GATA 10% RULE
§200.308 Revision of Budget and Program Plans
• (e) The Federal awarding agency may, at its option, restrict the transfer of
funds among direct cost categories or programs, functions, and activities
for Federal awards in which the Federal share of the project exceeds the
Simplified Acquisition Threshold and the cumulative amount of such
transfers exceeds or is expected to exceed 10 percent per detail line item or
$1,000, whichever is greater, of the budget as last approved by the Federal
awarding agency.

The “tabs”
are basically the
“line items” that are referenced in
2 CFR 200.308.
Example: You can move any
amount of State Basic money
anywhere in the State Basic
funding source within this tab
without violating the 10% rule.
Should you wish to move the
money to another State Basic tab,
then the 10% rule applies.
For example, you can not go from this tab to this tab.
BUDGET MODIFICATION
• Budgets within a single funding source may be modified without
requesting approval from the ICCB as long as the changes do not affect
either the negotiated Program Support percentages or 2 CFR 200.308.
• Budget modifications needing ICCB approval must be signed by the
Grantee’s authorized representative upon submission for approval.
Expenditure of funds under a requested revision is prohibited and will not be
reimbursed if expended before Grantor gives written approval.

APPROVAL REQUIRED
Should you wish to move the money between funding
source tabs, then the 10% rule applies. You would
need written pre-approval to make this modification.
Remember that you will not be able to expend any
funds under a requested revision and will not be
reimbursed if expended before the Grantor gives
written approval.
Remember, you can not go from one tab to another tab without prior written approval.

ICCB ADULT EDUCATION CONTACTS
COURSE APPROVAL/MODIFICATION
All new courses funded by Adult Education funds
must be approved by ICCB prior to being offered.
Community Colleges must submit new courses via
CurricUNET. The process is, however, the same as for
other Adult Education providers in that the same
forms and information is needed.
All forms are found in the
Provider Manual, Appendix C.
Do NOT use old forms.

Funds for CTE Classes

What Is Needed…
Make sure you fill out any form(s) in their
entirety with all applicable information.
(Some information may not be applicable to you.)
• A course syllabus
• The appropriate form(s) with the
correct PCS/CIP Codes as found in
the Provider Manual, Appendix C
COURSE APPROVAL/MODIFICATION
There is no need to attach forms or
information in CurricUNET that are not
needed for Adult Education unless they
are necessary for other purposes or
unless you want to include them for
clarification.
If the form asks for a description, please be thorough
in your description.
If you do not have to use CurricUNET, send the
forms and course syllabus directly to ICCB. If you
have to use CurricUNET, attach the forms and the
syllabus with your submission.
