THE COUNTY

The County of Los Angeles, listed on Forbes America’s Best Employers list for 2016, has a demographically and geographically diverse population of more than 10 million residents. As the largest employer in Southern California with 108,000 employees in over 36 departments, the County provides vital and wide-ranging services to the public.

THE CHIEF EXECUTIVE OFFICE In its role as the central executive, strategic, and administrative agency for the County, the Chief Executive Office is responsible for a wide range of activities, including managing and directing budget and operations, employee relations, compensation, asset management, strategic integration, legislative affairs, intergovernmental relations, risk management, strategic planning, and Countywide communications.

EXECUTIVE DIRECTOR The Board of Supervisors and CEO of LA County seek a strong leader with a track record of promoting gender equity in government, nonprofits and/or business to help launch and lead a new Los Angeles County five-year initiative on Women and Girls (WGI). The Executive Director reports to the CEO, manages a staff of three and works in close collaboration to guide the WGI with a “Governing Council” (GC) of high-level volunteers with proven leadership in gender equity work. The Executive Director is responsible for the management, coordination, and evaluation of all programs, projects, research, analysis, strategic planning, community outreach, and other activities undertaken by the WGI. S/he will provide guidance and strategic direction to the GC and work collaboratively with advocates, stakeholders, subject matter experts, and County Departments to: (1) study and assess County policies, programs, services, and employment practices that affect women and girls; and (2) identify, develop, advance, and recommend to the Board of Supervisors initiatives across the County that will develop and improve gender equity.

KEY RESPONSIBILITIES Plans, organizes, directs, and evaluates the work of the WGI GC and WGI staff.

Identifies clear project task deliverables, monitors progress and/or addresses those conditions which impede or thwart progress on the work of the WGI.

Proactively and regularly communicates with all Board of Supervisors’ offices, WGI GC, County departments, stakeholders, philanthropy and academia to achieve mutual understanding of the County’s WGI goals, address shared concerns, and strengthen the County’s gender-responsive capabilities.

Directs and develops the preparation, presentation of research analysis, special studies, and program recommendations for the WGI GC to the Board of Supervisors.

Oversees the preparation of quarterly and annual reports as well as presentations for the GC, conducts all fiscal management of WGI budget, allocation, and expenditure controls for the work.

Produces reports and presentations to update and engage County departments and makes recommendations to Board of Supervisors on identified initiatives.

Directs the development and implementation of community and media outreach efforts to identify resources to aid the WGI GC in its efforts, encouraging robust community involvement in the planning activities of the GC, and further developing public awareness of women and girls’ issues.

Develops and pursues strategies to generate outside revenue for County agencies and programs related to the WGI.

KEY RESPONSIBILITIES, continued Oversees the development and monitoring of contracts with various professional specialists, experts, and

analysts engaged in furthering the work and initiatives of the WGI.

In consultation with the leadership structure of the GC, sets the agenda for meetings of the GC.

Reviews, analyzes, and uses data to help guide the work of the WGI GC.

Provides leadership and support for the development of legislative proposals and strategies to enhance and improve the County’s gender-responsive capabilities.

Develops a plan to identify and focus on priorities with the most potential to support the advancement and health and well-being of the County’s women and girls; implements strategies designed to meet those priorities.

QUALIFYING EXPERIENCE Six years of combined advocacy and government, or non-profit and government experience, in the planning,

development, implementation, operation, and maintenance of highly complex, agency-wide systems OR six years of experience at the level of Los Angeles County class of Special Services Assistant IV directing a major central staff section providing budget, personnel, or other administrative services in a department involved in similarly complex problems.

Candidates must have proven expertise in collaborative program planning and development, communications, and report writing.

Proven track record in advancing women’s rights or gender equity in the public, nonprofit, or private sectors.

DESIRABLE QUALIFICATIONS A Bachelor’s degree or higher.

Experience establishing and maintaining liaison/coordinating high-level networks and/or coalitions across sectors (with government entities, community based organizations, and/or private business).

Ability to effectively analyze information, develop a plan, and measure program outcomes.

Excellent project management and leadership skills; ability to handle multiple projects concurrently.

Highly refined written and oral communication skills, including public speaking.

Highly developed interpersonal skills.

Knowledge of the County’s Initiative on WGI objectives.

Extensive knowledge in the key issue areas impacting women and girls, such as: violence against women, child welfare, healthcare, housing and homelessness, criminal justice, education, economic inequities, labor, immigrant community, public social services as well as arts, culture, and parks.
