We had a very fruitful period of activi- ties during the last three months. The major event during the period was the WPA Inter Zonal Con- gress at Vilnius, Lithuania 3-6 May 2017. Theme: “Changing Society, Changing Psychiatry and Chang- ing Self”. Nearly 500 psychiatrists from 40 countries attended. WPA President Dinesh Bhugra presided. Part of the Congress was held in the Lithuanian Parliament. Minister of Health Aurelijus Veryga and EU Commissioner Vytenis Andriukaitis spoke at the Congress. Hearty congratulations to Alvydas Navickas and his committed team! The WPA Plan- ning Committee met at Florence, Italy on March 31-April 1 chaired by WPA President-Elect Helen Herrman and discussed changes in WPA Statutes and By-Laws. My second visit to the WPA Secretar- iat, Geneva took place on April 8 and 9, 2017.     Message from the President

    Dear Friends and Colleagues,

    This is my penultimate message to you all as my term draws to a close.

    Following the successful launch of Bill of Rights for Individuals with mental illness, a Bill of Rights for children and young people was also launched. I am delighted to report that it is being circulated. Please get your Association/Organisation to sup-port both the Bills of Rights. These are available on WPA website. A Bill of Rights for individuals with intellectual disability is under preparation.

    A survey of discrimination has been completed in Commonwealth countries and will be launched on the 3rd World Mind Matters Day on 4th September 2017. Details of the international dis-crimination survey were published in a special issue of International Review of Psychiatry volume 28(4). The contents are available online.

    WPA-Lancet commission on Psychiatry report is complete. Copies of the report will be available in the World Congress in Berlin in October 2017.

    WPA Position Statements on Homelessness and Mental Health and Mental Health in the Work Place are ready and will be available shortly on the WPA website. Please look out for these on the WPA website.

    Chapel Bridge: The Chapel Bridge is a 204 meter (670 foot) long bridge crossing the Reuss River in the city of Lucerne. It is the oldest wooden covered bridge in Europe, and one of main tourist attractions in Switzer-land.     Theme: “Changing Society, Changing Psychiatry and Changing

    Self”. Five hundred psychiatrists and other mental health pro-

    fessionals from more than 40 countries attended. In particular,

    we need to extend our thanks to Prof. Dinesh Bhugra, the WPA

    President, whose help in all aspects was invaluable. For their help,

    encouragement, active participation and input, we would also like

    to thank WPA President-Elect Prof. Helen Herrman, Prof. Roy

    Abraham Kallivayalil, Prof. Masatoshi Takeda, Prof. Afzal Javed,

    Prof. Michelle Riba and Prof. Edgard Belford.

    For their participation in the Congress, and even more so for the

    invitation to hold part of the Congress in the Lithuanian Parlia-

    ment, special thanks are also due to the Lithuanian Seimas (Par-

    liament), together with the Chair of the Committee of Health

    Agnė Širinskienė and Minister of Health of Lithuania Aurelijus Veryga. As a result, many mental health issues have been brought

    to politicians’ attention and they have been motivated to continue

    to better understand which direction to carry out mental health

    care in Lithuania. We are very grateful to the European Union

    Health & Food Safety Commissioner Vytenis Andriukaitis who

    gave a plenary lecture about mental health in the European Un-

    ion together with the Minister of Health Aurelijus Veryga, WPA

    President-Elect Prof. Helen Herrman and WPA Secretary General

    Prof. Roy Abraham Kallivayalil.

    We are very grateful to Prof. Sam Tyano and Prof. Tsuyoshi Akiy-

    ama for their very active participation and comprehensive help.

    We thank Zonal Representatives Donna E. Stewart, Edmond

    Hsin-tung Pi, Silvia Gaviria, Michel Botbol, Jyrki Korkeila, Petr

    Morozov, Nahla Nagy, David M. Ndetei, Min-Soo Lee, and others.

    Amendments to WPA

    Statutes and By-Laws

    I am writing to you in

    my capacity as Chair-

    person of the WPA Plan-

    ning Committee. The Planning Committee has

    been meeting over the last three years and has

    undertaken a thorough review of the WPA Stat-

    utes and By-Laws. A number of amendments

    have been prepared by the Planning Committee

    and approved by the WPA Executive Commit-

    tee. We hope the changes will modernise and

    streamline the WPA while being cost-effective.

    These amendments will be presented for dis-

    cussion at the WPA Extraordinary General As-

    sembly on the morning of 10 October 2017 dur-

    ing the World Congress of Psychiatry in Berlin.

    We have already sent you a copy of the pro-

    posed amendments in the document entitled

    “Synopsis” and an Explanatory Memorandum

    giving further details on each amendment.

    Could I ask you, or your relevant Committee,

    to look through these proposed amendments

    and to send any comments by September 15th

    at the latest. Your comments should be sent to:

    [email protected]. We shall compile

    the comments received and table them at the

    Extraordinary General Assembly. In order to

    facilitate discussion and the duration of the

    meeting we would ask you kindly to send

    your comments in advance by the deadline

    rather than present them for the first time at

    the meeting. I look forward to our discussion

    event of WPA.

    From the Secretary for Scientific Sections

    Scientific Sections are

    continuously involved

    in different activities

    related to promotion

    and dissemination of

    scientific knowledge

    around the globe. We

    are now a family of 72

    Sections and there is still an interest in having

    more to cover other scientific sub-specialties.

    During the first half of this year, there has

    been a noticeable increase in the number of

    WPA co-sponsored meetings, joint intersec-

    tional activities and other related intersection-

    al accomplishments. Sections’ participation

    in the recently held WPA Inter Zonal meeting

    at Vilnius, Lithuania, and in the 5th Congress

    on Neurobiology, Psychopharmacology and

    Treatment in Thessaloniki, Greece has been

    outstanding. The Sections have also organ-

    ized training workshops, round table discus-

    sions and educational activities in different

    meetings along with producing position state-

    ments and discussion documents on impor-

    tant topics that correspond to their expertise.

    We are preparing a schedule of Sections busi-

    ness meetings at Berlin and hope many of our

    Sections’ proposals will be accepted for the

    WPA Berlin Congress.

    We are optimistic for keeping an on-going en-

    thusiasm of Sections’ leadership for their fu-

    ture work especially looking at further contri-

    butions to the excellence of scientific knowl-

    edge and the development of advanced and

    pioneering approaches in psychiatric practice.

    We are coming to the end of a very exciting

    triennium, under the leadership of Professor

    Dinesh Bhugra. The WPA Scientific

    Publications Committee has been quite

    active in working with Secretary General Roy

    Abraham Kallivayalil to uploading open-

    access journals to the WPA Webpage and we

    continue to add journals from throughout

    the world, including recent submissions

    from Professor Juan Maass from Chile.

    Operational Committee include Co-chair

    Dusica Lecic Tosevski; Reinhard Heun,

    Peter Tyrer, Christopher Szabo, Alfredo Cia,

    Prabha Chandra, Joao Mauricio Castaldelli-

    Maia. It has been a privilege to serve with

    such an outstanding group of dedicated

    colleagues and we look forward to fulfilling

    our goals over the next several months.

    We have tried to hold presentations at

    various WPA regional meetings to help

    young psychiatrists better understand how

    to get published. In Berlin at the WPA XVII

    World Congress of Psychiatry, Hussien

    Elkholy, Michelle Riba, Felipe Picon,

    Peter Tyrer, Rajiv Radhakrishnan will be

    presenting on ECPs Section Workshop on

    Academic Publishing. Under the leadership

    of Christopher Szabo and Prabha Chandra

    and with Peter Tyrer, Dusica Lecic-Tosevski,

    Joao Mauricio Castaldelli-Maia and

    Reinhard Heun, there will be a scientific

    presentation on “Overcoming the Problems

    of Publication”. These two presentations

    will be wonderful opportunities to discuss

    a range of aspects regarding publications –

    obstacles and challenges, as well as ways to

    be successful.

    We continue to appreciate the work of

    Professor Alfredo Cia in his development and

    organization of the WPA Ibero-American

    Library, and for his commitment and

    dedication to this important repository for

    Spanish-language scientific texts, supported

    by the WPA.

    Our journal, World Psychiatry, under the

    direction of editor in chief, Mario Maj, M.D.,

    Ph.D. continues to be one of the leading

    psychiatric journals in the world. Dr. Maj

    will be addressing the General Assembly in

    Berlin in October 2017 where we will receive

    an update and the latest figures regarding the

    journal’s impact factor. We will also have the

    opportunity to thank Dr. Maj for his ongoing

    scientific work and excellence on behalf of

    the World Psychiatric Association.

    Professor Juan Mezzich has edited an

    extraordinary book on Person Centered

    Psychiatry, published by Springer, and this is

    being reviewed for World Psychiatric News.

    Hopefully this book will be available for

    purchase in the next several weeks, at the

    APA meeting in San Diego.

    We have a new WPA book coming out

    published by Springer, Physician Mental

    Health and Well-Being: Research and

    Practice, Michel eds. Kirk Brower, MD and

    Michelle Riba, M.D. This book will be part

    of the Primary Care Series, series editors

    Dinesh Bhugra and Michelle Riba.

    From the Secretary for Education

    I am pleased to report

    that the proposal of the

    Secretary for Education

    of the World Psychiatric

    Association, the WPA

    Executive Committee

    and its President, to cre-

    ate the Task Force to

    study and lay down the

    principles and priorities for a framework for

    training psychiatrists has been finalized. It

    will be published and sent to scientific soci-

    eties. The work has been developed by the

    WPA Operational Committee on Education

    which met several times in different places

    and events as Madrid (Spain), Cape Town

    (South Africa), Cuenca (Ecuador) and Vil-

    nius (Lithuania), with the logistic support of

    the Foundation “Juan José López-Ibor”.

    The summary of the interim report of the

    World Wide Survey of Training Needs and

    provisions of Psychiatrists, Task Force of Ba-

    sic Core Curriculum of Psychiatrists to iden-

    tify the duration, the range, and the types

    of psychiatric training in different countries

    of different levels of income reported by na-

    tional societies of psychiatry, members of the

    World Psychiatric Association (WPA), will

    be published in our regular communication

    networks. I take advantage of these lines, to

    thank all member societies for their answers.

    In addition, we are very happy to report that

    we have received the proposals for a new on-

    line course: “Cultural Competence in Mental

    Health and Addictions: Working with Cultur-

    ally Different People”, in close collaboration

    between the Psychiatric Service University

    Hospital Vall d’ Hebron, the University of

    Barcelona (Spain), and the World Psychiatric

    Association accreditation. It will be in Eng-

    lish and will start this next July. A first group

    of 20 professionals is proposed. We look for-

    ward to receiving the proposals of more can-

    didates from other WPA components and

    societies, to start the next group. We hope

    this activity will be of great academic value.

    Finally, I would like to express my grateful-

    ness to my colleagues, members of the Ex-

    ecutive Committee, the Operational Com-

    mittee on Education, and to each member

    of the various WPA components, for the op-

    portunity and support given to fully serve our

    WPA institution.

    adopted the global action plan on the pub-

    lic health response to dementia 2017-2025

    uguees/en/. World Health Assembly con-

    sists of ministers of health of all 194 mem-

    ber states of WHO and is the highest global

    decision making body in the area of health.

    The plan envisions “a world in which de-

    mentia is prevented and people with de-

    mentia and their carers live well and receive

    the care and support they need to fulfil their

    potential with dignity, respect, autonomy

    and equality”. The dementia action plan

    specifically highlights the importance of

    protecting and promoting human rights and

    providing community-based care and sup-

    port. The plan emphasizes the need for a

    multisectoral response to dementia, align-

    ment of dementia actions with those for

    mental health, noncommunicable diseases,

    ageing and disability, and balance between

    dementia prevention, cure and care.

    “To achieve the goal of improving the lives

    of people with dementia, their families and

    carers, while decreasing the impact of de-

    mentia on communities and countries”, the

    dementia global action plan lists actions

    in seven strategic areas: making dementia

    a public health priority; increasing demen-

    tia awareness and establishing a dementia-

    friendly society; reducing the risk of de-

    mentia; improving diagnosis, treatment and

    care for people with dementia; supporting

    dementia carers; enhancing information

    systems for dementia and fostering demen-

    tia research and innovation.

    The dementia global action plan sets out

    clear actions for Member States, the Sec-

    retariat and partners at the international,

    regional and national levels, and proposes

    key indicators and global targets that can

    be used to evaluate overall levels of imple-

    mentation, progress and impact. To move

    the dementia agenda forward, WHO is de-

    veloping practical tools for Member States

    aligning with each of the seven action ar-

    eas. These tools include: the WHO Global

    Dementia Observatory, which will be also

    used to monitor the progress of the action

    plan implementation; WHO dementia risk

    reduction guidelines; the carer training

    programme iSupport; guidance to enhance

    diagnosis and management of dementia in

    primary health care within WHO’s Mental

    Health Gap Action Programme (mhGAP)

    intervention guide and global agenda for de-

    mentia research prioritisation.

    The action plan recognises that Member

    States, WHO and relevant partners will

    have to work collaboratively to ensure a

    comprehensive public health response to

    dementia. Much of the action will need to

    take place within countries, especially in

    low- and middle-income countries where

    the majority of people with dementia live.

    Each Member State faces specific challeng-

    es in implementing the action areas iden-

    tified above and therefore the action plan

    suggests a range of proposed actions that

    each Member State will need to adapt to the

    national context. WHO will provide techni-

    cal assistance to Member States in line with

    their individual needs and work closely with

    international and national partners, includ-

    ing professional associations, to implement

    the plan.

    JUlES ANGST iS ThE RECiPiENT oF ThE JEAN DElAy PRiZE 2017

    The WPA announces that Jules Angst, Emeri-

    tus Professor at the Zürich University Psychiat-

    ric Hospital, Zurich, Switzerland, is the recipi-

    ent of the Jean Delay Prize 2017.

    The Jean Delay Prize, awarded by the WPA

    every third year, is the most prestigious prize in

    the field of psychiatry. It bears the name of

    the first President of the WPA, and is award-

    ed to an individual who has made a major

    contribution in building bridges between

    biological, psychological and social aspects

    of psychiatry.

    Prof. Angst will deliver a lecture at the Open-

    ing Session of the 17th World Congress of

    Psychiatry, to be held in Berlin, Germany,

    from 8 to 12 October 2017.

    JEAN DElAy PRiZE

    At the end of last century the Jean De-

    lay Prize was established to honor distin-

    guished colleagues that scholarly bridged

    the biological, psychological and social sci-

    ences underpinning our clinical profession

    and who veritably emblematized our high-

    est ethical aspirations.

    The Jean Delay Prize is the most important

    award of the WPA: it bears the name of Jean

    Delay, the President of the first World Con-

    gress of Psychiatry (Paris, 1950) and the first

    President of our Association. Jean Delay is

    one of the most important psychiatrists of

    the 20th century, as he introduced chlor-

    promazine in the treatment of psychotic

    disorders and described for the first time

    the antidepressant effect of isoniazide, both

    in 1952. In fact, he was both a great scien-

    tist and humanist. His eminent disciples

    include Pierre Pichot, Pierre Denicker and

    Raymond Sadoun.

    The Jean Delay Prize consists of a diplo-

    ma, a medal and a check for the amount

    of 40,000 Euros. The awardee is expected

    to deliver a lecture at the XVII World Con-

    gress of Psychiatry, Berlin, Germany, 8-12

    October 2017. From the beginning, a gener-

    ous unrestricted grant from Servier made

    this award possible.

    ThE lóPEZ iBoR CliNiC: 50 yEARS oF hiSToRy AND Ex-PERiENCE

    The López Ibor Clinic was founded in 1967.

    Led first by its founder, Professor Juan José

    López Ibor, then by his son, Professor Juan

    José López-Ibor Aliño and at present by the

    Managing Board of the Clinic made up of

    his four children and a sister. The building,

    surrounded by gardens, is ideally located on

    a plot of more than two hectares, right next

    to Madrid’s ring road and is cataloged in the

    architectural guide of the College of Archi-

    tects of Madrid.

    Juan José López Ibor was a convinced de-

    fender of the most up to date clinical explo-

    ration techniques. He was

    the first one to install an

    electroencephalograph in

    Spain, a Grass of four chan-

    nels. The second TAC and

    the first one exclusively for

    the brain, was installed in

    the López Ibor Clinic and

    afterwards a PET, a PET/

    CT and a Cyclotron were

    installed. The first Brain

    Mapping equipment in Eu-

    rope has also been installed in this Clinic.

    It was the third or fourth place in the world

    that began with the systematic use of Lithi-

    um, the first to use Clozapine, depot antip-

    sychotics and it is one of the few institutions

    dedicated to Deep Brain Stimulation.

    The WPA Secretariat and the office of the

    President were once located at the López-

    Ibor Clinic. Today and for 50 years, the

    López Ibor Clinic offers comprehensive psy-

    chiatric mental health care for out and day

    Anita Everett Begins Term as APA Presi-

    dent: The end of the 2017 APA Annual

    Meeting marks the beginning of the presi-

    dential term for Anita Everett, M.D. During

    the Opening Session of the Annual Meet-

    ing, she urged, “Keep the engagement go-

    ing, and don’t drop the connections you

    make at the Annual Meeting. I encourage

    each of you to take just one more step to

    deepen your involvement with APA”.

    Dr. Everett is the Chief Medical Officer

    at the U.S. Substance Abuse and Mental

    Health Services Administration (SAMHSA)

    and has a core professional background in

    Public and Community Psychiatry. She has

    emphasized that addressing access to qual-

    ity psychiatric care is a priority during her

    presidency noting that “effective collabora-

    tion with primary care physicians” can be

    This meeting was organized by the Ecua-

    dorian Association of Psychiatry and the

    WPA. Distinguished professors from differ-

    ent continents and well-known psychiatrists

    from Ecuador and other countries of the re-

    gion attended this event.

    “International Congress for the 50 years

    of the Specialized Hospital”, San Juan de

    Dios, “New Challenges in Mental Health”,

    Quito, Ecuador, February 21 to 23 of 2017:

    The religious order of “Los Hermanos de

    San Juan de Dios”, Quito headquarters, or-

    ganized a congress directed to psychiatrists,

    psychologists and nurses. This event was

    conceived from an integrative perspective in

    the mentally ill patient.

    World Congress of Dual Pathology, March

    23-26, Madrid: This congress was attended

    by psychiatrists and other mental health pro-

    fessionals interested in the subject of Dual

    pathology. There was a notable participation

    of psychiatrists belonging to WPA Zone 4

    who developed different modalities of scien-

    tific activities. During this event, the World

    Dual Pathology Association confirmed its

    support in order to develop “The First Latin

    American Congress of Dual Pathology in

    Medellin”, Colombia, which will be held at

    CES University, on September 7-9, 2017

    The IV Congress of Psychiatry of Bosnia

    and Herzegovina with international partici-

    pation will take place on November 16-19,

    2017 in Banja Luka, Bosnia and Herzego-

    vina. The main theme of the Congress will

    be “Psychiatry and Mental Health: Dilem-

    ZoNE 7 (NoRThERN EURoPE)

    The WPA Inter Zonal Congress was held

    with success in Vilnius, Lithuania from

    3rd to 6th of May 2017. It was the first of

    its kind in Zone 7. Nordic Psychiatric Asso-

    ciations held their meeting at the congress.

    The plans are proceeding well for the next

    Nordic Congress to be held in Reykjavik Ice-

    land from the 13th to the 16th of June 2018

    (see more at: www.ncp2018.is).

    Important trends and topics regarding psy-

    chiatry in the Zone 7 countries were dis-

    cussed. The Danish Psychiatric Association

    initiated a process that led to the found-

    ing of a new network of 28 organizations:

    “Psykiatri Alliancen”. There is a major lack

    of psychiatrists within the Baltic countries

    mostly due to brain drain, because of in-

    come differences between other European

    countries. In Lithuania, municipalities and

    government have put increasing emphasis

    on suicide prevention. Decreasing coer-

    cion has been an important aim in Norway.

    Drug-free wards were mandated by a politi-

    cal ultimatum. However, Norwegian stud-

    ies implicate that little use of antipsychotic

    medication leads to tendency for more in-

    voluntary treatment and seclusion. Finland

    is still struggling with outlining a health

    care reform. The Swedish association has

    put a lot of effort in developing their confer-

    ence and CME. All the associations empha-

    sized the importance of lobbying.

    ZoNE 10 (EASTERN EURoPE)

    Eastern European Educational Academy:

    In early April, the regular session of the

    Eastern European Educational Academy of

    WPA-Servier was held. Young psychiatrists

    from Azerbaijan, Belarus, Georgia, Kazakh-

    stan, Russia, and Ukraine took part in the

    work of the EPA Congress in Florence and

    prepared new surveys on topical problems of

    modern psychiatry in order to transfer them

    to scientific journals of the WPA Zone 10.

    Thus, over 4 years of the Academy’s work,

    more than 70 reviews in 10 magazines in 7

    countries of Eastern Europe have already

    been published. More than 20 young psy-

    chiatrists of the 10th WPA Zone have passed

    through the Academy.

    As usual, members of the Academy had a

    meeting with one of the world’s leading psy-

    chiatrists. This time, the lecture “When did

    it become a mental disorder?” was given by

    the ex-President of the WPA and the editor-

    in-chief of the journal “World Psychiatry”

    Prof. Mario Maj (Italy). Traditionally, as in

    a number of previous sessions, a seminar on

    communication skills was held for members

    of the Academy. WPA-Servier Academy is a

    part of the educational program of the WPA.

    ZoNE 11 (NoRThERN AFRiCA)

    Annual meeting of the Egyptian Psychiat-

    ric Association, 15-17 March 2017, Cairo:

    Theme “Challenges in Psychiatric Diagno-

    ses”. Egyptian and Arab psychiatrists shared

    their research in different psychopathology

    topics including new categorizations, dimen-

    sional approaches and biological therapies.

    Prof. Nahla Nagy discussed the updates in

    pharmacogenetics and differential effects in

    antidepressants. Zone 11 also participated in

    the WPA Inter Zonal Congress in Vilnius.

    Ain Shams Institute of psychiatry Inter-

    national Congress, May 2017, Cairo: This

    annual psychiatric congress invited interna-

    tional speakers and early career psychiatrists

    to share experience about psychiatric practice

    in the green zone. Dr. Minkenberg Transcul-

    tural Psychiatrist and Secretary of the board

    of Transcultural Psychiatry of Dutch Associa-

    tion gave a workshop about transcultural as-

    pects in psychiatric practices.

    (Northern Africa)

    412 young psychiatrists from 66 cities of

    Russia, Belarus, Poland, Moldova and

    Ukraine participated in the 13th Suzdal

    School, which was held under the aus-

    pices of the WPA and the Russian Society

    of Psychiatrists. Such one-week conferences

    of young scientists have been held in the an-

    cient city of Suzdal (Russia) regularly since

    1979. The School was opened by its rector

    – Prof. P. Morozov. In addition to lectures,

    seminars, round tables, clinical cases and

    various training courses, participants took

    part in a multi-stage competition for the

    best scientific work. A total of 155 reports

    were presented, 25 winners received grants

    to participate in the School.

    ZoNE 14 (EASTERN AND SoUThERN AFRiCA)

    Kenya Psychiatric Association/African As-

    sociation of Psychiatrists and Allied Pro-

    fessionals Joint Scientific Meeting, 30th

    March-1st April 2017, held in Mombasa,

    Kenya: The Kenya Psychiatric Association

    (KPA) in conjunction with the African As-

    sociation of Psychiatrists and Allied Profes-

    sionals (AAPAP) held its Annual Scientific

    meeting in the Coastal City Mombasa from

    30th March to 1st April 2017. The theme of

    the conference was “Implementation of Mental

    Health Research for Policy Development in Af-

    rica”. The conference attracted participants

    from Kenya, Uganda, Sudan, South Africa,

    Nigeria, Ghana, Botswana, and UK; that is,

    all the three WPA Zones in Africa were rep-

    resented. The key speakers represented the

    face of Africa. There was strong attendance

    of trainees and upcoming researchers who

    were given a chance to make their own pres-

    entations.

    KPA under the leadership of Dr. Simon

    Njuguna, is to be congratulated for an excel-

    lent conference that represented the face of

    Africa and brought together different men-

    tal health disciplines under the leadership

    of psychiatry and all that with a shoe-string

    budget. The office of the WPA Zone 14

    played the role of promoting attendance and

    linking potential participants to the confer-

    ence organizing committee.

    ZoNE 17 (EASTERN ASiA)

    Several annual meetings of psychiatric associa-

    tions were held in Zone 17. The annual spring

    conference of Korea Neuropsychiatric Asso-

    ciation was held from April 13 to 14 in Seoul,

    South Korea, with 22 symposiums, including

    the theme of a biological psychiatry, psycho-

    therapy, and public mental health. The plenary

    lecture was given by Dr. Julio Licinio, who is an

    editor of the journal, Molecular Psychiatry. The

    113th Annual Meeting of the Japanese Society

    of Psychiatry and Neurology will be held with

    the theme “Linking psychiatric research, edu-

    cation and care: bidirectional talk”, from June

    22 to 24 in Nagoya, Japan.

    The Korean Mental Health Act, enacted in

    1995, had been entirely amended 20 years later,

    and the amendment was passed by the Nation-

    al Assembly plenary session on May 19, 2015.

    The amended Mental Health Act have taken

    effect from May 30, 2017. Since 1995, four

    amendments have been made according to the

    issues about the human rights protection of the

    mentally ill. The amended Mental Health Act

    reflects the recent rapid changes in the mental

    health environment and contributes one more

    step toward securing human rights for people

    with mental illness.

    iNDoNESiAN PSyChiATRiC ASSoCiATioN

    The 5th Congress of Asian College of Neu-

    ropsychopharmacology (AsCNP) was held

    in Bali, Indonesia, from 27th – 29th April

    2017. Under the theme “Leap of Recent Neu-

    ropsychopharmacology Achievements of This

    Decade”, this congress successfully brought

    various updated science in Neuropsychop-

    harmacology field from many professional

    backgrounds and countries. Viewing the high

    activity of the congress, there were over 550

    registrants from many countries including

    Indonesia as host, and from Asian countries

    as follows Japan, South Korea, Taiwan, Hong

    Kong, China, Singapore, Malaysia, Philip-

    pines, Thailand, Egypt, Bangladesh, India,

    Tunisia, Nepal, and from overseas countries

    as follows Australia, USA, Canada, UK, and

    Holland. In conjuction of Indonesia as the

    host country, Indonesian Association of Bio-

    logical Psychiatry & Psychopharmacology

    (IABPP) under Indonesia Psychiatric Associa-

    tion was cooperated with AsCNP to bring this

    Congress to its success. The congress brought

    a great achievement of scientific exchange of

    all attendances especially members of colleg-

    es and psychiatrists.

    BAP is the primer platform of psychiatrists

    working in Bangladesh since inception in 1975.

    The Annual General Meeting and Election for

    the Executive committee for 2017-2018 was

    held on 11 April, 2017 at Dhaka. The newly

    elected committee headed by Prof. Md. Wazi-

    ul Alam Chowdhury as the President and Prof.

    Mohit Kamal as the General Secretary took

    the charge of the office. More than 200 psychi-

    atrists from all over the country participated in

    the AGM with valuable comments suggestions

    and future directions. The new office-bearers

    are: President (Dr. Md Waziul Alam Chowd-

    hury), Vice-Presidents (Dr. Gopal Sankar Dey,

    Dr. Jhunu Shamsun Nahar and Dr. Md. Azizul

    Islam), General Secretary (Dr. Mohit Kamal)

    and Organising Secretary (Dr. MZR Khan).

    AZERBAiJAN PSyChiATRiC ASSoCiATioN

    In the last few years Azerbaijan Psychiatry As-

    sociation was increasingly developed in terms

    of professional training of members as well as

    research. It was honor to host Prof. Norman

    Sartorius and Prof. Graham Thornicroft who

    provided advance course on the development

    of Leadership and Professional skills. The an-

    nual conference of AzPA was held in Baku

    in February 2017 where a new Chief editor

    of Azerbaijan Psychiatry Journal Prof. Fuad

    Ismayilov has been elected. One of the main

    goals of Azerbaijan Psychiatry Association is

    to support early career psychiatrists in their

    professional gross. In April 2017, Azerbaijan

    Young Psychiatry Section was officially ac-

    cepted as a part of AzPA. Our members have

    actively participated at international congress-

    es (EPA, ECNP, EFPT). Five psychiatry train-

    ees from Azerbaijan have successfully passed

    their research fellowship at Harvard University.

    After coming back, they organized training for

    their junior colleagues on Epidemiology and

    Biostatistics at the first time in Azerbaijan.

    The main purpose of AzPA is to improve

    workforce for future researches and interna-

    tional collaboration.

    APA Welcomes International Members

    and Innovation in San Diego: The 2017

    APA Annual Meeting, 20-24 May, with focus

    on “Prevention Through Partnerships” was

    a great success with attendees from around

    the world participating in the four day-long

    congress in San Diego, California. APA wel-

    comed over 300 new International Members

    joining the APA over the past year, at a spe-

    cial welcome event. Additionally, over 100

    new International Fellows were recognized

    during the annual Convocation Ceremony.

    The ceremony included the induction of

    three new APA International Distinguished

    Fellows, Fernando Lolas, M.D. of Chile, Vic-

    tor Buwalda, M.D. of the Netherlands, and

    Michael Wise, M.D. of the United Kingdom.

    The scientific program featured a number

    of interactive and innovative learning ex-

    periences including the

    which focused on accelerat-

    ing innovative ideas to im-

    prove the delivery of mental

    The traditional Symposium Mostar’s Psychiat-

    ric Saturday has been held for the 14th time

    in Hotel “ERO” (City of Mostar, Bosnia and

    Herzegovina) , on June 3rd, 2017, under the

    topic “Psycho-Oncology: Multidisciplinary Approaches”. Great interest for the topic at-tracted more of 190 mental health profession-

    als from all over Bosnia and Herzegovina,

    as well as Croatia and Slovenia to attend on

    dynamic scientific sessions provided by 13

    speakers from Bosnia and Herzegovina and

    Croatia, and have inspired many attendees

    to constructive discussions about this very

    intriguing, important and for our region new

    discipline in Psychiatry, passing through the

    our daily practices. In the beautiful City of

    Mostar, which restores both intellectually

    and spiritually, we had a pleasant and useful

    opportunity to exchange professional experi-

    ences and ideas with colleagues and enjoy al-

    ways sunny Herzegovina. Therefore, we look

    forward to following the next, 15th Psychiatric

    Saturday in June 2018.

    In April 2017, the Croatian Psychiatric As-

    sociation (CPA) organized the 14th Croatian

    Psychiatric Days. As every year, this event

    focuses on the presentation of clinical cases

    and offering the opportunity to talk about

    clinical questions of our everyday practice.

    This year, a round table on a topic of chang-

    ing the system for mental health moving

    toward the community based approach was

    held. The CPA undertook an additional

    work to promote several pilot projects aiming

    to re-organize the local hospital based men-

    tal health system into a flexible community

    mental health approach based on multidis-

    ciplinary mobile teams. This is an example

    of the CPA pushing towards protection and

    improvement of mental health, by making

    tangible steps towards more accessible and

    more effective treatment of persons with

    mental health disorders.

    Since the Croatian Parliament declared the

    Day of rights of persons with mental illness,

    in 2012, the CPA organizes an event together

    with other governmental and non- govern-

    mental partners in mental health every 6th

    of June aiming to promote the rights of per-

    sons with mental illness. This year, the CPA

    organizes a round table on a topic of “Rights

    of persons with mental illness in the context

    of Bill of rights for persons with mental ill-

    ness issued by the WPA”.

    The RANZCP also recently welcomed Dr.

    Kym Jenkins as its new President. Dr Jenkins

    is Medical Director of the Victorian Doctors

    Health Program.

    KENyA PSyChiATRiC ASSoCiATioN

    This year, Kenya Psychiatric Association

    (KPA) in conjunction with African Associa-

    tion of Psychiatrists and Allied Profession-

    als (AAPAP) hosted their annual scientific

    conference from 30th March to 1st April at

    Pride Inn Paradise Convention Centre in the

    coastal city of Mombasa. The theme was “Im-

    plementation of Mental Health Research for

    Policy Development in Africa”. With an at-

    tendance of about 120 delegates from Kenya,

    Uganda, Ethiopia, Sudan, South Africa, Bot-

    swana, Nigeria, Ghana, Pakistan and USA,

    we had stimulating and educative discussions

    under the subthemes: Translating mental

    health research into policy; Policy guidelines

    in management of mental disorders; Inte-

    grating mental health care in Non Commu-

    nicable Diseases (NCD) care and Integrating

    mental health care in HIV/AIDS care.

    KPA and AAPAP held their respective an-

    nual general meetings, which saw the tran-

    sitioning of new faces into leadership and

    the change of AAPAP to AAP (Association

    of African Psychiatrists). Dr. Simon Njug-

    una is the Chairman of KPA and Prof. Ab-

    dalla Abdelrahman from Sudan, the Presi-

    dent of AAP. The conference offered del-

    egates an opportunity to interact, network

    as well as relax and enjoy the ambience of

    Indian Association for Social Psychiatry

    AUSTRiAN ASSoCiATioN oF PSyChiATRy AND PSyChoThERAPyWe have hosted the touring exhibition “Reg-

    istered-Persecuted-Annihilated – the Sick and

    Disabled Under National Socialism” which

    was initiated by the German Association for

    Psychiatry, Psychotherapy and Psychosomat-

    ics (DGPPN). This has previously been shown

    in various locations and different countries,

    including Germany, Canada, South Africa,

    Japan and Australia. The opening took place

    in Vienna and the inaugural address was given

    by the president of the National Assembly, fol-

    lowed by a panel discussion in Parliament. In

    each of the display locations throughout the

    country, additional information was provided

    including material about local Austrian victims

    and offenders. During the annual

    conference of our society, the ex-

    hibition was made available to all

    attendees and we unanimously

    adopted a preamble to our statutes

    acknowledging the historic guilt

    of Austrian Psychiatry under Na-

    tional Socialism, and pledging to

    do our utmost in order to prevent

    such crimes against humanity in

    the future.

    BRAZiliAN ASSoCiATioN oF PSyChiATRy

    The 35th Brazilian Congress of Psychiatry

    will take place on October 25th to 28th, 2017,

    NoRWEGiAN PSyChiATRiC ASSoCiATioN (NPA)

    With its 2268 members, NPA is the second

    largest medical section (next to Primary

    Care) within the Norwegian Medical Asso-

    ciation. Every year in March, NPA organizes

    ”Psychiatry week” with lectures, seminars,

    work-shops and teaching courses for psychia-

    trists and residents in psychiatry. This year

    450 members participated.

    Emeritus Professor Ulrik Fredrik Malt took

    over as president of the NPA May 1st.

    Drug-free wards: Following governmental de-

    cision, the health authorities have demanded

    that psychiatry should offer all patients who

    ask for it, a drug-free treatment alternative. This

    includes patients with psychotic disorders. No

    extra resources are given, however, and there

    is no requirement of research to assess bene-

    fits and drawbacks. The first in-patient facility

    meeting the new requirements have already

    been established (6 beds; University Hospital

    Northern Norway in Tromsø).

    412 young psychiatrists from 66 cities of

    Russia, Belarus, Poland, Moldova and

    Ukraine participated in the 13th Suzdal

    School, which was held under the auspices

    of the WPA and the Russian Society of Psy-

    chiatrists. Such one-week conferences of

    young scientists have been held in the an-

    cient city of Suzdal (Russia) regularly since

    1979. The School was opened by its rector

    – Prof. P. Morozov. In addition to lectures,

    seminars, round tables, clinical cases and

    various training courses, participants took

    part in a multi-stage competition for the

    best scientific work. A total of 155 reports

    were presented, 25 winners received grants

    to participate in the School.

    On behalf of the Organizing Committee

    and the Malaysian Psychiatry Association

    (MPA), we are pleased to receive delegates

    to the 29th World Congress of the Interna-

    tional Association for Suicide Prevention

    (IASP) and the 21st Malaysian Conference

    of Psychological Medicine (MCPM). This

    time around the Malaysian Psychiatric As-

    sociation (MPA) is working with the Inter-

    national Association for Suicide Prevention

    and bringing an important conference to

    Malaysia. The Borneo Convention Centre

    Kuching, Sarawak will be the conference

    centre from the 18th -22nd July 2017. We are

    excited to have the conference in Sarawak, a

    brilliant excellent place to visit.

    The themes of the congress “Preventing Sui-

    cide: A Global Commitment, from Com-

    munities to Continents (IASP) and Mental

    Illness: Early Intervention Facilitates Re-

    covery (MCPM)” were fittingly chosen. The

    themes selected emphasize the direction of

    mental health services, in the country and

    countries in Asia i.e. looking at developing

    and expanding services related to preven-

    tion. The conference will provide an oppor-

    tunity for all delegates to gain and exchange

    Round table meeting in Oslo (capital of Nor-

    way) on the needs for mental health of refu-

    gees and asylum seekers in a European setting.

    The 113th Annual Meeting of the JSPN was held

    at the Nagoya Congress Centre, Nagoya from

    June 22– 24, 2017. Theme: Linking psychiatric

    research, education and care: bidirectional talk.

    Prof. Norio Ozaki (Nagoya University Depart-

    ment of Psychiatry) was the President of the

    Congress. The JSPN places great emphasis on

    education, with the first of its ten priority items

    being the firm establishment and development

    of a board certification system and the fifth the

    training of the next generation of psychiatrists.

    A visible presence of a number of WPA Sci-

    entific Sections at the recently held meeting

    of ISNP at the 5th International Congress

    on Neurobiology, Psychopharmacology and

    Treatment Guidance in Chalkidiki, Greece,

    on May 25th-28th, 2017 proved an important

    milestone for the success of this scientific con-

    gress. This Congress was co-sponsored by the

    WPA and it was held under the auspices of

    the School of Medicine Aristotle University of

    Thessaloniki, Greece and the Hellenic Psychi-

    atric Association. Special focus of the Con-

    gress was on the neurocognitive functions and

    the interdisciplinary and collaborative care.

    Psychiatry, this year our Section members

    were invited keynotes at the Canadian Acad-

    emy of Geriatric Psychiatry Annual Scientif-

    ic Meeting, the National Initiative of Care of

    the Elderly conference and Baycrest Clinical

    Conference, and will also be presenting at

    the upcoming American Psychiatric Associa-

    tion meeting, Canadian Psychiatric Associa-

    tion meeting and Canadian Consortium on

    Dementia meeting. Section members Dr.

    Dilip Jeste, Dr. Kiran Rabheru and Dr. Bev-

    erley Cassidy will co-present at the inaugural

    Positive Psychiatry Symposium at the World

    Psychiatric Association Congress in Berlin in

    the fall 2017, a session that will highlight the

    above priorities and activities of the Section.

    During the last months, our Section was ac-

    tive at different congresses. In October 2016,

    the Section was present with a symposium

    on “Sleep and Psychiatry in the Elderly” in

    the joint congress of the 16th annual meet-

    ing of geriatric psychopharmacology and the

    5th international congress on psychiatry and

    the neurosciences in Athens, Greece, from

    October 6 to 8. Another Section symposium

    took place at the 5th international congress

    on “Neurobiology, Psychopharmacology

    and Treatment Guidance” in Porto Carras,

    Chalkidiki, Greece. Issues like therapeutic

    sleep deprivation or physical activity in the

    treatment of depression were addressed in our

    session. The meeting has created a splendid

    occasion to exchange and discuss current

    problems in sleep bridging the gap

    between basic research and clinical

    application. For the near future, a

    WPA Section symposium is sched-

    uled to take place during the WPA

    Congress in Berlin in October 2017.

    We are looking forward to meeting

    any interested colleagues from all

    over the world during this upcom-

    ing world congress in order to fos-

    ter scientific exchange and perhaps

    new collaborations.

    Under the auspices of the Section, the World

    Health Day was observed on April 7th, in a

    grand manner at Pushpagiri Institute of Medi-

    cal Sciences, Tiruvalla, India. Theme: “De-

    pression- Let’s talk”. Anto Antony, Member of

    Parliament, India inaugurated the event and

    spoke about the value of mental health and

    the necessity of early diagnosis of depression.

    He extended his full support to our campaign.

    The event was held in collaboration with the

    Indian Medical Association and WASP. Roy

    WPA delivered the Presidential Address and

    said, for the first time in several years, men-

    tal health has been chosen as the theme for

    Word Health Day. A major barrier is stigma

    which prevents people from seeking help.

    ered a special lecture on the theme. A Quiz

    competition for medical students and a cul-

    tural programme were the other highlights.

    Section on Preventive Psychiatry

    The World Psychiatric Association (WPA)

    Section on Psychiatric Rehabilitation is col-

    laborating with WAPR (World Association

    for Psychosocial Rehabilitation) to host the

    2017 Asia Pacific Meeting of WAPR at Bang-

    kok, Thailand on 1-3 September 2017. Theme:

    “Psychosocial Rehabilitation for Persons with

    Psychotic Disorder”. There will be 4 plenary

    lectures, 2 plenary symposia, 14 regular sym-

    posia, 3 workshops and free communication

    both oral and poster presentations. We enthu-

    siastically hope that this meeting will stimu-

    late great interest and generate the knowl-

    edge exchange in psychiatric rehabilitation,

    schizophrenia as well as the clinical practice

    for management of other mental illnesses. For

    Members of the WPA Section on HIV/AIDS

    Psychiatry met at the APM Annual Meeting

    in Austin, Texas on November 11, 2016 and

    have continued to work together to develop

    proposals for 2017 WPA meetings through-

    out the world and for APA, AAPDP, APM,

    and EAPM annual meetings. Dr. Karinn

    Glover presented at the WPA International

    Congress in Cape Town, South Africa in No-

    vember 2016. Drs. Alfonso, Ashley, Cohen,

    Cozza, and others have submitted Section

    and Intersectional proposals for presentation

    at the 2017 WPA World Congress in Berlin.

    Many members contributed to the second

    edition of the Comprehensive Textbook of

    AIDS Psychiatry – A Paradigm of Integrated Care. We are pleased to report that the text-book was published by Oxford University

    Press in May 2017. It will be available to the

    public on or before June 12, 2017 in the USA

    and in August 2017 outside the USA. The

    textbook was edited by Drs. Cohen, Gorman,

    Volberding, Jacobson, and Letendre. Our

    WPA Section on HIV/AIDS Psychiatry

    At the 5th International Congress on Neuro-

    biology, Psychopharmacology & Treatment

    Guidance held in Chalkidiki, Greece, May 25-

    28, 2017, the Section Chair Dr. Angelos Hala-

    ris, gave two lectures representing the Section:

    i) Role of growth factors in neurogenesis and

    depression, and ii) Modulation of inflamma-

    tion may arrest neuroprogression in treatment

    resistant bipolar depression.

    At the WPA World Congress to be held in Ber-

    lin, October 8-12, 2017 the Section Symposi-

    um titled “The Future of Psychoneuroimmu-

    nology: Promises and Challenges” has been

    included in the program. The symposium will

    be co-chaired by Dr. Angelos Halaris and Dr.

    Karl Bechter. At Berlin, a new monograph

    will be launched titled: “Neuroprogression

    in Psychiatric Disorders”. The monograph is

    edited by Dr. Angelos Halaris and Dr. Brian

    Leonard and includes chapter contributions

    from several members of the Section on Im-

    munology and Psychiatry. A meeting of Sec-

    tion members will be held during the Con-

    gress at which time election of new officers

    will take place. The time and place of this

    meeting will be announced in due time.

    Our Section, at its most recent board meeting

    agreed, instead of updating members on regu-

    lar scientific activities, to remind all members

    of the WPA of its current focus on the proposal

    of amending the Madrid Declaration, concern-

    ing the banning of participation of medical

    doctors in interrogation and torture. We feel

    there is urgency to this matter since – as seen

    recently in various parts of the world – bounda-

    ries between the medical profession, and the

    field of war, or authoritarian politics, have been

    blurred. As the WPA meeting in Berlin draws

    near, we hope for executive approval. This ini-

    tiative, submitted to the attention of the WPA

    during the regional meeting in Tbilisi, in April

    2016, went through a lengthy process of valida-

    tion through consultation of experts and en-

    dorsement by both members of the Section

    as well as other organizations. Furthermore,

    it underwent a thorough critical appraisal by

    professionals in the field during the round-

    table at the WPA meeting in Cape Town, No-

    vember 2016. This final document, we believe,

    represents a focal point in the recent history of

    our medical profession. We call upon our col-

    leagues, and our organization, to rally behind

    what is most deeply Hippocratic in our oath: a

    doctor shall never, first and foremost, do harm

    to his/her patient.

    Public Education Initiatives of WPA have

    been carrying out various activities since

    WPA Madrid Conference, 2014. It has cre-

    ated 18 information capsules on mental ill-

    nesses and health; series of ‘Mind’ related

    articles every month (print and electronic)

    in an international magazine, ‘India Empire’

    (15 articles have come out till now); cre-

    ated four short films ‘Beneath the Masks’,

    ‘Beyond the Labels’, ‘Overcoming Depres-

    sion’ and ‘Mental Health’ for All, for Life;

    has facilitated four Goodwill Ambassadors

    of WPA – Mr. Suresh Oberoi, Dr. Mohan

    Agashe, Mr. Kunal Nayyar (International

    Actors) and Brahmakumari Shivani (moti-

    vational s
