Dear Sports Friends,

I would like to welcome you to the Olomouc Region, the host of one of the Czech Republic’s top sports events of the year – the World Orienteering Champion-ships. I am pleased that under the banner of the 25th WOC the very best competitors in this sport will be standing on the start line in Olomouc, Prostějov, Stará Ves and other places in the Region.

The support of various sports activities at all levels forms a part of the Mission Statement of the Region’s Council and is amongst its priorities. As the President of the Olomouc Region I am very happy that with our contribution, participants in the World Championships from more than forty countries will meet together in the Region. It presents a unique occasion to promote our Region, which has so much to offer not only to WOC competitors and their teams, but also to suppor-ters of orienteering who will not be at the Champion-ships. Many of them will see the pictures of the races on their TV screens.

The marketing partner of the World Championships is the TK Plus Company from Prostějov. The choice of the organiser of prominent tennis tournaments and of the athletic meeting Grand Prix Golden Spike is for me a guarantee of quality preparation and professional or-ganisation of the races and all accompanying events.

I wish the organisers a successful World Championships and I wish all the participants good luck. To all others, I wish a pleasant stay in the Olomouc Region.

1. Welcome to the 25th World Orienteering Championships

Dear Friends,

After a long seventeen years, the World Orienteering Championships come back to the Czech Republic. I am pleased that to follow Mariánské Lázně, where the last Championships took place, all competitors, their sup-port teams and guest delegates from the whole world will meet in the Olomouc Region this time.

As the Chairman of the WOC Organising Committee, I am delighted to say that all of its members have wor-ked with enthusiasm and dedication for more than a year in the preparations for this top sports event. This whole period has also seen collaboration with professi-onals from the sports world and from external organi-sations, individuals and well-known companies.

It is too early for an evaluation, but the Adviser from the International Orienteering Federation, who was checking the locations for the events including their facilities and other conditions for the Championships, expressed full satisfaction with the state of preparati-on. Now all attention is deservedly focused on those, who will be testing their skills in the respective races.

Let me then wish you an exceptional sporting expe-rience backed by the very special atmosphere of the World Championships.

Ing. Pavel SekaninaVice-President of the Olomouc Region and Chairman of the WOC 2008 Organising Committee

In the name of the Czech Orienteering Federation, I would like to warmly welcome to this year’s World Orienteering Championships all of you who are here hoping to make your dreams come true.

You competitors – who are dreaming about winning medals, or even extending your existing medal collecti-on, but also you for whom your dream will be fulfilled by classification into the final races, or even you who will have your dream accomplished by starting in the World Championships.

You coaches and team officials – who are dreaming about similar things to those of the competitors in your teams. You who can expect moments of nervousness and tension, as you wait to see if at least some of the ambitious dreams of your team members will come true.

And finally I would like to welcome all spectators and guests. You too have your dreams about joyful experi-ences in the coming days in connection with our belo-ved sport and its fans.

Also we, as the organising federation, have one big dream. This dream is for successful organisation of this year’s jubilee 25th World Orienteering Championships.

May I wish you the accomplishment of your most am-bitious dreams!

22. Punching System and Timekeeping

The punching system employed for all WOC 2008 competitions will be SPORTident. The SPORTident control cards will be provided by the Organisers. The SI cards will be given to all WOC competitors upon their accreditation in the Event Office. They will be used for all the WOC events and must be returned, in one package per team, to the Event Office before the team departs after the championships. A charge of 50 euros for each lost or unreturned SI card will be made to the Federations concerned.

In all individual competitions the start times will be determined using a starting gate. The finish times will be measu-red by photocells at the point where the runner crosses the finish line. The beam shall be mounted between 0.5 m and 1 m above the ground. The running times will be rounded down to the nearest 1.0 second, except in the Sprint Final when they will be rounded down to the nearest 0.1 second. The punching and timekeeping equipment, together with the organisational procedures for starting and finishing, will be explained at the Technical Model Event on Saturday 12th July, close to the WOC Event Centre in Olomouc-Neředín, from 16:00 to 18:00.

23. Start Draws

The start draws for the Sprint Qualification, Long Distance Qualification and Middle Distance Qualification races will be undertaken according to the IOF Foot Orienteering Competition Rules (Section 12), under the supervision of the IOF Event Advisor. There will be no public draw.

24. Team Zones

Team Zones are restricted areas where only accredited team members with their personal WOC 2008 ID card will have access and where privacy will be guaranteed during the competitions. The Team Zones in the WOC arenas are all within 100 metres of the finish line.In the Team Zone, there will be a big tent (22 x 8 metres) provided for the runners. Teams can also set up their own team tents. Team Zones will be equipped with toilets and showers (except for the Sprint Finals arena where no showers will be available).

25. Coaching Zones

In the Long Distance Final, Middle Distance Final and Relay races there will be clearly marked Coaching Zones, no more than 200 metres from the finish, where team coaches may encourage and assist their athletes as they pass by.Only two accredited coaches per team are allowed to enter these zones. In order to maintain a high level of fairness the only activities allowed in the coaching zone are:

• Exchange of verbal communication with athletes - no written information;• Exchange of personal equipment such as compasses, shoes, contact lenses etc;• Food and drinks may be handed out personally to the athletes.

26. Start Bibs

During WOC Events all runners must wear start bibs on the chest. The bib numbers will be handed out at the respe-ctive Team Officials’ Meetings.

Just prior to the flower and prize-giving ceremonies, special bibs will be handed out to the runners placed between first and sixth in the events, and these must be worn on the chest during the ceremonies.

27. Tracking of Runners

Tracking devices will be used as an important tool for the presentation of the competitions on the large video screen in the event arenas, during TV transmission, as a part of the online web presentation and for analysis on the WOC website after each race. The company TracTrac (Denmark) is the supplier of the system.

The tracking device is a 120 g electronic device carried on the back of the runner in a small harness. The system has been used in previous major international orienteering events. The equipment is easy to wear and is known not to compromise the performance of the runner. If the harness is worn next to the skin, it may be sensible to protect nip-ples with pieces of tape. The harnesses and the devices can be tried out at the technical model event.

Tracking will be used according to the following plan:

Middle Finals – all women and men Long Finals – all women and men Relay – all 3rd leg runners, women and men

Page 24: WOC 2008 Olomouc Czech Republic Bulletin 4woc2008.orientacnisporty.cz/download/bulletins/WOC2008... · 2013-03-29 · WOC 2008 4 5 Dear Friends, After a long seventeen years, the

There will be 60 active tracking devices in use. All runners will be provided with either an active device or a dummy device of the same weight and size as the active device. The device must be worn during the entire race as stated in IOF rules. On the competition day the harness must be picked up in the pre-start area in a tent marked “TracTrac”. The runners can put on the harness inside the tent. Harnesses will be available from 60 minutes before start time, tracking units 15 minutes before start time. The runners must return 15 minutes before their start time to the tracking tent to fit the unit (active or dummy) into the harness. Fitting the unit into the harness will take only a short time. It is the runner’s responsibility to show up at the tracking tent in good time. In the finish area the runner will be asked to take off the tracking unit and harness shortly after finishing. In order to reduce data traffic, it is important that the unit is switched off as soon as possible after the runner finishes.

28. Transport and Parking

During WOC 2008, the participants can use their own transport or paid-for organisers´ transport. At accreditation, team leaders will receive parking discs which must be placed in a visible position in team cars. Only cars with parking discs will be allowed to enter arena parking areas without payment of the parking fee.During WOC 2008, the participants can use their own transport or paid-for organisers’ transport at their own risk. On entry they will receive a warm-up map of the area adjacent to the quarantine zone. The limits of the warm-up area will be delineated in the terrain by tapes and tags.

The quarantine zones will be equipped with toilets, drinks, tents for competitors and a tent to leave personal belon-gings to be transported to the finish area. A team may set up its own tents, except at the Sprint Qualification where there is not enough space. Here, there is room space available inside a building.

The use of mobile phones, computers or any other communication devices inside the quarantine zones is strictly pro-hibited. It is not allowed to bring maps of competition areas into quarantine zones. Runners and coaches may not visit the finish area before entering the quarantine zone. Competitors must enter the quarantine zone before the relevant deadline time-limit, otherwise they will be not allowed to participate in the competition.

31. Start procedure

The call-up is situated at a distance of 0-400 metres from the quarantine zone. The competitor’s name and bib number will be displayed at the call-up point 8 minutes before her/his start time in the Sprint Qualification and Sprint Final, and 5 minutes before the start time in other individual competitions. The competitor then enters the first box. Control descriptions will be given out 3 minutes before the start time.

15 seconds before the start time (beep), the competitors can go to the start gate. 5 seconds before the start time, the count down (beeps) begins to run. The start time is indicated by a different beep and the start official lifts his hand from the map so that it can be taken by the runner.

A competitor has 5 seconds to pass the start gate (start of race time). If a competitor starts more than 5 seconds after the allocated start time, the competitor’s running time starts at the original allocated start time. If a competitor starts more than 5 seconds prior to the allocated start time, she/he will be called back for a new start. If the competitor does not follow the Organisers’ instructions, the competitor will have committed a false start and will be disqualified.

The map is situated on the start gate within reach of the waiting runner. On the back of the map the bib number of the runner is displayed. The start point (triangle on the map) is marked in the terrain by a control flag positioned in front of the start gate at a distance of 30-300 metres. The way from the start gate to the start point will be marked by white-red tapes. Competitors must follow the marked route to the starting point. The detailed start procedure will be demonstrated and can be practiced at the Technical Model Event on Saturday July 12th from 16.00 to 18.00.

At the entrance to the first box there will be a clock showing the competition time +8 minutes in Sprint Qualification and Final and the competition time +5 minutes in other races. The clocks placed at the beginning of box -3 minutes will be digital and will be showing the start time + 3 minutes in all competitions.

A shuttle transport service will be provided from the quarantine zone to the WOC event arena for competitors’ bags and clothes. Coaches can use the shuttle car from the start to the WOC event arena.

Competitors who are late for their start time because of their own fault will be permitted to start, but they will be ti-med as if they had started at their allocated start time. Competitors who are late because of the fault of the Organisers will be given a new start time. In both cases the following rules apply at the start: A late competitor must report at the quarantine zone (call up). If the Organiser decides that a runner has enough time to start at the allocated start time, she/he can continue with the normal procedure followed by a guide. If it is not possible for a competitor to start at the allocated start time she/he will be allowed to start one minute before the next competitor on that course (30 seconds for the Sprint). Competitors from the same Federation are not allowed to start consecutively. The start procedure for the relay is described under “Special Instructions for each Competition” (section 37).

The dimensions of the control descriptions to be issued at the pre-start will be given at the Team Officials’ Meetings.

32. Finish Procedures

Competitors must follow the marked route to the finish. The finish time is when the runner crosses the finish line. Relay

Arena location: Skřípov (GPS 49°34‘11“ N, 16°49‘4“ E)Description of access route to the arena: Olomouc, Event Centre – Drahanovice – Konice – SkřípovDistance and travelling time: 35 km / 50 min.Distance parking – pre-start: 650 m, marked with white-blue strips

Special map symbols:

Brown cross – charcoal burning site Green circle – outstanding tree Green cross – outstanding rootstock Green dot (0.5 mm) – bush, tree Black circle – tourist sitting, concrete shaft Black cross – ruined wooden construction, advertising wooden object

Information on the courses: The location for the start and change-over is situated in the WOC arena near the finish line.Competitors on the first and second legs pass through the check-in gate to the start area 10-15 minutes before their expected start time, while competitors on the third leg pass through the check-in gate 20-30 minutes before their expected start time (since they will need time to mount the TracTrac equipment; a tent is available for this purpose). Number bibs and SportIdent cards are checked and cleared at the check-in gate. The area behind the check-in gate is large enough to allow for continued warming up although the space is quite limited. 3 minutes before the start for the first leg, the competitors stand behind their maps which are positioned on the ground in front of them.1 minute before start time, the countdown by the starter begins. The map may be taken only after the start signal. For the change-over after the first and second legs, there will be a pre-warning 10-12 minutes before changeover. The bib number of the incoming competitor is written on a board positioned so that it can be seen both from the area where the competitors are waiting after the check-in and from the adjacent coaching zone next to the finish line. The organisers will do their best to get the numbers of all incoming competitors on the pre-warning board. However, it is the responsibility of the outgoing competitor to be ready – also in the case where no pre-warning is given. It is recom-mended that waiting runners stay within the area behind the check-in gate. It is large enough to allow for continued warm-up although the space is quite limited. The incoming competitor drops the map in a large box shortly before the finish line, crosses the finish line and pun-ches a SportIdent control unit immediately behind the finish line. The incoming competitor then continues to the change-over area, takes the map for the team’s next competitor and hands the map over to the outgoing competitor. The incoming competitor is responsible for picking up the correct map, which is marked by the bib number of the outgoing competitor. The incoming competitor continues to the finish zone for the finish procedures. The outgoing competitor follows the marked route to the start point (triangle on the map) which is marked in the terrain by a con-trol flag. The mass start for remaining runners in slow-running women’s teams will take place 5-10 minutes after the men’s start for the first leg. The mass start for remaining runners in slow-running men’s teams will take place approximately 15 minutes after the winner has reached the finish.

Special symbol: Close to the last control and ahead of the spectator control there is a big sail in the terrain marked with symbol ISOM540 (black cross). An arena passage during the course will take place using a marked route. The end of the route will be clearly signed.
