General Assembly Meeting

I. Call Order: The meeting was called to order at 1:00 P.M. by Mr. Rice
II. Introductions: General Membership conducted self-introductions
III. Approval of August 11, 2017 Minutes: Dr. Geddie motioned to approve the October
5, 2017 minutes with corrections as stated. Ms. Gaas seconded; motion passed.
IV. Financial Report - The report highlights salary and support staff expenses, BVRAC
BVWACs radio payment to Washington County, payment for a new website, and
EMS county payments. Robertson County EMS has been reimbursed and
Washington County EMS reimbursement is being processed. BVRAC did receive
several membership payments and provided in the membership tracking handout. In
addition, several check requests were paid and the remaining budget was reported.
BVRAC lost 27% of EMS tobacco funding and has around $5000 left for
programmatic activities, which can be seen in pages 8-10 of the packet. In addition,
several check requests have been paid as listed on the check/voucher register report.
Mr. Rice recommend if anyone has any questions about the budget process or funding
to ask now or he would be happy to discuss at a later time as a complete overview.
Dr. Geddie motioned to approve the financial report. Ms. LaPaglia seconded; motion
carried.
V. Executive Directors Report:
A. Funding Program Update - The state grant funding allocations covering three
years were discussed. In addition, it was reported that there will be no LPG
funding. The funding program update could be seen on pages 11-14 in the packet.
B. Tobacco Annual Report – Mr. Sheridan reviewed highlights of the Tobacco
Annual Report that was sent to members prior to the meeting. The highlights
included discussion on maximizing dollar costs and future issues with the funding
reduction. BVRAC was able to host many regional education events which in
turn were a large cost savings. BVRAC also faces the concern over limits to
programmatic activities due to funding cuts. Mr. Sheridan discussed the
administrative costs and the reporting requirements for EMS Tobacco, EMS
County, and EMS RAC. Mr. Sheridan suggested looking into the possibility of
cutting administrative costs to increase programmatic activities.

VI. Committee Reports:
A. Disaster/Emergency Preparedness Committee (Cory Matthews): Mr. Ruemke
announced that inventory visits will be conducted and members were asked to
reach out to schedule individual visits.
B. Education (Patti Parks):
The website should be finished by next week and management will be turned over
to Mr. Sheridan.
Ms. Parks and Dr. Geddie are looking for interest in the NRP classes designed for
EMS providers scheduled February 6th and 8th. A brochure will be published
providing information about the course.
C. Pre-Hospital (Kevin Deramus): If members would like cardiac arrest information
from EMS, they need to email Mr. Deramus. Battle of the Brazos will not be held
this year, and will take place later in 2018. In addition, Mr. Deramus asked
members to send two people to a pediatric course.
D. Hospital Care and Management/Acute Care (Brandy LaPaglia): Ms. LaPaglia
introduced Ms. Lero who works for Rock Prairie Behavioral Health. In addition,
the General Assembly discussed gathering data on the number of hold hours for
behavioral health patients at their facilities.
E. Stroke (Rebecca Hickman): There will be a coordinators meeting next week.
Due to the success of the last stroke symposium, there will be a cardiac and stroke
symposium in May to educate medical staff and the community.
F. System QI/Physician’s Advisory (Dr. Ohaju): Dr. Ohaju and Ms. Jennings
presented transfer data from local hospitals and included whether transfers were
appropriate or inappropriate. The General Assembly discussed whether there are
regional capabilities to handle specific cases. Dr. Ohaju stated that more feedback
is needed from EMS on transport delays. It was also mentioned that a hand
surgeon is available at CHI St. Joseph, insurance can impact transfers, and that
there is missing data due to lack of reporting. Members were encouraged to get
their data submitted in a timely manner prior to each meeting.

G. Injury Prevention (Ashley Johse): Two “Stop the Bleed” sessions will be held at
Caldwell ISD on January 15th. There will also be “Stop the Bleed” sessions
scheduled at courthouses throughout the region at the end of February or early
March.
H. Perinatal (Dr. Geddie): NRP classes will be held on February 2nd and 4th. The
three hospitals with neonatal intensive care all had surveys and are on track to
receive designations before summer 2018, with St. Joseph already receiving a
level 3 designation.
VII. Discussion and/or Action Items:
A. Patti Parks was approved as the Education Chair for the remainder of the term.
VIII. Open Forum
A. Mr. Rice congratulated Mr. Deramus for being awarded the Texas EMS Director
of the Year for a second time.
B. Mr. Rice reminded members that a cadaver lab is taking place December 20th and
asked members to send participants.
C. Mr. Reimer announced he had four MOUs for members who did not have them
approved to date.
D. Mr. Sheridan asked Baylor Scott & White about the hosting the MMU after using
it to support the marathon. Baylor Scott & White mentioned that they were not
interested in hosting the MMU. Plans will need to be developed to either pick up
the MMU or deliver to a hosting agency.
E. Mr. Sheridan reminded members to check the agency membership dues and forms
sheet to make sure dues are paid.

III. Approval of Meeting Minutes – Dr. Adcock motioned to approve October 05,2017
meeting minutes. Shirley Huddleston approved; motion carried.
IV. Discussion/Action Items
A. County wide EMT Education (NRP class)
Ten NRP books were approved to be purchased at the board of directors meeting.
It is felt by board that each place should purchase books for their stations.
Will have a curriculum meeting January 4th at 1200.
Tami has made a sign up on line
Classes will be Febuary 6 and 8 from 9-12 and 1-4
B. NICU Surveys
All the hospitals in BCS have completed their surveys. The MED received it’s
official letter of level 3 designation in Nov.
Brenham is sending in their packet this month.
C. Breast Milk
Per Dave Reimer most places are NOT getting reimbursed for Donor breast milk
in our region.
It was asked if it less than 32 weeks/1500gm for breast milk. And when and how
does everyone transition off. It was discussed that there is no right or wrong
answer as long as each facility has a plan in place.
V. Open forum
A. We need to look at what data to drop and what to add on our statistics. Please
bring ideas to next meeting.
B. Nicu data: Each facility needs to continue to collect NICU data. We will continue
to review the data every quarter.
