Dear Councilmember Fukunaga:

SUBJECT: Public Infrastructure Map (PIM) Revisions for Primary UrbanCenter Relocation of Central Fire Station, 2020/PIM-1

In response to your letter dated August 4, 2020, regarding the abovementionedsubject, the Honolulu Fire Department (HFD) offers the following responses:

1. “What is the purpose of the PIM application when no C/P funds wereallocated in the FY21 Capital Improvement Budget for this project?”

The HFD’s PIM application was submitted to initiate the process ofidentifying critical infrastructure needs in the area served by theCentral Fire Station. Further resources are necessary to meet thegrowing demand for emergency responses. The existing Central FireStation is over 85 years old and obsolete. The fire station’s historicalstatus prevents the HFD from renovating or rebuilding its structure onits current site.

2. “What criteria is HFD applying in relocating the fire station? Pleaseprovide a copy of the criteria, and explain whether the Central FireStation has experienced a substantial increase in service requests.”

The HFD follows accepted fire industry standards when assessing theneed for relocating fire stations. As an internationally accredited fireagency by the Center for Public Safety Excellence, Commission onFire Accreditation International, the HFD is required to assess itsperformance. Based upon community needs, demographics, callvolume, and total response time performance, the HFD determined aneed for relocating the fire station. The analysis is documented in theHFD Standards of Cover.

National Fire Protection Association 1710 mandates that the traveltime for the first-arriving unit responding to emergencies in urbancommunities, such as the Downtown-Chinatown area, be within fourminutes. Any potential relocation site must meet this requirement.

The Central Fire Station continuously experiences call volumeincreases. From 2002 to 2019, the station’s call volume increased by76 percent. The present fire station is not capable of meeting thegrowing needs of the community.

3. “What is HFD’s time/me for relocation of Central Fire Station from its existinglocation?”

There is no timeline for relocating the Central Fire Station. The HFD isassessing its infrastructure needs and exploring potential relocationsites.

4. “How did HFD determine where the PIM symbol should be located(e.g., see map attached to Communication D-526; complaints overpossible loss of the Smith-Beretania Park have questioned theselection of this site).”

The HFD has no plans to relocate the Central Fire Station to the SmithBeretania Urban Park. The Department of Planning and Permitting’smap label placement is conceptual in nature to inform the public thatHED may be considering a site in the area.

Once home to the Honolulu Advertiser—the city’s largest daily—this 1929 Beaux Arts—style building has been

a landmark in Honolulu’s Kakaako neighborhood for nearly 90 years. The three-story structure features a

distinctive mint-green terra cotta exterior, Spanish-tile hipped roof and twin roof towers. It is listed on both the

National Register and the State Register of Historic Places.

In the 1990s, the owner, Gannett Pacific, put the property on the market. There it would sit for seven years,

during which it was designated a Most Endangered Site by the Historic Hawaii Foundation.

In 2012, developer Downtown Capital purchased the 3.7-acre property for $22 million with plans for two condo

towers sandwiching a large parking structure,

The condo development, 801 South Street, was completed in 2015 (Tower A) and 2017 (Tower B). The two-

story printing press shop had to be demolished, but the main historic structure was still somewhat intact. It was

in bad shape, with no solid plans For its next life.

By chance, Hawaiian Dredging Construction Company. the contractor for 801 South Street, was looking for a

new headquarters. The GC snatched up the Advertiser Building in 2016 with plans to restore the structure.

The contractor and the design finfl, ‘Mason Architects, collaborated with the preservation board to replace the

original windows with high—efficiency aluminum units to match the original steel windows. The roof was

insulated to R-40. The southern elevation that had been removed during the press room demolition was rebuilt

to match the detail of the historic façade.

The team conducrcd careful restoiation work on the tena cotta cladding, decorative interior frescos, two interior

light posts, and classical balusters at the entry.

The sprinkler heads required for the lobby were concealed by running the water line through the overhead floor,

as the decorative ceiling in the lobby was directly applied to the structural concrete floor. Wood-block flooring

from the print press shop was salvaged for use in the second-floor executive lobby.

The project achieved LEED Gold certification.
