  • PRESENT STATUS OF THE PROJECT

    The Visakh Refinery had its conception in the year 1957 as CORll (M/s Caltex OilRefining India Limited) with a capacity of 0.65 MMTPA. In the year 1974, it was nationalizedand subsequently made as MIs Hindustan Petroleum Corporation limitedzyxwvutsrqponmlkjihgfedcbaZYXWVUTSRQPONMLKJIHGFEDCBA[Mis HPCL -herein after referred as Project Proponent (PP)]. In the year 1985, the refinery wascapacity increased to 4.5 MMTPA with addition of Crude Distillation Unit along with therequisite associated facilities. Further, in the year 1999, the refinery capacity was augmentedfrom 4.5 MMTPA to 7.5 MMTPA. Subsequently, facilities are put up for Motor Spirit andDiesel fuel quality up-gradation to meet the Auto fuel policy and the refinery capacity wasincreased to 8.3 MMTPA.

    PP informed that the MoEF&CC has accorded following ECs for their petroleumrefinery:-

    During the visit, it was informed by the PP that there were some discrepanciesin the analysis reports of APPCB and PP. The BOD, Phenols, Sulphides, Oil & greaseare above limits in the treated water as per APPCB during January 2011 to November2011. The S02,SPM and emission flow rates are more than the stipulated limits as perthe APPCB during November 2011. APPCB has directed the PP vide their order dated14.12.2011 to reduce the capacity of refinery to 70% of the existing consent limit. PPcontended that the sulphur emissions, odour problems are not directly related to therefinery process. PP approached the Appellate Authority. TheAppellate Authority videits order dated 13.10.2012 (Appeal No. 48 of 2012) directed that the matter has to bedisposed of by APPCB after obtaining the study report of IISc and in the mean timestatus quo with regard to the production capacity of the PP shall continue. PPinformed that presently the final study report of IISc is awaited.

    The above project was monitored by the Regional Office - Chennai from 03.02.2015to 04.02.2015 along with the following officers of the Mis HPCL:-

    DESCRIPTIVE REPORT ON STATUS OF COMPLIANCE TO THE CONDITIONS OF THEENVIRONMENTAL CLEARANCE AND ENVIRONMENTAL MANAGEMENT

However, the renewal ofconsent from APPCB is yet to beobtained by the PP beyond 31.12.2014.

    ii. An expansion of the plant, either with theexisting product mix or new products orstorage facilities etc can be taken uponly with the prior proposal of thisMinistry.

    Agreed upon.

    It was submitted that the condition is"Noted" and assured to abide by thecondition.

    Now the PP is proposed to increase theirpetroleum refinery capacity from 8.33MMTPA to 15 MMTPA atVishakhapatnam, Andhra Pradesh.

    iii. The total emission of S02 from the entirerefinery should be brought down from 9TD to 7.5 TPD in a phased manner andaction plan for the same should besubmitted to the Ministry. Until the S02limit of 7.5 TPD is achieved in the nearfuture, the total emission of S02 wouldnot exceed the earlier prescribed limit of9TPD.

    Being complied with.

    As per EC dated 10.04.1997, the totalS02 emission from Visakh refineryincluding DHDS project should notexceed the norm of 11.5 TPD. The detailof the average S02 emissions fromrefinery in 2013-14 and 2014-15 asprovided by the PP is enclosed asAnnexure - I. As per the data, it isobserved that the S02 emission limitvaries from 7.46 TPD to 11.01 TPD andis within the limit of 11.5 TPD.
