Context and Purpose

Context Hunter Valley Operations (HVO) has submitted an application to vary the Planning

Approval for its HVO South Mine.

The application has been referred to the Planning Assessment Commission (PAC) for determination.

Purpose To provide an overview of the HVO South Mine.

To provide an overview of the Modification application.

To provide further information on key matters raised on the environmental assessment by the PAC.

Hunter Valley Operations (HVO)

• HVO has been operating since 1949.

• The HVO complex amalgamates several historical operations:

• Lemington and Hunter Valley No2.

• Howick and Hunter Valley No1.

• The complex is an integrated operation with two separate Planning Approvals, namely HVO South and HVO North.

• HVO South approved in 2009 and permits mining until 2030.

• HVO North approved in 2003 and permits mining until 2025.

• The HVO complex employs approximately 1,500 employees and contractors.

Modification Overview

Modification 5 to the HVO South Project Approval seeks to allow:

• mining of deeper seams within the existing mining footprint.

• increased maximum rate of production and processing from 16Mtpa to 20Mtpa.

• changes to the existing overburden emplacement.

• improvements to the final landform including the final void.

Noise:• HVO operates a “real time” noise management system which enables it to reduce

the intensity of its operations in response to measured levels.

• The mobile fleet (95 trucks) has been progressively noise-attenuated, with approx. 50% attenuated to date, and attenuated fleet used in exposed areas.

Air Quality:• HVO operates a “real time” air quality management system which enables it to

reduce the intensity of its operations if adverse weather is forecast or in response to measured levels.

Visual Amenity:• The final landform has been designed to minimise visual impacts and to improve

visual amenity through landform modulation and micro-relief.

Improved Emplacement Design

9

• Accessing the deeper seams results in the need for additional emplacement area.

• The increased emplacement has been accommodated within the existing disturbance footprint.

• The design of the overburden emplacement has sought to minimise environmental and amenity impacts on surrounding properties.

• This has resulted in:

• a change to height of emplacements;

• the inclusion of a more natural landform; and

• micro-relief incorporated into the post-mining landform design.

• The proposed design was chosen after analysis of six alternative mine plan options.

• The proposed design minimises noise, air quality and visual amenity for the majority of surrounding properties compared to the alternatives.

Improved Void Land Use

• The final void (as is currently approved) has restricted long term land use options:

• Steep slopes, poor access and limited post-mining agricultural capability.

• The proposed void improves land use options:

• Reduced surface water catchment draining to the void.

• Increased distance from the Hunter River.

• More usable land within the final void by reducing the slope of the low wall.

• Improved access to the usable land within the void.

• Improvements to the high wall face by partial buttressing.

HVO North and South Interaction

13

• HVO South has been integrated operationally with HVO North since mining commenced at Hunter Valley Number 2 Mine south of the Hunter River in the early 1980’s.

• HVO South consent allows washing of ROM coal and transport of product coal from either HVO North or from the (approved, but yet to be constructed) Lemington Coal Preparation Plant (LCPP).

• Production flexes from either site to meet business need and market forces.

• Any future planning approval application for HVO North would consider continued integration of HVO South, however HVO South is able to be self-sufficient if the LCPP is constructed.
