Recommendations:
Ozone measurement data should be made publicly available on the Internet, preferably using a standard format. The data should appear in near real time, i.e. with a maximum delay of 6 hours. The measurement stations should at least include rural stations at neighbour distances less than 200 km.
In addition to ozone, but with a smaller priority, real-time measurement data should be available for other air pollutants of relevance for the photochemical mechanism, viz. CO, NOx and a few VOC compounds. Now to be added: Aerosols, PM

Recommendations:
Regularly updated quality-assured air pollution emission inventories should be made available to the forecast models. These inventories should involve both anthropogenic and biogenic emissions, and should cover Europe including East Europe.
Forecasting models should be evaluated using harmonised procedures.
Methods suitable for assimilation of air pollution measurement data in forecast models should be developed.

Recommendations:
A list of web sites, at which ground-level ozone forecasts for European areas are presented in real time, will be made available from EUMETNET’s home page (http://eumetnet.eu.org), and possibly also from EEA’s home page (http://www.eea.eu.int).

The first step: AnalysisThe quality of the air has not significantly improved during the past years. During the hot summer 2003 the threshold values for ozone were exceeded very often and may have contributed to a number of deaths

The situation has not changed very much since 2000.
There are many different models and measurements.
But:
• The distribution of the results and the information of the population is insufficient.
• Only few measurement data are internationally exchanged.
• Because of the lack of an operational data exchange the verification of forecasts and the development of initial fields is inhibited.
• Because of the lack of an international exchange of models results and measurement data the improvement of models is impeded.

WG-ENV has had a low profile and not thefull coverage of the EUMETNET MemberStates. However, this may be correctedthrough the proposed dedicated andinnovative initiative.

Products of the EFNet could be: Presentation of analyses and observations of various
concentration products (Ozone, NOx, PM, etc.). Near-real time operational forecasts of ground-level
ozone, NOx and particles (PM10, PM2.5). Grouped presentation of forecasts from various models
(multi-model forecasts and statistics), thus enablingensemble prediction capabilities (PEPS)
Statistics from some of the above products for the sakeof: operational quality assurance (for the public, Web
site), detailed scientific assessment of the models quality.

Products of the EFNet could be:
Forecast fields and point values using predefined abatement scenarios in order to show the ”would-be” influence of these standard emission reduction scenarios;
Results from statistically corrected forecasts (urban and rural areas) and statistical models;
A web-site for the public, for users and for the research community.
