• Provide update on efforts related to the District’s Workforce Diversity Plan.

• Provide information on workforce diversity, workforce demographics and related recruitment efforts.

• Fulfills one facet of the District’s State-required Affirmative Action Plan.

Hiring & Recruitment Guiding Principles

• Recruitment supports Strategic Goal III.• “Enhance student performance by attracting, supporting and developing a

world class workforce.”

• Supports efforts outlined in the district’s Workforce Diversity Plan.

2019-2020 Hiring Spokane Public Schools and surrounding districts

experienced layoffs in early 2019 and hiring slowed across all Districts. We noted the impact to staff movement:

2017-2018: 141 Certificated employees left District employment 2018-2019: 77 Certificated employees left District employment 2019-2020: 52 new Certificated hires

2017-2018: 163 Classified employees left District employment 2018-2019: 200 Classified employees left District employment Jan. – Nov. 2019: Classified new hires: approx. 130 Previous school years Classified hires: appx. 150-200

Applicant Demographic Conclusions• District implemented a new applicant system that has been well received

by applicants and will enable better data gathering.

• District saw a significant increase of candidates identifying as Hispanic in 2019 but a significant decrease in those identifying as Multi-Racial.

• As positions opened, placement efforts focused on recalling previously laid off employees.

• Some overall momentum slow down from 2018 to 2019. Looking forward to continued identification of innovative strategies to increase the diversity of the workforce.

Employee Demographic Conclusions• 85% of city of Spokane residents identify as white. (US Census Bureau)

• 8% of all employees who disclosed identifying information identify as people of color.

• 7% of certificated staff who disclosed identifying information identify as people of color.

• “Teachers of color make up less than 5 percent of the workforce in the Central Valley, East Valley, West Valley and Mead school districts, state data shows.” (The Inlander, Nov. 27, 2019)

• Percentage of employees identifying as people of color remained the same from 2018 to 2019 even with an overall decrease of 4% of overall employee totals.

Exit surveys sent to all employees separated from employment. 90 responses (7 administrators, 39 certificated, 45 classified) Strongly Agree or Agree Are you satisfied with SPS as an employer?

Admin: 58% Cert: 74% Class: 76%

Morale was good in my school/department. Admin: 29% Cert: 59% Class: 55%

I would recommend SPS to others as a good place to work. Admin 58% Cert: 61% Class: 67%

Recipe for Success Affirmative Action Plan update (2020-2025 Plan)

Increase relational recruitment efforts in diverse communities.

Strengthen partnerships with regional universities’ college of education departments.

Creation of community partners advisory group to help guide workforce diversification efforts.
