PURPOSE OF REPORT

To advise the committee a request received in relation to the 2017 Murrumbateman Field Day which has been dealt with between Traffic Committee meetings

REPORT

Council recently received details of the 2017 Murrumbateman Field Day. The details of the event has been distributed to the RMS and Police representative on the Traffic Committee who have advised that they have no objections to the approval of this event.

An approval has been issued to the organisers of the event.

8.3 Request for Sign adjacent to Bus Stop Cooks Hill Road

PURPOSE OF REPORT

To advise the committee a request received in relation to the children crossing near a bus stop in Cooks Hill Road near intersection with Discovery Drive.

REPORT

Council recently received a request (see redacted email) raising concerns about children safety at the bus stop on Cooks Hill Road near the intersection with Discovery Drive.

This matter has been discussed with the RMS who have indicated that Council can install non-regulatory signs if considered appropriate.

Council’s Director of Engineering has approved the installation of children warning signs.

8.4 Traffic Signs Intersection East Tallagandra and Mulligans Flat Roads

PURPOSE OF REPORT

To advise the committee a request received in relation to the traffic signs at the T-intersection of East Tallagandra Lane and Mulligans Flat Road

REPORT

Council recently received a request raising concerns about safety concerns in relation to the T-intersection of East Tallagandra Lane and Mulligans Flat Road

The concerns raised relate to vehicles in East Tallagandra Lane not slowing nor give-way when they enter Mulligans Flat Road. Currently there are no signs at the intersection. This matter has been discussed with the RMS who have indicated that the right of way at the intersection has been prescribed in the NSW Road Rules 2014 as such no signs are required at the intersection. They also noted that if give-way signs were installed they would not be considered regulatory signs. As such Council can install these signs if considered appropriate.

Council’s Director of Engineering has approved the installation of give-way signs.

9.1 Traffic Concerns Fairley Estate Murrumbateman

PURPOSE OF REPORT

To consider a number of request received in relation to safety concerns associated Fairley Estate.

REPORT

Council has received a number of requests from residents raising concerns (two recent redacted requests attached) in relation to the increased traffic volume and vehicle speed in West, Camp, Middle and Rose Streets as a result of these road being extended into the Fairley Estate.

Generally the residents are requesting the installation of speed humps

From:] Sent: Wednesday, 27 September 2017 3:29 PM To: Records Subject: Attn: Development Engineer We would like to express concern at the speed and driving behaviour of traffic travelling through Fairley Estate into Murrumbateman Village. This week I contacted council to alert you of approximately 5 reflector posts which have been flattened since West Street opened up into Fairley. Most of them were knocked down within the first week of being put up. This should give you some idea of the driving behaviour. We have also noticed much increased foot traffic. The combination of speed and pedestrians is dangerous. The noise of fast traveling vehicles is also unwelcome. Cars are also cutting corners. Evidence of this can be seen in the tyre tracks in the grass verges. Some of these are of course heavy trucks making difficult manoevres, but others are car tyres from private vehicles going too fast. We see this in action from our own property. Friday and Saturday nights see an increase in hoon driving and because the traffic officers' lights are visible from our house. We deduce this extra, fast-moving traffic is related to drivers traveling from Yass to Canberra wishing to avoid the RBTs. Noted with interest that the police have not moved their RBT position since Fairley opened up. It really needs to be moved further down the highway, before people can turn into Fairley. Since there's no guarantee this is going to change, this makes another reason for traffic calming measures, certainly along West Street. West Street is particularly wide and open, and seems to be the preferred route for getting into Murrumbateman via Fairley. We are pro traffic calming measures but anti doing it on the cheap, with the same bolt-on speed bumps which have been installed on South Street. These are particularly noisy, even when traffic travels slowly over them, and especially at night. Fairley presently acts as an excellent amphitheatre, so any measures to avoid extra noise would be welcome by existing residents to Murrumbateman and also by the newcomers, I'd say. Please bring this traffic calming request up at your next meeting. 9.2 Truck Parking Safety Concerns Adjacent to RMS Vehicle Registry - Yass

To consider a request from a resident in relation to truck parking on the street in front of the RMS Vehicle Registry

PURPOSE OF REPORT

To consider a request in relation to safety concerns associated with the intersection of Warroo and McDonald Streets Yass.

From: Sent: Friday, 15 September 2017 2:46 PM To: Council Subject: Road Safety issue - Waroo road and McDonald Street Earlier today I was speaking with Mr XXXXXX who asked if we could raise the possibility of putting stop signs in on the McDonald Street / Waroo Road intersection (signs on McDonald St). He said there have been a number of incidents where people come down past the gym in McDonald Street, fail to give way and end up in an accident with vehicles travelling in Waroo Rd. Whilst this makes towing easy (his business is on that corner), he’d rather see people stop and accidents not occur Is this something that could go to the Traffic Committee? Thanks

9.4 Request for Bus Parking Facilities for Yass CBD

PURPOSE OF REPORT

To consider a request for bus parking or drop-off for elderly passengers visiting the Yass CBD

REPORT

Council has received a request from a bus driver that regularly drives from the coast to Yass as part of day tours for retirement villages. The bus driver notes that he has been dropping off the passengers by parking at the taxi rank in Meehan Street before parking in the Lead Street commuter carpark. After lunch he then collects the passengers using the taxi rank. Concerns have now been raised by local taxi services in relation to the bus parking at this location

During follow up discussions, the driver has advised that the Lead Street commuter carpark is too remote for easy access to the CBD for elderly passengers.

He then drives up and parks in the RV drop off space in Lead St. And returns to pick them up when they are finished lunch. He has been doing this for sometime now. Only on the last visit he got abused by a Taxi driver and they called his company to say he was unable to use these spaces to drop of the elderly passengers. So he would like to know if he is able to use these spaces or what could be done to rectify this matter
