City of Stirling Youth Advisory Council Minutes of Meeting

11 March 2004 Meeting commenced at 5.15pm. 1. Welcome, Refreshments, Introductions: All members and guests welcomed to the meeting and refreshments provided. The chairperson opened the meeting and introductions went around the table. 2. Apologies: Desiree Walsh, Amanda Spagnolo. Attendance: Cr Popovski, Cr Pickard, Clark Maul, Byron Manning, Rita Khouri, Daniel Corunna, Rio Chard, Amanda Spagnolo, Monique Augustes (Guest), Brad McCallum, Jenita Kinariwala, Sharni Vilee, Trudi Rossingh (YAC Coordinator). 3. Minutes of Previous Meeting: Due to a lack of a quorum the Minutes from February could not be ratified. 4. Business Arising from Previous Minutes: 4.1 YAC Terms of Reference (TOR) – Nomination/Election Process. YAC Coordinator advised that the Manager of Community Services, Chris Brereton, had intended to be at this meeting to speak directly to the group about the new Nomination process however due to his daughter requiring surgery he was unable to be present. YAC Coordinator subsequently read out a memo written by Chris Brereton about the proposed nomination/election process. YAC members were unanimous in agreeing this was a very good outcome and endorsed the memo. Daniel Corunna made the comment that he would prefer the process to be called “nomination” and not an election. YAC members agreed with this comment. YAC Coordinator to feed this information back. 5. Correspondence: 5.1 Incoming.

6. Working Group Updates: 6.1 Youth Homepage (Just-COS).

6.1.1 Just COS Working Group Report. Daniel Corunna, working group member, asked all YAC members if they had accessed the admin site for Just-COS yet. A majority of members either advised that they had not or were having trouble accessing the site. Daniel volunteered to write up some instructions so that members could more easily access the admin site. YAC Coordinator thanked Dan for updating the COSmonautical section. 6.1.2 Updating Member Info – Pictures and Biographies.

All members are expected to now do their own updates in this section. Alternatively, members are asked to bring a photo of themselves to the March YAC Meeting.

Brad McCallum has offered to write an article about the 2004 Youth Festival . YAC Coordinator advised that the article would need to be written directly after the event. 6.2.1 Outstanding Articles. How to join the YAC. 6.2.2 New Ideas. Nil.

6.3 Urban Art Proposal (Bus Shelter). This project will be started and completed during National Youth Week on the 30th and 31st of March, with young people participating after school hours. We have been working in close liaison with Seat Ads, Terry Pailing in the City's Engineering Department, Main Roads and Urban Artist Graham Withy to ensure that the design is a positive promotion of youth, youth inspired and a piece of artwork that the community as a whole can enjoy. Confirming that the City of Stirling Youth Homepage (just-cos) will also be advertised through the design. The designated Bus Shelter is on Wanneroo Road, Tuart Hill opposite the McDonalds Restaurant. If interested in participating in this project, please contact the YAC Coordinator. 7 GENERAL BUSINESS: 7.1 Office for Childrens and Young Peoples Youth Grant WA Application – “Peer

Leadership Program for Young CALD and Refugee Women” – ISHAR Multicultural Centre for Women’s Health.

Jan Ryan from ISHAR attended the meeting and outlined her application. ISHAR is based in Mirrabooka and assists refugee women from the Balga, Nollamara and Mirrabooka areas. Refugee women experience many issues when first settling in Australia and almost all find it difficult to find their footing in our culture. The focus group of young women that Jan spoke to experienced a wide range of issues including depression, substance abuse, domestic violence, self esteem issues etc. The intention of this program is to encourage these young women to become leaders in their community and to be role models for other young refugee women in the similar situations. The program would be run for a group of 20 young women during the July School Holidays for 5 days. Cr Pickard asked how the program would be promoted. Jan advised mostly through schools, intensive language centres, word of mouth through the community/Bilingual Workers and through ISHAR itself. Cr Popovski asked how do you determine who the 20 participants should be there? Jan replied that all refugees are high risk and that the focus group would be a starting point for the program. Jan further advised that the model that they are adopting has been very successful and that they have worked with this health model previously. The question was asked as to what other sources of funding had been approached. Jan stated that no other sources had been approached at this time. Jan was thanked for taking the time to attend the meeting and advised that the YAC Coordinator would contact her tomorrow with the outcome. Jan departed the meeting. Discussion ensued as to the obvious merits of the project. Concern was voiced over the narrowness of the project (only 20 able to participate). It was decided that this could be looked upon as a pilot project and if successful could perhaps take on larger numbers as necessary. Group agreed that the program was very important as it addressed a high risk-

high need group. Accordingly that there should be a high level of support indicated in the letter of support. YAC Coordinator to contact ISHAR tomorrow to verbally advise of outcome and subsequently draft a letter. 7.2 Office for Childrens and Young Peoples Youth Grant WA Application – “Debating

competitions for primary school students” – West Australian Debating League (WADL).

Lee Panotidis, President of the West Australian Debating League, spoke to the YAC about his application. Fundamentally, due to several requests from Primary Schools and regional schools, they have decided to widen their program to include these new areas. This is a not for profit group who offer an important service to young people. Their programs have been very successful in metropolitan high schools. Lee was thanked for attending the meeting and advised that the YAC Coordinator would contact him tomorrow with the outcome. The YAC unanimously wish to endorse this program and have given it a high level of priority based on the fact that it will benefit so many youth in the City of Stirling. Several YAC members (Clark, Rita, Byron, Jenita and Dan) were also willing to give their personal support as YAC members to the program. 7.3 2004 Youth Festival (COSmonautical) – Sunday, 21 March 2004. Official Opening Cr Popovski advised that the Mayor had asked him to officially open the Youth Festival on his behalf. Cr Popovski has agreed to open the event at 12 noon. YAC Coordinator to forward appropriate speech notes. Posters The official Youth Festival Posters were distributed during the meeting. YAC Coordinator reminded members that permission was required for posters to be placed in shops and that power poles and telephone boxes were not to be used. The posters will also go to all City of Stirling Libraries, Recreation Centres and Community Centres. Resident Letters Sharni and Catherine volunteered to deliver letters to residents on Saturday, 13 March. YAC Coordinator emphasised the importance of this being done as required. A map was provided indicating the streets for the letter drop. These letters advise closest residence of the upcoming event and provide contact numbers prior to the event and also on the day should there be any queries. Rock-It Designated YAC members were confirmed as attending Rock-it to promote COSmonautical. This is a great opportunity for some free promotion to our target audience. Group to meet at the ticket office at Arena Joondalup and 10.00am sharp – the roads will be closed at 10.30am so don’t be late. Paul Sloan will meet you and take you through to your stall. YAC Stall Roster The staffing roster for the day of the event was left for all members to register the times they are available. To be completed by all members at the end of meeting. Parking Please note if driving to the event that you must park in the designated staff/volunteer area (northern car park), as Scarborough does not have all day parking and parking infringements will be issued. Lunch We are very happy to advise that McDonalds Scarborough will again be providing free medium size meals to all volunteers and police. Where to meet on the day YAC Coordinator will be on site from 7.30am. The first port of call will be the Maureen Grierson Community Centre. After this, the main YAC stall on the grass foreshore area (can’t miss it!). It is imperative that as many members as possible attend in the morning to help set up and also stay to the end of the event for the clean up. 7.4 Other – Next Months Meeting. Just a reminder that due to Easter the April Meeting will be on the third Thursday of the month. 12 February 2004 Meeting commenced at 4.30pm. 1. Welcome, Refreshments, Introductions: All members and guests welcomed to the meeting and refreshments provided. The chairperson opened the meeting and introductions went around the table. 2. Apologies: Cr Popovski, Cr Pickard, Jonathan Elliot, Byron Manning, Clark Maul. Attendance: Rita Khouri, Daniel Corunna, Rio Chard, Amanda Spagnolo, Brad McCallum, Jenita Kinariwala, Desiree Walsh, Sharni Vilee, Cathy Singleton (Guest), Cynthia Faulds (Community Art and Events Coordinator), John Snook (Beach Services Coordinator), Mike Newson (Security Services), Chris Brereton (Manager Community Services), Debbie Beswick (Scarborough Police Station), Trudi Rossingh (YAC Coordinator). 3. Youth Festival. Youth Services Coordinator/YAC Coordinator started meeting by confirming that everyone was aware that the event had changed from 14 March 2003 to exactly a week later on 21 March 2003. Each guest was asked to give input on the event: John Snook – City of Stirling Beach Services Coordinator. Confirmed the location would remain the same with same format of stage, fencing and stalls. First aid to be at stage, roving and at the Security Command Centre (Maureen Grierson Community Centre). Recommended a meeting with Youth Services, Police, Security and Crowd Controllers. Youth Services Coordinator to organise. Will provide site map. SES to be involved in traffic management. Debbie Beswick – Representative from Scarborough Police Station. Major concerns relate to underage drinking and street drinking. Commitment to have approximately 40 Officers in attendance (foot patrols, Command Centre, Mounted Patrols etc). Mike Newson – Senior Security Services Officer Will make Security Team aware of the event. There will be extra patrols of the area. Youth Services Coordinator requested a specific Security Officer for the event from 10.30am to 8.00pm. Scott Simpson – Protective Services Will have approximately 28 Crowd Controllers present throughout the day.

Paul Sloan – Consultant from Supersonic Enterprises Line up – Xavier Road Antiskeptic Last Years Hero Change of Face Ambersoul Draft poster ready next week. List of people attending on the day of the event required eg: YAC members, City of Stirling staff etc. Also need for the laminates for stage/crew passes. Will print up posters for YAC stall. T Shirts for event organisers and staff – Paul has advised he can get a special deal on t shirts. T Shirts should also have writing on bck – “Event Information” or “Event Staff”. Youth Services Coordinator to follow up. Will speak to radio station NOVA about promoting the event. Confirmation from Youth Services Coordinator that all liquor outlets in the area will be contacted two prior to the event to advise of event and suggest the reduced sales of bottles of beer and spirits on the day. Further to this, Paul advised there would be signage placed around the event that infringements would be issues by the police for street drinking. There would also be heavy promotion that the event is drug and alcohol free. Further confirmed that a letter would go out to all relevant residents one week prior to the event. This letter would contain contact details for both the Consultant and the Coordinator prior to the event and on the day of the event. YAC promotion at Rock-it (14/3/04, 10.30 to set up, event starts at 11.00 – finishes at 10.00pm. Paul suggested the YAC have a free sunscreen stall and hand out flyers for COSmonautical and Rock-it. Also need another gimmick – bubble bens, lollie pops. Paul suggested a rotating staff of 6 to 8 members – volunteers Amanda S, Brad, Sharni, Catherine, Rita, Jenita, Daniel and Rio. At the end of Rock-it there will be a promotion on the big screen – “See you at COSmonautical” with details. IF raining on the day of the event – four day forecast to be checked. Set up of event is 3 days prior so the 4 day forecast should be a good indicator. If merely showers the show will go on. If heavier rain expected we will cancel the bmx/skate demonstrations and divert the money to extra stage cover. If there is a storm the event will be cancelled – radio coverage and signage to be used. Cynthia Faulds – Community Arts and Events Coordinator Could possibly find a service that provided free bottled water for the event. Youth Services Coordinator to follow up. 4. Close.
