MEMORANDUM

TO: Senior Staff

SUBJECT: The (expletive deleted) Work Program

Attached is my first shot at an overall work program. I amdissatisfied with it in several ways. We can improve it (inmy opinion) if we can accomplish the following some time inAugust — at the latest September 15:

1. The work listed is in some cases entirely too vaguelyspecified. I would appreciate it if you could all do alittle thinking about exactly what it is we are now doingor propose to do. Specifically, I will need to know:

a. Is the work to lead to some decision? If so,a decision by whom? If more than one decision isrequired, what is the sequence?

b. Can the work be divided into some discrete tasks?If so, what are they?

c. Are we sure we know why we are doing the work?

d. I have made some off-the-cuff estimates of time forcompletion. I will suffer some slippage in some ofthese times for some of the work if some times can beshortened.

If you need any help on the above, let me know soon.

2. I guess you can tell from the listing of projects thatwe are heading into some new areas. I continue to be anxiousthat we not commit ourselves to new work without some visionof where we would like to be in 2 to 3 years. Clearly, wewill have to mount some consistent and systematic programto accomplish a comprehensive plan in the near future. Iintend to be incognito for several days in September in anattempt to draft some proposal for your review. Betweennow and then I would appreciate any thoughts you may haveon how we go about that, what it would include, etc.

3. I compliment you on your taking valuable time to producethe raw material from which the work pgoram was completed,I hope you will note what other people are doing as wellas yourself. I am sure, as I go over the program, thatyou are all doing things of interest to others.

Bureau Work Program

I have attempted — in this effort — to produce, one document,two things:

1. A management tool for myself,

2. An indication of Bureau projects and work efforts foryour review and comment.

As for the document's use as a management tool, it sets forththe responsible person for every member of the staff -- thusassuring there is no uncertainty as to who each staff memberreports to and from whom each staff member will take immediateand daily supervision and direction. It also contains a listof work items of immediate and longer-range concern, togetherwith the person responsible for accomplishing such items anda time frame for accomplishment. In my opinion, this conveysthree important messages to all members of the staff -- whatthe Bureau will be doing in the coming year, who is personallyresponsible for the work, and to whom will each member of thestaff look for guidance and direction. I am hopeful that thiswill improve each staff member's performance in that he or shewill know what the Bureau is doing, what their section is doingand how they, individually, fit into the larger picture. Frommy vantage point, it establishes specific individuals asresponsible for relatively specific tasks and assures a clearunderstanding among us as to that assignment. Further, thetime deadlines provide both me and each supervisor with a commongoal.

Much of the rationale for a work program proceeds from thenotion that there are "free" resources to be allocated to onetask or another in the Bureau as objectives or purpose dictate.In fact, that is not correct — at least for the time being.During the summer months, the Bureau will add 6 new employees.From these new resources we will get new work, but most (inDistrict Planning) are now engaged -- and will be for some time -in cleaning up pending district plans. I do not, thus, expectto be able to accomplish entirely new work for some time. Iintend, however, to monitor all sections at least once each twoweeks — hopefully to speed up some work, maybe to ditch somework entirely. At the same time, I see my personal role in themonth of September that of minimum involvement day-to-dayactivities and maximum involvement in an effort to draft someproposals for overall and longer-range efforts of the Bureau.I continue to be entirely unclear about where we might (orshould) be in 2 or 3 years. I hope I can set some directionand some course for that in September.

I have also, in the work program of the Bureau, paid closeattention to Sheldon's Community Development program. I have

attached his listing with a note showing all projects on hislisting which appear in the Bureau work program.

Finally, though all sections furnished me with info and projects,the staff has yet to review the material you now have. Theremay be some changes in time line after my review with them.

Comprehensive Planning

I. Transportation & Traffic

A. Regional Transit Corridor Analysis Wright

Bureau's responsibilities in CRAG UnifiedWork Program include analysis of impact on,and opportunities in, land uses along proposedtransit corridors .-- with specific attentionto the land use effects of transit stationlocation and the fiscal and legal controls

necessary to achieve desired outcomes at thesestation locations.

B. Tri-Met Suburban Transit Station Study Wright

This study will be the foundation upon whichrelatively immediate proposals for transitinvestment will be made. As in the corridoranalysis it will be our responsibility to evaluateland-use implication, at the park and ridefacility as well as along the corridor throughwhich the express facility or exclusive laneswill pass. Inasmuch as this will be the firstmajor Tri-Met investment, the study justifyingit should be carefully done and the processof design and implementation as rapid as judg-ment permits.

C. Arterial Street Plan & Policies Wright

This will be a combined effort of the CityEngineer, Traffic Engineer and Bureau ofPlanning. The product of the study will be aproposed arterial street system, along withrelated policies, for the City of Portland.This plan (and policies) will be the basisfor FAU designation in the City as well asthe basis for district planning.

D. SE Powell Boulevard Improvement Plan Wright

The first, and priority, segment of thearterial streets plan will be SE PowellBoulevard.' The product of this work shouldbe a plan for improvements to SE Powellwhich can be the basis for preliminaryengineering and eventual funding.

E. Proposed Transportation Objectives Wrightand Policies

A paper for OPD and Planning Commission reviewproposing a set of feasible objectives for aregional transportation plan and any associatedpolicies which are consistent with those objectivesas part of the comprehensive plan.

F. North Going Street Dirker

This project includes Dirker's leadershipof City bureaus in the accomplishment of theCouncil-adopted ordinance as well as hiscontinued work with the Swan Island Task Force.

G. Bikeways Project Wright

II. Housing Wright

A. Housing Market Study

This study will be an assessment of "need" inhousing, including a careful analysis of trendsas well as the present conditions that characterizethe housing market in Portland. This should bea basic work, putting together what already existsand filling what gaps of information exist.

B. Housing Density Studies Wright

Our only density plan for housing at presentis the zoning code. Both the regionaltransportation study and the community develop-ment program will require policy as to locationand level of density in housing. Employmentdensities as well as residential densities willbe considered.

C. Proposed Housing Ojbectives and Policies Wright

A paper for OPD and Planning Commission reviewproposing a set of feasible housing objectivesalong with related policies as part of thecomprehensive plan.

III. Economic Development

A. Industrial Site Availability and Potential Lynn

This will be a printed report showing -- inmap form -- vacant, industrially-zonedparcels of land along with an estimate of theirability to be developed immediately. Inaddition, each map will be accompanied by textproviding information and commentary on eachindividual parcel of vacant industrial land.

B. Proposed Improvement Program for Selected LynnIndustrial District

For a selected district (or districts) animprovement program will be proposed includingcapital improvements, street vacations orclosures, or code revision necessary anddesirable to maintain and enhance that industrialdistrict as a home for its users.

District Planning

I. Existing Neighborhood Plans

A. North Portland Peninsula (inc. St. Johns) Wilde

The St. Johns area plan was approved byCouncil and Planning Commission some yearsago. The North Portland Peninsula Plan —reviewed by City and County PlanningCommissions a year ago — is now being re-evaluated as to:

(i) the Port's industrial development policies(ii) the level and shoreline of Smith and

Bybe.e Lakes and, thus, the longevityof the land fill in North Portland

(iii)the possible closure of the Slough by theCorps of Engineers

(iv) traffic circulation into and withinRivergate

II. Pending Neighborhood Planning

A. Northwest District Plan Wilde

The Planning Commission has adopted aset of goals and a land use and trafficplan for the NW District. The plan is nowbefore Council for their review. Rezoninghearings by the Planning Commission and CityCouncil will be held shortly.

B. Corbett-Te'rwilliger Plan Wilde

Local planning committee close to recommen-dation to Planning Commission on plan cover-ing land use, traffic and specific improvementsto be funded through tax increment or capitalimprovements programs. This plan will be thebasis for an urban renewal plan document to beprepared by PDC prior to April 1, 1975.

C. Marquam Hill Plan Wilde

Consultant has finished recommendations.Two neighborhood associations are nowworking with Bureau staff to complete proposedplan for Commission review in the Fall.

D. Model Cities Plan Wilde

Plan has been completed and approved byModel Cities Board. Agency and bureaureview is now proceeding. To hearing byCommission and Council in November or December.

E. Union Avenue Redevelopment Plan Wilde

2. First Year Programs in Selected Neigh- Lynnborhoods

Define process of selection and ways toproceed with program development. Produceprogram of public investments and housingrehabilitation in selected neighborhoods.

3. Continuing Programs in Middle-ground LynnNeighborhoods

Delineate areas with substantial chancefor success in limited public, maximumprivate investment in neighborhood improve-ments. x Define criteria for selection ofareas in programmed sequence such that allareas will eventually be included forattention.

B. District Planning Program - City-wide Wilde

Establish process for staff assistance inthe preparation of programs designed toalleviate high-priority problems in eachdistrict or neighborhood of the City.Define product carefully with respect toimportant neighborhood objectives. Proposemethods whereby neighborhood organizations,themselves, can accomplish much or all ofthe planning or programming required.

C. Program of Improvements in Mt, Hood Corridor Wilde

We will begin work soon on a proposed newCity Development Code. This code will bepartly a combination of pending or existingcodes and partly the inclusion of new codes.At present, plans call for this new codeto include subdivision regulations, PUDregulations, flood plain, hazard and stormdrainage regulations, and a performance codefor housing in A zones.

III.A Goals and dbjectives Framework for MazziottiComprehensive Planning

Little intelligent progress can be made inthe development of a city-wide comprehensiveplan without the direction and discriminationof goals. This is not meant to be a long,rhetorical call to Utopian purposes or ends.It is meant to serve as the consensus aboutwhich the Planning Commission can begin todiscriminate between options. It should, thus,state as clearly as possible where the Cityshould be, ways it can get there, and why.
