conwy Autistic Spectrum Disorder Stakeholder group is to take the lead role in supporting the implementation of the ASD Strategic Action Plan for Wales across the authority. The group will support an agreed cross-agency approach to strategic planning for and commissioning of services for people with ASD. The group will inform the CYPP, Local Heath Board, Social Care and well being Strategic Partnerships in relation to ASD issues across Conwy.
3.2 Terms of Reference
(a) To ensure that Conwy ASD Stakeholder group is recognised by the CYPP, Local Health Board, Social Care and Well Being Strategic Partnership as taking the lead role in supporting the implementation of the ASD Strategic Action Plan for Wales across the authority.
(b) To ensure that the group will have representation across all agencies,
voluntary organisations, services and relevant parents; carers. (c) To support the development, provision, and delivery of services for all
children, young people and adults with Autistic Spectrum Disorders. (d) To ensure that provision and service delivery does not discriminate on the
grounds of ethnic origin, cultural and linguistic diversity, gender, age, disability or sexual orientation.
(e) To prepare reports and proposals to go to Agency Commissioners and
service providers and from there to regional and national decision making processes.
(f) Terms of Reference to be reviewed on an annual basis.
3.3 Frequency of Meetings
Conwy Autistic Spectrum Disorder Stakeholder Group will meet on a monthly basis.

Current consistent attendees are highlighted. Other representatives attend on an ad hoc basis e.g. Autism Cymru. The North Wales Regional Support Officer acts as liaison between the local stakeholder groups, the North Wales Lead Officer group and the BCUHB ASD Project Board. Those individuals not paid to attend will be offered reimbursement of expenses from the grant. The arrangements of meetings will facilitate parent representative attendance and the attendance of the young person with Aspergers. Meetings will therefore be held over lunchtime. The North Wales Regional Support Officer receives a standing invitation to attend the Stakeholder Group to report on their role to members and act in advisory capacity. 4. Conwy & Denbighshire Stakeholder Group
4.1 Conwy and Denbighshire Local Authorities and the Health Trust started an ASD group around 10 years ago and this has been the vehicle that has enabled both Local Authorities and Health to achieve what is currently available across both authorities for children who are Autistic
4.2 In response to the Welsh Assembly Government ASD Strategic Action Plan
both Conwy and Denbighshire set up separate stakeholder groups to enable them to focus on their own local priorities.
4.3 In order to maintain cross boundary collaboration both Lead Officers and ASD
Needs Analyst Officers meet on a regular basis and have a standing invitation to attend the stakeholder group in the other authority. At the present time this way of working has assisted in identifying joint funding opportunities.

4.4 Recent discussion has taken place as regards re-establishing an overarching Conwy & Denbighshire ASD Stakeholder Group. The drive for this is a result of the intention for Children Health Services within the new BCUHB to work across Conwy & Denbighshire i.e. Flint, Wrexham, Denbigh, Conwy, Gwynedd, Mon and more recently the proposal that Conwy and Denbighshire Children Services may merge.
5. North Wales Regional Group
5.1. The issues that are raised at the Conwy Stakeholder group will be reported via the Conwy Lead Officer to the North Wales Regional Group.
5.2 It is hoped that the North Wales Regional group will in future be attended by
the lead commissioning managers for adult and children services across North Wales, the ASD Lead Officers and BCUHB commissioners. This group would then take forward those actions required to deliver joined up and consistent services for children and adults with ASD and their carers across North Wales.
6. ASD Regional Support Team
6.1 The ASD Regional Support Team is based in the Social Services Improvement Agency in the Welsh Local Government Association.
