ABINGDON COMMUNITYFESTIVAL ASSOCIATION
LIVESTOCK RULES
GENERAL1. To be eligible to show and sell at the 2013 Festival, exhibitors must be
members in good standing of (a) Delong Livestock, Bracken BusyBees, Willing Workers, Southwestern, or (b) the Abingdon FFA Chapteror (c) a 4-H member residing in the Abingdon School District.
2. Exhibitors will be assigned barn space after entries are received; therewill be no changes without prior approval by Livestock Chairperson.
3. All steers must be dehorned before the designated weigh-in day inFebruary and wear a halter at the weigh-in.
4. Two steers may be weighed in February, and both may return inAugust to show. BUT, the exhibitor must designate one of the steers on
Friday, August 23, 2013 weigh-in to sell.5. The summer after graduation from high school will be the last year thata 4-H or FFA member will be eligible to show and/or sell.
6. A commission will be deducted from the sale of all livestock at theMonday evening sale.
7. The Livestock committee and/or the Abingdon Community FestivalAssociation is not responsible for loss or damage to any animalexhibited and/or sold before, during or after the Festival.
8. Any animal that appears to be unfit to show and/or sell will bereleased and sent home by mutual direction of the LivestockChairperson and a competent veterinarian.
9. Any individual causing an unnecessary disturbance will forfeit his/her
rights to sell at auction. The Livestock Chairperson will be the judge andthat decision is final.10. No animals will be tied at ANY time to the perimeter fence of the
Festival grounds.11. NO exhibitor who has sold an animal at the Knoxville 4-H Sale, Avon
Fat Steer Show or other sale of this nature prior to the Festival, will beallowed to sell a companion of the same species at the Abingdon FestivalSale.
12. If an exhibitor sells at the Knoxville 4-H Sale AND they retain ownershipof the species, they are eligible to show, but NOT sell at the AbingdonCommunity Festival.

SHOW:12. All exhibitors are required to show their own projects except when thereare two animals in the same class. In this case a member of an eligible clubmay assist.13. Exhibitors are limited to two market species, i.e., sheep-cattle,sheep-swine, cattle-swine, goat-sheep, goat-swine, etc.14. In all Breeding Classes, exhibitors may show only one animal per class,but may show in more than one class.
15. Cattle and Swine females will show in Breeding Classes only. Goatand sheep females can be shown in either market OR breeding classes.16. Barrows, Steers and Market Lambs/Goats must have been shown atany one of the following: Knox or Warren County 4-H Fairs, Section IV FFAFair, Knox or Warren County Fairs--before being eligible for the Festival.17. Steers, barrows and market lambs/goats will be judged and awarded aribbon.18. All breeding females will be judged and awarded a ribbon and a premium.19. The interpretation of any and all rules governing the Festival Show andSale shall rest entirely with the Livestock Committee and the LivestockChairpersons, with the decision of the Livestock Chairperson being the finaldecision.
20. Bucket Calf class for 4-H members 12 or younger.21. All other 4-H rules apply to Bucket Calf Class.
LIVESTOCK ARRIVAL/DISMISSAL:22. Health papers will be checked by the Livestock Chairperson upon arrival.Steers exempt. All Goats, Sheep & Swine must have health papers.23. Barrows, market lambs/goats, and steers will be weighed and numberedas they arrive on Friday, August 23, 2013 from 8:00a.m. to 10:00 a.m. Allanimals must be on the grounds by 10:00 a.m.24. Breeding Stock and Bucket Calves are to be on the grounds by 10:00 a.m.on Saturday, August 24, 2013.25. Breeding females may be taken home after all judging is complete.
SALE (Retaining Ownership):26. Livestock will be sold using a retained ownership format. A base pricewill be determined for each specie prior to the sale. The buyer will pay thedifference between their bid and the base price times the weight of the ani-mal. The seller will maintain ownership of the animal.27. All exhibitors will report their intentions when they are weighed in on Fri-day morning. Any changed to this will need the prior approval of the Live-stock chairman.

1. All entries must be made from 9:00 a.m. to noon, Thurs., August 22, through thewest door of Merchants Building on the Festival Grounds.
2. All exhibitors must furnish their own containers. Single flowers in glass pop bottles.3. A $.50 entry fee for each entry in open class; only one entry per class.4. Premiums and ribbons are as follows: Blue$4; Red$3; White$2. All entries

ARTS AND CRAFTS1. Entries do not have to be phoned in; however, phoned entries
are appreciated. Entries may be made up to 12:00 noon onThursday, August 22. If you have an item for entry that doesnot seem to fit an existing category, call and well try to fit itin.
2. To accommodate participants work schedules, entries may
also be brought in on Wednesday evening before the Festival,from 6:30 - 7:30 p.m., as well as Thursday morning from 8:00a.m. to 12:00 noon. All entries must be in place by Noon onThursday, August 22, in the Arts and Crafts Building. Judgingstarts at 1:00 p.m. on Thursday, August 22.
3. Each exhibitor will pay an entry fee of $0.50 for each itementered. You may enter more than one item in a category.
4. Jr. class is open to children ages 6 - 17. Entry fee is $0.25.5. All entries are to be from the Abingdon School District and
4-H clubs involved in Festival boundaries, and Abingdon FireProtection District.
6. Any item which has previously won a ribbon or prize moneyat the Festival cannot be entered again, but items do notnecessarily have to be made during the past calendar year.
7. All ceramic entries must be finished inside as well as outside.8. Professionals are defined as anyone who has taught or

1. Off of street stock cars used in both Demo & Figure "8"
DERBY, (NO COMMERCIAL VEHICLES, AMBULANCES,HEARSES, OR LIMOUSINES).2. CHRYSLER IMPERIALS not allowed.3. No extra radiators allowed, any automotive type radiator al-lowed, must remain in stock position.4. Transmission oil coolers are allowed.5. Left door bolted or welded shut, may be welded solid. Musthave bar across left door if competing in FIGURE "8" Derby.6. All doors may be welded, 6" weld with at least a 4" gap thenanother 6" weld (not solid) left driver's door will only be allowed toweld solid. Tailgates on station wagons are not considered a
door, no welds. This door must be open for inspection. You maythen secure tailgate with light chain or double stranded wire.7. All gates, side windows, rear windows, headlights, taillights,reflectors, outside mirrors, and loose chrome must be removed.Windshield optional, if no windshield, driver must wear approvedhelmet with full face shield.8. All cars must have approved seat belts, secured to or aroundthe frame.9. Fans may be removed, batteries may also be moved into thepassenger compartment but must be secured and covered. Onlytwo automotive type batteries allowed.
10. Gas tank inside of car (rear seating compartment) must betightly secured with some type of protective fire wall. Not toexceed more than 5 gallons of gasoline. A marine (Boat) typetank is recommended.11. Roll bars are allowed, not to exceed (4) post type, nor to ex-ceed the drivers compartment. Optional stabilizing bars againstthe rear of drivers seat and front of steering column ONLY.

12. Absolutely no reinforcement allowed on front or rear of cars.May use four (4) 3/4" bolts outboard of radiator in the hood, andfour (4) 3/4" bolts in the trunk. This is for safety purposes, not tobe construed as reinforcement. You may use No. 9 wiring inplace of bolts, however, no half and half. If you use bolts, nowire, vice versa. You may use light chain or wire on door postsand tailgates of wagons. All bolts and wiring should be done atthe race site due to inspection. Bolts may go through frame.13. Shackles must remain in factory position, no clamps etc.Car must have a minimum 2" suspension travel. On ChryslerCorp cars you will not be allowed to crank up torsion bars. Allcars must have give and bounce. Screw in spring risers andblocks not allowed.14. All drivers must be 16 years of age or older to compete. Drivers 16 & 17will be required to have parent or legal guardian sign a Minor Release Form.NO Exceptions.15. You may enter more than one car, women may compete insame event with men.16. All participants must wear approved regulation type helmet.17. Entry fee is $20.00 for car and driver only. Pit passes are anadditional $20.00 per person.18. Program starts promptly at 7:00 p.m Friday, and 6:00 p.m.on Sunday; Dont be late!19. Flag rules will be explained at the drivers meeting. All driv-ers should be signed in at least one (1) hour prior to event.20. There will be at least 5 events. At least three (3) from eachheat will compete in final, two (2) in Figure "8".21. Must make contact with a moving car (still in the competition)every 60 seconds or be disqualified. Flag on car must bebrought down on all disabled or disqualified cars.22. Must be able to move car in order to win final event. In otherwords, rocking back and forth in one place with engine running.This will not win.23. No car may run in the final event unless qualified to run fromthe heats.24.All drivers and pit crew, in the designated pit area are insured.
Any person(s) caught in the pit area without a pit pass will resultin expulsion from the pits. If a driver, you will be disqualified forthe night and all future events for the year promoted by MIKEMARTIN PROMOTIONS.

Remember, derby officials and/or Abingdon Community Fes-tival Association board member decision(s) are FINAL! If yourenot a good sport, do not enter!27. No tapping stalled cars, or sandbagging. Intentional driversdoor hit will result in disqualification.28. Both front doors must be painted white with large black num-
bers, your choice of 1 to 100. No other writing allowed on thesedoors. Special numbers will be allowed but subject to officialsapproval. NO profanity will be allowed or displayed on any partof the car. Cars with numbers not painted black will be acceptedif they are large and legible. Numbers will be assigned at thetime of registration.29. Must have two (2) 8" 4" in diameter on each side of carbure-tor.30. All tires must be approved. Tire not to exceed 16.5 in size.Liquid filled tires permitted.31. In the final event (last 3 cars) If any team work occurs, third
place will be paid second place money, second place will moveto third or fourth. This will be decided by the Track Official (nodriver, pitman or car owner).32. A final inspection will be made on feature winners after theevent. Decision is Final!33. If windshield is removed, must have safety bar or chain in-stalled to keep hood from entering opening.34. All Figure 8/Demolition Derby entrants must accompany theircar and drive it into the festival grounds or they will be subject tothe $8 gate fee.

The following rental rates are effective May 1, 2012 Anyperson and/or organization wishing to rent the festivalgrounds and/or building will obtain a lease form and attenda festival meeting with a signed lease and deposit to

Festival before on grounds or building rental.* Horses will not be allowed in any buildings at any time.* Weather will be the determining factor if water and rest-rooms are operative.
