he Glenhills and District C i v i c A s s o c i a t i o n T(GDCA), which also

i n c l u d e s r a t e p a y e r s f r o m KwaDukuza Municipality (KDM) and its surrounding areas, has come to the fore as the “voice of the voiceless.”

According to the chairperson, Rishi Pooran, the need for such an organisation needed to see the light of day as he says citizens' basic rights and privileges needed to be upheld by government.

“KDM seriously needs to reconsider its policies with regards

to the way in which it calculates rates and the way people are treated,” he said.

The association met with a KDM delegation led by the Honourable M a y o r , C o u n c i l l o r R i c a r d o M t h e m b u i n G l e n h i l l s o n Thursday, 26 May 2016. The Ilembe District M u n i c i p a l i t y also had officials in attendance.

P o o r a n enlightened the

delegation about service delivery in the form of turnaround time relating to the Venus Road speed humps, storm water drains clogged for a long time, road maintenance,

low cost housing to providing facilities for a community that feels neglected.

Skips and CombiCourts also struck a chord with folks who

found a platform due to a civic body.

Pre Winter Fair 2016 evening

The Pre Winter Fair Evening was held at the Child Welfare premises on Wednesday, 25 May 2016. Approximately 80 people attended the event.

Mr Vivian Reddy and his delegation from the Edison Power Group and Mr Sikhumbuzo Hlongwane, the Executive Director of Economic Development and Planning from the KwaDukuza Municipality (KDM) were among the dignitaries that graced the function.

Reddy donated a sum of R 150 000 towards Child Welfare SA: KwaDukuza. Many business houses and individuals pledged monies to our organization. The total amount raised was R 231 000. The Edison Power Group will be our major sponsor for this year's Winter Fair.

The evening was a huge success. All monies raised will be used to cover a portion of the Winter Fair expenditure.

To confirm bookings of stalls, a 50% deposit together with the signed contract must be received on or before Tuesday, 31 May 2016. The balance of the payment must be received before the commencement of the fair on 1 July 2016. For stall bookings contact Penny Dhaver on 032 551 2129.

Learner viciously murdered

The community is reeling in shock after the senseless and barbaric killing of a 13-year-old girl.

According to Newark SAPS Liaison Officer, Malusi Ngubane, the Tugela Secondary learner, who lives in Hlomendlini, left for school on 24 May 2016, but never reached.

According to a source the farmer gave chase on foot around OK furnishers and lost him when thief jumped past prison gardens.

Rapist sentenced to life By Xpress Reporter

Blessing Linda Khanyile (28) was convicted and sentenced to life imprisonment for rape and four years for kidnapping at the KwaDukuza Regional Court on Friday, 27 May 2016.

According to SAPS KZN m e d i a o f f i c e r , M a j o r Magudulela, the 14-year-old victim from Ohlange in Newark was on her way home when she was k i d n a p p e d b y t h e accused on Tuesday, 1 April 2014.

“He took the victim to his house where he repeatedly raped her. The victim's father heard that his daughter was k i d n a p p e d b y t h e accused and proceeded to his house. On arrival he approached the accused and the accused assau l ted h im and continued to rape the v i c t i m , ” s a i d Magudulela. The matter was reported to Newark police and the accused was arrested on 3 April 2 0 1 4 a n d c h a r g e d accordingly. The docket w a s a s s i g n e d t o

Council approves R 1.6 billion budgetKwaDukuza Council has

considered and approved the 2016/17 budget in its last Full Council sitting for the current Term of Office.

An amount of R1, 6 billion was approved. Throughout our history, this has been the biggest budget to be adopted by Council. A total R 1, 3 billion has been apportioned for operational expenses and a balance of R300 million towards Capital expenditure.

It is in the best interest of Council to approve a budget that is people-centred and that will help advance the delivery of services. Tabling his budget presentation at the

Legal Mortuary held its 10 year celebration at the Ilembe Auditorium on 18

May 2016. Forensic Pathology Services has

been under the Department of Health since 2006. This year

marks a decade of rendering this service to the public. Seen are the

KwaDukuza Medico-Legal Mortuary staff who received certificates and trophies in recognition of

10 years of service

C o u n c i l C h a m b e r s , KwaDukuza Mayor, Ricardo Mthembu congratulated the newly elected Premier of KwaZulu Natal, Mr Willies Mchunu saying that this is a move that will best serve the interests of government in Kwa-Zulu Natal.

He thanked members of C o u n c i l f o r t h e i r contributions over the years saying, the Budget is presented to Council during the Africa Month when we focus on the road we have travelled as Africans and as leaders in government. He s a i d K w a D u k u z a Municipality remains the

victim of its own success when it comes to protests over human settlements or housing needs. In the current term, since 2011, Council has addressed a number of issues r e l a t i n g t o h u m a n settlements projects. The projects which we see in our areas bear testimony to this.

Council has engaged communities in various occasions to inform them about the progress and challenges we face with regard service delivery related projects, yet when people engage in protests it is as though they are not informed. In the process

those who have their own political agendas use the concerns of the citizens for their own political gains. Africa will be a better place to live in when the potential of its peoples to participate in world affairs on an equal basis as their counterparts is freed.

As we present the Budget we are faced with serious economic and political challenges. The international and national trends do not present a bright picture about the future. Global growth was estimated at 3.1% in 2015 with a projected growth of 3.4% in 2016 and 3.6% in

2 0 1 7 . T h e picture is not g o o d f o r e m e r g i n g e c o n o m i e s such as ours as

The DA has finalised its candidate l ist for the upcoming local government elections. All aspirant candidates had to go through rigorous screening process based on performance over the four year period, electoral college and selection panel.

Cllr Madhun Sobram Sing, a veteran in local government and politics earned the number one position on Ilembe Municipality and also KwaDukuza Municipality.

In essence it means two top jobs and a choice will be made after the elections. Sing is also contesting ward 17, Stanger Manor / Highridge and surrounding areas and is hopeful to win the ward despite the inclusion of the informal settlement into the ward. With 21 years of local government experience, he has kept the ruling party on their toes with governance issues.

During this period he has served as the chairperson of the portfolio committee and as an executive member of council mostly. He has also served as the chairperson of DA in the Ilembe District and PEC member for 16 years. Successful

Local police have issued the following advice to citizens. Crimes against persons and property are prevalent and citizens are urged to be vigilant in order to ensure safety of themselves, their families and property.

Dignitaries present at the event included iLembe District Mayor, Welcome Mdabe and Acting Premier of KwaZulu-Natal, Mr Willies Mchunu; as well as traditional and religious leaders.

The KwaDukuza Municipality (KDM) Mayor, Councillor Ricardo Mthembu said: “The struggle for a better Africa and a better world demands of us to be bold. It is encapsulated in Vision 2063. It will not happen of its own volition. We must plan and execute it with all the energies we have.”

He thanked the KZN Provincial government f o r c h o o s i n g K w a D u k u z a ; t h e homestead of King S h a k a a n d t h e hometown of Chief Albert Luthuli, as the venue for the 2016 Africa Day Celebration.

“We all know how King Shaka influenced the military tactics of the time so that Africans could fight the wars of resistance. Petrol price increase

The pump price of petrol rose by 52 cents a litre (c/l) for all grades, while diesel increased by a whopping 76c/l.

The main reasons for the spike are the continued u p w a r d m a r c h o f international petroleum prices and the weakening rand/US dollar exchange rate.

Last month, petrol 95 (both ULP & LRP) went up by 88c/l and 93 (both ULP & LRP) increased by 86c/l. The w h o l e s a l e p r i c e o f illuminating paraffin will increase by 62c/l, while the single maximum national retail price will increase by 83c/l. The maximum retail price of LP gas will also go up by 98 cents per kilogram.

T h e S t a n g e r M u s l i m Association (SMA) launched its Youth League on Friday, 27 May 2016 at ZMS. The African Muslim Farmers Association also partnered with SMA.

The Guest Speaker was Moulana Junaid Kharsani, who informed the youth to work as a team and commented on the importance of developing the youth.

ALL councillors for all municipalities in South Africa have to abide by a code of conduct which requires them, among other things, to declare their financial interests, and to report back to the constituencies at regular intervals. Below is the full text of the code, in Schedule 5 of the Municipal Structures Act.

Councillors are elected to represent local communities on municipal councils, to ensure that municipalities have structured mechanisms of accountability to local communities, and to meet the priority needs of communities by providing services equitably, effectively and sustainably within the means of the municipality.

In fulfilling this role councillors must be accountable to local communities and report back at least quarterly to constituencies on council matters, including the performance of the municipality in terms of established indicators. In order to ensure that councillors fulfill their obligations to their communities, and support the achievement by the municipality of its objectives set out in section 19 of the Act, the following Code

of Conduct is established.

Definitions1 . I n t h i s

S c h e d u l e " p a r t n e r " means a person w h o pe rmanen t ly l i v e s w i t h another person in a manner as if married.

G e n e r a l c o n d u c t o f councillors

2 . A c o u n c i l l o r must-

perform the functions of office in good faith, honestly a n d a t r a n s p a r e n t manner; and

at all times act in the best interest of the municipal i ty and in such a way that the credibility and integrity of the municipal i ty a r e n o t compromised.

Attendance at meetings

A troubled ladDaniel Le Brasse (28) is a very

troubled young man. Despite several appearances

in the local courts, he is still keen on p u r s u i n g a criminal career. D e v a l i n g u m Moodley alleges he parked his vehicle outside Le

Brasse's home. Neighbours alerted him that they spotted Le Brasse stealing paint from the vehicle. He checked his vehicle and also found a drill missing. Le Brasse was arrested at court after appearing on another charge unrelated to this matter. He was remanded in custody pending a bail application later this month.

When love diesA man who discussed his marital

problems with friends has been charged with the murder of his ex. According to police investigations, the deceased was involved in a relationship with another person. She applied for a protection order but did not go to court. The boyfriend received information that she had hired a hit-man to kill him. The three allegedly planned to sort her out and they robbed her house, kidnapped her and killed her with a cane-knife. Ndumiso

Siyemu (33), Thulisile Gijimani (23) and Zamile Mlota (26) are being held in custody pending a bail application.

Criminals take controlFirst it was the Velaphi Lodge,

then the old railway houses and now a portion of the old Luthando Hotel building has been taken over by criminals. These groups simply take over and no-one seems to care. Last week, Sibusiso Sithole noticed his vehicle was broken into in King Shaka Street and groceries and a blanket were missing. He went to the taxi rank and met a person who spotted two youths and gave him directions. After recovering some of his items from vendors in the rank, he went to the Luthando building where the two were hiding. The balance of his stolen items were found in their possession. Sizwe Luthuli (25) and Luyanda Mhlongo (20) will seek

bail soon for this matter.

Intentional or accidentalA security officer appeared in

court on a charge of attempted murder. It is alleged that he shot Raul Machawa in the back. The victim who has not yet made a statement is still in hospital in a serious condition. The officer alleges that his weapon fell and a shot accidentally went off. He had no idea that anyone had been shot. However, when news reached him that Machawa was shot about the same time a shot went off from his weapon, he went to the police station to report the incident. Nkosinathi Khanyile (53) was charged with attempted murder and his version will be tested once all the relevant statements have been invest igated. He has been remanded in custody pending a bail application.

Code of conduct Mr Councillor…3. A councillor must attend each meeting

of the municipal council and of a committee of which that councillor is a member, except when-

leave of absence is granted in terms of an applicable law or as determined by the rules and orders of the council; or

that councillor is required in terms of this Code to withdraw from the meeting.

Sanctions for non-attendance of meetings

4. A municipal council may impose a tine as determined by the standing rules and orders of the municipal council on a councillor for:

not attending a meeting which that councillor is required to attend in terms of item 3; or

failing to remain in attendance at such a meeting.

A councillor who is absent from three or more consecutive meetings of a municipal council, or from three or more consecutive meetings of a committee, which that councillor is required to attend in terms of item 3, must be removed from office as a councillor.

Disclosure of interests5. A councillor must-disclose to the municipal council, or to

any committee of which that councillor is a member, any direct or indirect personal or private business interest that that councillor, or any spouse, partner or business associate of that councillor may have in any matter before the council or the committee; and

withdraw from the proceedings of the council or committee when that matter is considered by the council or committee, unless the council or committee decides that the councillor's director indirect interest in the matter is trivial or irrelevant.

A councillor who, or whose spouse, partner, business associate or close family member, acquired or stands to acquire any direct benefit from a contract concluded with the municipality, must disclose full particulars of the benefit of which the councillor is aware at the first meeting of the municipal council at which it is possible for the councillor to make the disclosure.

This section does not apply to an interest or benefit which a councillor, or a spouse, partner, business associate or close family member, has or acquires in common with other residents of the municipality.

Personal gain6. A councillor may not use the position

or privileges of a councillor, or confidential information obtained as a councillor, for private gain or to improperly benefit another person.

Except with the prior consent of the municipal council, a councillor may not-

be a party to or beneficiary under a contract for-

the provision of goods or services to the municipality; or

the performance of any work otherwise than as a councillor for the municipality;

obtain a financial interest in any business of the municipality; or

for a fee or other consideration appear on behalf of any other person before the council or a committee.

If more than one quarter of the councillors object to consent being given to a councillor in terms of sub-item (2), such consent may only be given to the councillor with the approval of the MEC for local government in the province.

Declaration of interests7. When elected or appointed, a

councillor must within 60 days declare in writing to the municipal manager the following financial interests held by that councillor:

shares and securities in any company;membership of any close corporation;interest in any trust;directorships;partnerships;other financial interests in any business

undertaking;employment and remuneration;interest in property;pension; andsubsidies, grants and sponsorships by

any organisation.Any change in the nature or detail of the

financial interests of a councillor must be declared in writing to the municipal manager annually.

Gifts received by a councillor above a prescribed amount must also be declared in accordance with subitem (1).

The municipal council must determine which of the financial interests referred in subitem (1) must be made public having regard to the need for confidentiality and the public interest for disclosure.

Full-time councillors8. A councillor who is a full-time

councillor may not undertake any other paid work, except with the consent of a municipal council which consent shall not unreasonably be withheld.

Rewards, gifts and favours9. A councillor may not request, solicit or

accept any reward, gift or favour for-voting or not voting in a particular

manner on any matter before the municipal council or before a committee of which that councillor is a member;

persuading the council or any committee in regard to the exercise of any power, function or duty;

making a representation to the council or any committee of the council; or

disclosing privileged or confidential information. This is the first part of the duties of a councillor as there is further doctrine

is gearing up for its first winter big feed for 2016. This is due to generosity of sponsorship in cash or kind by some businesses and the public from our community. Without your effort we would not be able to run this feeding scheme for the last 12 years. It also became a norm for many sponsors to sponsor for all four of our big feeds, for the year. The South African National Blood Service (SANBS) is governed by an Act of Parliament, the Human Tissue Act. In accordance with the Act and International Standards of Practice, blood donation must be a voluntary, non-remunerated, altruistic act.

The process of giving blood involves screening the donor, the actual donation, and a brief recovery period. Often donors are encouraged to sit down for few minutes after a donation to return to normality, as light-headedness and faintness may occur. Rest assured that all donor staff are trained to handle and stabilize donors if complications occur. Donors are discouraged from heavy exercise or lifting on the day of the donat ion and , encouraged to drink lots of fluids after donating to replenish blood volume.

Just like a pen can't keep writing without ink, we need blood to stay alive and healthy. If you donate blood today, you can give someone the chance to continue writing their life story. The idea of the big feed in KwaDukuza is to prepare 108 pots of meals on 4 June 2016 between 6am to 9am and serve 27000 meals is approximately one hundred and thirty five thousand rands. We once again appeal to all of you to dig deep in your pockets and help us in cash or kind. On our big feed for 4 June 2016, any donation is welcome. Donations can

be dropped off at our kitchen in 1 Yellow wood road (next to social welfare office).

Muslims throughout the world begin their month long fast of Ramadaan after the sighting of the moon either on 6th or 7th of June 2016.

The edifice of Islam is based on five pillars: lman (belief), Salah (prayer), Saum (fasting), Zakat (poor-due) and Haj (pilgrimage to Ka'bah). These five pillars, which constitute the fundamental principles of Islam embracing all the essential factors of ethical laws, evolve into a practical code of life for humanity. They are unique and unrivalled in their spirit and actions and redolent of a spiritual flair for mankind.

Fasting during the holy month of Ramadaan is a religious obligation for all Muslims. The Holy Quran says: “O Believers, fasting is prescribed to you as it was prescribed to those before you, so that you may attain piety” (Surah Al Baqarah:183).

Ramadaan, the ninth month of the Islamic lunar calendar, rotates round all the seasons of the year and completes a full circle in 36 years, thus allowing the believers to observe fasting under all climatic conditions.

Fasting means abstaining not only from eating, drinking and indulging in sexual activity with the spouse from pre-dawn to sunset, but from all kinds of evils and useless activities. In fact, it is the month of seeking God Almighty's Pleasure and praying to Him for one's Salvation.

The month of Ramadaan is not like any other month; its purpose is to rid man of those habits which he has accumulated throughout the rest of the year. It is a month that prepares man for the remaining eleven months by teaching him discipline and self control. Thus, God Almighty has made some acts which are beloved to man, like eating, drinking and fulfilling one's desires from dawn till dusk, Haraam. If man can control these desires in this month, which are usually permissible for him, then he can surely control himself from other desires which are not permissible throughout the

remaining months.This blessed month has been sent by

God Almighty to His bondsmen so that they can create a connection and draw closer to God Almighty by reaping the many rewards that lie in this month. A person who has been given the opportunity to be present in this month can take this as a sign that God Almighty

has given him another opportunity to draw closer to Him and earn His paradise through worship in this month.

In this month we will be given many opportunities, as mentioned above to reform ourselves and seek forgiveness for our bad sins. This is a month of reformation and self reflection, where a believer can ponder of over spirituality

and piety and bring a change for the better. The Holy Prophet (PBUH ) has clearly stated:

“Whoever does not give up lying and evil actions, then God Almighty is not in need of his leaving his food and drink” [Saheeh al-Bukhari].

It is worth-mentioning a Hadeeth of the Holy Prophet (PBUH ) here which says,

“If my followers realize what Ramadaan really is, they would wish that the whole year be Ramadaan.”

The Holy Prophet (pbuh) said: “Every good deed is rewarded from ten to seven hundred times over, but God Almighty says fasting is the exception; it is for Me, and my servant forgoes his eating and drinking for my sake, so I myself will

reward my servant for it.”Hence people should realize the

importance of this holy month and perform more prayers, do good deeds and win their salvation from God Almighty. Let us receive the full benefits of this month by the grace of Almighty and the blessings of His Holy Prophet Muhammad (pbuh).It is obligatory for all Muslims to fast in the whole month of Ramadaan. However, those who cannot execute the Ramadaan fast due to old age, permanent disability, fatal disease etc; have to offer Fidya (compensation) for each compulsory fast, not kept, as 2 Kg bread flour or its cash equivalent or feeding a poor person two full meals a day.

If a Muslim could not fast in Ramadaan owing to Shariah (religious law of Islam) justification, the missed out fasts have to be completed as early as possible.

The Holy Prophet (pbuh) said, “This ( R a m a d a a n ) i s t h e m o n t h o f compassion”. Muslims give Zakaat (another pillar of Islam) in this month. Giving Zakaat means “giving a specified percentage on certain properties, to certain classes of needy people”. There are two ways of giving Zakaat. 1. By showing others so that others can also follow the suit; and 2. By hiding from others, for Allah knows the hearts.

There are certain prioritisations considered while giving Zakaat. The closer the relative, the neighbour, the friends and the others in that group of needy people the more right they deserve in receiving Zakaat.

Fitrah is religious alms paid on the day when Muslims break the fasting period at the end of Ramadaan. Giving of Fitrah is obligated to people who are obligated to give Zakaat. Fitrah in the form of cash is more preferable than that of kind. This way the poor persons can make best use of it by meeting their needs.

Thus, Muslims put all efforts to accomplish righteousness in this month of Ramadaan with an objective to continue doing so, for the rest of the year.

Crowning GloryLaylatul Qadr is the crowning glory of

the holy month of Ramadhaan. It is associated with the sending down of the Holy Book, the last Book of of our Creator on His last Prophet (Peace Be Upon Him), for the guidance of mankind. The Holy Book describes this Night.

“We have indeed revealed this (message) in the Night of Power: And what will explain to you what the Night of Power is? The Night

of Power is better than a thousand months. Therein come down the Angels and the Spirit

(Jibraeel) by Almighty's permission, on every errand: Peace! This until the rise of

Morn!” (Surah 97)The Night of Power is the night

of spiritual bliss. Our Holy Prophet (PBUH) is reported to have said concerning Ramadhaan:

“Verily this month has come to you; and therein is a night which

is better than a thousand Months. Whosoever is deprived of it, is deprived of all good; and none is deprived of its good except a totally

unfortunate person”. (Ibn Majah)“Whosoever stands up (in prayer) at the Night of Power out of faith and

hopeful of reward, all his past sins will be forgiven.”(Targhib)

Better than a thousand monthsA thousand months are equivalent to

83 years and 4 months. Fortunate is the person who spends this night in prayer. The man or woman, who prays for the whole night during this Night, will deserve blessings and reward for the period as if he or she had been praying

for eighty three years and four months consecutively. Since the Night of Power is better than one thousand months no one can actually measure the extent as to how much better it is.

ExclusiveThe Holy Prophet (PBUH) said:

“Laylatul Qadr has been bestowed by the Almighty to my Ummah (People). It was not given to any people before this.” (Dur-Mansoor).

How manifest and replete the special bounties and mercies of the Almighty are upon this Ummat is quite really beyond imagination. It will therefore be

extremely foolish to allow ourselves to be deprived of these great blessings at the expense of sheer laziness and a few hours of extra sleep.Which Night is it?

Although there are different reports in different traditions regarding the exact night, it is almost unanimous that the blessed night occurs in one of the last ten nights of Ramadhaan and more probably in one of the last ten odd nights i.e. 2lst, 23rd, 25th 27th or 29th night.

The popular opinion is, however, in favour of the 27th Night of Ramadhaan but that is not absolutely certain. The traditions indicate that it is to be sought

in one of the last ten nights and preferably in the last three odd nights. It

was therefore the practice of the Holy Prophet (PBUH) and his companions to make I'tikaaf in the Mosque for the whole time offering Divine service during the last ten days of Ramadhaan.

Hazrath Aisha (RA) reported that the Apostle of God Almighty said: “Search for the Blessed Night in the odd (nights) from the last ten (nights) of Ramadhaan”(Bukhari).

Hazrath Aisha has narrated another saying:

“I asked: O Messenger of God Almighty! Tell me if I were to find a Night of Power, what should I recite therein?”The Holy Prophet (PBUH) advised her to recite:

O God Almighty! You are Forgiving, You love forgiveness, so forgive me. (Bukhari).

Specia l a t tent ion should therefore be given to the excessive recitation of this dua on the blessed night. Furthermore

one may engage in lengthy rakaats of Tahajjud Salaat, Tilaawat of the Qur'an, Dua, Zikr, etc.

The worship and the vigil of the Night of Power are a treat to the soul. The heart tends to melt into tears of heartfelt gratitude. The body is in a state of angelic ecstasy The soul strives to reach nearer to our Creator. In this holy month of Ramadhaan let us strive to seek the Night of Power and its bliss. May the Almighty reward us with His bountiful blessings. Aameen.

DA Comments and Concerns on the 2016/17 budget

e x p e n s i v e f u n c t i o n s , catering, artists and many other unnecessary expenses including beach parties - must be stopped or reviewed.

Collection costs totalling R 4.6m: We believe that we need to build capacity in house, in line with the circular. With this type of allocation it is possible to set up an in house operation and we must try instead of taking the easy way out. We must make a start and grow the finance department instead of outsourcing.

Although advert is ing should have been on a rotational basis, we regularly see the same adverts in a l m o s t a l l t h e l o c a l newspapers. Is this not waste of money! Let s be prudent in spending the little we have a n d i m p r o v e s e r v i c e delivery.

While some explanation is given why we cannot allocate 40 percent of our budget on renewal of existing assets it must be borne in mind the more we delay, the more it will cost us fully understanding the challenges and growing needs of the community. We must find proper balance. To

allocate 24% is lower than the Nat ional Treasury guideline of circular (55). It is no surprise well developed areas are beginning to see, for example, roads in pathetic conditions.

In the last 5 years council has failed to carry out c u s t o m e r s a t i s f a c t i o n surveys - obviously the outlook most probably be negative.

This budget was tabled by His Worship, the Mayor of KwaDukuza Municipality, at the full Council meeting which was held on Thursday, 26 May 2016.

Council has proposed the following tarrif increases to be implemented with effect from 1st July 2016:

RATE RANDAGE- 0, 635 cents in the rand for residential property.- 0,159 cent in the rand for agricultural properties and public service infrastructure properties.- 1,965 cent in the rand for industrial , business and commercial properties, vacant properties, public benefit organisations, properties owned by an organ of state and used for public service purposes, and properties used for worship.A general rebate of 6% in respect of all categories of properties, excluding properties in receipt of developer's incentives, will be granted.The monthly rates may be paid in 11(eleven) equal instalments with the first instalment payable on or before the last municipal working day of August 2016.The final date for the payment of annual rates is fixed at 30 September 2016. This is allowed by application only, which must be completed by no later than 15 July 2016.

Gatebe shatters Comrades 'down' recordSouth Africa's David

Gatebe has broken the 'down' r e c o r d i n t h i s y e a r ' s Comrades Marathon.

Gatebe, running for the TomTom Athletics Club, stopped the clock in a time of 5:18.19, breaking Russian Leonid Shvetsov's 2007 record of 5:20.49.

Shvetsov has since been implicated in a doping scandal.

Aslam Manjra, running in the colours of Shakaland Athletic Club, won his second bronze medal when he completed the Comrades Marathon 8 9 k m d o w n h i l l r u n f r o m Pietermaritzburg to Durban in an incredible time of 10:58. Manjra has now successfully completed his 10th Comrades thus gaining his permanent green number.

To add to his tally of medals, Manjra has also gained 8 Vic Claphand medals in his illustrious running career.

Manjra would like to thank his family and friends for all the support they have given him over the years.

Gatebe, who won the Old M u t u a l T w o O c e a n s Marathon in 2013, pocketed R1.14 million for his efforts - R400 000 for the victory, R400 000 for the new record, R190 000 for being the first South African home - and a bonus of R150 000* for being a South African winner put up by the Department of Sport and Recreation South Africa.

Fellow South African Ludwick Mamabolo finished second in a time of 5:24.05, with another local runner Bongmusa Mthembu in third in 5:26.39.

Aslam Manjra gains green number

In the woman's event, South Afr ican Charne Bosman overtook defending c h a m p i o n C a r o l i n e Wostmann in the final few kilometres to win a thrilling 2016 women's Comrades.

Wostmann, looking to defend her title from last year's 'up' run, ran into problems in the closing stages and was forced to walk.

Bosman, who had been as much as 11 minutes adrift at one stage, finished strongly and overtook an ailing Wostmann with 2km to go to the Kingsmead Stadium finish line.

To compound matters,

Locally, 8 KwaDukuza Athletic Club athletes successfully completed this year's Comrades Marathon down run.

Pick of runners was Nkosinathi who achieved a Bill Rowan medal for a sub 9 hour finish.

Dippy Moodley was the only athlete to achieve a bronze medal for a sub 11 hour finish. He was the last recipient of a bronze medal at t h e f i n i s h a n d w a s interviewed live on TV. This

was a great moment for him and for KDAC as a whole.

The rest of the athletes who successfully finished were recipients of Vic Clapham medals.

3 Athletes did not finish. 2 athletes bailed out half way at Drummond, namely M o r g a n P i l l a y a n dNundhkumar and VijeshMahadew was cut off at Pinetown.

The fifth edition of the Warriors Sport T20 Knockout tournament came to an end on Sunday 29 May at the Stanger country Club Grounds. Morningside locked horns with defending champions in the most thrilling and action packed match to date. With all their experience and form Morningside were heavily tipped to snatch the cup from United. Morningside were sent in to bat first and set a much defendable target of 153, with the loss of 4 wickets. Mo Mhlongo (35), Dillon Rautenbach (26), Harry Naidoo (26), G Nagiah (26),P Rampershad (17) and Bevlin Thaver(10) all contributed to the team score. M. Mansoor of United claimed 3/22.

United went in to bat and lost 2 wickets for 12 runs in the first 2 overs and were 5 wickets down by the 8th

over with the score on 44.This was when Bilal “Chuck Norris” Ismail stepped in and gave a breathtaking performance and enthralled the crowd with his unbeaten 88 which included 9 fours and a six and brought United back into the game. Morningside were powerless to stop the onslaught as Bilal single-handedly took his team over the line with 1 ball to spare, earning him the FNB Man of the match award. He also holds the record for the batsman with the highest score in a single innings. Dillon Rautenbach claimed 4/14 and Shane Harris in his last match before he leaves for Abu Dabi, claimed 2/24.

Morningside made a clean sweep of the special awards as Dillon claimed the best bowler, best fielder, batsman with most sixes and thus earning him

the coveted Stanger Superspar Player of the tournament award. Bevlin Thaver won the best batsman award for his 106 runs in the tournament. Special awards were a lso handed out to Umpires Ajith Singh and M Maziwe. Warr iorsSpor t CEO Raj ivMathapershad was proud to have been part of the tournament that showcased the best of l o c a l t a l e n t t h a tproduced 36 sixes.
