Over all the continents we have about 860 mm/y or precipitation about 537 mm evaporates about 334 mm runs of via rivers into the oceans If this balance changes, we can have more floods or droughts
What we do with the water make the difference if we have a problem or not when the balance changesThe consequences are local and we try to determine the water budget at the global scale for climate studies

The cabinet has asked for recommendations from the Delta Commission, a government commission chaired by Prof. Dr. C. P. Veerman, regarding the protection of the Netherlands against the consequences of climate change. This also entails the question of how to set up the Netherlands so that it is climate resistant for the long term, safe from flooding, and continues to be an appealing place to live, work, for recreation, and to invest in.The Delta Commission's main message is: the threat is not acute, but it is very urgent that the management of flood risk management and the fresh water supply be dealt with. The Netherlands has fallen behind. The currently applicable standards for flood protection are not met and this must be made up. Furthermore, the standards are outdated. The Delta Commission has advised that the flood risk management standards be re-adjusted upward. In addition, the Netherland's fresh water supply is threatened by the increasing sea level, declining river drainage during the summer, long-term dry periods, and salt infiltration via rivers and ground water. The Delta Commission has developed a future vision reaching further than 2010. Because it is necessary to take action now to increase the level of safety, the Delta Commission has formulated an integrated recommendations package for the short and middle term. These recommendations emphasize the joint development of changes in the climate and other ecological processes. The implementation of these recommendations will prepare the Netherlands to better handle climate change and create new opportunities. To implement the content recommendations, the Commission proposes the setting up of a Delta Programme (the map on the sheet gives an overview of proposed measures in the Delta Programme). The political-government recommendations indicate that the Delta Programme must be established in a Delta Act to meet the financial (Delta Fund) and regulatory aspects. The Delta Commission also recommends that a Delta Commissioner be named who will translate the national objectives for the next 100 years into the regional objectives needed for the first 25 years.
