Srinagar, July 24: Chief Minister Omar Abdullah Thursday stated that some people in New Delhi are ‘in love’ with Armed Forces Special Powers Act (AFSPA) in vogue in Valley that they would never find situation in Jammu and Kashmir conducive to revoke this draconian law.Omar was commenting over the reports wherein it was main-tained that time is not proper that the AFSPA could be revoked from Jammu and Kashmir. The chief minister stated that there are some people who seem to be in love with such laws and that they would never find it appropriate to scrap the draconian laws from Jammu and Kashmir.“This is an ongoing discussion. Earlier, it used to be the UPA gov-ernment and now it is the NDA. Some people have adopted a differ-ent approach towards these laws. Even if there is 100 % normalcy in Kashmir, they would still find some excuses for its continuation.

Srinagar, July 24: Nine persons including a traffic policeman was injured in different road acci-dents across the valley.A Tipper bearing registration number JK01L-4374 hit a motor cycle bearing registration num-ber JK15/2274 near Wungipo-ra, in the jurisdiction of Police Station Bandipora, resulting in injuries to the motorcyclist Mo-hammad Amin Yatoo son of Ali Mohammad resident of Sultan-pora and his two pillon mates Rameez Ahmad Hurra son of Ghulam Hassan Hurra resident of Naidkhai and Kousar Ahmad Yatoo son of Mohammad Yousuf Yatoo resident of Sultanpora. All the injured were shifted to PHC Sumbal for treatment. Police has registered a case in this regard.Meanwhile, a load carrier bearing registration number JK03A/6154 turned turtle near Danew, Kul-gam, in the jurisdiction of Police Station Kulgam. Though both state and central gov-ernments are leaving no stone un-turned to boost the sports activities in the state, but it is the most back-ward state of the country as far as excellence in sports is concerned. Of late, the sports activities have picked up after a lull of about twenty years when the state was passing through the most critical phase of uncertain-ty. A Technology Centre, cost-ing Rs 100 crore, would be established at Ghatti in Kathua district with its ex-tension counter at Sanat-nagar in Srinagar besides district incubation centres across the State as a new initiative of MSME in the State.

This was disclosed by the Union Secretary, Ministry for MSME, Mr. Madhav Lal at an officers’ meeting, convened to re-view the implementation of schemes/programmes

of the Ministry, here last night.

Financial Commis-sioner, Industries and Commerce, Mr Khurshid Ahmad Ganai, heads of various Departments and District Industries Cen-tres, representatives from J&K bank were present on the occasion.

Emphasizing for effec-tive implementation of Credit Guarantee Scheme in the State, Union Sec-retary said that this will facilitate entrepreneurs to take loan without personal security. He said EM1 and EM2 software packages will shortly be introduced in the State while it has already been implemented in 9 states of the country. He said this will improve in efficiency of registra-tion of new units working in unorganized sector.

Mr Madhav Lal asked the authorities of Indus-tries Department to liaise with SIDBI for availing fi-nance for Micro entrepre-neurs of the State, adding that venture capital fund is being created to ben-efit business units dealing with Information Technol-ogy and Food Processing. He asked authorities of industries department to come up with a proposal for up-gradation and de-velopment of industrial estates under MSE-CDP scheme.

Earlier, Financial Com-missioner gave a detailed resume of activities and the achievements through a power point presenta-tion. He said presently 53 industrial estates are op-erating in the State, while 29454 SSI Units are regis-tered with the department.

The meeting deliberated at length on the steps required to be taken for revival of the Corpora-tion for making it more efficient and at the same time to provide more benefits to the privileged section of the society.

Reviewing the performance of the Corporation, it was informed that the Corporation has ad-

vanced loans Rs. 806.85 lakh to 529 beneficiaries under direct financ-ing scheme. The meeting was told that 1836 cases were sponsored

by the Corporation under bank tie up scheme against the target of 1500 units out of which the bank had sanctioned loan in 841 cases in which Corporation paid Rs. 33 lakh as subsidy during the year 2013-14.Speaking on the occasion, Ms. Sakina emphasized on bring-ing more transparency and ratio-nalization in loan disbursement so that all deserving beneficiaries get their due share. She asked the

concerned officers focus attention on wide coverage of beneficiaries of rural and far-flung areas under the schemes of the Corporation.

While expressing concern over the huge default of loan amount, the Minister directed the con-cerned to speed up the loan recov-ery process highlighting the im-portance of this key component in the successful and effective working of the corporation. She, however, warned that their care-lessness approach in performing their duty in this regard would be dealt strictly.

SRINAGAR, JULY 24: Minister of State for Industries and Commerce, Mr. Sajjad Ahmad Kichloo today on second consecutive day paid surprise visit to various Industrial Units in Sri-nagar city to have on spot review of functioning of these units.

Sports activities need a boost

Though both state and cen-tral governments are leaving no stone unturned to boost

the sports activities in the state, but it is the most backward state of the country as far as excellence in sports is concerned. Of late, the sports activities have picked up after a lull of about twenty years when the state was passing through the most critical phase of uncertainty. However, these activ-ities are not so satisfying and the state has hardly produced talent which could represent the country in the international arena. Baring some sportsmen and women in-cluding Parvez Rasool and Majeed Kakroo and some sports persons here and there, we can not boost to be proud of any thing par excel-lence. Recently the central budget has earmarked Rs.five hundred crore for the development of the sports infrastructure in the state and earlier Rs. Eight hudred crore were made available by the union govt. There is no doubt that this money can help in the develop-ment of infrastructure including construction and modernization of indoor and outdoor stadia pro-vided money is spent in a transpar-ent way with utmost sincerity and dedication. The State Sports Coun-cil which looking after the devel-opment of sports infrastructure is doing a good job in the utilization of the funds. This Council needs to be strengthened and given a free hand so that it can provide the required infrastructure of inter-national standards. In addition to this the sports activities need to be given a phillip as was done during the previous year when some foot-ball matches and international cy-cling events were held. The state is full of sports-lovers, enthusiastic and abundant sport talent. It is in the hand of authorities at helm of Sports Council and Dept. of Youth &Sports to create an atmosphere which should be full of opportuni-ties to refine and develop the tal-ent and make the state proud of its sports persons. The construction or modernization of stadia will not help unless the sports activities are given a big boost, talent hunt is started seriously, the raw talent is moulded and refined and devel-oped into quality sports persons. This can be done when sports facil-ities are utilized to the maximum, sports events are held often, spirit of competitiveness is encouraged and sports persons are provided with the facilities of international standards.

In fact, this whole month in itself is so sacred that it automatical-ly provides ample opportuni-ties to a person who sincerely and honestly wants to change the course of his life from evil to truth. Most of the events in Muslim calendar which have widely changed the history have occurred during this holy month including the revelation of Holy Quran, a spiritual con-stitution and a practical guide which teaches every small thing of life. This month provides am-ple opportunities to serve hu-manity in the best possible way and teaches us a unique way of austerity, self-control and the concept of saving and sparing not for one-self but for others particularly orphans, destitute and needy. It really teaches how charity begins at home. It gives the basics of equality and oneness. The holy month of Ramdhan has countless bless-ings for a man provided, he, really and truthfully wants to be blessed. It is because of this that not only Muslims but hun-dreds of people belonging to other communities across the world observe fasts. Ramdhan does not preach to keep fasts and do not eat anything during day. It teaches how to feel the pain of hunger and how to face the agony of those parents who cannot feed their children even a single meal. A true Muslim is he, who controls his hunger, who controls his expansionist designs, who controls his lust for materialism, who controls his physical and mental nega-tivities and who has the spirit of serving humanity in a self-less manner. Let us observe fasts as true humans. Let us help the poor around us with-out publicity. Let us take care of those poor families whose grown up daughters donot get married for want of money to bear the marriage expenses. Let us make our society sensi-tive enough to the problems of needy people and only then we can claim that we are keeping our fasts as preached by Holy Quran and our Prophet (peace be upon him).

Be passionate, they are young and deserve leniency

Cricket has become a very pop-ular game across the world and this game offers name,

fame and a lot of money not only to the players but to various boards, ad-vertising agencies and hundreds of stake holders connected directly or indirectly with this game. Once con-sidered a gentleman’s game, cricket is now engulfed with lot of contro-versies including betting, fixing and other negative things. It is not a sin to like or dislike a player or a team but it is the way that one expresses his sen-timents connected with his likings. Once chief election commissioner of India M.S.Gill who later became a cabinet minister and held sports portfolio was interviewed on a TV channel were he openly said that he is a big fan of Pakistani cricket team. It does not attracted any ill will against the country and cannot be treated as treason or a hate act against the coun-try, but if you celebrate the victory of Pakistani cricket team over India and raise slogans it definitely can be treated as a hate act and will amount a punishment. The J&K chief Minis-ter Omer Abdullah has said that the act of Kashmiri students is not a kind of treason but has justified their pun-ishment by the university authorities. The question arises as to why should these students instead of putting their abilities to study and achieve new heights indulge in such acts. Definite-ly they are in Meerut where the uni-versity has provided them an oppor-tunity to study different courses and where most of the students belong to other parts of India who will neces-sarily get hurt when somebody raises slogans against their team or country. The Kashmiri students should have known that they are availing all the facilities provided by Govt. of India and the government of the country where they live and make their car-rier. It is unfortunate that they are swayed by emotions without caring for the emotions of others and are in-dulging in such acts which could fur-ther complicate their future and cre-ate many more problems. By doing so they have also put their parents in lot of inconvenience as everybody is not affluent and does not have enough money to spend on the education of their wards. There are people who barrow the money or sell the proper-ty for the education of their children. It is the duty of the children to respect the hard work and toil of their parents who do everything for their educa-tion. They should refrain from doing such acts. As they are young hence the university authorities should take a passionate view and should now give them one more chance and should not spoil their career. The UP govt. should also keep their young age in view and withdraw the cases against them, particularly the case of treason. As they are young, the govt. of Utter Pradesh and the University instead of coming heavily on them and proving harsh, should instead be polite and lenient on them.

Drinking Water Facility for Villages

Five crore people living in over one lakh habitations in villages in our country do not have access to safe drinking water even today.

According to official figures twenty two per cent rural families have to walk for at least half a kilometer or more to fetch water (mostly it is the women who have to bear the burden). The percentage of such families is the maximum in Mani-pur, Tripura, Odisha, Meghalaya, Jharkhand and Madhya Pradesh. Fifteen per cent of households in villages depend on uncovered wells and other unimproved sources like rivers, springs, ponds for drinking water. Also eighty five per cent of all drinking water resources in villages are based on underground sources of water and in many of these areas water is contaminat-ed. Only 30.80 percent of the rural population has access to tap water. In fact there are only four states which have been able to bring fifty per cent or more of the rural areas under piped water supply. Many of the states are yet to fully comply with the Supreme Court order on supply of potable water in government schools. The latest available data shows that less than the 44 per cent government schools in villages have drinking water fa-cility.During the national consultation in Delhi held recently on the prog-ress of national rural drinking water programmers and related issues , it was revealed that in spite of this unsatisfactory sce-nario with regard potable water availability in villages many of the states have failed to fully utilize the funds allocated by the centre under the various heads of NRD-WP.To achieve the objective of provid-ing drinking water facilities to all the villages, the Government is bringing about a major paradigm shift in the National Rural Drink-ing Water Programme in the XIIth

Five Year plan period. In the back-drop of over extraction of ground water in most parts of the country, the emphasis is to shift away from ground water to surface water. The focus would be on piped water sup-ply and minimizing the use of hand pumps. The target is to ensure indi-vidual household connections to at least 35 per cent of the population in villages by 2017 against only 13 per cent today.In order to encourage the villagers to take water connections, the Gov-ernment is roping in Accredited Social Health Activists (ASHA). A recent order said the ASHAs will get an incentive of 75 rupees for motivating each of the fami-lies in villages to take individual household tap connection. The states can use the money from the support funds allocated to states under the NRDWP.The norm of 40 litres of water per capita per day( LPCD) in villages was set way back in 1972 but now under the 12th five year plan , it is being increased from 40 to 55 li-tres .In the 12th plan the target is to cover at least half of the popu-lation to get 55 LPCD water with-in in their house hold premises or within 100 meter radius. Once the states are able to increase the per capita availability of drinking water, it will help in bridging the gap to some extent between urban areas and rural areas. Under NRD-WP, States have the flexibility to fix their own supply norms. The Drinking Water and Sanitation Minister Bharatsinh Solanki has urged the states to aim at 55 LPCD , this he says will enable higher level of household connections and reduce the burden on women and girls in fetching water from hand pumps and public taps as well as reducing risk of contamination.Quality of drinking water avail-ability is a major concern in villag-es many parts of the country are af-fected by contamination of arsenic and fluoride, which are considered

the most hazardous in terms of their effect on health. In the budget proposals for 2013-14 Rs 1,400 crore will be provided for the setting-up water purification plants as there are still 2,000 arsenic and 12,000 fluoride affected rural habitations in the country. Then there are contaminants like iron, salinity uranium and pesticides. The cen-tre is assisting States affected with Chemical contamination of drink-ing water, and those States which have cases of Japanese and Acute Encephalitis Syndrome through a provision under the NRDWP by allocating 5% of the NRDWP funds for Improving the quality of drink-ing waterGiven the growing importance of water quality issues, under the 12th plan dedicated funding will be provided to States with quality af-fected habitations, over and above the normal NRDWP allocation to the State. Highest priority will be given to arsenic and fluoride affected habitations. Part of the funding would also be made avail-able to tackle bacteriological con-tamination in the priority districts with high incidence of Japanese and Acute Encephalitis Syndrome as identified by the Ministry of Health and Family WelfareUnfortunately many of the states like Chhattisgarh, Gujarat, Haryana, Jammu & Kashmir, Jharkhand, Kerala, and Uttara-khand & Tripura are yet to submit proposals to get the benefit from 5% Water Quality earmarked fund.World over lack of drinking water and sanitation facilities account for over nine per cent of the dis-eases and more than six per cent of deaths. In our country where more than half the population resorts to open defecation, the situation is worse. It is in this scenario that ma-jor emphasis in the 12th plan is strengthening convergence be-tween rural drinking water supply and rural sanitation by taking up

villages covered with piped water supply to get Open Defecation Free status priority and vice versa.The 12th plan draft document says that all government schools and anganwadis in government or community buildings will be pro-vided with water supply for drink-ing and for toilets as per relevant quality norms by convergence of NRDWP for existing schools and Sarva Shiksha Abhiyan and for new schools set up under SSA. For private schools this will be en-forced the right to education provi-sions. All community toilets built with public funds and maintained for public use will be provided with running water supply under NRD-WP. Care will be taken to ensure that minimum distance is main-tained between the toilet systems and water sources, to alleviate the problem of nitrate contamination.A part of NRDWP outlay will be set aside for integrated Habitat Improvement Projects to provide housing, water and sanitation fa-cilities in rural areas at par with urban areas.Participation of the beneficiaries especially women in drink water supply schemes is also proposed.In another initiative Solar pow-ered pumps will be provided for implementation in remote, small habitations and those with irreg-ular power supply by converging subsidy available under Ministry of New and Renewable Energy.Waste water treatment and recy-cling will also be an integral part of every water supply plan or project.India is fast becoming a water stressed country and over and above everything else there is need to generate awareness about pro-tecting drinking water sources from contamination, regular testing of drinking water sources, conserving rainwater in tanks and ponds, water recharge and water saving devices so that everyone in the country is able to get the basic facility of drink-ing water.

Measures to Check Cheating of investors by Unscrupulous Companies

heating of investors by unscrupulous compa-nies takes many forms, such as: ‘vanishing’ after raising money through public offers; il-legal collection of deposits in violation of Sec-tion 58A of the Companies Act, 1956; floating sham ‘Collective Investment Schemes (CIS)’ in violation of SEBI Act; collecting money from public by posing as ‘Non-Banking Fi-nancial Companies (NBFCs) in violation of RBI Act; and resorting to ‘Ponzy’ or money circulation schemes under the Prize Chits and Money Circulation Schemes (Banning) Act, 1978. The Ministry of Corporate Affairs has tak-en action against ‘vanishing companies’ which have raised funds through initial public offer but thereafter are not trace-able. The Ministry has also taken action against certain companies which have failed to repay deposits to public violat-ing Section 58A of the Companies Act, 1956. Complaints of cheating by companies - which promised high rates of interests to investors, have been received against 87 companies. In these cases Inspection under Section 209A/ Investigation un-der Section 234 of the Companies Act, 1956 has been ordered. Securities and Exchange Board of India (SEBI) also looked into the affairs of 669 companies whose operations were in violation of SEBI (Collective Investment Schemes) Regulations, 1999. The amount collected by these companies was about Rs 7,435 crore. Out of these companies, 75 have been wound up and the money refunded to the investors. A total of 552 compa-nies were prosecuted; convictions have been secured in 124 cases. RBI also regulates deposits / investments of the public with Non- banking Finance Companies (NBFC) that are registered with RBI. Complaints received against companies posing as NBFC’s and Unin-corporated bodies indulging in cheating

/ fraud are forwarded by RBI to the Eco-nomic Offenses Wing of the State Police for investigation and further action. There are certain companies which have floated fraudulent investment deposits mobilizing schemes (also called ponzi schemes) under various guises and are liable for action under the Prize Chits and Money Circulation Schemes (Ban-ning) Act, 1978. This Act is administered by Ministry of Finance (Department of Financial Services) through the State Governments.The Ministry of Corporate Affairs has constituted a Steering Committee to de-velop a “Fraud Prediction Model” aimed at generating alerts for prevention of fraud and malfeasance. It is also pro-posed to revamp the existing Market Research & Analysis Unit (MRAU) in the Serious Fraud Investigation Office (SFIO) to enable it to function as an intel-ligence unit. Giving a fillip to the early establishment of a state-of-art Forensic Lab within the premises of SFIO in the national capital; and the development of a Comprehensive Early Warning System (EWS) for detection of corporate fraud and malfeasance at the earliest, three important MoUs have been signed by the Ministry of Corporate Affairs. These MoUs are: Between Director, SFIO ( which func-tions under the Ministry of Corporate Affairs) and Director, National Institute of Electronics and Information Technol-ogy (NIELIT), a scientific organization under the Ministry of Communications and Information Technology; Between Joint Secretary, Ministry of Corporate Affairs and Director, Finan-cial Intelligence Unit (FIU-IND), an agen-cy under the Ministry of Finance; andDirector, SFIO and Director, FIU-IND. As per the Memorandum, NIELIT will set up a state-of-art Forensic Lab within

the premises of SFIO - with a total outlay of Rs. 3.80 Crore on a turnkey basis, to be completed in two phases. The MoUs signed with FIU-IND will lead to better and faster exchange of information be-tween the three Government entities. FIU has been playing a pivotal role in the collection and dissemination of informa-tion on suspicious banking transactions under the Prevention of Money Launder-ing Act, 2002. FIU-IND has been helping both the Ministry and SFIO from time to time by supplying information on sus-picious banking transactions. Having access to banking information as well as expertise of FIU, the MoU will help SFIO in conducting its investigation in a more effective manner. These initiatives will facilitate development of a comprehen-sive EWS for detection of fraud and mal-feasance at the earliest. The concerned regulatory agencies of the Central Government have adopted different measures aimed at sensitiz-ing the public of the need to be cautious while making investments into schemes, etc. The Ministry of Corporate Affairs conducts Investor Awareness Programs (IAP’s) for making the public aware of the various instruments of investments available to them. Similarly, RBI is-sues notice in newspapers regularly to caution the public against the design of entities in collection of deposits illegal-ly. Editors of Newspapers are also sen-sitized to exercise caution for accepting advertisements pertaining to acceptance of deposits by un-incorporated bodies. Presently, RBI is in the process of under-taking a comprehensive campaign aimed at alerting the public against falling prey to the Ponzy schemes and other monetary mal-prac-tices. SEBI also conducts Investor Awareness Programs in cities / towns across the country and has recently launched publicity cam-paigns through electronic and print media.
