1.0 Introduction, Purpose and Format
1.1.0 Introduction
1.1.1 The maintenance philosophy adopted in this document relate to theexisting / installed electrical equipment and plant and suchmaintenance regimes that shall be adopted in terms of PLANNEDPREVENTATIVE MAINTENANCE (PPM)
1.1.2 As its name implies PPM is a method of maintenance whichnecessitates well-defined maintenance routines for plant andequipment at regular pre-determined intervals. In contrast toRESPONSE MAINTENANCE which is effectively breakdownmaintenance; the philosophy underlying PPM is that plant andequipment is kept operating at or near its peak efficiency.
If PPM is organised and undertaken properly it will produce significantbenefits, the most important of these being the reduction of high repaircosts and energy costs and the elimination of lost revenue resultingfrom forced closure of facilities.
1.1.3 Initially the implementation of PPM is costly but in the long term will besubstantially less expensive than a response maintenance policy.
1.2.0 Purpose
1.2.1 The purpose of this document is identify all items of electrical servicesequipment and plant currently installed at the Outdoor Pool,Letchworth, and subsequently the required PPM regime which shall bethe responsibility of the successful Contractor to perform.
1.2.0 Format
a) The PPM details included in this document are based upon performancerequirements as distinct from detailed schedules of the numerousspecific examinations, tests and checks that will be required of thesuccessful Contractor to achieve the standard of maintenance required.
b) In order to comply with the maintenance standards set out in theschedule the successful Contractor will therefore be required, not only tocomplete the stipulated tests, checks and examinations in accordancewith SFG20 (2012), but also to respond to any works necessary toachieve the standard of maintenance identified in the schedules.
c) The Contractor will be expected to complete all maintenancerequirements in accordance with the frequency intervals as specified inSFG20 (2012) and shall pay all costs relating to such works.

d) It should also be clearly understood, with regard to the period withinwhich corrective maintenance or repair is to be achieved, that where, inthe opinion of the Contract Administrator, failure to complete such worksmay give rise to potential injury to staff or users, the minimum statedresponse times will be applied. In certain circumstances it may on theother hand be the case that stated response times may be extended bythe Contract Administrator, when for example the subject building is notin use.
e) Much of the information appertaining to manufacturers, equipment / planttechnical data, current condition, etc as identified in Appendix’s A and Bis self-evident but for the avoidance of misunderstanding the followingadditional explanatory notes are provided:-
Condition Panel:
The intention of this panel is to indicate the condition of the item ofequipment at the date of tender invitation and is based on a scale of 1 to5. The classifications attributed to each point on the scale are asfollows:-
1 = In need of Repalacement2 = Poor Condition for Age, but still serviceable3 = Average Condition for Age4 = Good Condition for Age5 = As New (Excellent Condition)
Reference Appendix A the Asset Register : Conditions Schedule theassessed condition is identified by enlarged figures highlighted in boldtext.
Maintenance Schedule:
The Asset Register : Conditions Schedule includes reference toAppendix D, SFG20 (2012), the Standard Maintenance Specification forMechanical and Electrical Services to Buildings. Each Equipment / Plantdata sheet makes reference to the applicable maintenance clause thusidentifying the extent and frequency at which the required PPM shall beundertaken.
i.e. – Clause 05-23 of SFG20 (2012) refers to “05” Boilers/HeatGenerators and “23” LTHW Boilers.
Note: it is assumed that as competent M&E Maintenance Contractorsthat those tendering for this particular project will have access to theirown in house version of SFG20 (2012) and subsequently a copy of thisparticular document is not attached.

Economic Life:
As Appendix B, this the economic life expectancy obtained from CIBSEGuide Volume M (2008) – Indicative Life Expectancy for BuildingServices Plant, Equipment and Systems; and/or that which one wouldnormally expect to be achieved.
Predicted Future Life:
The predicted life is deemed to be the economic life less the number ofyears the item has been in operation or, where this is not known, thefuture anticipated life based upon its present condition, maintenancehistory and general state of repair.
It is acknowledged that although it is possible to keep many items ofelectrical equipment operational for periods substantially in excess oftheir anticipated life, the repair and maintenance costs of so doing may,after a certain time, dictate that replacement is a more viable and costeffective option.
2.0 Contractors Examinations, Checks and Tests
It will be the responsibility of the successful Contractor to formulatedetailed inspection schedules and rotas to comply with the generalintention of the examinations, tests and checks stipulated within thisdocument and SFG 20 (2012).
3.0 Exclusions / Clarification
The Contractor’s attention is drawn to the fact that repair, maintenanceand inspection of the following items are expressly excluded from thiscontract:-
