Bidders should review Document 00210 – Supplementary Instructions to Bidders - to de-termine whether the contract will be a City Street and Bridge Construction or Improvement Contract which requires a current Certificate of Responsibility filed with the Director of Public Works and Engineering no later than three business days prior to Project Bid Date. A Cer-tificate of Responsibility is a valid Prequalification Approval Letter issued by TxDOT stating that a Bidder is qualified to bid on State Highway improvement contracts pursuant to 43 Texas Administrative Code, Section 9.12, as it may be amended from time-to-time, and Chapter 15, Article IV of the Code of Ordinances, Houston, Texas.

Project R-000266-0232-4 and R-000266-0241-4, are expected to be funded in part by a loan from the Texas Water Development Board an agency of the State of Texas. Low Bidder(s) will be required to comply with the federal wage and payroll requirements issued by the U.S. Department of Labor under the Davis-Bacon and related Acts, as further described in Document 00806. This contract is subject to the Environmental Protection Agency’s (EPA) “fair share policy”, which includes EPA-approved “fair share goals” for Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) firms.
