This directory was developed as a Wye River and Separation Creek bushfire recovery project to assist trade and service businesses located in the region.

Colac Otway Shire along with the Community Connection and Wellbeing Work Group, a subsidiary of the Wye Sep Kennett Renewal Association (WSKRA), acknowledge the support of the following agencies and groups in the production of this booklet.

About this booklet

The idea for a Trades and Services project originally came from a community member after the destruction caused by the 2015 bushfire – with the simple concept of assisting local businesses to recover.

In October 2016 the Colac Otway Shire as auspice for the Community Connection and Wellbeing Work Group were successful in securing funding from Regional Development Victoria and the Foundation for Rural and Regional Recovery to deliver a Trades and Services Event.

From this two separate projects evolved aimed at stimulating the economic development of trade and service businesses in the region and assisting property owners to gain knowledge and understanding of building in the region.

In October 2017 the Wye River and Separation Creek Building Forum was held. The Forum was aimed at property owners

who were interested in building in the region as well as locally based trade and service providers involved in the building industry. The Forum was very successful with over 100 people attending. Outcomes from the Forum can be found on page 15.

The Trades and Services directory has been developed to assist trade and service related businesses to feel supported, stimulate economic development and to encourage property owners to choose local. It was identified that many property owners did not have knowledge of locally based businesses so in many cases would seek out of town businesses to carry out works to property.

The directory has close to 200 listings for both trade and service businesses from the region who service the area. Hard copies of the Directory will be available as well as an online version.

COUNCIL APPROVALS PROCESS FOR BUILDING A HOUSE IN THE WYE RIVER AND SEPARATION CREEK BUSHFIRE AFFECTED AREAS

After registration and acknowledgement of the application it is given to the allocated Planning Officer. The allocated Planning Officer will then:• Assess the application against the relevant provisions of the Colac Otway

Planning Scheme;• Request any additional information if required;• Provide the applicant with feedback about initial concerns if applicable;• Assess further information when received (if required).

• Public Notice of the application will be given if required under Section 52 of the Act (a minimum of 14 days is required for notice).

• Any objections received must be considered as part of the application process.

In some circumstances where objections have been received, a meeting will be organised with all parties to discuss the issues.

PLANNING APPLICATION PROCESS

The allocated Planning Officer will:• Compile internal and external referral comments;• Review any objections;• Complete assessment against Colac Otway Planning Scheme;• Make a recommendation.

Most applications are determined by Planning Officers under delegation from Council.

For replacement houses, where the recommendation is for approval, a permit will be issued.The applicant may lodge an application for review with VCAT against any condition within 60 days of the issuing of the permit or notice.

Where no house existed on the site before the fires and objections are received, a Notice of Decision to Grant a Permit will be issued if the application is supported by Council.An objector may lodge an application for review within 21 days of the date of the notice with the Victorian Civil and Administrative Tribunal (VCAT).If no review applications are lodged with VCAT, then a planning permit will be issued at the end of this time. Please allow about 28 days from the date of the Council decision.

If the decision is made not to approve the application, a Refusal to Grant a Permit will be issued.The applicant may lodge an application for review with VCAT within 60 days of the notice being issued.

Approximately 100 members of the community from Wye River, Separation Creek and Kennett River attended the Building Forum at Geelong Conference Centre on 22 October 2017.

Qualified and experienced professional experts were selected as key note speakers, to provide information on the unique issues encountered when building in the townships. The forum covered a wide variety of topics including:

• geotechnical information;• planning applications and processes; • fire awareness; • building design; • plumbing and waste water management; and• landscaping for fire mitigation.
