• Subtitle:retrofittingofthe3MistralTowers
• Principle: The3 towersofMistral districtwerebuilt in
1967. They are composed by 200 dwellings, with 130
kWhEP/ m2 yearly energy consumption.The district is
located in one of the urban policy neighbourhoods of
Grenoble. The owner is ACTIS, a metropolitan public
social landlordontheGrenoblearea.Thebuildingsare
connectedtothecitydistrictheatingNetwork.
Theretrofittingaimstoreach64kWhEP/year.m2 (-50%)

The SPIRAL Methodology (Societal Progress
Indicators for the Responsibility of All), is an
European social approach to make cityzens
build their own well-being indicators. The
method is deployed in 3 cycles (preparation,
mobilization, integration) of 8 steps. It has
already been tested from Sept. 2014 to Jan.
2015 in Mistral for the beginning of the
renovationprogram.
SPIRAL Methodology will be adapted to the
energy retrofitting works, to better commit
and understand the inhabitants expectations.

DESCRIPTION OF THE INNOVATION AND RATIONALE FOR THE SELECTION
TheSocialhousingretrofittingisoneofthestrategicaxisoftheGrenobleEnergyClimatePlan,whichaims25%reduction
of the inhabitant consumption for 2020. TheMISTRAL Retrofitting program is one of themost important on going in
Grenoble with more than 200 dwellings, of the 3 iconic towers of this working class district to reduce their energyconsumptionbyhalf(64kWhEP/year.m
2).Becauseinhabitantbehaviourisoneofthemostimportantcriteriatoreachthe
energy performance, SPIRAL european method would be tested among groups of inhabitant. By SPIRAL method,
inhabitantwillco-constructtheirownwelf-beingindicatorsdedicatedtoEnergyconsumptionfield.
LEVEL OF DEVELOPMENT (REGARDING THE EC SCALE, THE TECHNOLOGY READINESS LEVEL)
- Technicalenergyretrofitting=>TRL8:Everyaspectoftheleveloftechnicaldeploymenthasbeenalreadylifted.The
refurbishmentprocesshasbeensuccessfullydevelopedandtestedtoreachtheenergyperformanceofCity-Zen:
Externalshellinsulation,Radiatorsreplacement,Controlledheatrecoveryventilation
- SPIRALeuropeanmethodology=>TRL4:SPIRALMethodologyhasbeenalreadytestedwithinhabitanttoconstructthe
weel-beingindicators,todrivesocialpoliciesorproject(see:https://wikispiral.org/).Butithasneverbeentestedinthe
fieldofincreasingtheEnergyawareness.Thisexperiencemayprovideanewwaytoconnectsocialissueswithenergy
transitionchallenge.
WHAT ARE THE MOST RELEVANT DEMONSTRATION PROJECTS?
AfirstmassivecampaignofrenovationwererealizedinMistraldistrictinthe90’s,toreachtheperformanceof131kWhEP/
m2.yearwiththefollowingworks:Externalshellinsulation,windowsreplacement,single-flowCMVinstallation,
replacementoftheDHCsubstation..Theaimsisnowtodividethatenergyperformanceper2,inludingotherstopicsofthe
urbanrenewal(publicspace,commonportions,…).
SPRIRALMethodologyhasbeentestedintheMISTRALDistrictbetweenSept.2014andJune2015.110inhabitants(or10
groups)wereinvolvedinthe2firstphases(Preparation&Mobilization):fromprimaryschoolpupilstosenior’sclub.
ThemainresultsweretostrengthenmediationbetwweninhabitantsandtheSocialLandlord,maintenance&cleanliness
ofthedistrict,imrovethecommunitylifeandtheinter-generationallinks.
EXPECTED IMPACTS OF THE INNOVATION
TheprincipleoftheSPIRALmethodologyishavingthestakeholderscoconstructtheindicatorstospecifythemainaxisthey
wanttotakeintoaccountforabettersocialcohesion.Inthiscontext,SPIRALwillbetestedinthefieldoftheEnergy
Retrofitting.
¨ ImpactonEnergy(supplyorsavings)&greenhousegasreductionexpected
- SPIRALapproachisexpectinghelpstostakeholderstosharetheenergyawerenessinthesocialhousingdistricts,
wherethistopicisn’tapriority.ItshouldalsohelptheSocialLandlord,themunicipalityandthelocalenergysupplier
tobetterunderstandtheinhabitantsenergysavingsexpectationsandmotivations.
- Socialhousingretrofitting:thereductionoftheregulatoryenergyperformanceshouldsignificantlyreducethe
tenant’senergybills.TheVivacitémonitoringwilspecifytheproportionofthesavingsmade,intermsofeuros,kWhEP
andCO2emissions.

- SPIRAL:Thereisnotechnicalfeasibilitytodeploythismethodology,excepttohavetrainedandskilledstakeholders.
- Socialhousingretrofitting:Thetechnologydevelopedfotheretrofittingareproperlymastered:externalshell
insulation,radiatorsreplacement,controlledheatrecoveryventilation.ThedeployementoftheVivaCitétool,willbe
theonlytechnicalinnovationtoensuretheassessmentoftheenergysavings.

designated),ATOS/GEGfortheVivacitémonitoringtool,andthetenantsofthe“showflats”.Asocialconsultantwill
beinchargeofthetenants’involvementduringtheproject.
CHALLENGES TO BE ADDRESSED BY CITY- ZEN
ThemainsbarriersidentifiedforthetenantsandinhabitantsoftheMistraldistrictarerelatedtothefactthat
Energybillisnotamajorconcernforthem:technicalbarriers,relativefinancialsavingsexpected(#300/500€
peryear)comparedtothesustainablechangeofhabitstodo,….Thiseffortsarenotjudgedurgentsregarding
theirprecarious situation.TheSPIRALmethodologyand theVivacitémonitoring toolwill try toproposenew
toolsandapproachestomeetthischallenge.
