CITY BUDGET OFFICE

introduction

With prudent and judicious management of funds, the City's annual budget is constantly increasing. For FY 2015, the estimated budget is P2.597 billion – P168 million more than the previous budget at P2.429 billion.

For the first semester of FY 2014, the City Government of Zamboanga garnered a rating of “Very Satisfactory” in the semi-annual review and general examination of cost and accomplishment by the Local Finance Committee.

The 2015 Budget was submitted at an earlier time, and two supplemental budgets were prepared in FY 2014.

Despite the challenges, total revenue from all sources in 2014 was P2.258 billion, a 10.75% from last year's collection of P2.037 billion.

One year and six months since I took my oath, we have faced a gamut of problems, challenges and issues and our leadership was tested. But the obstacles we encountered have renewed our faith in our people. It is the resiliency of our people and the perseverance of each and every Zamboangueño regardless of color, faith and belief that we made it through, overcoming difficulties and surpassing all set-backs. After the crisis, we need to reweave the social and cultural fabric that was torn – address the unspoken mistrust, anger and fear against each other – Christians, Moslems and Lumads - even if we've been living together harmoniously side by side for centuries. We need to come out as one people, united more than ever, in our modern day history. Let us show the nation and the rest of the world that we are strong, that we are brave and that we are one. Mafuerza, Valiente y Unido.

One year and six months since I took my oath, hospitals and malls are rising up, new roads are being opened, homes for the poor and the displaced are being built, our budget is increasing and our economy is once again growing.

This year-ender report contains vital information of the City's accomplishments in various facets for the year 2014. It answers the question of where we are today in our rebuilding efforts and what our future plans are. Security, Health and Education remain our priority areas of leadership. We have revisited too the previously set targets and started a realignment process for a more realistic delivery of services as promised for the whole year of 2015 and beyond.

Let us do our part in making Zamboanga a better City, even if the challenge sometimes looks insurmountable. We do our part and we don't just stand by the side complaining. Rather than counting the losses and pitfalls, let us count the gains, count what was achieved and build on the experiences and lessons learned.

1. Intensify sending of demand/follow-up collection letters; 2. Intensify inspection of business establishments; 3. Recommend closure of business establishments with delinquent accounts/no business permit; 4. Forward delinquent accounts to the Legal Office for appropriate legal action.

To ensure all transactions entered into by the City Government were in accordance with laws and regulations and safeguarded against loss or wastage, the City Accountant's Office conducted pre-audit of disburse-ments and inspections of goods and material and services rendered.

Office personnel were sent to trainings, seminars and convention to gain knowledge, and capabilities to act efficiently and effectively on their respec-tive duties and responsibilities.

Of the total assessments of P15.10 billion as of December 31, 2014 – P10.93 billion refers to taxable assessments which translates to P218,731,672.80 real property tax collectibles.

The education sector remains to be the biggest beneficiary of the real property tax whereby 50% of the goes to the Special Education Fund (SEF) and the remaining 50% is shared by the City and the Barangays on a 70%-30% basis – P109, 365, 836.40 for the SEF, P76,556,085.48 for the City and P32,809,750.92 for the barangays.

City Assessor Erwin Bernardo was elected as the president of the Regional Association of Treasurers and Assessors IX (REGATA IX) during a Planning Conference held in Pagadian City recently.

CITY ACCOUNTANT’S OFFICE

For the year 2014, the City Administrator's Office collected a total of P63,658,671.90 in local revenues, of which the sum of P7,184,589.00 was generated from the intensified implementation of City Ordinances in coordination with the local police force. This part of the revenue is much higher by P4,359,664.00 than the collection in 2013 with only P2,824,925.00

Economic Enterprises

The Office also oversees the operation of the city's three Economic Enterprises: the waterfront Main Public Market, the Sta. Cruᴢ Public Market and the Abattoir in Barangay San Roque. These facilities raked in a total collection of P42,385,548.31 in 2014, broken down as follows: P18,752,259.38 from the Main Public Market, P16,641,223.27 from Sta. Cruᴢ Market and P6,992.065.66 from the Abattoir.

It can be noted, however, the Abattoir did not fare well in 2014 as its collection had slightly dropped by P705,482.59 compared to its collection in 2013 amounting to P7,697,548.25. This can be attributed to the proliferation of illegal slaughterhouses in the barangays. Much work though was accom-plished with the maintenance of the physical upkeep and improvement of the facilities of the City Abattoir to conform to the standards set by the National Meat Inspection Services (NMIS). The Office, meanwhile, had initiated a campaign through “Task Force Carne”, requiring the non-customer meat merchants or lechon dealers to avail of the City Abattoir's services.

Parks and Gardens

The Office likewise takes charge of the city's parks and gardens, namely; Paseo del Mar, Plaᴢa del Pilar and Jardin Maria Clara in Pasonanca, whose uninterrupted operation last year resulted in a significant increase of their revenues combined totaling P13,618,534.59, which is much higher than their combined income in 2013 amounting only to P9,645,924.21. (See table)

Public Cemeteries & Other Facilities

It was noted in 2014 that the Public Cemetery in Mampang had already gained wider acceptance of the public as can be gleaned from its income for the year amounting to P470,000.00, a much improvement compared to its 2013 collection of P189,500.00. Majority of the cemetery's occupants came from indigent families.

In the meantime, the year 2014 saw the completion of three more facilities under its supervision. These were the new structures with 241 stalls at the

The City Legal Office remains committed to its mandate to conduct investigation and trials, and provide legal support, process, titling and documentation, as shown by the table below:

Among the most notable legal action taken by the CLO for 2014 was the filing of a Motion for Reconsideration for the case versus Chairman Nurulaji P. Misuari and all personalities involved in the Zamboanga siege for Rebellion and for Violation of Republic Act No. 9851 (The Philippine Act of Crimes Against International Huma-nitarian Law Genocide and Other Crimes Against Humanity).

Moreover, as part of a more intensified effort to monitor infrastructure projects in the City, the CLO recovered the total amount of P436,109.98 from several construction firms which comprise 15% mobilization fee of unim-plemented infra projects. Three construction firms were likewise blacklisted for abandonment of projects in violation of RA 9184.

Right now, the legal office is closely coordinating with the Department of Justice (DOJ) and the Department of Interior and Local Government (DILG) for the mayor's request to transfer high profile inmates at the City Reformatory Center to Manila for security reasons.

The City Human Resource and Management Office (CHRMO) launched several programs and projects geared towards ensuring the well-being of local government employees and improving customer/client relationship.

CITY HUMAN RESOURCE OFFICE

To serve as the guide for employees' interactions with clients, the CHRMO launched GETS which stands for Greet, Eye Contact, Thank You, Smile. In addition, a Refresher Course on Basic Cus-tomer Service Skills was provided to 874 employees.

The Marcha de Las Mujeres for the International Women's Month and the Pink Dance Party at Sundown for the Pink October Month reaffirmed the City's support for Gender and Development (GAD) thrusts.

A total of 22 retirees were honored in an event dubbed Despedida de

To help our administration achieve its goals and targets, we make sure that we have the right people in the right place.

The City Hall once again wowed resi-dents and visitors alike with its Blue and White Christmas motif conceptualized and flawlessly executed by the men and women of the General Services Office.

The GSO was instrumental to the suc-cess of the series of information caravans conducted in the different transitory and relocation sites by Communications

Working Group composed of the city government's Information and Communication Division and its various humanitarian partners.

The office also assisted in the procurement and release of a total of P83.277 million in supplies used by the city government as well as facilitated the donation of buildings and structures to state colleges and universities amounting to P41.331 million.

CITY ENGINEER’S OFFICE

In 2014, the City Engineer's Office (CEO) imple-mented, inaugurated and turned over a total of 52 different projects amounting to P600,876,507.18, of which P84,474,018.70 went to the construction of school buildings. These include the 2-storey 8-classroom at Manicahan National High School- P9.7 million; Ayala National High School Building- P20.6 million, 2-storey 6-classroom at Bunguiao National High School- P6.2 million, 2-storey 8-classroom at Talon-Talon National High School- P9.2 million and 2-storey 6-classroom at Tulungatung National High School- P6 million.

To develop the tourism potential of Merloquet Falls in Sibulao, the city government had invested P7.5 million for the improvement of the road leading to the falls worth P5 million, construction of stairs with benches amounting to P1.4 million and construction of box culvert at P1 million. Several oother tourism-related projects worth almost P15 million were implemented in the Great Sta. Cruz Island.

The Limaong Bridge was comple-ted in the amount of P130 million and so the improvement of farm-to-market road from Ayala to La Paz for P20.2 million. The Main Public Market was given a boost with the completion and turnover of five infrastructure projects thereat worth P54,104.492.15.

With Health as one of the priorities of the Climaco administration, the City Health bannered excellence in the implemen-tation of the various health programs of the City.

For 2014, the City was recognized as a Green Banner Awardee for its effective implementation of the nutrit ion programs.

The City Social Welfare and Development Office continued to pursue its efforts in providing social protection to the needy and the vulnerable sectors of the city, and more importantly it struggled to ensure that the Internally Displaced Persons (IDPs) of the September 2013 siege were living within the standard condition in close coordination with all the UN partners and other stakeholders, from the national and local levels.

In 2014, the Office assisted a total of 1,595 indigent families for burial services that cost the city government about P9.2 million; 46 other families were provided with transportation support to bring cadavers to their respective homes within the city and 1 family outside the city. There were 20 unclaimed cadavers that were given decent burial in Talabaan on November 28, 2014, costing the city the sum of P76,000.00.

On Disaster Management and Relief Operation, natural and man-made calami-

ties occurred in the city at various periods that displaced a big number of families that brought them helpless circumstances. These prompted the Office to extend immediate assistance in the form of food packs and financial support amounting to P3.789 million to 1,011 families whose homes were damaged either totally or partially.

The Office likewise hired a total of 2,589 indigent students for the year's Special Program for Employment of Students (SPES) under RA 9547 with a P9.1 million allocation from the city government for the students' salaries at P280 per day each.

There were four Job Fairs conducted in 2014 in coordination with the Department of Labor and Employ-ment, POEA, TESDA and other employment agencies that resulted in the hiring of 112 applicants on the spot (HOTS) and 1,264 others who qualified for the jobs they applied for but subject to medical and trade tests.

Figures for civil registration have notably increased due to the mobile registration service extended in the Dia de Alcalde program.

Civil registry revenue also increased significantly, from P4.5 million in 2013 to P5.5 in 2014. A total of 350 residents benefited from the free birth registration conducted by the Office as part of its celebration of the Civil Registration Month. Two mass wedding ceremonies, dubbed Casamiento del Pueblo, were also spearheaded for 29 couples.

Civil registry services were provided to a total of 51 barangays and 4,340 residents during the Dia de Alcalde caravan in far-flung barangays. Mobile mass registrations for application for marriage license and registration of birth were conducted in different barangays.

The Office placed 4th in the Extra Large Category during the 7th National Workshop on Civil Registration for its performance and delivery of civil registration programs.

CITY ENVIRONMENT & NATURAL RESOURCES OFFICE

The city's reforestation project as well as the rehabilitation of mangrove and forest areas continues with the propaga-tion of 21,151 seedlings and wildlings at the city-managed tree nursery. Tree planting activities initiated by the city

government and partner agencies and institutions formed part of the reforestation program.

Construction of the Phase 1 Sanitary Land-fill Facility (SLF) at Barangay Salaan has been completed and the project has been subsequently turned over to the city government on November 21.

Initial closure activities are ongoing at the Lumbangan controlled disposal facility while final preparation for the operation of the SLF.

Area coverage of various services has been expanded. Barangays Cabatangan, Cawit,

Recodo, Sangali, Taluksangay, Tulungatung, Sinunuc, Mampang and Mercedes are now included in waste collection routes. Temporary shelters/transitory sites in Baliwasan (grandstand), Calarian, San Jose – Cawa-Cawa, Taluksangay, Tulungatung, as well as Masepla in Mampang continue to avail of waste collection services.

Existing street-sweeping service areas have also been expanded to include Baliwasan Chico, Camins Road, San Jose Road and Veterans Avenue (covering the stretch from DPWH to the intersection of Gen. Lim Avenue and Tetuan Highway).

Despite the advent of industrialization that gave a dramatic lift to the city's finance and commercial industries, Zamboanga City and its nearly one million inhabitants remain dependent on the abundance of agriculture and fishery products.

Rice production in 2014 reached 32,505.7 metric tons registering an increase of 17.5% compared to 2013's harvest. 7,327 farmers were served.

Corn production likewise went up by 16.2% with an actual harvest of 27,141.2 metric tons against the 23,359.3 m.t. in the previous year (2013). A total of 7,956 farmers were given assistance.

Vegetable and cassava productions had gone up as well, recording a 7% and an 88.4% increase respectively. The city re-corded last year a total vegetable yield of 16,584.35 mt. while cassava netted 28,315 mt. harvest.

In consonance with my priority thrusts on Security, Health and Education (SHE), the City Agriculturist Office initiated its own version of SHE initiative, which stands for Sustainable Household Enterprise. “Bahay Kubo Project” aimed at reviving backyard gardening and encouraging farmers to plant varieties of vegetables was another initiative that was popularized by the folksong “Bahay Kubo”.

The city government implemented 42 farm-to-market road projects with a combined length of 13.6 kilometers and amounting to P96,950,385.23. Of the number, however, 32 projects were completed and 10 other projects were still on-going. Four solar/ seaweed dryer projects amounting to P1,725,183.75 were also completed during the year.

The irrigation development program saw the construction of 6 irrigation projects worth P11,981,294.78, of which 5 projects were already completed amounting to P9,741,481.18 and 1 under construction for P2,239,813.60.

The Office of the City Veterinarian is mandated to be the vanguard of delivery of basic veterinary services such as the protection of veterinary public health, safeguarding the animal health and welfare, and the promotion and development of the local livestock and poultry industry.

The year 2014 was indeed very fulfilling for the Office as it carried out its programs and activities anchored on the administration's priority thrusts on Security, Health and Education (SHE).

The animal disease control program in particular accounted for a total of 907 animals mostly domesticated dogs and cats vaccinated against

The Local School Board led by Mayor Beng Climaco, the body that oversees the implementation of education programs of

the city, has under its employ, 29 school teachers- 18 are elementary and 11 high school teachers. Originally there were 90 teachers hired by the LSB but all the others were already absorbed by the Deped.

In its meeting January 19, the board lined formally approved the various plans and projects including the budget for use/ implementation this year.

public schools. Two annex secondary schools - Pasonanca NHS and Tulunga-tung NHS were established and 4 additional SPED schools were opened to accommodate the increase in secondary level and number of children with special needs, respectively.

Gearing towards K-12 and Senior High School implementation by 2016, the Deped has initiated a series of engagements with external and internal stakeholders.

Zamboanga City was given an allocation of 185 nationally funded teaching positions in May 2014 to address the gap on teachers. However, 166 kinder-garten teachers are still needed.

And as part of the recovery program in the aftermath of the 2013 siege, DEPED established temporary school sites for Sta. Barbara Central School and Mariki Elementary School and composite schools at Taluksangay NHS and Tulungatung ES in transitory sites. Only one school remains as evacuation center- the Zamboanga East Central School but movement of the internally displaced families is expected soon.

The Deped is faced with the challenge of low participation rate of secondary learners as well as the increasing out of school youths and adults. The Alternative Learning System's intensified advocacy and mapping out of OSY last January-February 2014 in all schools and districts provided a baseline

data which paved way to the establishment of additional six (6) Learning Centers for the OSY to access basic education.

In the National Achievement Test (NAT) performance, the elemen-tary overall MPS increased from 65.32% to 67.93% while the Secondary NAT MPS increased from 47.03% to 50.26% or 7%.

Maria Angelique Go was appointed as the city's new investment officer last May 12. Her task is to strategize plans on how to attract more investments to the city by providing a business-friendly and competitive environment.

With its P30M new building, newly purchased equipment and several others coming, the CDRRMO is geared for the work it was cut out to do.

With Dr. Elmeir Apolinario as its new department head, the CDRRMO coordinates with other line agencies to respond to all types of emergencies—natural or man-made disaster or other common issues for the welfare of the residents.

Despite being a newly-created office, the CDRRMO's accomplishments speak for itself. Trainings and drills for personnel to enhance their capacity on disaster response and management were held and the team has effectively responded to emergencies such as fire, heavy rains, flooding as well as defective riprap facilities, in coordination with all agencies concerned, as it is

on call 24/7 since its operation on July 1, 2014.

Various necessary rescue equipment already acquired included

Our anti-smuggling drive will continue without let-up and we will closely monitor the progress in the investigation of the missing sugar and the recently intercepted smuggled rice in the custody of the Bureau of Customs. Those responsible in this illegal activity must be held accountable, and justice must be served.

We are pursuing with utmost urgency the transfer of the 57 suspected ASG inmates at the City Reformatory Center to a more secure site in Manila to minimize security risks as well as the trauma experienced by Zamboangueños in the aftermath of the 2013 siege. These high profile inmates are facing charges for crimes committed not in Zamboanga.

The foiled rescue attempt at the Reformatory Center has derailed evil plans and prevented further casualties.

The Guiwan incident is considered a retaliatory attack in view of the foiled plan of the lawless group but the authorities are hot on the trail of the suspects.

We express deepest sympathies to the families of those who perished and we assure them government assistance as well as to those wounded in the incident, but it should not end here, we want to bring their deaths to justice because their deaths should never be in vain and even the other victims who were affected.

Let us not be afraid of terrorism and for as long as I am mayor of the City, I will utilize all that is within my power and authority with God's grace to really stop terrorism not only in the killing of innocent lives but also in preventing them.

Worthy to mention in the list of ordinances approved are the amendments to the ordinance imposing a fee on local registry, amendment to the plantilla ordinance, the supplemental budget ordinance, the annual budget ordinance, the ordinance providing for the legislative records tracking and electronic data storage-access system development program in the Sang-guniang Panlungsod, the ordinance that mandates the organization and management of one barangay one product or OBOP, the enabling ordinance on the expanded promotion of exclusive and continued breastfeeding in the workplace, the ordinance declaring public nuisance all illegal structures, obstructions and improvements found within the rivers of Boalan and Tumaga, the ordinance institutionalizing, promoting and developing organic agriculture, the ordinances that establishes public high

Thank you to all our partners in the barangays for their efforts in all aspects of governance and most particularly in the implementation of the administration's priority thrust on Security, Health and Education (SHE).

As a show of gratitude and continuous support to the barangays, the local government has initiated the Dia del Alcalde concept, an outreach activity bringing frontline services to the barangays. Todate, Dia del Alcalde has visited 60 barangays including the island villages and served over 20,000 families.

In line with our thrust on participatory governance, we have been visiting barangays to consult with the constituents on the projects and programs of the city. We also have been turning over infrastructures to the barangays regardless of the location and distance. On the average, the infrastructure projects for all the barangays increased by about 125% - from P317M in 2013 to P713M in 2014.

schools in barangay San Roque and the island barangay of Manalipa, institutionalization of the ban on firecrackers and pyrotechnics that resulted to zero casualty during the New Year revelry- the first time ever in the history of Zamboanga and the ordinance reorganizing the City Disaster Risk Reduction and Management Office.

Ladies and gentlemen of the City Council, let us continue our partnership together with our two congressional representatives- Cong. Celso Lobregat and Cong. Lilia Nuño. Together we shall trudge the bumpy road ahead, for the challenges and the difficulties will always remain to be a part of our journey.

A total of 3,567 families remain in 2 evacuation centers(ECs) (JFEMSC and ZECS) and 9 transitory sites (TS). The transfer of internally displaced persons (IDPs) from ECs to TS depends on the level of completion of the infrastructures that include houses, roads and utilities. The transfer takes place after series of social preparations, look-see visits in target shelters and vulnerable situations. Three permanent housing projects under Z3R have been turned over to siege-affected families- St. Peter Homeowners Association in Sta. Catalina (16 units), Martha HOA in Sta. Catalina (44 units) and Paniran HOA (143 houses)Work on the different housing programs and road projects by the NHA and DPWH under the Z3R is currently ongoing. As of 15 January, 675 out of the targeted 8,197 permanent housing units have been completed. This includes the 406 units completed out of the targeted 1,661 deliveries in the Home Materials Assistance (HOMA) program and the 269 out of the targeted 1,676 Duplex Type Housing units finished. The different road packages are also under various stages of implementation. During his visit to the city last Sunday, January 25, President Aquino committed to make available P200 million for additional permanent houses under Z3R, P400 million for sewerage facilities in permanent housing sites and P50 million as bridging fundIn partnership with humanitarian agencies, the DSWD and other partners, improvement of the transitory sites and other interventions for livelihood, health and education of our IDPs are being fast tracked. The City Government is doing the best it can to give the affected families a more dignified temporary shelter with the necessary services and facilities built in accordance with existing standards and ultimately a permanent housing based on the build back better concept. It relies fully on the national government for the implementation of the Z3R plan and we are hopeful that the June 2015 timeline will be realized.We are very grateful but we continuously seek the support and assistance of the national government, humanitarian partners, the IDPs and the constituents in general to help us build back a better Zamboanga!

UPDATES ON THE ZAMBOANGA CITY ROADMAP TO RECOVERY & RECONSTRUCTION

For 2015, we urge the City Council to prioritize various proposed measures that we declare as urgent. These include:

To expedite the passage of the proposed ordinance “Establishing, Operationalizing and Regulating the Use of the Integrated Bus Terminal (IBT) at Barangay Divisoria, City of Zamboanga; Creating and Defining the Functions of the Integrated Bus Terminal Committee; Authorizing the Imposition of Reasonable Rental Rates and Other Fees/ Charges, Providing Penalties for Violation Thereof, and for other Related Purposes.”

To pass an ordinance declaring as nuisance and demolish all illegally constructed finger wharves in the city for security and public safety and order

To require business establishments in the City for the installation of CCTV as part of the requisites for the approval and renewal of business permits

To pass an ordinance implementing a City-wide ID System

To file a case before the Ombudsman holding persons responsible criminally and administratively for the loss of 844 sacks of 50 kilograms sugar while in the custody of the Bureau of Customs

To recommend for the review of the Market Code, Investment Code, Traffic Code and Local Tax Code in order to suit the needs of the present time and

To pass an ordinance on Chavacano Orthography and Lexicography
