Background and Context

▪ The Electoral Rolls indicate that a total of 97.01 million citizens are registered as voters – 54.59 million men (56.27%) and 42.42 million women (43.72%).

▪ 12.17 million eligible Pakistani women are not registered to voters’ lists.

▪ Women represent only 43.7% of citizens on the electoral rolls.

▪ This gap is likely to increase by more than a million by next year, leading to disenfranchisement of many women in the next General Election 2018.

Background and Context

▪ There are multiple reasons, including lack of access to

National Database and Registration Authority (NADRA)

offices and public perception that women do not need

CNICs.

▪ In some locations, the under-registration of women is due to

social and cultural factors that restrict women’s participation

in civic, political and electoral processes.

▪ According to a recent study, more than one-quarter (27%)

of female respondents said they do not need a CNIC, a

quarter (24%) cited lack of time, and others cited lack of

support from relatives (13%), not having the required

documents (8%), high cost (5%) and distance (3%).

Expected Outputs

▪ Citizens are organized to advocate for and actively

facilitate women to acquire NICs and register as voters.

▪ Influential local stakeholders (such as religious leaders,

elders, leaders of local CSOs, and other local community

leaders or “influential”) are actively engaged in support ofwomen to acquire NICs and register as voters.

▪ Coordination of citizens and their groups with relevant state

institutions (such as local ECP and NADRA offices and local

administration) facilitate women to acquire NICs and

register as voters.

▪ Political party leaders (and candidates) are activelyengaged in support for women to acquire NICs and registeras voters.

Methodology

▪ A comprehensive strategy developed to effectively address the growing gender-gap.

▪ This strategy is evidence-driven, based on a detailed analysis of under-registration of women by census block/electoral area.

▪ Established a database of 139,472 census-blocks(2013) with gender-segregated voters’ statistics, which will assist to identify the exact locality with unregistered women.

▪ This approach will enable optimal use of resources, focusing on geographic locations estimated to have the largest numbers of unregistered women.

▪ Identification and facilitation of unregistered women will be made by door-to-door visits and listing

Proposed Activities

▪ Coordination meetings with NADRA, DVEC, DEC and District

Administration.

▪ Engagement and Mobilization with local influentials for increasing

women’s registration

o Meetings with stakeholders (i.e., Government Officials (District

and Union Councils); Local Governments' Representatives; Girls

Schools' and Colleges' and their Principals; Media; Office Bearers

of political parties etc.) for increasing women registration

▪ Public Forum at district level

▪ Corner meetings and Information Stalls at census block level

▪ Door-to-door visits and listing of unregistered women

Information, Education and Communication (IEC) Materials

• IEC material is planned to be published in locallanguages for promoting women’s CNIC andvoter registrations.

• All messages and its distribution plan will beapproved from TDEA before printing.

• These materials will be distributed by projectvolunteers during various project events andactivities such as meetings, door to door visits,corner meetings, etc.

• DVECs may also be requested to use anddistribute these IEC materials.

Facilitation of Unregistered Women

▪ Facilitation will comprise independently verifiable/certifiable sub-list

of the identified unregistered women who have been facilitated in

the process of application for NIC up to the point of registration at

NADRA office or MRV. Facilitation should be continuing along with

the listing process and every identified / listed woman must be

facilitated within 3 to 12 days of identification date. The facilitation

will be established against Means of Verification (MoV) through

scanned copies of the token issued to the applicant facilitated at

NADRA’s office or MRV.

▪ Organizing NADRA mobile registration vans (MRV) to travel to

census blocks

▪ Facilitating women to reach NADRA offices
