As well as, current trends in 42 USC 1983 litigation. INSTRUCTORS

Elmer Dickens, JD, President, Member spent two years as a corrections officer at a maximum-security penitentiary where he was assigned to Disciplinary Segregation and the Death Row Unit for one year. He has served as the General Counsel for the Washington County [Oregon] Sheriff’s Office for over 15 years. Mr. Dickens also serves as the General Counsel to the Oregon State Sheriff’s Association, and is the primary author of the Oregon State Sheriff’s Association Jail Standards. He is also a faculty member of Americans for Effective Law Enforcement. Mr. Dickens has experience litigating in both State and Federal courts on a wide variety of law enforcement and corrections issues, and is admitted to practice in all Oregon courts, the US District Court of Oregon, the 9th Circuit Court of Appeals, and the United States Supreme Court. Ned Newlin, BA Criminal Justice, Ret. as the Chief Deputy of Corrections where he oversaw the operation of a 450-bed jail facility. He spent 34 years of law enforcement and corrections service to both civilian and military communities. He began his civilian career with the Kitsap County (WA) Sheriff’s Office in 1991; following 7 years as a US Army Military Police Officer. Mr. Newlin held variety of positions within the Sheriff’s Office including; Patrol Deputy, Detective, Corporal, Sergeant, Patrol Lieutenant, acting Chief Deputy of Patrol and Chief Deputy of Detectives/Support Services. He was appointed twice by both Governor’s Gregoire and Inslee to serve from 2009-2015 as a Commissioner on the Washington State Criminal Justice Training Commission. Mr. Newlin has been published in the American Jails. He has provided technical assistance, training and program management to member sheriffs, chiefs of police and jail directors as the Jail Services Liaison of the Washington Association of Sheriffs & Police Chiefs from January 2016 - December 2018.
