ICPI’s 2010 focus was developing and initiating a new three-year strategic plan.ThisnewplaninvolvedhardworkfromtwentyICPImembers
whoservedontheStrategicPlanningCommittee.Ithankthemfortheirinsight
andsuggestions.Theirhardworkmadethe2010-13StrategicPlanastrategy
focusedoncommercialmarkets.ICPIcanusethedirectiontohelptheindustry
achieveitsgoalofmovingfromtwotofoursquarefeetpercapitasalesinNorth
America.
ICPIwillimplementstrategiesimpactingindustrial,commercial,institutionaland
municipal(ICIM)marketplaceswhilememberscontinuedevelopingresidentialmar-
ketsthroughtheirindividualcompanies.ThisconcentrationofICPIresourceswill
helpmovetheindustrytowardsitsgoalofinstitutionalizinginterlockingconcrete
pavementsystems.Keyperformanceindicators(KPIs)areinplacetohelpmeasure
ICPI’ssuccesstowardfulfillingitsvisionandstrategies.
Ourindustry’sshareofcommercialandmunicipalmarketshasnotvariedmuchsince2004.Theindustrymustre-
focusonthemunicipalandcommercialmarketsinordertogainwideracceptanceofinterlockingconcretepave-
mentsamongcities,counties,statesandprovincesandconsultantswhoservicetheseentities.Akeytransformation
neededwithintheindustryistrainingmoresalespeoplewhounderstandhowdesignprofessionalsandspecifiers
work,aswellasthecommercialconstructionprocess.Toincreaseourindustry’ssharefrom21%to50%inthismarket
overthenexteightyearscanonlybedonewithknowledgeablesalespeopleusingaconsistentindustrymessage
supportedbyICPI.
Interlockingandpermeableinterlockingconcretepavementsystemsarethebestpavementsolutionbecausethey
offertheuniquecombinationofversatility,sustainabilityandenvironmentalmanagement.Theyperformexception-
allyforarangeofpavementneedsunderadverseconditions.Theyhaveapositiveimpactonthethreecoretenants
ofsustainability—people,planetandprofit.Theyhelppeoplepositivelyconnectwiththeirenvironment.Noother
pavementsystemavailabletodaycanofferallthismakingconcretepaversthe
pavementofchoiceforallbuthighwayapplications.
Workcontinuesoninfluencinggovernmentsatalllevelstoincorporateper-
meableinterlockingconcretepavementsinmunicipalordinancesanddesign
guides.ICPIisdevelopingtoolsformemberstousetobetteraddressthismar-
ketwherestormwaterrunoffhasbeenlegislatedintoexistence.Development
ofpermeableandinterlockingconcretepavementspecificationsinprovincial,
stateandmunicipaldesignguidelinesisahuge,long-termtaskandakey
strategicinitiative.
Itwillbeourindustry’sstrategicinitiativesandourabilitytoincreaseaware-
nessandacceptanceofsegmentalpavementsystemsbydesignprofessionals,
specifiersandalllevelsofgovernmentthatwillallowustoreachourgoals.

Concrete Pavers Earn LEED® Points
WithintheNorthAmericandesignandconstruction
community,ameansforaddressingsustainabilityor
‘greenbuilding’isthroughLeadershipinEnergyand
EnvironmentalDesignorLEED®.DevelopedbytheU.S.
GreenBuildingCouncil(USGBC)in1998,LEED®provides
voluntaryguidelinesforreducingenergyandwasted
resourcesfrombuildingandsitedesign.LEED®has
experiencedwideacceptancebythedesignprofessions
andbycity,stateandfederalgovernmentsinevaluating
sustainabledesigninbuildingprojects.LEED®version3
includesthegenesisforlifecycleanalysisorLCAasa
basisforearningcredits.LCAidentifiestheenvironmen-
talimpactsandpollutantsincludinggreenhousegases
from“cradletograve,”i.e.,frommanufacture,useand
disposal/recyclingofaparticularproductorsystem.LCA
willseeincreasingusebydesignprofessionalsasan
influenceinsiteandbuildingsystemdecisions.
ThepavingsystemsrepresentedbyICPIareuniquelypo-
sitionedtoyieldlowerenvironmentalimpactsandmore
favorableLCAsthanconventionalpavements.Studies
hereandoverseascompletedin2010providetheratio-
naleforearningLEED®creditswithsegmentalconcrete
pavements.Movingforward,ICPIwillbeincorporating
SustainabilitythesestudiesintoTechSpecsandcontinuingeducation
programsformembersanddesignprofessionals.
Permeable Pavements Reduce Stormwater Runoff
PermeableInterlockingConcretePavements(PICPs)con-
tinuetoexpandata20%annualgrowthratethanksto
national,stateandlocalstormwaterrunoffregulations.
ICPIcontinuestoinfluencestateandlocalordinances
thatencourageandinsomecasesrequireperme-
ablepavements.TheGovernmentRelationsCommittee
developedamodelPICPordinanceformemberstouse
topressPICPforwardamonglocalgovernments.An
increasingnumberofstatesandregionalstormwater
agenciesareupdatingdesignguidelinesforpermeable
pavements.ICPIanditsmembershavebeenparticipat-
inginmanystatesandprovincesbycommentingon
thesedesignguidelines.Inaddition,ICPIhascontributed
totheASCEpermeablepavementstechnicalcommittee.
ThisgroupisdevelopinganASCEdocumentonper-
meablepavementsthatwillguidecivilengineers.Due
in2011,theASCEreportwillreceivewidedistribution
amongASCEmembersandhaveasignificantinfluence
ondesigndecisionsforsustainablepaving.
Concrete Joint Sustainability Initiative
ICPIcontinuedworkingwiththeConcreteJointSustain-
abilityInitiative(CJSI).TheJointSustainabilityInitiativeis
acooperativeeffortamongnearlyallthemajorconcrete
industryorganizationstoadvanceacollectivevisionfor
asustainablefuturewithconcretestructures.ICPIpro-
videsadvocacy,technicalandeducationalresourcesas
appropriatetoenhancetheuseandconveythebenefits
ofconcretestructurestoothers.Wewillleveragethe
strengthsandresourcesofallindustryorganizationsto
advancetheinitiative.Thisapproachwillultimatelyresult
inimprovedindustryimage.
Resultingfromthisjointinitiativewastheinclusionof
interlockingconcretepavement(ICP)andpermeable
interlockingconcretepavementintwopublications.

Standards—ASTM & CSA
ICPIcontinuestodevelopexistingASTMandCSAstan-
dardonconcretepaversandtestmethods.In2010,
achangetotheASTMC140methodoncompressive
strengthtestingwasproposedinASTMthateliminates
correctionfactorsforpaversover60mmthick.Thetest
methodrequirescuttingaconsistentlyshapedcoupon
forcompressiontesting.Inaddition,thecommittee
isinvestigatingtensilesplittingasanothermeansto
evaluatepaverstrength.Advantagesofsplittensiletest-
ingarereducedcostsandincreasedspeedoftesting.
Thesefactorscanbeimportantinmanufacturingand
inlargerpaverprojectsthatrequirecontinuoustest-
ing.IfintroducedtoASTMC936,tensilesplittingwould
beanoption.In2010,ICPIinitiatedthereviewofCSA
A231.1, Precast Concrete Paving SlabsandA231.2 Precast
Concrete Pavers.Nowapproachingthefiveyearmarkfor
reviewandrenewal,theCSAstandardscommitteewill
convenein2011toupdateandrefinethesestandards
tohelpensuredurableandlonglastingconcretepaving
units.
Setting the StandardICPI is developing and setting standards and guidelines for the interlocking concrete pavement industry.
ASCE Standard
In2010,ICPIannouncedthe
publicationofaNorthAmerican
standardforthestructuraldesign
ofinterlockingconcretepave-
mentformunicipalstreetsand
roadwaysfromtheAmerican
SocietyofCivilEngineers(ASCE).
Thestandardwasdevelopedby
aconsensusstandardsdevelop-
mentprocessaccreditedbythe
AmericanNationalStandardsInstitute(ANSI).TheASCE
standardallowsdesignerstodevelopacrosssection
structurefortheirpavementbasedonthreesitespe-
cificconditions:estimatedequivalentsingleaxleloads
(ESALs),subgradestrengthandsubgradedrainage.
Thestandardprovidesdesignguidanceforunbound
aggregate,asphalt-treated,cement-treatedoras-
phaltconcrete.Thestandardestablishesguidelinesfor
developingappropriatepavementstructuresforvarious
trafficandsubgradeconditions.Thisstandardwillassist
theindustryandmunicipalitiesbyestablishingaconsis-
tentstructuraldesignmethodforinterlockingconcrete
pavements.Movingforward,ICPIwilldevelopatraining
programandstructuraldesignsoftwareontheASCE
standardformemberanddesignprofessionaluse.

guidanceonmostaspectsofdesign,constructionand
maintenanceofinterlockingconcretepavements.ICPI
publishesnewbulletinsannually,andupdatesexisting
oneswiththelatestdevelopments.Therearecurrently
17TechSpecsinuseacrosstheindustry.During2010,
updatesandmajorchangesweremadetofourTech
Specs.AllrevisedandnewTechSpecsarereleasedwith
thenewICPIgraphics.Thesedocumentscontinuetobe
availableonlinethroughICPI’se-techprogramwhere
memberssubscribeaspartoftheonlineTechSpec
retrievalprocess.
Installer Certification
ThroughtheICPIConcretePaverInstallerCertification
Program,individualscurrentlyemployedintheconcrete
paverinstallerindustryhavetheopportunitytopur-
sueeducation,certificationandindustryrecognition.
Withsupportfrommembers,ICPIproduced72Concrete
PaverInstallercoursesin27statesandfourprovincesin
2010.Thisdedicationtotrainingtheindustryhaslead
tothecertificationofmorethan18,000concretepaver
installerssince1995.ICPIpavermanufacturingmembers
typicallysponsorthesetwo-daycoursesthroughoutthe
country.During2010,ICPIrenamedtheLevelIConcrete
PaverInstallerCertificationprogramastheConcrete
PaverInstallerCourseandimplementedcertifica-
tionrequirementsoffieldexperience.Inaddition,ICPI
implementedtwonewcourses:theCommercialPaver
TechnicianCourseandthePICPSpecialistCourse.These
coursesaredesignedtohelptheindustryincompeting
intheindustrial,commercial,institutionalandmunicipal
markets.

TheICPIProductCertificationProgrampromotescompli-
ancewithASTMandCSAstandardsforconcretepavers,
gridpavements,permeablepaversandpavingslabs.
Theprogramprovidescredentialsforpromotionby
theindividualpavermanufacturerandbenefitsdesign
professionals,contractorsandthegeneralpublicby
creatingandcontributingtoaperceptionofvalueand
qualityintheindustry.EighteenICPIproducermembers
participatedintheprogramin2010andthesearelisted
