based on the TSFP and BSFP data, it seems that we are underestimating number of PLW.

Ensure inclusion on PLW into the polio-MUAC screening campaign, as it looks like the estimations of PLW with AM based on the 2018 CFSS we use is out of date very much.

Isabel from WHO attended the HC SAG on behalf of the NC SAG and briefed NC partners on the discussions

with regards to incentives. There were many discussions and disagreements on the current incentives

proposed by the HCC. The agreement on the way forward was that there will be a meeting tomorrow, 18

September at 10 am in the MoPHP. Following the discussion in the Nutrition Cluster meeting today, and that

we need representation of the NC at this discussion, as agreed, the NCC requested the full SAG participation

in the meeting. Additionally, NCC asked other partners to participate in this meeting as well as Tayba

volunteered. The meeting will be in the conference room next to the Minister office at 10am on the 18th of

September. NCC will not be able to participate due to a conflicting meeting with the FSAC on referrals

between the two clusters.

Another discussion with the HC SAG was on the nutrition integration in the cholera response. Isabel

presented to the HC SAG the changes made by the NC to the strategic and operational plan, that were

endorsed by the HC SAG and are now being translated to Arabic. She also informed partners that WHO has a

number of the printed posters on the management of children with SAM and suspected cholera. that WHO

can distribute to all partners with ORCs and DTCs as needed. NC has also modified the reporting tools for

cholera and monitoring and supervision checklist, however this was not request at the HC SAG and the NCC

will discuss with the HCC possibility to include this in the next HC meeting.

3. Concept of Operations for Hodeidah

Due to the current situation and as there are many challenges in coordination humanitarian response with

authorities, particularly in Hodeidah, the HC is now leading on the development of a document which is

called Concept of Operations for Hodeidah, where every cluster summarises what they are going to do in

Hodeidah governorate in the next several months. The idea behind is that once agreed, this document will

facilitate work of the humanitarian partners. The NCC presented draft document with the partners at the

meetings and the partners endorsed the draft without changes as below.

4. HPF allocation update

NCC updated the partners on the HPF allocation. There was 10 projects for a total mount of14.5 US$ Million

submitted and 7 project were accepted. the NCC thank the technical committee for their work (Mutahar, OIC

NCC; Yahia, ACF; Stien and Salem, WFP; Samia, YFCA). It is likely that the Second standard will be delayed or

postponed till next year. The NCC has recommended partners to review their projects for the next 6 months

and if some of them are to expire, start looking for an alternative source of funding without heavy reliance

on the HPF.

5. Development of the three years scale up plan

DFID is organizing a high-level side meeting during the UN General Assembly on Yemen in September 2018

with a three-year commitment on the call to action to address malnutrition in Yemen. It will be a high level

event with donor governments and executive directors of UN agencies and INGOs involved in the response

in Yemen).

The Global Nutrition Cluster (GNC) organizes its Annual meeting in October in Amman, and this time there

will be a full day discussion dedicated to Yemen scale up plan (21 October). NCC has discussed this with the

SAG and the recommendation is that this meeting will be dedicated to discussing challenges in achieving 3-

year targets and commitments made during the UN GA, and we will be using this call for action as a

background paper to start discussion on how to address these challenges and what external support will be

required. This is a very good opportunity for external advocacy and for showcasing our achievements and

advocating for support we need. As the meeting will be in Amman, and many global stakeholders will be

invited to it (to ensure that we are raising our issues with them so they can support us in the plan

implementation), only about 10 people from the Nutrition Cluster can be nominated to participate in it. The

SAG, donors, representatives from the field and both North and South (including MoPHP) will be invited for

the meeting in Amman.

To operationalize call for action, and to ensure that the 3 year action plan feeds to the development of the

YHRP for 2019, SAG agreed that the action plan should be developed by 18th of October. This will also

support the SAG during the discussions at the GNC meeting in Amman. The discussions around the first year

of the call for action will be them used for the 2019 YHRP development, which was endorsed by the Cluster

partners.

6. Endorsement of the advocacy strategy and work plan

NCC was shared the advocacy strategy and work plan with partners for comments and no comments were

received except from ACF and SUN movement. The comments were incorporated and the final version

shared with the partners. The partners at the meeting endorsed the Advocacy Strategy and the workplan. It

was agreed that the SAG will lead on the action plan and strategy implementation.

7. AAP Summary Abdulkawi, NC IMO, presented the summary of the AAP reports, as well as what major mistakes with

reporting on AAP were done. Only 10 NGOS submitted the AAP reports. The cluster partners agreed to

extend the reporting deadline till 30th of September, and that, Abdulkawi will start follow up with partners

starting from the 25th of September. Only Nutrition-related AAP actions should be reported to the cluster.

The reports are for the first 6 months of the year, the next reporting will be in January to cover the last 6 months. From 2019 we will report on quarterly basis.

8. HNO/YHRP development The current timeline for HNO development is end of October, and YHRP is end of November. The NCC will

leave country by the end of September, but will support Yemen remotely to develop the HNO. The new NCC

should be in country from the beginning of November will lead on the YHRP development. For the HNO

development, it was agreed that no meeting with partners is needed, but the needs will be recalculated

using the standard methodology and newly available data (where available, such as new population

projections and SMART estimates). It was noted that number of the PLW seems to be underestimated and

UNICEF was asked to extract DHS prevalence of pregnant women per governorate, to be compared with the

8% that is currently in use by the NC nationwide. If such DHS estimated will be higher than current 8% in use

by the cluster, the DHS estimations will be used from 2019. The partners agreed to this.

9. Updates from the Cluster Coordinator

a. Interim Cluster Coordination arrangements at national level Mutahar will be NCC OIC while the NCC is not in the country (27 of September is her last working day).

Technical issues should be referred to the co-chairs of the Technical working groups. Anna will be only

supporting HNO development, questions related to the Amman meeting on Yemen and any other urgent

tasks that cannot be solved by Mutahar or wait until the arrival of the new CC. The new CC should start his

work from the beginning of November.

b. Update on the Sub-National Coordination arrangements Following nominations of the NGOs co-coordinators at hub level and signing MoUs between UNICEF and

NGOS, we now have NGOs Coordinator in place in Sana’a, Sadah, Ibb and Aden. Majority of the NGOs

Coordinator started tehre work with two days working from UNICEF offices to support coordination. ACF (for

Hodeidah) iss till in recruitment process and no candidate was identified. Nest week NCC will have a retreat

with all sub-national cluster coordinator and all NGOs coordination to orient them, discuss the pending

issues and agree on what they should be doing until the end of the year. If any of the partners have any

challenges that needs to be discussed and addressed during this retreat, they should send an email to the

NCC.
