Notes

Results of this analysis affected by several sources of errors: at least

• many missing data

• probably several misunderstandings about ppy vs. ppy/y

• several data with question marks

• several data depending on “external” conditions

• in many cases ranges are given instead of fixed data

• the financial figures are much less significant than the HR, so little use is made here

• the panelists are not perfect, so…..

Requests from the HLWG

ITER's goal, the demonstration of the scientific viability of fusion power, is the most important step in fusion research. Thus delivery of the machine remains the primary goal of the programme. Europe must, through F4E, deliver its share of the machine on time and budget. It must also work with the ITER partners to ensure the construction of the full machine.

• Deliverables: In the next decade the programme must deliver:

1a. R&D for the cost effective procurement of the ITER device (both for F4E and the ITER organization).

1b. EU ITER components through contracts with EU industry. Ensuring cost containment and maximum benefit to EU competiveness.

• Recommendation to include also the effort on JT60 and IFMIF > We opened the deliverable 1c for the Broader Approach activities

• Tasks could reflect what HoAs identified in the “Questionnaire mapping the resources available to answer F4E requirements in relation to ITER" sent to EFDA in November 2008

Conclusions

• The total human resources proposed by the Associates ( around 4500) not so far from the needs estimated by F4E in April 2010 (around 4800 for 2009-2018 but now 2 years have passed!)

• According to F4E needs, the HR are mainly concentrated on H&CD and Diagnostics

• But there is a significant gap in these two areas:

• 867 vs. 1742 (-50%) for H&CD

• 695 vs. 1292 (-46 %) for Diagnostics

• We suggest a quick feedback from Associates to correct the main errors and misunderstandings before closing this phase of work
