The Superintendent presents the following recommendations:

1. That the Board of Education grant permission to allow the Marching Band from John F. Kennedy Memorial High School to attend the 2015 Boston Musical Festival in Boston, Massachusetts, from May 28, 2015 through and including May 31, 2015, at no cost to the district, provided that all policies and regulations governing overnight trips are adhered to prior and during the trip.

2. That the Board of Education adopt the attached resolution commending forty four students from Colonia High School for their induction into the Rho Kappa Social Studies Honor Society.

3. That the following tuition rates for the Woodbridge Township School District for the 2015-2016 school year be approved, adopted, and implemented in accordance with established Board policy:

7. That the Board of Education adopt the following resolution to submit DPRs and Statement of Assurance for the New Jersey Quality Single Accountability Continuum (NJQSAC):

WHEREAS, the Woodbridge Township Board of Education in the County of Middlesex is undergoing evaluation under NJQSAC during the 2014-2015 school year, and

WHEREAS, N.J.A.C 6A:30-3.2(f) requires participating school districts to hold a public meeting to approve the submission of the district’s DPR responses and the Statement of Assurance with respect to this process, and

WHEREAS, the Woodbridge Township Board of Education in the County of Middlesex has reviewed the districts DPR responses and Statement of Assurance and hereby approves these documents.

NOW THEREFORE BE IT RESOLVED, that the Woodbridge Township Board of Education does hereby authorize the Superintendent of Schools to submit the DPR and Statement of Assurances to the Commissioner of Education in compliance with the provisions of N.J.A.C. 6A:30-3.2 (f).

WHEREAS, the New Jersey State Board of Education, the New Jersey School Boards Association, and the National School Boards Association have declared January 2015 to be School Board Recognition Month, a time that all residents might acknowledge the contributions made by our local school board members; and WHEREAS, the Woodbridge Township Board of Education is one of more than 600 local school boards in New Jersey that sets policies and oversees operations for public school districts; and WHEREAS, the Woodbridge Township Board of Education embraces the goal of high-quality education for all New Jersey public school students; and WHEREAS, New Jersey’s local school boards help determine community goals for the education of more than 1.2 million children in Kindergarten through Grade 12; and WHEREAS, New Jersey’s 4,800 local school board members, who receive no remuneration for their services, act as advocates for public school students as they work with administrators, teachers and parents for the betterment of public education; and WHEREAS, school boards strive to provide the resources necessary to meet the needs of all students, including those with special needs; and WHEREAS, boards of education provide accountability in the democratic system of governing the schools by communicating the needs of the school district to the public while impressing upon administrators the public’s expectations for the school; and WHEREAS, New Jersey can take pride in its schools, which rank among the nation’s best in indicators such as class size, graduation rates, college entrance exam participation, entrance exam math scores, and Advanced Placement offerings and test scores. NOW, THEREFORE, BE IT RESOLVED, that the Woodbridge Township Board of Education does hereby recognize the services of local school board members throughout New Jersey as we join communities statewide in observing January 2015 as School Board Recognition Month; and BE IT FURTHER RESOLVED, that the Woodbridge Township Board of Education urges all New Jersey citizens to work with their local boards of education and public school staffs toward the improvement of our children’s education.

WOODBRIDGE TOWNSHIP BOARD OF EDUCATION FILE CODE: 6142.2 Woodbridge, New Jersey X Monitored Mandated Policy X Other Reasons

ENGLISH AS A SECOND LANGUAGE; BILINGUAL PROGRAMS The Woodbridge Township Board of Education shall provide English as a second language (ESL) and/or bilingual programs of instruction for students. The requirements of the Bilingual Education Act (N.J.S.A. 18A:35-16) mandate that programs in both English as a Second Language (ESL) and Bilingual Education be implemented as follows: A. Each school must maintain a census of students whose native language is not English. B. Students listed on the census who score below the district’s cutoff score on the appropriate

standardized test, and the Initial Evaluation Sheet (IES) upon entry into the school district must be tested with the Maculaitis Test (Mac II) WIDA-ACCESS Placement Test (W-APT). Those who score below the state’s minimum level of proficiency on the Mac II W-APT test are eligible for inclusion in the ESL/Bilingual Program.

C. Whenever a district has 20 or more students in the ESL program sharing a common language, these

students must be provided with Bilingual classes or an alternative Bilingual program. Classes must begin during the first full school year after the enrollment for the school year equals or exceeds 20.

Therefore, all students identified as being in need of ESL and/or Bilingual services will be offered the opportunity to participate in these classes until such time as they have achieved sufficient English language proficiency to participate fully in all regular programs. As per state law, parents will have the option of refusing ESL and/or Bilingual services by sending a letter to that effect to the principal of their child’s school. The superintendent shall develop procedures in accordance with administrative code to determine which students would benefit from ESL and/or bilingual programs and to involve school staff, parents/guardians and community members in reviewing programs to determine which would best meet these students' needs. The goal of ESL programs is to assist students to achieve fluency (including listening, comprehension, speaking, reading, and writing skills) in English. The goal of the bilingual program is to permit students to learn subject matter in their primary language while developing English language skills. The goal of all such programs shall be achievement of the Common Core State Standards. All district high school English language learner students (ELL) shall satisfy both state and district requirements for graduation, except that any ELL student may demonstrate attainment of state minimum levels of proficiency through passage of the Special Review Assessment process in his/her native language and an English fluency assessment approved by the Department of Education or passage of the Alternate High School Assessment (AHSA) process in English with appropriate accommodations. Parents/guardians of students of limited English speaking ability shall be notified by mail of the fact that their child has been identified as eligible for enrollment in a bilingual, ESL or English language services education program. This written notice shall include the information that the parents may choose to decline to enroll their child into the bilingual program. Communication with parents/guardians of students in these programs shall be in writing and in both English and their primary speaking language. Reports of student progress shall be made to parents/guardians on the same schedule as reports of students in the regular program.

The district will implement a parent involvement program which will include opportunities for parents to meet with ESL/Bilingual staff members, to participate in an annual ESL/Bilingual Program Planning, Design, and Implementation Meeting, and to participate in a Bilingual Parents' Advisory Committee. The superintendent shall direct development of an annual plan for ESL and/or bilingual education that is in compliance with state guidelines. The board will review and approve the plan at a public meeting. The board must adopt the courses of study for ESL and bilingual programs in the same manner in which it adopts the curriculum for the regular program. In order to receive the state-endorsed high school diploma, English language learner (ELL) students must meet the district's graduation requirements. Students enrolled in district bilingual or ESL programs shall be assessed annually for exit from such programs, using indicators described in the administrative code. Whenever it is determined that a student should exit from the bilingual program, parents/guardians shall be notified by mail. Parents/guardians may remove a student who is enrolled in a bilingual education program at any time; except that during the first three years of the student's participation in a bilingual education program, he/she may only be removed at the end of each school year. Removal prior to the end of the school year shall be approved by the executive county superintendent. If the executive county superintendent determines that the student should remain in the bilingual education program until the end of the school year, the parents/guardians may appeal that decision to the commissioner of education/designee pursuant to law. The commissioner shall render a decision within 30 days of the filing of the appeal. The board may petition the commissioner of education to waive the requirement for a full-time bilingual program when it can demonstrate that it would be impractical to provide such a program, due to the age range, grade span or geographic location of the eligible students. Bilingual Special Education Assessment Since some students of limited English proficiency may have special learning needs that cannot be met in bilingual and ESL programs, the superintendent or his/her designee shall develop procedures concerning the screening, pre-referral, referral, assessment, and placement of these students in appropriate educational programs. The process for pre-referral, referral, evaluation, and classification will be the same for limited English proficient students as for other students. However, the age, the sociocultural background, and the dominant language of the student will be taken into account. The process may include referral to a district Child Study Team (“CST”) and may result in a comprehensive evaluation and possible classification. The CST will include a culture sensitive, bilingual member such as a bilingual teacher, psychologist, or social worker. (N.J.A.C. 6A:14-2.5) If the CST determines that bilingual or ESL instruction is necessary for any classified student, the appropriate services will be provided. To ensure that children in need of special services are identified, the board will make bilingual, ESL, and general education staff fully aware of the characteristics of students with special learning problems.

Special Education Services Each student with disabilities will receive a special education program and services according to how the student can succeed in learning, including related services specified in the student's Individualized Education Program (“IEP”). Classified students of limited English proficiency will receive services that address their needs. All services available to any student with disabilities should also be offered to students with disabilities who are limited English proficient. These services may include transportation and such developmental, corrective, social, and other supportive services as are required to assist students with disabilities to benefit from a free and appropriate public education. In addition, the CST must consider the language needs of the student. The program and services prescribed by the CST must be made with consideration of the student's linguistic and special education needs and must be clearly stated in the child's IEP. The Board will provide ongoing disclosure information to the Municipal Securities Rulemaking Board’s (MSRB’s) Electronic Municipal Market Access (EMMA) system, the central depository designated by the SEC for ongoing disclosures by municipal issuers, or such other repository designated by the SEC.

B. The Board will submit annual financial reports, and notices with regard to material events, as required by the Rule in accordance with the deadlines set forth in the Certificate.

C. The Board may employ the services of a firm or firms to provide services as a Dissemination Agent, under the supervision of the Business Administrator/Board Secretary. Those services will include, but not be limited to the following:

a. Identification of bond issues subject to continuing disclosure.

b. Notification of upcoming deadlines to be met.

c. Compilation of data necessary to meet the Board’s obligation, coordinated with the auditor, as appropriate.

d. Timely filing of financial and statistical data with the MSRB.

e. Monitoring needed for Material Event Notices.

D. The Dissemination Agent will have only those duties set forth in the Certificate and, to the extent permitted by law, the Board agrees to indemnify the Dissemination Agent in accordance with the Certificate(s).

E. Such Dissemination Agent may be appointed by the Board on an annual basis and renewed thereafter.

F. Unless otherwise designated, the Board will serve as its own Dissemination Agent, and assign the responsibility of secondary market disclosure to the Business Administrator/Board Secretary.

G. The Business Administrator/Board Secretary shall inform appropriate assistants or deputies in his or her absence and train them in this responsibility and, in the event the Business Administrator/Board Secretary leaves the employment of the Board of Education, will endeavor to make this or her successor aware of these undertakings and his or her responsibility to enforce them.

H. This resolution may be renewed and updated from time to time, as appropriate and to include additional Certificates for new debt transactions.

WHEREAS, the Woodbridge Township Board of Education desires to make available to all employees a voluntary salary reduction 403(b) plan into which employees may electively defer compensation to be deposited into Fixed and Variable Annuities qualified under Section 403(b) of the Internal Revenue Code and Custodial accounts offering regulated investment company stock under Section 403(b) (7) of the Internal Revenue Code.

Negotiations December 18, 2014 The Board of Education’s Committee for Negotiations with the Superintendent of Schools presents the following: 1. That the Board of Education approve the previously submitted 2014-2015 merit bonus

criteria for Robert Zega, Ed.D., Superintendent of Schools, which criteria have been approved by the Executive County Superintendent pursuant to N.J.A.C. 6A:23A-3.1(e)10ii; and

2. WHEREAS, the employment contract between the Board and Robert Zega, Ed.D.,

Superintendent of Schools, provides for the payment of a merit bonus to Dr. Zega upon the achievement of specific quantitative and qualitative merit criteria; and

WHEREAS, the aforementioned employment contract and merit bonus provisions have previously been approved by the Executive County Superintendent pursuant to N.J.A.C. 6A:23A-3.1; and

WHEREAS, the Board of education has determine that Dr. Zega has satisfied merit criteria for his work during the 2013-2014 school year, warranting the payment of a merit bonus; and

WHEREAS, N.J.A.C. 6A:23A-3.1(e)10iv requires the Board to submit a resolution to the Executive County Superintendent certifying that the specific merit criteria have been met prior to payment of merit bonus.

NOW, THEREFORE, BE IT RESOLVED as follows:

1. The Board hereby certifies that Dr. Zega has satisfied and achieved merit criteria as set forth in his employment contract with the Board and shall be paid a merit bonus of $633, upon the approval of the Executive County Superintendent, as follows:

a. $633 for reaching district progress targets as defined by the ESEA Waiver-Preliminary District Profiles.

2. The Board hereby directs that a copy of this resolution be submitted to the Executive County Superintendent for confirmation that the aforementioned merit criteria has been met.
