It is amotivationforarchitectstosearchanswersfortheirquestions,builduptheirunderstandingaboutsociety,humanbeing,context,economyetc.,andthusreflectingtheirthoughtsintophysicalenvironmentthrougharchitecturaldepiction.Entrantsarefreetoexploreasfarastheyarewillingtopushthebarsetoutforthecompetition,butnotbreakingthem,toavoiddisqualification.

ABOUTDHAKAELECTRICSUPPLYCOMPANYLIMITED(DESCO)HISTORYIn theprevailing socioeconomic andpolitical environment it is a great challenge in earning customer confidence for apublic sectorutility company InBangladesh.Butdespiteallrealitiesandconfrontingallchallenges,DhakaElectricitySupplyCompanyLtd(DESCO)iscommittedtoachievethedistinctionoftheleadingmostcompanyinthecontextofearningcustomersconfidence.TheemergenceofelectricityuseinourpartoftheworldwhereBangladeshissituateddatesback140years.ActuallyelectricitycamehereonlytwoyearsaftertheusestartedinerstwhileKolkata.ABritishcompanyon24June1879firstsetthemillstoneofelectricityuseinKolkata.Graduallyafterwardslimitedscaleuseof electricity started indifferentpartsof undivided India.But the first formaluseof electricity started from the first thermalpowerplantbyCalcuttaElectricitySupplyCorporation(CESC)inApril1899underthepatronageofLordCurzon.NawabofDhakaintroducedelectricityinBangladeshin1901.OnlyAhsanManzilusedtoenjoytheprivilegeofusingelectricityinitially.Electricityuseforgeneralcitizensstartedin1930.AcompanynamedDEVCOwascreatedforpowerdistributioninDhaka.Theyusedtogeneratepowerintheirownplantand supply. It continued till 1947. Pakistan government took it over in 1957. In 1947, other thanDhaka 17 other districtswere partially under powergeneration and distribution coverage. After creation ofWater and Power Development Board in 1959 power generation and distribution came underexclusivegovernmentcontrol.AfterindependenceofBangladesh,WAPDAwasdividedintotwoparts.Theresponsibilityofpowergenerationanddistributionwasvestedonthepowerwing of WAPDA. From 1972 till 1991, BPDB was exclusively responsible for power distribution in the entire country. After the creation of RuralElectrificationBoard(REB)in1977thetaskofsupplyingpowerinruralareaswasgraduallyhandedovertoREB.NowREBisdischargingthisresponsibilitythrough72PollyBidyutSamity(PBS).From19711991thePowerSectorwasdependentonloansandassistanceofdevelopmentpartnersanddonoragencies.Butchangingparadigminglobalscenario generated encouragement among investment communities for investment in Bangladesh power sector. But at the same time donor agenciesofferedfinancialassistanceattachingvariouscovenantsforreformsandrestructuring.Onthebackdropofabove,DhakaElectricSupplyAuthority(DESA)washandedovertheresponsibilityfromBPDBforsupplyingpowerinDhakaMetropolisandadjacentareas(Narsingdi,Gazipur,Narayanganj,MunshiganjandManikganj).DESAwascreatedwith threemajorobjectives. Thesewere:Reducing staggering system loss, increase revenuecollectionandensuringbettercustomerservices.DESAwascreatedthroughaPresidentialOrderin1990andstartedoperationin1991.

After5yearsofDESA,anewpublicsectorcompanynamedDhakaElectricSupplyCompanyLtd(DESCO)wascreatedin1996underCompanyAct1994,withasmallareaMirpurwashandedovertoDESCOfromDESA.DESCOstartedoperationaftertwoyearsofcreationwithonly90MWpowerdistributionand71,161customers.Nowin2015,DESCOsupplieselectricitytoalmost7,05,000customers.Startingwithasystemlossofabout47%ithasmanagedtobringitdownto8.37%.Itisnowafinanciallyviable,profitearningPublicUtilityCompany.DESCO is working tomeet the future demand, better customer service expectation of the customer andmodern power distribution system by 2030expecting2.8millionofconsumers.VISION&MISSIONVisionTobeanenablerofeconomicdevelopmentandsocialprogressbyprovidingsafe,reliableandsustainableelectricity.MissionBringing comfort to customers, supporting business and commerce and building strong communities. ABOUTCOMPETITIONCRITERIA Thearchitecturaldesigncompetitionwillbeanopenprocedureintwostages,whichwillhighlightoutstanding
intermsofidea,sustainableandmostinnovativegreenBuildingsolution.ProjectCost:ApproximatelyTk.100crore.FirstStage:ThefirststageconsistsinfindinganadequateapproachtotheSpecificationsandprogramofthecompetition.ThisstagemustenabletheCommissioningOrganizationtoassess,howtheprojectwillbeassimilatedonsite,itsarchitecturalquality,theextenttowhichtheprojectmeetstheobjectivesoftheprogram,howtheprojectdealswith the issue of functionality and access, cost effective use of space, energy efficiency, local resources andsustainabilitywithuniversal/handicappedaccessfacilities.Sixentrants(Maximum)willbeinvitedtoparticipateinthesecondstage.SecondStage:ThesecondstagemustallowtheselectedcandidatestodeveloptheirprojectsonthebasisoftheJuryreportandanindividualassessment.Participantswillsubmitapreliminaryestimatedcostoftheproject.

Separateaccessfortherentedoutoffices:SeparateentryandexitfacilitiesshouldbeprovidedfortheotherRentedoutofficeareas. WallDigitalDisplay:AbigDigitaldisplayscreenontheouterwallshouldbeprovidedatanysuitableposition.

TERMS&CONDITIONSAFTERTHEFINALRESULT
SELECTIONOFARCHITECT&FIRM
1. TheArchitecturalFirm(consistsofArchitect/Architects)winningtheFirstPrizeshallbeformallyappointedbyDESCOinaccordancewiththeAgreementalongwithConditionsofEngagementsof IABunlessandthe fees forArchitectural,Structural,Electrical&MechanicalandPlumbingConsultancyservicesshallbe5.30%(FivepointThreezeropercent)ofthetotalconstructioncost(ThetotalfeeswillbeconsideredincludingVATandAIT),unlessthereisanyvalidreasontodeclinesuchappointmentundertheIABCodeofEthicsandProfessionalConductortheIABCompetitionRegulations.Insuchcase,theArchitect/ArchitecturalFirmofthe2ndbestawardeddesignshallbeappointedasthearchitectandthearchitect,ifrequired,shallhavetomakeanyreasonablemodificationstohis/herdesigninaccordancewiththerecommendationsofthejury.Ifthesameprocessfailsforthe2ndbestdesign,thenthe3rdbestawardeddesignshallbeappointedasthearchitect,andshallhavetomakemodificationsinthesameway,ifrequired.
2. DESCOcanappointthefirstprizewinnerforFulltimesupervisionoftheprojectwithafeeupto2.2%(TwopointTwopercent)(ThetotalfeeswillbeconsideredincludingVATandAIT)ofthetotalprojectcostorreservestherighttoappointanyotherwinner(shortlistedforsecondstage)ratherthanthefirstprizewinnerforthisjobwiththesamefee.
3. DESCOmayappointthefirstprizewinnerfortheirofficeInteriorDesignoftheprojectorreservestherighttoappointanyotherwinner(shortlistedforsecondstage)ratherthanthefirstprizewinnerforthisjob.Feeforthisjobwillbefixedupontheagreementofbothparties.
4. ThefirstprizewinnersprizemoneyshallbeconsideredasAdvancePaymenttothecommissionedarchitect(s)andshallbeadjustedwiththewinningArchitectstotalfee.
5. Ifthejuryisnotsatisfiedabouttheabilityofthe1stprizewinningarchitecttocarryouttheproject,theyshall,inconsultationwiththewinner,adviseDESCOthatanestablishedArchitect/Consultantacceptabletothepromoterbeappointedincollaborationwiththe1stprizewinnerincarryingoutthework.
6. AnydisputeonthetermsandconditionsofappointmentpriortosigningoftheAgreementshallbesettledbyapersonnominatedbyIAB,ifnecessary,asarbitratorbetweenDESCOandthewinner.ThedecisionoftheArbitratorshallbefinalandbindingonDESCO&theWinner.
7. If,foranyunavoidablereason,DESCOwantstocancelthecompetitionaftertheentriesarereceived,theentrieswillbeevaluated&theprizeswillbeawarded.Insuchcase,thecopyrightandauthorshipofthedesignswillremainwiththerespectivearchitectsandAMIshallreturnallthesubmitteddesignstothem.NoneofthesubmitteddesignscanbeexecutedbyAMIoranyotherarchitectappointedbyDESCO.
