1. INTRODUCTION
1. Considering the challenges and problems being faced by the Capital Market Participants and
to overcome those problems, CDC took an initiative and proposed a concept of Zakat
Declaration Repository to Ministry of Religious Affairs & Interfaith Harmony (MORA & IH) and
Auditor General of Pakistan to convert physical forms into electronic form which was approved
and hence it is now mandatorily required that each UIN in Accounts that are exempted from
Zakat must have Zakat Declaration Form or Solemn Affirmation Letter attached with it in the
system.
2. In this regard provision has been built in Account Setup functionality through which the
required Form/Letter could be uploaded and linked with each UIN of relevant Accounts during
Account Opening and Updating operations.
3. In order to handle existing accounts (opened prior to the Zakat Form upload feature availability
on A/C Setup functionality).

2. CHANGES IN ACCOUNT SETUP – ADD SCREEN
2.1 ADDING ACCOUNT
1. A new tab, “Zakat Form Details” has been inducted on Account Setup – Add/Update screen.
2. Initially the tab would be disabled (on Add screen).

4. Enablement of “Zakat Form Details” tab indicates that Zakat Form/Letter is required for
principal and all Joint Holders in the account.

2.1.1 ACCESSING “ZAKAT FORM DETAIL” TAB
1. User accesses the “Zakat Form Details” tab, which comprises of following components:
a. Panels:
i. Principal
ii. Joint Holder 1
iii. Joint Holder 2
iv. Joint Holder 3
b. Each of the above panel has following components:
i. UIN (disabled, populated for Principal and each existing Joint holder, blank for
non-existing Joint holder)
ii. Form Type: (1) for Principal the Form Type is disabled and shows a) Zakat
Declaration Form if Zakat Status = Muslim Zakat Non Deductible, b) Solemn
Affirmation Letter if Zakat Status = Not Applicable, (2) for Joint Holders,
(mandatory, enabled and by default Zakat Declaration Form)

2. Solemn Affirmation Letter
iii. Declaration Date: The Declaration Date must be Equal To or Greater Than
System Date.
1. By default, System +1 Date is shown

vi. Same form/letter as Principal (checkbox, default = disabled & unchecked, the
checkbox shall be available for every JH)
1. By default, the checkbox is disabled and it will be enabled if Principal
form/letter has been uploaded.
c. Only those Joint Holder panel shall be enabled for which entry is available in Joint
Holder tab.

a. The above screen shows the “Principal UIN” and relevant “Joint Holder(s) UIN” in
disabled mode.
b. “Form Type” combo:
i. “Form Type” for Principal UIN shows the value on the basis of following criteria
in disabled mode:

2.1.2 ASSOCIATING FORM WITH UIN
1. Two options are available for attaching Form/Letter
a. Upload (available for both Principal and Joint Holders)
b. Same as Principal (available for Joint Holders only)
2.1.2.1 UPLOADING FORM
1. Upload button (option) is available for both Principal and Joint Holders. Through Upload user
selects and uploads PDF file for associating it with corresponding UIN in the Account.
2. User clicks the “Upload" button.
a. System redirects the user to “File Upload” screen.

b. Selected file must be PDF else system displays error message:

c. User selects the desired file and clicks the Open button.
d. System validates following conditions:

i. File size must not be greater than 600KB else error message is displayed:
e. On successfully clearing the above validations, system changes the checkbox label
from Pending to Uploaded with check marked and displays message such as:

2.1.2.2 “SAME AS PRINCIPAL” OPTION (FOR JOINT HOLDERS ONLY)
1. Provision is available so that the same form as associated with Principal’s UIN can be associated
with Joint Holders as well.
2. User successfully uploads the Principal form/letter.
3. System enables the “Same Form/Letter as Principal” checkbox in relevant Joint holder panels.
4. User selects (marks) the “Same form/letter as Principal” checkbox.
a. System disables the corresponding 1) “Upload” button, and 2) disables the “Form
Type” with same value as appears for Principal UIN.
b. Form/Letter that has been uploaded for the JH prior to selecting the checkbox (if any)
shall get disassociated with corresponding UIN.
c. In case if the checkbox is again unchecked/un-selected then new form/letter would
require to be uploaded, else error message is displayed at save.
i. On unchecking “Same form/letter as Principal”, the “Form Type” combo gets
enabled with default setting.

d. On every instance of form/letter upload for Principal UIN (whether it is the first time
upload or re-upload) the “Same form/letter as Principal” checkbox gets unchecked.

2.1.3 VIEWING FORM/LETTER
1. The View button shall be enabled only in Save and Post mode and shall be disabled in Post
Update.
2. On Post update screen, the View button shall be enabled only for those UIN for which new file
has been attached either through direct upload or through “Same form/letter as Principal” else
the view button remains disabled.
3. System attempts to open the file:
a. If file exists, then system opens the same.
b. If no file is associated with the corresponding UIN then system displays error message.

2.1.4 SAVING ACCOUNT
1. User clicks the “Save” button.
a. System validates that for accounts with parameters as mentioned in table 3.1, Zakat
Declaration Form/Letter is attached with each UIN therein (Principal & Joint Holder).
i. If “No”, system displays error message.
ii. If “Yes”, system further executes following validation checks:
Limit on Number of Pages;
i. File must comprise of 1 to maximum of 4 pages’ else error message is
displayed:
Colour Recognition;
i. File must contain colour (single or multiple) else error message is displayed.

Content Recognition;
1. PDF file must contain multiple key words
2. System also checks if the selected PDF file’s content adheres the
selected “Form Type” for corresponding UIN.
iii. Failing the above check would result in display of error message:
2. On successfully passing the above and other existing validations as per prevailing theme,
system saves the transaction.
3. The above mentioned checks on Save are also applicable on Save Update, Post, and Post
update.
4. On successful posting of account, the attached Forms/Letters could be retrieved through
retrieval functionality.

2.2 EXISTING ACCOUNT
1. User opens an existing account for which “Zakat Form Details” tab is enabled but Zakat Form
is not attached with one, multiple or all UINs and clicks the “Save” button.
2. System displays error message.
3. “Zakat Form Details” tab shall be enabled for only those accounts that fulfill the conditions
mentioned in table 3.1.
a. It is mandatorily required for all such accounts to go through Form/Letter uploading
steps as mentioned above for Account Add scenario.

3. RETRIEVAL FUNCTIONALITY
1. Provision is developed in CDS to Retrieve/Download Zakat Declaration Forms and Affirmation
Letters associated with relevant accounts and the UIN(s) therein. The functionality retrieves
records on the basis of following criteria:
a. Share holder Category = Individual (Not Corporate)
b. Resident Status is not Foreigner
c. Zakat Status of Account = “Muslim Zakat non Deductible” or “Not Applicable”
2. User accesses and clicks the “Zakat Form” option from “Setup menu.
3. System redirects the user to “Zakat Repository Forms Download” screen.
a. By default, the data gird displays all Accounts.
b. Sorting Order: First on Account Number wise, and then on UIN wise ascending order.
4. The screen offers following Retrieval Mode options:
a. Participant ID/Account Number (default)
b. Participant ID/UIN
5. Record Selection:
a. Participant ID (populated with logged-in Participant ID, disabled)

b. Participant Name (label)
c. Account Number (default= Blank, enable, to be shown only if Retrieval Mode =
Participant ID/Account Number)
d. UIN (default= Blank, enable, to be shown only if Retrieval Mode = UIN)

“ALL” Account Search
1. User selects default Search settings for Participant ID/Account Number” filter i.e. Account
Number field is blank and clicks the “Search” button.
2. System populates all Accounts under the ambit of logged-in participant that meets following
criteria:
a. Share holder Category = Individual (Not Corporate)
b. Resident Status is not Foreigner
c. Zakat Status of Account = “Muslim Zakat non Deductible” or “Not Applicable”

“SPECIFIC” Account Search
3. User enters Account Number in corresponding field and then clicks the “Search” button.
4. System validates if the entered Account number:
a. Share holder Category = Individual (Non Corporate)
b. Resident Status is not Foreigner
c. Zakat Status of Account = “Muslim Zakat non Deductible” or “Not Applicable”
d. Exist under the logged-in participant’s ambit
5. On successfully clearing the above checks, system populates relevant records in data grid.

6. If validation is not successful, then no records are displayed in the browser.
7. For both All and Specific Account search following points are applicable:
a. System fetches records of all UINs (Principal and/or Joint Holder(s)) that exist in the
searched Account Number(s).
b. If Account(s) have Joint holder(s) then browser shall separately display each UIN and
in this case same Account Number shall be repeated with each of the record.

3.2 RETRIEVAL MODE; PARTICIPANT ID/UIN
“ALL” UIN Search
1. User selects Retrieval Mode “Participant/UIN” filter.
2. System displays the “UIN” field in “Records Selection” panel and hide the “Account Number”
field.
3. The data grid auto-populates all Accounts under the ambit of logged-in participant that meets
following criteria:
a. Share holder Category = Individual (Not Corporate)
b. Resident Status is not Foreigner
c. Zakat Status of Account = “Muslim Zakat non Deductible” or “Not Applicable”
4. Each UIN in the Account (Principal and Joint Holder(s)) are fetched and displayed as separate
record in the grid.
5. All UINs in relevant accounts with above mentioned Zakat Status are displayed whether Zakat
Declaration Form/Letter is associated with them or not.

“SPECIFIC” UIN Search
1. User enters Specific UIN corresponding field and then clicks the “Search” button.
2. System validates if the entered UIN:
a. Exist either as Principal or Joint Holder in any account under the ambit of logged-in
participant,
b. Share holder Category = Individual (Not Corporate)
c. Resident Status is not Foreigner
d. Zakat Status of Account = “Muslim Zakat non Deductible” or “Not Applicable”
3. In cases where same UIN exist in multiple Accounts, system shall validate every account
individually on above criteria.
a. If validation is not successful, then no records are displayed in the browser.
b. In cases, where UIN validation is successful in some accounts and failed in others
account having same UIN, system fetches those accounts only which have passed the
validation check successfully.
c. On successfully clearing the above checks, system fetches all accounts in which the UIN
exist either as principal or Joint holder.

3.3 VIEW
1. User clicks the “View” button without selecting any record from the data grid.
a. System displays following message:

the same in separate window for viewing purposes.
b. If Zakat Declaration Letter/Solemn Affirmation Letter is Not attached, then error
message is displayed:

3.4 DOWNLOAD
1. User selects single/multiple record(s) from the grid and clicks the “Download” button.
2. System validates the following:
a. Number of records is not more than 10 else error message is displayed:
b. If number of files selected is less than or equal to 10 then system redirects the user to
window for selecting the file name/location for the download file.
c. User enters the file path/name and clicks the “Download” button.

d. UIN(s) in all selected records that possess relevant Zakat Declaration Form/Letter are
downloaded in zip formatted file and displays message. The message also indicates the
number of records where Zakat Declaration Form/Letter are not attached and presents
them as “Files Failed”

1. User accesses the ‘Selection Parameter’ screen from “Report Account Maintenance Zakat
Repository – Account Report”.
2. Logged-in Participants’ “Participant Id” is shown in disabled mode along with Participant
Name.

4.1 SUMMARY REPORT
1. By default, the screen is set for generating Summary Report.
a. User clicks the “OK” button.
b. Summary report is available in PDF format.
c. Total # of Accounts:
i. The row presents the total number of Client, IIA, CIA accounts with other than
Closed Status. Resident Status and Share Holder Category shall not be checked
for this row only.
d. Total # of Account where Zakat Form/Affirmation Letter should be uploaded
i. The row presents the total number of accounts in which Zakat Form/Letter are
required. The count includes all accounts in which Form/Letter are required
irrespective of whether the same have been uploaded or not.
e. Total # of Account where Zakat Form/Affirmation Letter is completed uploaded
i. The count presents the number of accounts in which Form/Letters are
uploaded for all relevant UINs
f. Total # of Account where Zakat Form/Affirmation Letter is partially uploaded
i. The count presents the number of accounts in which Form/Letters are
uploaded for one or more but not for all relevant UINs.
g. Total # of Account where Zakat Form/Affirmation Letter is pending to be uploaded
i. The count presents the number of accounts in which Form/Letters are not
uploaded for any of the required/relevant UINs.
