IntroductionOn November 12th 2015, the City of Fremantle hosted a workshop for thecommunitytodiscussthelocationofabasketballcourtatSouthBeach.74membersofthecommunityregisteredfortheworkshopandatotalof40attended.ThesessionwasfacilitatedbyJoelLevinfromAha!ConsultingandattendedbyCouncillors: Mayor,MrBradPettitt

Theworkshophadthreeobjectives:
• Provide the background for the consultation conducted to date and thedecisionsmade
• ConfirmthelocationofafullsizebasketballcourtonSouthBeach• Identifyamenitiestobeincluded(withinprojectbudget)
Outcomes
There was a clear majority in favour of option 3locatedinthesouthernendofSouthBeachonthewestern side of the grassed areas (seepage 9 fortheresults).Thelocationwouldresultinaslightlyshortercourttoavoidremovaloftheexistingtrees.In terms of preferred amenity options, the topthreepreferencewere:

BackgroundMayor Pettitt welcomed guests and Joanne Smith provided an overview of theproject,pastconsultationsandcouncildecisions.Keyelementsof thepresentationincluded:
• 2005 the need to reconsider the viability of the basketball court at SouthBeachwasbeingconsidered
• 2011adecisionwastakentoremovetheoldcourt• 2013 a proposal was developed to replace the court inWilson Parkwhich
wasmetwithsignificantcommunityconcern• 2014acommunityconsultationcanvassedperceptionsandviewsaboutthe
needforabasketballcourto 52%supportedabasketballcourtatSouthBeacho 34%opposedabasketballcourtatSouthBeachoutright
• 2015 council ruled outWilson Park as an option and resolved to locate acourtinthevicinityoftheSouthBeachcarpark.

LocationOptionsThree optionswere presented to the community, alongwith a series of pros andcons for each options. Prior to presenting the three options, the followingclarificationsweresought:
1) IsthereanoptionNOTtohaveacourt?a. Response from theCity: Basedon the consultation that has already
occurred,thedecisionhasalreadybeentakentoreplacethecourt.b. Participantsweregiventheopportunityattheendoftheeveningto
castavotefornocourtsiftheychosetovotethatway.
2) Isthereachancetodiscussanoptionotherthanthethreepresented?a. Response from theCity: Basedon the consultation that has already
occurred,allotheroptionshavebeenruledoutforvariousreasonsofviability.
3) Is there a chance to locate the court in the very northern end of SouthBeach?
a. Thisareaisanopengrasseddogexerciseareaandwasdiscountedasaresultofthe2005communityconsultation.
ConsiderationsforalloptionsThere were a number of considerations that were raised by the community thatappliedtoalloptionsdiscussed,theseincluded:
• Anydesignneedstoconsiderthesafetyofchildreno Itwasconsideredthateitherfencingorappropriatelandscapingcould
beusedtoreducethedistanceballswouldtravelwhentheyleavethecourt
o Hedgingwassuggestedasanoptioninsteadoffencinginsomeareas• Canasphaltbeusedinsteadofconcreteasitisamoreforgivingsurfaceand
thereisanominalcostdifference?• How do you ensure you are not disadvantaging a large number of the
community by allocating space for a smaller number of the community touse?
o Thediscussionsonthisreflectedaneedtoconsiderwaystomakethespacemulti-usetomaximiseitsutilisation
• Canthesurfacebepaintedorbesomecolourotherthanconcrete?o Thiscouldbeconsideredbudgetallowing
• Universalaccessneedstobeconsideredforallsites

Option1–NorthernEnd
The community input and discussion into this option identified the followingadditionalconsiderations:AdditionalPros AdditionalCons• It was seen as the most accessibleoption of the site for people with adisability
• Removes a larger section of grassedareawithaviewtothewater
• In the past, with the court near thecar park, people would leave cardoorsand radioson, creatinganoiseimpact
• Thespacehasmultipleotheruses• Itisadistancefromthecafe
It was noted and discussed that this option would not have any impact on theBather’sBeachSunsetMarkets.

Option2–SouthEast(BehindCafe)
The community input and discussion into this option identified the followingadditionalconsiderations:AdditionalPros AdditionalCons• Discourageantisocialbehaviour,asitisinplainviewofOceanRoad
• Some felt the areawas underutilisedinitscurrentform
• Chance to renew/update the BBQwhenrelocated
• Somefelttheareawaswellutilisedbyfamiliesandusedforweddingsasitisprotectedfromthewind
• Proximity to the café could disturbothercustomers
• There is not great parking at thesouthernendofthebeach
• The position could make the spacecongested
Itwasnotedthattherearedisusedseptictanks,alamppost,aBBQandseatingthatwouldhavetobemovedifthisoptionwasselected.

Option3–SouthWestEnd(BeachSide)
The community input and discussion into this option identified the followingadditionalconsiderations:AdditionalPros AdditionalCons• Proximitytothecaféforplayers• It had some natural elements (slope,trees etc) that would help mitigatestrayballs
• The slope creates a naturalamphitheatre that could open thespaceupforotheruses
• Somefelttheareawaswellutilisedbychildrenandfamiliesasitisprotectedfromthewind
• Proximity to the café could disturbothercustomers
• There is not great parking at thesouthernendofthebeach
• The position could make the spacecongested
• The current design looks to limitpedestrianaccess
Itwasnotedanddiscussedthatthisoptionwouldrequirethecourttobeshorterinlengthtoensurethatnotreeshadtoberemovedorweredamaged.Some of the community held the view that the current trees are non-native andcouldbereplacedwithmaturenativetreesorrelocated.

Each participant was given one vote per option (3 votes in total) and asked todemonstratethedegreetowhichtheyfelteachoptionmetthecriteriadiscussed.
