Rick Dinger is the president of Crescenta Valley Insurance, where he started his career in 1985. Rick has been a leader in his local insurance association, serving as Chairman of the Young Brokers and Agents of the West (2001), member of the National Young Agents Committee and is a Past President of the local Burbank, Glendale & Pasadena Insurance Association. In the community, he is the Past President of the Crescenta Valley Sheriff Support Group, past president of the Montrose Chamber of Commerce; he is a former Honorary Mayor of La Crescenta, Past President of the CV Chamber of Commerce and is on the Alumni Council for Saint Francis High School, where he enjoys announcing every home varsity football game. Rick is past chairman of California InsurPac, the political action committee for the Insurance Brokers and Agents of America (IIABA). In April of 2003 the IIABA presented Rick with the InsurPac Special Recognition Award. The award was presented to him in Washington DC. In 2003, Rick was presented with the inaugural Anthony J. DiBuduo Award. This award is presented to the most outstanding insurance professional under the age of 40 in California.

Stephen L. Young, IBA West Senior Vice President and General Counsel, has been with the Association for 20 years, where he represents the interests of thousands of independent insurance agents and insurance brokers in regulatory hearings before the California Department of Insurance. Young coordinates the association’s involvement in litigation affecting the business of insurance and insurance producers, and provides legal research and support to the association’s legislative advocates. Working with hundreds of member brokers and agents over the years, Young directs the “First Call Free” legal information and advice hotline for insurance brokers and agents, and authors the popular “Question of the Week” feature in the Weekly Insider. Young is a former member of the Insurance Law Committee of the State Bar of California, is a charter and continuing member of the Agent and Broker Advisory Committee to the California Insurance Commissioner, and is a frequent speaker and author on legal and regulatory developments affecting insurance producers. He is a recipient of the Ramsden-Sullivan Award, the highest honor the Association confers for service to the American Agency System. Young is licensed to practice law in Illinois and California. He holds a Juris Doctor Degree, as well as a Bachelor of Science Degree in Journalism, from The University of Kansas.

Clark Payan is Chief Executive Officer of IBA West and is responsible for the day-to-day management of the association and works directly with the Executive Committee and Board of Directors to implement policy. He is also responsible for the coordination of IBA West’s strategic planning process.

A graduate of Eastern Illinois University, Clark began his insurance career in 1979 with Payan-Stitt Corporation, an independent insurance agency located in Palos Heights, IL. Since then, his insurance experience has included underwriting & marketing positions with Aetna Life & Casualty PFSD; Agency Services Director for the Independent Insurance Agents & Brokers of California; Partner, President and Chief Operating Officer of Payan, Alberts & Thompson, Ltd., an independent insurance agency located in Orland Park, IL; and President of IBA West Service Corporation, a wholly owed subsidiary of IBA West. Clark assumed CEO duties for IBA West in September, 2004.

Clark is a charter recipient of the Accredited Advisor in Insurance (AAI) and the Associate in Management (AIM) professional designations.
