COMMENTS TO Blll31-32(COR)
BILL NO. 31-32 IS AN ACT TO ADD A NEW §5132 TO CHAPTER 5, OF SGCA
RELATIVE TO RETENTION OF PROCUREMENT RELATED EMAil MESSAGES
The Bill proposes that all incoming and outgoing electronic mail (email) correspondence pertaining to
matters related to the procurement of goods and services as governed by Chapter 5 shall be retained for
a period of not less five (5) years. This may entail a fiscal impact if the specific email outlets being used
by Government of Guam agencies do not allow for archiving and/or if it does, for that specific period of
time. This means that various email outlets being used by GovGuam agencies may need to be
reconfigured to create an "Archive Folder" or "Depository site'' to store such information for the
proposed 5 year period. The associated cost in accomplishing this is undetermined at this time.
