Summary
1. The Local Transport Plan (LTP) for Wrexham County Borough was submitted to the Welsh Assembly Government (WAG) in July 2000. The LTP sets out the programme for transport in the County Borough and outlines a twenty year vision to illustrate how the Council is committed to finding sustainable solutions to its transport problems. The LTP meets WAG’s requirements to reduce traffic congestion and pollution and offer a greater choice of transport with less dependency on the car.
2. The overall objective on the LTP is to;

“Provide for present and future transport needs in the County Borough and to ensure that transportation investment is related to land use planning, environmental, social and accident reduction objectives”.
3. The Council has placed great importance on the LTP and has declared it to be one of its key Corporate Polices. During 2002/3 the Council has made excellent progress towards meeting the aims and objectives of the LTP which in turn is bringing positive benefits to the people and the environment of the County Borough.
4. In the implementation of the LTP, the Council has worked closely with WAG, the Welsh Development Agency (WDA), Community Councils, private developers, schools, voluntary organisations as well as with its neighbouring authorities in both England and Wales. This partnership approach will improve the County Borough both in the short term and for future generations.
5. During 2002/3 there has been many notable achievements in order to meet the Councils objectives and targets. These include the following;

6. Progress towards meeting the targets contained in the LTP includes;

7. The Council is looking forward to continuing the current progress in meeting the aims and objectives of the LTP. The Council is currently implementing schemes using the following funding secured from WAG through the Transport Grant, Local Road Safety Grant, Slower Speeds Safer Streets and the Safe Routes to Schools programmes as well as using WCBC monies.

8. As the LTP is now half way through its plan period the Council is planning to undertake a comprehensive public consultation exercise in the Autumn of 2003. The exercise will invite stakeholders to comment on the progress of the plan and on the work the Council has been undertaking. The Council will obtain more detailed comments from a variety of stakeholders on the LTP strategy, the schemes implemented and how people consider the Council is progressing towards meetings its overall objectives and targets.

9. The Council acknowledge that the LTP must be flexible and capable of responding to changing prioritise and aspirations. Information obtained from the consultation exercise will assist the Council in developing its transport strategy beyond the end of the current plan period in 2006.

1. INTRODUCTION
1.1. This report is the second Annual Progress Report (APR) of the Local Transport Plan (LTP) and covers the period April 2002 to March 2003.
1.2. The LTP was produced in July 2000 and covers the period 2001-2006. The LTP sets out the Councils transport programme and contains specific objectives and policies to be achieved within the five year period.
1.3. The LTP meets WAG’s requirements to reduce traffic congestion and pollution and offer a greater choice of transport with less dependency on the car and illustrates how the Council is committed to finding sustainable solutions to its transport problems.
1.4. The overall objective on the LTP is to;

1.5. The LTP 2001-2006 is contained within 2 volumes, Volume 1 contains the broad overview and Volume 2 contains the individual detailed daughter strategies; Parking Road Safety Plan Walking Public Rights of Way Public Transport Roads Bridges Cycling
1.6. The LTP is a robust document and it has received widespread public support. Since its adoption it has formed the basis of Council decision makings on transport issues, however it has to adapt to national, regional and local changes.
1.7. The aim of this report is to provide information on progress made during 2002/3, set out the updated financial information and highlight any relevant changes to the original Local Transport Plan.
1.8. The first APR was submitted to WAG in June 2002. The Council received feedback on the APR in early June 2003. The general conclusion regarding the submission was that the report was;

“Well presented and clear progress report. The main deficiency is the lack of quantitative measures of progress”.
A copy of the feedback is contained as Appendix 1. Some issues raised by the feedback have been addressed in this report and the remainder with be addressed during the next 12 months and subsequently reported in next years APR.
1.9. WAG have requested that this report is an updated version of the Annual Progress Report that was submitted for 2001/2. To aid understanding the progress tables contained within the report have been shaded where appropriate to indicate where the updated information has been included.
1.10. This progress report focuses specifically on the progress and achievements of the Council from April 2002 to March 2003. During this period the Council has made significant progress towards delivering the objectives and programme of the plan including;

Changes within the National Context1.11. Since the production of the LTP, WAG have produced several important policy
documents. This section provides a brief summary of those documents and reflects on the relevance of them to the evolving LTP.
The Transport Framework for Wales 1.12. The ‘Transport Framework for Wales’ document was published by the WAG in
November 2001. It explains the role of local authorities in meeting the sub-regional and local transport needs of Wales.
1.13. WCBC welcomes the fact that the LTP’s play an important role in the structure of the Framework. The Framework appraisal mechanism is based on 5 criteria, accessibility, economy, environment, safety and integration all which are important objectives of the Wrexham LTP.

The National Economic Development Strategy – A Winning Wales1.14. In 2001 the WAG launched its ‘National Economic Development Strategy’
(NEDS). It considered the extent to which the Welsh economy is under-performing, laid out a vision for the future and it established policy priorities with some key targets. Many of these have direct relevance to local transport, and equally LTPs can play a key part in advancing economic prosperity.
1.15. Policy priorities focus on the twin issues of getting more people into jobs and getting more of the better jobs by;
Closing the regional productivity gap. (The physical infrastructure has a key role to play in this respect),
Tackling the activity gap, including community regeneration and dealing with social exclusion. (Public transport has a significant role to play in this respect),
Ensuring a spatial balance, for example between rural and urban communities.
1.16. Improved, integrated and sustainable transport is important in the attraction of inward investment, in supporting the growth of indigenous businesses, in attracting tourists and for providing access to employment opportunities for the people in excluded communities and in the rural areas. The NEDS recognises the importance of increased bus usage, innovative rural transport schemes, the need to shift goods from road to rail and the need to link public transport directly with economic development in order to maximise access and minimise environmental impact. It further identifies the need to reduce congestion, remove bottlenecks and upgrade sub-standard routes.
Wales Spatial Plan1.17. WAG has put forward a commitment to preparing a ‘Wales Spatial Plan’. The
Spatial Plan is essentially an all Wales map to highlight and distinguish the policies of the WAG. It is defined as a tool which will address issues of development and restraint on a broad scale, and provide a framework for major decisions and allocations of resources, involving both local authorities and others.
1.18. The Spatial Plan will be prepared with the WAG’s Sustainable Development Scheme and support other Assembly actions such as the National Economic Development Strategy, the Transport Framework and the Rural Development Plan.
1.19. This year WAG has been working with consultants on finalising the work of the Spatial Scenarios Wales Research Project, which fed into the preparation of the plan. This work will be developed and a consultation version of the Spatial Plan is to be published late summer.

1.20. WAG revised ‘Planning Guidance Wales: Planning Policy’ in March 2002. The document recognises that transport issues affect all aspects of peoples lives. It has a increased emphasis on the promotion of walking, cycling and supporting public transport and discusses in particular Park and Ride, together with other means of managing traffic and parking.
1.21. The document makes specific reference to LTPs and stresses the importance of the Unitary Development Plan and the LTP working together.
Public Transport Policy Review1.22. The WAG ‘Policy Review of Public Transport’ was published in July 2001. The
review covers WAG’s public transport policies and the organisational framework under which the Assembly assists in the delivery of public transport. In particular, it includes 14 wide-ranging recommendations for improvements.
1.23. The Council share WAG’s views on quality, integrated, accessible and affordable public transport and welcomes the review as a valuable contribution to the debate on how improvements may be made, especially the review's stated aim of addressing historic under-investment in public transport. The Council has already introduced or is working towards a number of improvements set out in the recommendations and in particular, as part of the Taith Consortium, is working with others on a regional basis. The Council sees working with others in Taith as increasingly important and the most sensible way forward in securing public transport improvements as this regional structure best serves the needs of the region while not ignoring significant local needs in Wrexham.
Communities First Guidance1.24. The ‘Communities First Guidance’ was published by the WAG in September
2001. The programme is aimed at reducing poverty and helping to improve the lives of people who live in the poorest areas. It involves an integrated approach to addressing poverty and is about bringing funding and support from a number of different sources.
1.25. The Communities First Guidance recognises that LTPs are strongly linked to Communities First Plans, with the LTP being a “thematic, strategic plan” and the Communities First Plan being an “operation/delivery plan”. The Council fully support the partnership process which is being developed with the Communities First Programme and will ensure that all departments work together to maximise the benefits to be obtained from the programme. This in turn may have implications for schemes in the LTP to be developed in the appropriate wards in the County Borough.
1.26. The electoral wards eligible for Communities First Funding in Wrexham County Borough are Plas Madoc, Queens Park and Caia Park, and Gwenfro. (Note: these are old ward boundaries). As requested by WAG in their feedback of the first APR a location plan is now included at Figure 3.

URBAN II and the Local Transport Plan1.28. Wrexham Urban II is a community initiative which has been awarded
£6.4 million from WAG up to 2006. It covers the communities of Brymbo, Bryn Cefn, Coedpoeth, Gwenfro, Gwersyllt, Llay and New Broughton. ). As requested by WAG in their feedback of the first APR a location plan is now included at Figure 3.
1.29. The aim of the programme is to encourage the continued economic growth of West Wrexham by supporting the residents and business communities. The vision is ‘the creation of a strong, participating, entrepreneurial community where people work together to create desirable places to live, and where residents are empowered to participate in the local economy and everyday life’.
1.30. To move towards achieving the vision, four strategic themes have been identified;
the development of stronger and more inclusive communities; business and enterprise development; education, skills and training; the development of an attractive, functional, accessible and
productive environment.
1.31. To implement these themes are two priorities, each with two measures, which will contribute directly to the overall West Wrexham URBAN II strategy. Priority 1: 1.1 Entrepreneurship and business development
1.2 Development of competitive and sustainable businesses Priority 2: 2.1 Overcoming barriers to participation
2.2. Developing active communities
1.32. Priority 2 demonstrates support for community transport to encourage access for individuals and groups to participate in community activities and to improve community integration. The West Wrexham Action Plan, under key objectives, indicates the need for Community transport. Finally the five local community councils also show a need for community transport within their Action Plans.

Policy Agreements1.33. In February 2001, WCBC confirmed to WAG of its willingness to enter into a
Policy Agreement. The objectives and performance measures were submitted to the Assembly in March 2001.
1.34. The key objectives were; better opportunities for learning better health and well-being better stronger economy better quality of life
1.35. The objective for a “better stronger economy” has a target of monitoring modal shift. WCBC is currently working with its Taith partners to develop an appropriate transport model in order for data for monitoring modal shift to be collected.
Changes within the Regional Context1.36. The Taith consortium is the sub group of the North Wales Economic Forum
that deals with all transport matters for the region. Wrexham County Borough Council is an active member of Taith and during 02/03 the following have been achieved; the appointment of a Regional Travel Plan Co-ordinator the development of the Regional Bus Strategy
1.37. More information on the Taith consortium is contained within Section 5. In recognition of the increased importance of a regional approach on all .
1.38. WCBC are active members of the Taith group and in implementing the Wrexham LTP have full regard to how it can contribute to achieving the overall vision and key aims of Taith.
1.39. Further details of partnerships are included in Section 5.
Changes within Local ContextWrexham Bus Station
1.40. Phase 1 of the Wrexham Bus Station opened to the public in June 2003. Many of its features are now accessible to passengers, however the full Bus Station will be open in November when the site will be fully accessible and passengers will benefit from modern, purpose built and fully covered waiting accommodation with enhanced electronic information on overhead displays.
1.41. The design of the new bus station and the complementary traffic management scheme mean that the conflict between buses and pedestrians is minimised and the area is fully accessible to wheelchair users. The Shopmobility scheme will in future operate from the bus station with limited parking for disabled blue badge holders. Additionally a new taxi rank facility has been incorporated so that the new hackney carriages can deploy their ramps for wheelchair users.

Development of Eagles Meadow for a large Waitrose/John Lewis Store 1.42. This major redevelopment will involve a new town centre store with a two
storey car park. The current road system will be amended significantly with a major flyover removed and a new gyratory built. Measures will be implemented to prevent rat running into adjacent residential areas. Cycle routes, improved pedestrian routes, (including a new footbridge) will be implemented into the design. The scheme will enhance the town centre which is well served by public transport, particularly by the new bus station.
Regeneration of the Bridge Street area of the town centre for retail, leisure and housing
1.43. This development on the periphery of the town centre involves redevelopment of a brownfield site, demolition of low quality properties and replacement with high density, high quality apartments. This is a good use of land in sustainable transport terms due to the proximity of the town centre facilities and public transport.
Development of the Wrexham Lager Brewery Site1.44. This retail development on the periphery of the town centre involves the
construction of a gyratory road scheme with contraflow bus lanes and cycle lanes. The current road network which is used by the majority of the buses to the towns new bus station currently suffer congestion at peak periods. Removal of the congestion will result in more reliable bus journey times and generally enhance public transport.
Development of the Brymbo Steelworks for employment and housing1.45. This development will include a new spine road which will enhance access to
the village of Brymbo and reduce traffic through the Southsea/New Broughton area.
Development of the area allocated for Phase 3 of the Wrexham Technology Park for employment and housing
1.46. Detailed planning is underway for this large scale development to the West of Wrexham town centre. The design will incorporate public transport provision, possibly in connection with the Maelor Hospital and will incorporate a cycle route/footpath connecting the town centre to Gatewen (new housing development), Brymbo and Southsea.
Key Developments Study1.47. In recognition of the potential within the town for developments, in July 2001
the Council commissioned Symonds Consultants to prepare a comprehensive transport assessment of key development sites within Wrexham. The study was funded by the WDA.
1.48. The Council commissioned the study to concern regarding the cumulative effect of traffic generation from proposed development opportunities within the Western gateway area (main access from the A483 into Wrexham(, and the subsequent capability of the existing highway networks ability to cope with this increase in traffic.

1.49. The report considers various sites and identifies a number of improvements to the existing network that are considered necessary to accommodate traffic flows associated with the overall development of the Western Gateway and to provide good access by other modes.
1.50. The study has helped to form the basis for the design of all the planned developments listed previously.
Wrexham Unitary Development Plan1.51. The Public Inquiry into the objections made to the Deposit Edition of the Plan
was held between April and July 2002 and the Inspector’s Report was received in January 2003. His recommendations, together with the proposed responses to them, have now been considered by the Planning Policy Panel, the Planning Committee, the Executive Board and the full Council. In most cases the Council has agreed to accept the Inspector’s recommendations.
1.52. Proposed modifications to the Plan will now be published for a minimum six week period during July and August. The modifications will comprise :-
changes recommended by the Inspector and to which the Council agrees;
changes proposed by the Council but not recommended by the Inspector;
changes proposed prior to the Public Inquiry but which have not yet been the subject of formal consultation and publicity.
1.53. Representations must be related to the proposed modifications only and not to issues which have previously been examined. Between September and December, the Council will need to respond to all the representations made on the proposed modifications and, in particular, decide whether any are of sufficient weight to merit a second public inquiry. If no second inquiry is needed, it is intended that the Council should agree the final version of the Plan early in 2004. Arrangements will then be made to take the Plan forward to formal adoption, probably in April.
1.54. From a transportation point of view, the key modifications will involve the following changes to the main highway improvement policies:-

1.55. An additional reference will be made in the Plan to the effect that the Local Transport Plan will form the basis for defining the Council’s future road improvement strategy.
Rail Franchise
1.56. The two rail lines, which serve the County Borough will form part of the new all Wales rail franchise which will start operation on October 12 th 2003. Currently 4 bids have been shortlisted with the new franchise holder due to be announced late June 2003. The final bidders are; Wales & Borders Trains (Nx Group) Serco and Netherlands Railway (Joint Bid) Arriva GB Railways and Connex (Joint Bid)
1.57. The two lines are currently run by two different train operating companies. The Wrexham Bidston Line is run by First North Western who will relinquish the operation of the line in September 2003 ready for transfer to the successful bidder. The line currently has an hourly service. Line speeds are low but are governed by the many frequent station stops at towns and villages that it serves.
1.58. The Chester to Shrewsbury Line transferred from Central Trains operating in October 2001 to Wales & Borders Trains in preparation for the new franchise. In the last twelve months the frequency of the trains on this line has risen above the PSR (public service requirement) and trains are now running hourly until early afternoon and then again in the early evening, outside these times the service returns to its former two hourly pattern. The re-routing of direct Holyhead to Cardiff trains via this line and stopping at all stations here has proved popular. This combined with increased services and promotion of the service has resulted in average passenger increase of 17% with all stations showing increases. Wrexham General figures report an increase of 48%.
1.59. Wales & Borders Trains have also implemented an RPP (Rail Passenger Partnership Bid) to improve communications across their network. Project Inform Cymru will deliver train announcements to all the stations on this line with help points also at the rural stations. Wrexham General will also have screens and a PA system installed.
1.60. Work by the Rail Officer for this line to promote the service continues with bespoke timetables being produced for the local residents. A line guide and web site to promote visitors from outside the area has also been established.

1.61. Engineering work to replace long sections of track along this line has been undertaken during 2002/2003. Linespeeds remain at 70mph
Decriminalised Parking Enforcement1.62. Decriminalisation of parking enforcement (DPE) involves the transfer of on
street parking powers for non-endorsable offences from the Police to the Local Authority. Currently in Wrexham off street parking in the town centre is enforced by the Councils car park attendants and the on street parking throughout the County Borough is enforced by a traffic warden employed by North Wales Police.
1.63. In October 2002, the Council employed specialist consultants to undertake a feasibility study to investigate the financial and organisational implications of DPE in Wrexham County Borough. The consultants have worked closely with the Council regarding the study and the final report was published in April 2003.
1.64. The Consultants used a computer model to evaluate the financial change as a result of implementing DPE. The report indicated that £234k is required to cover the set up costs in order for the Council to take on the powers required.
1.65. The Council is currently considering the financial implications of the report in order to make a decision as to whether to progress DPE.
Funding1.66. During the second year of the LTP The Council has secured funding from
various sources including Transport Grant, Safe Routes to School, Local Road Safety Grant, developers, Welsh Development Agency and Community Councils. More information on funding is detailed in Section 6.

Public Consultation1.67. The Council recognises that consultation and partnership are essential in
delivering solutions to the transport problems of the County Borough. The LTP states that the Council is ‘committed to listening and working with others to develop solutions that have local support and meet local needs’ and the Council is committed to public consultation which is undertaken on all schemes.

1.68. This APR is available to the public via the WCBC web site and free copies are also available on request. The Council will publicise the production of the document to all stakeholders and electronic and large print and welsh version of the document are available on request.
1.69. The feedback on the APR 2001/2 from WAG asked the Council to consider whether the APR should be the basis for some dialogue with stakeholders. The Council acknowledges the importance of stakeholder involvement and to date have achieved this through consultation for individual schemes rather than an overall general consultation.

1.71. The Council acknowledge that the LTP must be flexible and capable of responding to changing prioritise and aspirations. Information obtained from the consultation exercise will assist the Council in developing its transport strategy beyond the end of the current plan period in 2006.

2. IMPROVEMENTS TO LOCAL TRANSPORT PLAN
General2.1. The Local Transport Plan (LTP) has proved to be an extremely robust
document that has allowed the Council to make significant progress on improving transport. However, it is acknowledged that the document could be improved. In the first Annual Progress Report some omissions were highlighted and new sections of the LTP were added as a result regarding the following; Congestion, Workplace Parking Charges and Parking Standards Decriminalised Parking Disability Provision Taxis/Private Hire Vehicles Local Transport Services Grant (previously Rural Bus Subsidy Grant)

Amendment to the LTP2.2. Since the submission of the first annual progress report the following area
has been identified as requiring changes/improvements;
Amendment
Page 46 – paragraph 4.159 regarding the A541 Hope/Caergwrle Bypass reads;
“With current transportation policies it is unlikely that such as scheme could be supported”
This sentence has been misinterpreted and therefore to avoid confusion this should be changed to;
“With current transportation policies it is unlikely that such a scheme could be financed in the short to medium term”.
Improvements to the APR2.3. The feedback from WAG agreed that the areas identified for improvement in
last years APR will be dealt with in the next LTP. The feedback however did also raise issue that the following areas need to be addressed in the APR in order for the Assembly to ensure that the LTP implementation is achieving what is required. Trend information on traffic movements including cross-boundary
movements and commuter trips. Assessment and discussion of trends in traffic growth Identification of likely problem areas for air quality and noise.

trunk road between 1998 and 2002. Traffic on all the trunk roads in the County Borough has increased and on average there has been a 2.75% increase in traffic per year over the 4 year period.

Air quality and noise2.6. The Council is currently completing the second round of review and
assessments of air quality in the Borough. Traffic related pollution, nitrogen dioxide and particles (N02 and PM10) are predicted to have a limited impact on air quality over the next three years. The situation will continue to be reviewed as part of the air quality strategy. New planning applications for

road development will be expected to provide information to address any issues relating to the potential for noise or poor air quality. In addition the Council will focus over the next 18 months on providing data to map noise and air quality in some areas of the County Borough in order to identify potential problem areas for the future.
Local Authority Bus Strategy 2.7. The Draft Local Bus Strategy was submitted to WAG in June 2002. Since the
submission of the draft document WAG have issued further guidance on the preparation of Local Authority Bus Strategies (LABS) and as such changes have been made to the first draft. The draft LABS for Wrexham is now included in Volume 2 of the LTP.
2.8. The LABS for Wrexham has been submitted to WAG as a separate document.
Regional Public Transport Strategies2.9. The Regional Public Transport Strategy for the Taith region will be
completed at the end of June 2003.

3. PROGRESS General Overview
3.1. The Council has made great progress during 2002/3 and there have been many notable achievements to meet the objectives and targets of the LTP. These include the following;

3.2. Progress towards meeting the targets contained in the LTP includes;

3.3. Despite taking these considerable steps forward, the Council has also had set backs regarding the remaining sections of the Wrexham Industrial Estates Access road and the dualling of the A483 from Ruabon to Shrewsbury. These set backs will result in delays to the original programme.
Improved Access to Wrexham Industrial Estate3.4. The first section of the Improved Access to Wrexham Industrial Estate –
Gresford Interchange to Borras Road Roundabout, was complete on the 18 September 2002. The remainder of the scheme from the Borras Road Roundabout to the A525 was due to begin on site in September 2003. However following a Public Inquiry into the remaining section WAG declined to confirm the orders due to concerns relating to a number of environmental

issues. To address these issues the Council is now reviewing the scheme and is carrying out an Environmental Impact Assessment. The latest programme for the scheme has the start of construction being 2007.
A483 – Dualling Ruabon to Shrewsbury 3.5. During 2002/3 the Council received the disappointing news from the
Government Office for the West Midlands stating that the Secretary of State has carefully considered the study report and the views of local stakeholders. He had noted that the study only recommended dualling of the complete route between Shrewsbury and Ruabon in the long term. The conclusion therefore is that in the context of other transport priorities and the resources available within the 10 year investment plan, complete dualling is not an affordable option.
3.6. It was subsequently reported to members that the complete dualling of the A5/A483 from Shrewsbury to Wrexham will be long term. Members' instructions were invited. Due to the significance of this scheme to the County Borough, and indeed as part of the Trans European Road Network, the Council has resolved to continue to lobby support for commitment to the dualling of the section of the Trunk Road from Shrewsbury to Wrexham, through WAG and neighbouring authorities.
Meeting the Objectives, Policies & Targets and Programme3.7. This section sets out the progress made between April 2002 and March 2003
and describes progress made towards meeting the, Objectives Policies and Targets Programme

The Council aims to encourage and develop the existing transport system in order to achieve a high quality public transport network, cycling and walking network, whilst recognising that there may still have to be selective road improvements.

The Council aims to substantially reduce the number of road traffic accidents in the County Borough through the implementation of its Road Safety Plan.

all aspects of the Council Monitoring of air quality, Regular LA21 Forum meetings with local businesses and environmental
groups.
Objective 4 – Economic Growth And Tourism
The Council aims to provide a transport infrastructure which will support the County Boroughs economy and local employment and support sustainable economic growth in the urban and rural areas.
Examples: URBAN II initiative, Completion of Phase 1 of the Wrexham Industrial Estate Access Road
scheme.
Objective 5 – Crime and Disorder

Objective 6 - Anti-poverty and Social Exclusion
The Council aims to tackle poverty and social exclusion and promote accessibility to everyday facilities for all, especially the most vulnerable members of society and those without a car.
Examples: Safe routes to school schemes identified using multiple deprivation
index, Local safety schemes targeted at socially deprived areas with above
average accidents rates, URBAN II initiative. Free Concessionary travel (Wrexham was the first authority to ensure
that all applicants were issued with a pass on day one of the scheme) Community transport study completed – study recommendations being
implemented from 2003/2004. Council granted aid to Chariotts dial a ride for the purchase of an
additional vehicle which was fully accessible for wheel chair users. Taxi Bus System has seen a further scheme added and a growth in
usage.
Objective 7 - Health
The Council aims to improve the health of its residents by reducing pollution and encouraging healthier forms of transport such as walking and cycling.
Examples: Green promotion fair, Provision of facilities to assist with walking and cycling, ‘Walk Your Way to Health’ promotion in conjunction with Groundwork, G.P. referral scheme for local leisure centres.

Objective 8 - Accessibility
The Council aims to make transport accessible to all with every member of the population having the opportunity for independent mobility.
Examples: Promotion of Shopmobility scheme in Wrexham, Free unlimited duration disabled car parking in Council car parks, Inclusion of facilities to assist those with mobility impairments in cycling,
walking and public transport schemes. Whole of Wrexham town centre is now fully accessible to wheelchair
users following a Council funded mobility scheme. (This also enabled improvements in the centre of many towns and villages throughout the County Borough).

associated daughter strategies. These are included at Appendix 2 with a summary of the progress made towards implementing the policy.

Groundwork have assisted in the questionnaires, posters and workshops and have engaged the whole school in the consultation process. Re-visits to the schools to follow up the schemes are to be arranged in the Autumn Term.

As a result the programme for this scheme now has a contract start date of March 2007 subject to the successful completion of the statutory procedures and finances being made available.

I Roads continuedI2 A55/A483 Junction South of Chester Brief Description of Scheme
This junction is in Cheshire but the problems have a significant impact on Wrexham County Borough. This is a grade separated interchange between two major dual carriageway trunk roads. The upper level is controlled by traffic signals. Long queues, often exceeding 1 mile, occur in the mornings from Wrexham causing significant delays and rat running in the Counties of Cheshire, Flintshire and Cheshire. Major road works are required to relieve current congestion.
Benefits Reduced journey times (including reducing journey times for the major bus route between Wrexham and Chester)

I3 A483 – Dualling Ruabon to ShrewsburyBrief Description of Scheme
The section of road is the only single carriageway section of road on this important Transport European Highway network which more locally is the main road linking the County Borough to the West Midlands, Mid/South Wales, North West England and North Wales. Large volumes of traffic travel on this road and the nature of the single carriageway with at grade roundabouts means that there is little opportunity to overtake and there is concern regarding the number of serious and fatal accidents. In order to bring the road up to standard with the rest of the route it requires dualling.

4. PROGRAMME AND TARGETS
Amendments/Additions to the Programme4.1. The following items have been amended/added/deleted as appropriate from
the programme;
Walking and Cycling (ref A)4.2. Previously there were 3 three different categories under “A Walking and
Cycling” however as these categories were all interrelated these have been combined for clarity. The previous categories were “A1 General”, “A2 National Cycle Route:Chester-Wrexham-Llangollen-Trawsfynydd” and” A3 Wrexham Town centre to Gatewen and Brymbo.”
4.3. As part of these works overlapped the total amount for this category combined has been reduced from £3691k to £3200k.
Safe Routes to School (ref B)4.4. Original figure included for 2001-2006 was £900k – due to previous years not
receiving estimated amounts of funding, this amount has been decreased to £803k.
Mobility Impaired (ref C)4.5. Original figure included for 2001-2006 was £200k. This amount was funded
by the Council in 2002/3. Following a review this amount is to be increased to a total of £500k for 2001-2006 resulting in £100k per year for the remaining 3 years of the original LTP.
Wrexham Bus Station (ref D1)4.6. Original figure included for 2001-2006 was £3000k. Since works have
commenced this figure has been calculated as £3294.
Bus/Rail Interchange Measures (ref D3)4.7. Due to considerable funding from Taiths Transport Grant Bid this amount has
been increased from £300k to £655k.
Mold Road/Grosvenor Road Gyratory (ref D5)4.8. Retail developers are now likely to meet a considerable amount of the
scheme costs therefore the amount included is reduced from £900k to £200k.
New Rail Station at Johnstown4.9. As it is unlikely that this will proceed before 2006 the £1000k included for this
has been moved forward into the next plan period.
Park and Ride4.10. As it is unlikely that this will proceed before 2006 the £1000k included for this

Car Park Management/Residents Parking. 4.11. This amount has been increased from £100k to £334k to take into account the
£234k required if decriminalised parking enforcement is progressed.
Accident Reduction4.12. Due to the importance of this type of work and the support from the Local
Road Safety Grant and WCBC budget, this amount has been increased from £1500k in original LTP to £2246k.
Travel Awareness (ref G)4.13. Due to lack of funding being obtained in the first 2 years of the plan period this
amount has been reduced from £240k to £100k.
Traffic Calming (ref H)4.14. Due to lack of funding being obtained in the first 2 years of the plan period this
amount has been reduced from £950k to £750k.
Wrexham Industrial Estate Access Road (ref I1)4.15. Scheme costs will be assessed following the outcome of the review into
Section 2 of the scheme. This scheme is now unlikely to progress within the current plan period.
Plas Bennions Road (ref I7)4.16. Due to more accurate scheme costs being available this amount has been
reduced from £200k to £179k.
Structural Renewal/repair of carriageway4.17. As the Special Highways Maintenance Grant has not been continued
estimates have been reduced from £6160k to £5466k.
Bridges Schemes4.18. Due to more accurate schemes costs now being available the following
changes have been made to the programme.

5. REGIONAL TRANSPORT PARTNERSHIPS
Background5.1. Due to the geographical location of Wrexham County Borough the Council
are active members in 2 regional transport partnerships; Taith Cheshire, Chester, Flintshire, Wrexham Joint Working Group
(CCFWJWG)The involvement of the Council in these partnerships, the aims of the partnerships and the proposals for future working relations within these groups is described in more detail in the following sections.
Taith Background
5.2. Taith is the regional transport partnership covering North Wales comprising the six North Wales authorities.
5.3. Taith’s overall vision is to support the development of a transport system in North Wales that will:

“Provide for the present and future transport needs of North Wales by promoting transport investment related to land-use planning, economic, environmental, social, and accident-reduction objectives.”
5.4. Supporting this vision are the following key aims:
To extend the multi-modal infrastructure of the region To support sustainable improvements to the level of commercial and
economic activity of the region To enhance the safety and quality of transport services within the region To support a transport system that meets the needs of all of the regions
residents
5.5. Taith has already developed and promoted a partnership approach to strategic transport issues and projects across North Wales and is recognised in WAG’s Transport Framework for Wales as the regional partnership that will play a leading role in the delivery of the Assembly’s transport agenda. Taith is confident of its ability to deliver WAG’s vision for transport at a regional level as well as servicing the local needs of its partners, provided it has access to the necessary resources.
5.6. Taith has produced a Regional Transport Strategy which received widespread support in a consultation exercise and in Summer 2003 will consult on a draft Regional Bus Strategy.
5.7. Taith have appointed a Regional Travel Plan Co-ordinator who is based with Flintshire County Council. At present he is working on Demand Responsive

Transport System for Deeside Industrial Estate within Flintshire, however if successful it is likely that the system will roll out to Wrexham Industrial Estate. Other projects include assistance to Bangor University, Glan Clwyd Hospital, Broughton retail park and British Aerospace.
5.8. Ticket machines which have been funded by Taith were introduced during 02/03 and are now fitted on all Arriva buses in Wrexham. These machines are compatible with smart card technology.
5.9. An appointment will be made shortly of an officer with specific responsibilities on the delivery aspects of current funds allocated under the Transport Grant scheme.
5.10. Taith has proved to be a vital mechanism for the dissemination of best practice around the region as well as a mechanism for working in partnership with the bus and rail industries.
The Way Forward5.11. Taith is reviewing its constitution and operational arrangements in order to
strengthen and to put on a more formal footing the successful partnership arrangement that currently deals with regional transport issues. This process ties in with the recommendations of WAGs Environment, Planning and Transport Committee regarding a regional approach to the provision of public transport.
5.12. The review of the constitutional framework is now well in hand and remaining obstacles will be removed by Autumn 2003 by which time Taith will assume responsibility for other regional transport matters including the North East Wales Trunk Road Agency (NEWTRA).
5.13. As far as membership of Taith is concerned, care has to be taken to ensure that any executive authority is vested in those who are properly accountable for the spending of public funds with appropriate direct linkages to the decision making processes of individual partners. This almost inevitably means that the executive of Taith is constituted from the local authority partners.
5.14. It is important however, to embrace a wider membership in some form of associate status so that development of policy and strategy and the delivery of projects or initiatives where other parties are directly involved can be achieved on a truly inclusive basis. Such members of Taith could be sought from; WAG Adjoining Local Transport Authorities Strategic Rail Authority Public Transport Operators Industry and Commerce

5.15. The Group was formed in 1998 to achieve joint working between the four neighbouring authorities. The members of the group recognised that by working together to develop and implement policies that not only the needs of the individual authority areas are met but that this will also maximise the potential of the sub-region.
5.16. To achieve these objectives, the group seek to identify common goals, share information, consult on local policies which may impact the sub-region, share good practice, promote the profile of the sub-region and where appropriate develop policies that over-arch the region.
Progress5.17. The group currently are in discussions over the congestion problems at the
A483/A55 Holiday Inn (formerly Posthouse) roundabout. The roundabout is a severe bottleneck in peak periods and the congestion at the roundabout is of great concern to both Wrexham County Borough Council and Cheshire County Council. Signal improvements in recent years have improved the situation slightly, however it is recognised that major work is needed at this junction to increase its capacity. Work has recently been completed to provide a free flow slip lane form the A483 to the A55.
5.18. The Council is also in negotiations with Cheshire County Council and Flintshire County Council with regard to the Chester-Trawsfynydd Cycle route as the route passes through Wrexham County Borough. The Llangollen to Trawsfynydd section of this route would be primarily leisure, however the Wrexham to Chester section of the route would have significant transportation benefits as many of County Borough residents work in Chester and the route would be popular with commuters. As part of this group, Cheshire County Council support the scheme which would link into the Chester Business Park. Companies based on the Business Park, such as MBNA International Bank are also supportive of the scheme.
5.19. Discussions have taken place at the group in relation to the development of a sub-regional strategy for West Cheshire and North East Wales. Participants included local authority officers from Wrexham, Flintshire, Chester, Ellesmere Port and Neston, Chester and the NWRA. A paper detailing the discussions was also submitted to WAG.
5.20. It was felt that the strategy should be wide ranging and should address the inter-related issues of infrastructure, transport, housing, environment and employment with a particular focus on access to jobs.
5.21. The end product will be a concise document which has proposals and recommendations to inform, but not pre-determine future decision making across the area. The study will be managed by a steering group at the present time options for co-ordinating and carrying out the work are being discussed.

5.16. The Group will continue to hold regular meetings to discuss items of mutual interest. In order to increase the potential of the group The Council has highlighted to WAG the issue of joint funding for schemes funded through Transport Grant.
Wrexham’s LTP and Regional Partnership Working 5.17. WCBC are active members of both Taith and the Cheshire, Chester,
Flintshire, Wrexham Joint Working Group, and in implementing the Wrexham LTP have full regard to the overall vision and key aims of both regional groups.
Other Cross Border Issues 5.18. In addition to the A55/A483 Junction and the Chester-Trawsfynydd Cycle
route, the following schemes are also highlighted as being/to be developed with the aid of cross border partnerships.
A483 – Dualling Ruabon to Shrewsbury It is considered by WCBC, that the Trunk Road Forward Programme 2002, which was recently published by WAG failed to recognise the crucial importance to Wrexham and the whole of North Wales of the A483/A5 route. At present the section between Ruabon and Shrewsbury is single carriageway with at-grade junctions with the exception of the recently completed Nesscliffe Bypass. The route is heavily trafficked and the single carriageway means that there is little opportunity to overtake slow moving vehicles which in turn leads to congestion. Frustration regarding to the lack of overtaking opportunities also leads to increased number of accidents.
A541 Hope/Caergwrle Bypass This scheme is dependent upon the results of the A541/A550 Corridor Study which was carried out by consultants WS Atkins on behalf of Flintshire County Council and WCBC. The result of this study are anticipated July 2003.
