All the markets of Baramulla town were closed with traffic off the roads while clashes also took place at Cement Bridge – which connects Old Town with Civil Lines. There was huge deploy- ment of police and paramilitary forces in all the markets of the town while police had erected con- certina wires on Cement Bridge restricting the movement of civilians. According to a statement issued to KNS, earlier, on May 7, Dr Sameer Ahmed, aged 32 years, resident of village Acchura, Gurez who had developed severe chest pain was taken to nearest Army medical post and administered first aid. Kulgam, May 9, CNS: Family member and scores of attendants Friday staged a protest demonstration, alleging that the negligence of the doctors caused the death of a woman at District Hospital Kulgam in South Kashmir. Hajra Bano (42), wife of Noor-u-Din Chouhan, a resident of Bangward Noorabad had been brought to the District Hospital Kulgam at 7:30 pm on Thursday. She was reported dead at8.45 am. Following the allegation by Hajrah’s husband that the negligence of doctors caused her wife’s death, family members and attendants picked up an argu-ment with the doctors and staged a protest. Attendants during the protests alleged that during night hours no doctor remain present in the hospitals while patients are left at the mercy of Para-medical staffers. Failure of a candidate for appearing in the interview on the given date shall not be interviewed later and shall forfeit his/her right of consideration6) In case of any deficiency with reference to eligibility etc proved at the time of interview, the candidate shall not be allowed to appear in the interview, or if any deficiency is found subsequently the candidate shall not be considered for selection and will be treated as disqualified.7) The candidate shall have to produce all original certificates / testimonials as asked for vide above referred advertisement notification before the interview committee at the time of interview. The candidates who fail to produce such certificates / testimonials may forfeit their candidature. 8) Any candidate found guilty of impersonating or submitting fabricated / tampered documents / testimonials or making false, incorrect or suppressing material information shall render him / her liable for criminal prosecution under law and may be debarred permanently or for a specific period for consideration of any or all recruitments made by the Board. Also canvassing / lobbying in any form will entail disqualification of the candidate.9) It is further notified that there shall be a single interview for the candidates who have been shortlisted for more than one Item/Notification in a particular district and the points/merit secured by him/her in the viva voce shall be accounted for in respect of other items/Notifications where the candidates have been shortlisted in that particular District.10) No TA/DA shall be paid for participation in the interview.

Note:-(1)The candidates are advised to bring Photostat copy of each certificate duly attested by Gazetted Officer with his/her seal and signature and self signed by the candidate himself should be brought along for depositing with the Board on the scheduled date and time of interview in addition to original documents, failing which no claim / objection in this regard shall be entertained. (2) Failure of a candidate for appearing in the interview on the given date shall not be interviewed later and shall forfeit his/her right of consideration. (3)The candidates have been included in the interview list provisionally and only such candidates shall be allowed to appear in the interview who are within age, possess valid category certificates and prescribed qualification certificates before cut off date. (4) Mobile phone are not allowed in the office premises.

Like Kashmir ,forests with temper-ate sub-alpine and alpine vegetation have sever-al picturesque spots like Capilano suspension bridge ,Stanley Park ,Pacific walkway ,Malcolm Knapp Research Forest ,Pacific Whale watching andSea lion island ,Buchart garden ,Cowichan First Nation Locale ,Cheakamus riverside , high altitude ropeway and skiing at Whistler, Shanon waterfall and mountain peaks like Tantalus in British Columbia.Floristics of the forest visited provided new inputs on forest timber like West Himalayan Cedar Thuja plicata ( Kashmir has miniature Thuja orientalis in Gardens for land-scaping only and Himalyan Cedar Cedrus deoda-ra is much valued timber in demand ),Douglas Fir Pseudotsuga menzesii ( New Genus unheard in India ),Western Hemlock Tsuga heterophyl-la ( Kashmir Hemlock is an umbellifer Conium maculatum which is poisonous and is supposed to be consumed by Socrates ) food and edibles like Blueberries Vaccinium ( not seen in Kash-mir ),Blackberries Rubus species ( Kashmir has much diversity of edible Raspberries like Rubus niveus ,R fruiticosus ,R ellipticus ) ,wildlife food resources like Skunk Cabbage Lysichiton amer-icanus ( unheard in Kashmir ,Bears fond of eat-ing underground tubers ) ,lake tourism like one at Loon lake ( Kashmir has picturesque high alti-tude lakes like Gangbal ,Neelnag but need match-ing infrastructure as seen at Loon Lake ), timber trade and value addition ( Canada has innova-tive technology and minds to work ,Kashmir need to learn to minimize wood waste and imple-ment forest regeneration models on ground but grazing need to be contained and management prescriptions followed as in Canada ) Attitude and thinking that conservation and development can not go hand hand ,if nation puts economic agenda in the forefront ,develop-ment harms conservation and if conservation is prioritized ,development gets a setback proved wrong after visit to places like Capilano ,Stan-ley Park ,Research Forest ,Cowichan ,Cheakmus and Whistler. Several places visited has display of natural landscape as well as modern state of art technology . All highways , beaches ,city roads ,healthcare centres ,hotels ,bus and rail terminals ,ecotourism spots ,play grounds and forest logging areas have maintained all qual-ity standards of governance and maintenace to provide a healthy ambience around all working places .Clean transport with no air or water pol-lution ,planting of decorative flowering trees and bushes of Cherry blossoms ,Rhododendrons ,Magnolias amidst tall skyscrappers impressed me a lot . Kashmir with a legacy of natural splen-dour ,lush green verdant forested surroundings need to learn how to cope with city garbage ,plas-tic disposal ,phasing out old polluting vehicles and keep city roads and highways ,tourist places and waterbodies neat and clean . Developmental models having high level of modern tecnological inputs for realiz-ing the optimum economic gains as well as eco-tourism benefits from the designated forest and wildlife locales like Capilano ,Whistler have not overlooked central focus on the conservation of First Nation’s cultural moorings and pristine glory of lakes ,rivers ,forests ,glaciers ,oceans to showcase nature and innovate management interventions in a befitting manner whether it is in the domain of urban green areas ,value addition in forest products ,mechanised harvest as per predetermined annual cut ,protection of natural heritage sites ,afforestation and regener-ation models , conservation of rare endangered species or ecotourism initiatives . Forest and wildlife areas including waterbodies having ecotourism potential attract visitors and naturalists for old as well as new glimpses ,nowhere old site ,value ,culture stand sacrificed to modern innovation ,in fact both ex-

On the one hand old trees of Western Red Cedar Thuja plicata ,Douglas Fir Pseudot-suga menzesii stand perserved ,tree houses on lofty conifer trees stand built overlooking old engineering marvel of old suspension bridge on the river Capilano and modern cantilever cliff-walk way stand innovated to have a grand walk through woods ,cliffs ,riverside under the green canopy of conifers with a chain of multiple na-ture education hoardings focusing on inter-rela-tionships of different life forms and links to first nation and modern society. Likewise Stanely Park is being man-aged with high level committee of committed professionals and subject matter specialists of repute ,world class aquarium ,seaside walkway ,introduction of fascinating Cherry blossoms ,lofty oaks ,elegant Rhododendrons and pres-ervation of old growth to nurture nature stand included in the urban setting and despite nature fury by way of hurricane or forest fire ,park has been preserved for society in a better way . Visit to logging areas and pres-ervation of old forest growth at Malcolm Knapp Research Forest being managed by University of British Columbia was another innovative exam-ple of sustaining forest productivity ,conserving

habitats in a holistic way ,allowing sustainable logging coupled with predetermined annual cut and well planned management plans and nurtur-ing nature education for nature lovers ,research scholars and university students proved high-ly inspiring and motivating .Old forest growth with rich soil ,terrestrial ,arboreal diversity co-existing near to logging area and a machanized Gallant sawmill proved the fact that nothing stops the coexistence of developmental and con-servation models if commitment and dedication works at high level. Visit to Victoria with its enchant-ing landscaping ,whale watching in the Pacif-ic waters and interaction with representaives from Canadian Forest Service ,Pacific Forestry Centre further strengthened the view that na-ture conservation and developmental agenda can be undertaken together if proper manage-ment plans are drawn , professional and politi-cal support is ensured and there is unwavering commitment of purpose .Forest officers at senior levels have to set goals and objectives and put conservation and development on an innovative sustainable agenda and need to manage hori-zontal as well as vertical co-ordination for more productive forest management in days to come . Dedication ,commitment , manage-ment goal , vision clarity all seen going hand in hand and nowhere violation of prescribed rules and regulations seen permitted /tolerated by any level of heirarchy within or outside any de-partment in such a developed nation where city-scape has all modern amenities ,multistoried skyscrappers ,cleanest ultra-modern highways and tunnels but has fostered good governance and management ideals. Having said that Canada has peculiar advantages of its own ,it has very low popula-tion structure ,insignificant poverty problems ,high productivity of coastal forests ,absence of hostility at the borders , no ethnic conflicts , high literacy rate ,highly mechanized way of forest operations , no corruption and dedicated team of honest managers. Back home ,Indian states can improve its management scenario by imbibing the spirit

of dedication and honesty ,reducing the areas of conflict ,following scientific way of harvest and value addition ,establishing examples of super models of logging in state forest corporations like one in Tripura ,innovative way of nature education like one undertaken by Jungle Lodg-es and resorts , blending old heritage sites in urban city centres like some in Bangalore and Hyderabad ,providing modern e-governance for fast delivery and check on unhealthy practices ,rewarding innovative minds and professionals ,never compromising set quality goals and fos-tering developmental goals with no compromise on conservation of nature and natural resources including river and lake systems which are loos-ing ecotourism potential due to degradation of forests around ,unauthorised land reclamation and encroachment ,unscientific disposal of do-mestic and industrial sewage /solid waste seen in places like Srinagar ,Kanpur ,Lucknow but not in cities like Vancouver, Victoria or Whis-tler tourist spot British Columbia. India with a richer and older civili-zation ,time tested values and ideals of fostering co-existence with nature and communities ,huge consumer market ,availability of young innova-tive scientific minds , dedicated workers and mind boggling picturesque natural splendour and ecotourism potential in places like Kashmir has lot to learn from nations like Canada and put our management priorities in right perspective so that economic gains are not at the cost of en-vironmental disatsters and spoiling of nature’s ecotourism locales . It can be achieved only if

all the Goverments nurture good governance having no room for manipulations ,corruption ,materialistic gains and cutting edge level stake-holders join hands to put efforts in the right di-rection to get rid of negative forces and nurture better ideals and goals of development as seen in places abroad . On the occasion of World Migratory Bird Day let us adore and explore nature’s vital avian Link to food production and forest con-servation which found mention in our ancient scriptures and faith of our saints and seers like Nund Rishi or Sheikh ul Alam of Kashmir who said in 14th century that- ‘Ann poshi teli ,van poshi yeli’ which means Food will last as long as forests survive . Birds play multiple roles in nature conser-vation , birds like Drongos ,Treepies ,Sunbirds pollinate red flowering trees and bushes like Red Coral Trees ,Flame of the Forest Trees ,Silk cotton trees ,Rhododendron arboreum; birds like Hoopoe ,Drongoes ,Flycatchers ,Thrushes devour away insects harmful to our crops ,fruits and vegetables ,some birds like Eagles ,Merlins ,Indian Roller eat away snakes ,Birds like Horn-bills ,Barbets ,Green Pigeons feeding on forest fig trees aid in seed germination and thus play a significant ecological role in the environment.Migratory birds like Bar-headed Goose ,Ruddy Shelduck ,Common Crane ,Black necked Crane have definite migratory patterns and need feed-ing resting places enroute ,bird ringing helps in determining bird migratory airways and field observations done by bird experts devise strat-egies to aid in their safe migratory passages and breeding and resting places. der of the earth which is the rich-est habitat of animal life. One third of the mammal species are living in the lap of Himalayan mountain range. Jammu & Kashmir has va-riety of geographical regions, cli-mate and vegetation which are a delight to the wildlife enthusiasts and tourists. The richness of Hima-layan range is a boon for the state economy. But unfortunately with the population explosion, rampant poaching, shrinking forests due to construction, wildlife is deplet-ing very fast. Out of 15 prominent wild life species unluckily owing to human interference five species have been declared critically en-dangered including Hangul, Musk Deer, Markhor, Snow Leopard and Brown Bear. The forest area, the natural habitat of wild animals, is being encroached by human hab-itation which includes construc-tion of roads, buildings, industrial houses, tunnels, railway tracks & sense less felling of trees. All these factors pose a potential threat to wild life and a number of wild life species are vanishing with every passing day. Besides this the use of pesticides for agriculture and hor-ticulture purposes contaminated water adds to this tragedy every day. The contaminated water in-creases toxicity in the animals and results in ailment which causes un-timely death of birds, fish and ani-mals. The shrinking of forest cover by ruthless cutting of trees, timber smuggling and other factors are the main cause of death of animals as they do not get sufficient food and therefore die of starvation.Though World Wildlife Fund is making all out efforts to save the endangered species by including them into Red Data Book, the state government must also take care of the natural habitat of these endan-gered species. The duty of the con-cerned department does not end by organizing some functions during wildlife week every year but con-stant and effective measures should be made by wildlife protec-tion staff. They should be given ad-vanced training in protecting the wildlife. Apart from this aware-ness, campaigns must be initiat-ed to create consciousness among the people regarding the fall of the number of wildlife species. Though some clubs have been set up but their number is negligible in view of the magnitude of the problem. Moreover the poachers and wood smugglers should be severely pun-ished so that a strong message goes across that nothing will be tolerat-ed against the destruction of for-ests and forest life.It is unfortunate that the forest cover is diminishing fastly and our state has already lost 1/4th of it. This trend continues, the time is not far off when the state will be-come a cold desert and the names of the forests and the forest life will be confined to history books only.
