We had a great time at this years July 4th party. The food was great and 126 people enjoyed socializing while getting their drinks, root beer floats and desserts. The main attraction was, of course, the meal with bbq beef tri-tip, chicken breasts and rolls from Wood Ranch; Country Harvest made the best potato salad. Our own Kaye Williams and Judy Dale made the cole slaw; Judy Hyman and Jeanne McNair made the baked beans. Our root beer floats were made by Hal Hyman and Stuart Krieger. Dessert was cakes from Costco. Thank you to all of the committee members. Many of these people had several jobs for this party; we could not have had this party without all of your help. Other team members were: Robbie Dornick, MC and Marika Panczel made our flyer. Gail Edwards and Susan Spann sold tickets for this party. Our other servers and helpers were: Harold Baker, Jan Cheveres, Jeri Cowley, Gale and Fred Driver, Rita Elliott, Bill and Camella Moore, Ellen Owens, Jone Shively, Lisa Tewsley and John Wiley. Thank you to Betty DeBay and several others for jumping in there when you saw we needed something done. The extra people who always seem to help clean up are always welcome! Thank you ALL... We gave away eighteen $10.00 cash prizes from our 50/50 Raffle tickets sales. Those winners were: Louetta Busick, Stephanie Burns, Judy Cash, Pierre Forgette, Michael Graham, Barry Gilbert, Joan Johnson, Margaret Kilpatrick (twice), Bob Knutsen, (twice), John McNair, Bill Moore, Jane Pitchford, (twice), Maressa Parizek, Winnie Rapmund and Jone Shively. Golf NewsJim Slayton

The June Nine-Hole tournament had only nine players. It was an individual event using the Callaway scoring system. There was a tie for first place between Bill Oppelt and Ed Hilbert with a net score of 35. Jim Morgan won the Longest First Putt contest and Bill Oppelt took the Closest to the Pin event. The August tournament will on August 31st and will be hosted by Steve West. Please get your sign up coupons in by the 25th.

3. The account at Union Bank was over the $250,000 FDIC limit. To address the situation immediately. $150,000 was transferred out of the HOA’s Union Bank Money Market reserve account into five separate $30,000 CD Plus reserve accounts which are staggered from 30 day maturity to 1 year maturity. Additionally, the Operating bank account had a surplus of $30,000 earning no interest. Those funds were transferred to a 30 day Operating CD Plus at .50% interest. The Board ratified the CD’s established. The motion passed 5/0. 4. Regarding the remaining foreclosure that is approaching completion: Public notice of foreclosure is July 22, 2017. The scheduled foreclosure sale date is August 22, 2017. In speaking with James Geffners office, the following results are possible: 1) Third Party buys property at Foreclosure – HOA is paid “only” past due HOA dues, penalties and interest due, not HOA fines. Third party pays our legal foreclosure costs as part of the sales price. There is a 90-day redemption period for the current owner of the property. The foreclosure purchaser cannot do anything with the property during the redemption period. After the 90-day redemption period expires, they will issue a trust deed to the foreclosure purchaser. 2) The current owner decides to stop the foreclosure by paying off delinquent HOA dues and legal costs – HOA is paid “only” past due HOA dues, penalties and interest due up to current date and our legal costs as part of the sales price, but not HOA fines. 3) The current owner does not stop the foreclosure by paying delinquent HOA dues and no one bids on the property at foreclosure – The HOA takes ownership of the property and the HOA pays the legal costs. 5. At the current rate, the $93,000 originally borrowed from Reserves for Debris Flow expenses should be paid back by the end of the year. As of 6/30/17, the remaining amount due is $32,326.02 6. Reserve funds are growing and currently at about $650,000.

Nominating Committee: The Board appointed Stan Roberts and Jan Cheveres as the Nominating committee for the upcoming election, with a third member to be found.

Budget Committee: The Board appointed Barry Gilbert, Val Palmer, and Lynn Lewis to serve as the Budget Committee for the upcoming budget for FYE 2018.

Good Samaritan Discussion: Val Palmer suggested the forming of a Good Samaritan Committee to help neighbors with running errands, picking up prescriptions, transportation to doctors’ appointments, walking dogs, etc. as needed in the event of illness or surgery. The Board would like to find someone to head the committee. Judy Hyman offered to be on the committee once a chairperson was found. Robbie Dornick volunteered to run an article in the newsletter about setting up daily check-ins with neighbors.

Street Repair: The Board is considering addressing street repair in stages, saving San Como and Gitana until after City work on Gitana, and individual rebuilding of the remaining homes on San Como is complete. In the meantime, the Board will seek bids for street repair to be submitted prior to the Budget for 2018 is finalized. A committee for the street repair will also be sought.

Clubhouse Improvements: The Board appointed Val Palmer and Donna Burger to head an exploratory committee to begin research on remodeling the Clubhouse. Additional homeowner members will be sought.

The Board approved installation of an automatic chemical feeder for the spa at a cost not to exceed $4,900.00, after cost comparisons are made and the vendor is consulted for recommendations.

Parking Signs: This item was tabled for further research.

Updates:Conejo Mountain debris flow mitigation maintenance: Ron Kester reported that the signed agreement was approved by the City Council. Letters have been sent out by the city to each of the red-tagged homes, as well as the Association, that they may now submit plans to obtain building permits. The City asked for permission slips to be signed to allow access to remove all the remaining K-Rails. All but 2 of the homeowners returned them. The Board has asked the City if they will accept the Board’s permission, as the remaining areas are easements and drains to which the Association. If that fails, the Board will ask them to use their police powers to remove them, as they did when they were originally placed. Ron Kester said that the relationship between the City and the Association is excellent at this point. The new City Management is excellent, and the City Council is very supportive.

Golf Course: As the golf course is not Board business, Ron Kester said that he would be happy to share an update with those that were interested after the meeting.

Committee Reports: Robbie Dornick reminded everyone that there were still tickets for the Bird Museum trip on July 20th. Additionally, Robbie reported that N.O.A.A. was still planning to come from Washington to meet with trained CERT volunteers as well as the Board Members. This is tentatively planned for August 8th or 9th. The social committee, and Fourth of July Chairperson Lynn Lewis were thanked for the great party and all of their hard work. Community Questions and Issues: Val Palmer reported that she had recently attended an event where she saw a product to scare away coyotes and bobcats while out walking. She said that it was about the size of a flashlight. It had a light on one end and the other had a button that creates a loud noise that those animals find offensive, causing them to run away. The product is sold by Protect Yourself Products on Verdugo Way in Camarillo. Val will be dropping off more information with Malisa in the office. [see related article and photo on page 9]

Be a Friend/Have a FriendRobbie Dornick

The Springs CERT has always strongly recommended that each resident have a “key buddy” in case of emergency. A number of Springers have carried that one step further and worked out various methods to ensure the well-being of neighbors. Some of these include a curtain/shade closed or opened, texting each other at the same time each morning, notes in windows that face each other, etc. Whatever works for the two of you is fine but you should also have keys to each other’s homes ~ just in case. It really is comforting to have a friend looking out for you.

Too Much of a Good Thing?Lynn Lewis

It has come to our attention that some people are just dropping off medical equipment that they no longer need at the clubhouse. We have very limited storage space. We currently have a wheelchair and a couple of walkers for residents to use for a few days until you get your own from Medicare or you buy them for yourself. Please do not bring no-longer-needed medical equipment to the clubhouse and just leave it. Wheelchairs, walkers and other medical devices you no longer need can be donated to The Santa Paula Hospice organization in Santa Paula. Medical supplies that have not been opened (i.e., still sealed in original packaging) and can still be useful to someone can also be donated. These may include bandages, tape, gauze, etc., but do NOT include any unused medications. They do not offer pick-up services so you do have to take them there yourself. You can call for their hours and directions to their facility. Their current hours are 9 am to 1 pm Monday to Friday for drop off donations.

At the last Board Meeting, Vice-President Val Palmer reported that she had recently attended an event where she saw a product to scare away coyotes and bobcats while out walking. She said that it was about the size of a flashlight. It had a light on one end and the other had a button that creates a loud noise that those animals find offensive, causing them to run away. The product is sold by Protect Yourself Products on Verdugo Way in Camarillo. Val reported that she would be dropping off more information with Malisa in the office. She has since purchased this item and obtained more product information. The “zappers” are $26.82 each with checks payable to “Protect Yourself Products.” Be sure to include your phone number on the check and style/color choice. The plain style comes in red, black or pink; the bling style comes in red, pink, black or blue. Place your order with Malisa at the clubhouse; she will then place a group order and the items will be delivered to the clubhouse. You can view a sample in red bling at the clubhouse office.
