Pobal’s Role
Pobal is assisting DCYA to manage the implementation of the Youth Cafés programme with overall responsibility for:
Programme Design and Application Processing; Application Appraisal & Decision-Making; Pre-Development Supports; Contract Administration; Grant Administration; Performance Monitoring; Financial Controls; Verification;Audit and Reporting to the Department.

Phase 2 - Pre contract
Phase 2 is essentially a pre-development stage and involves further project development and a robust pre-contracting process.
Templates are provided to complete approval process Applicants are assigned a Pobal staff member to assist them. This phase involves procurement, project design, seeking planning
permission, agreeing premises/lease arrangements and the development of relevant policies/procedures.
Those applicants who successfully meet the Phase 2 requirements must then be approved for funding by DCYA (subject to the availability of resources) following which a Grant Agreement will be issued.
Phase 2 is an intensive and critical process; projects who do not meet the requirements by mid-March 2014 will not be recommended for funding to DCYA.
Progression to Phase 2 is not a guarantee of funding.

Criteria
• Evidence that the project be completed within budget, sufficient funds are available/committed.
• Compliance with tendering/ procurement requirements,
• Ownership or sufficient lease on building/ approval by landlord
• Planning requirements and permissions secured (where necessary)
• Plan of activities to engage youth participation, targeted numbers.
• Opening Hours.
• Evidence of high standards regarding governance,
