The DIGITAL SCIENCE unit (DGCNECT-C3)

• The priorities of Unit C3.Digital Science are:•  • 1. Open access and seamless Digital ERA

• 2. Citizen engagement and digital science practices

• 3. Coordination of the ICT dimension of the Excellence pillar of H2020

• 4. Global Systems Science will engage research in relevant models of highly interconnected global systems and use of Big Data directly with policy and societal responses to global challenges

Towards a 'Global Systems Science' (GSS)

Scientific evidence-based policies in an interconnected worldto face global challenges like financial crisis, climate change or food security

Objectives of GSS:•Best scientific evidence available on global challenges •Stimulate societal and policy action in response to these challenges•Options for decision makers significantly better suited to anticipating impacts of decisions in a highly connected world

ICT Drivers of GSS•Powerful computing platforms to simulate highly interconnected systems•Data analytics to use of abundance of data on socio-economic, financial and ecological systems•Collaborative platforms and social media for stakeholder engagement

Two pillars for research and practice for GSS

1. Policy informatics: support of evidence-based policies in highly connected systems Advanced simulation of interconnected systems Big Data on interlinked social, economic and

ecological systems.

2. Societal informatics: support of policy action and societal change - From models to action Social media and participatory ICT to encourage

participation of stakeholders in acquiring/analysis of scientific evidence and thereby creating trust in scientific evidence.

Overall scope of Objective 5.4

• A growing need for research and innovation for future public services that will be a catalyst for growth and sustainability

• ICT tools for collaborative governance and policy modeling show great opportunities for empowerment of citizens and increased transparency in decision-makingExamples:

• System Models addressing  decisions  in a global networked context. • To better understand interdependencies between economic, social, and

ecological systems in order to allow coherent decisions across different domain

• To improve the interface/link between modellers and societal stakeholders.

• ICT tools that allow engagement of stakeholders in the process of gathering data and analysing impact of models on policy decisions

• Evidence-based policies for growth and investment strategies.

E.g: next generation of economic models that take into account linkage of economic, social and ecological issues, in particular in view of the current financial crisis and need for action in climate change.

• Build on web2.0/web3.0, social networking, crowd sourcing, collaborative technologies

• Solve complex large scale policy problems in a distributed fashion

ICT tools for:• Innovative data mining functionalities to identify the emerging societal trends as a result of the economic environment,

• E.g. Big data for social use•Further advance crowd-sourcing techniques to engage citizens in sharing knowledge and expertise to collectively solve complex, large-scale problems in a distributed fashion.

• E.g.: tools to allow new forms of interaction between stakeholders and modellers; validation of models, visualisation of model results....

•Exploit the vast reserves of public sector data for new services

b1) Road-mapping of research on the use of ICT for innovative public services and governance

Need: a roadmap of uptake of system models and 'Big Data' in policy areas and the bottlenecks to do so (in research, in models and data but also in the way research/models are presented to stakeholders)

Example of relevant topic:empowerment of the younger generations through ICT tools.

Roadmap results point to implementation under Horizon 2020.

b2) Collaboration, on Electronic Identification and Authentication

- dialogue with countries that have activities on eID and authentication, in particular with the USA and Asia-ensuring data protection for the citizens. -exchange good practices - leverage for European solutions worldwide and spearhead European solutions for mutual benefit.
