WHAT IS WMU?The World Maritime University (WMU), in Malmö, Sweden, is a postgraduate maritime university under the United Nations, founded by the International Maritime Organization (IMO) in 1983 as its premier institution for maritime postgraduate education, research, and capacity building. VISIONWMU aspires to be the world’s leading maritime university for postgraduate education and research.

• Provides a forum for international collaboration on maritime transportation GOVERNANCE STRUCTUREWMU is governed by Charter and Statutes, approved by IMO Assembly, which is made up of delegations from 170 IMO Member States and 3 Associate Members. The WMU Board of Governors (BoG) is appointed by the Secretary-General (SG) of IMO, Mr. Koji Sekimizu, and consists of 30 members, who each serve two year renewable terms. The Board of Governors usually meets annually, chaired by WMU’s Chancellor, who to date has been the IMO Secretary-General. The BoG reports to IMO Council, which consists of the 40 leading maritime states.

An 11-person Executive Board (EB) is appointed by the IMO Secretary- General to help facilitate the work of WMU, provide oversight between sessions of the BoG, give directions and guidelines as necessary, consider draft plans of work and budgets, report to the BoG, and meet no less than three times a year. Members of the EB serve renewable two year terms. The EB Chairman Mr. Torben Skaanild is Secretary General/CEO of BIMCO.

ACADEMIC PROGRAMS

Ph.D. IN MARITIME AFFAIRS The Ph.D. program, in Malmö, Sweden, is a research degree related to the IMO mission of safety, security, and environmental protection with specializations in: • Marine Environmental Management • Maritime Administration: Law, Policy and Security • Maritime Risk and System Safety • Maritime Technology and Education • Shipping and Port Management

The program consists of 240 ECTS credits, and requires 3-6 years on a full- orpart-time basis. Candidates who have completed part of a doctoral programelsewhere may be granted advanced standing, in which case the minimumpermissible period of enrollment includes registration, one progression seminar, and the dissertation (120 ECTS credits), and requires a minimum of 12 months. The Ph.D. tuition is a credit-based university fee, including supervision, access to the library and research laboratories, and IT support. An approved research proposal earns 20 ECTS credits, successful completion of 4 progression seminars, each earn 40 ECTS credits, successful defense of a dissertation earns 60 ECTS credits. M.Sc. IN MARITIME AFFAIRS, MALMÖ, SWEDEN

This is a taught, mid-career M.Sc. program, designed for maritime professionals. It responds directly to the needs of the maritime industry, equipping graduates with the skills necessary for a successful career. The program offers four specializations: • Maritime Safety & Environmental Administration • Maritime Law & Policy • Maritime Education & Training • Shipping & Port Management

The standard 14-month program runs from September each year, and consists of 80 EC degree credits, plus 10 non-degree credits. Candidates may be granted advanced standing, exempting them from the first semester and reducing the university fee by €2,000. The first semester (16 EC credits) lays the foundations for successful graduate studies, and includes research methodology and study skills subjects.Throughout the second, specialisation semester (40 EC credits), the programintegrates academic subjects with real-world applications; the resident faculty is supplemented by Visiting Professors from industry, and field studies are integrated into the taught subjects. The third semester (24 EC credits) allows students to broaden their areas of expertise into other specialisations, and to deepen their knowledge in their main field of study.

Field Studies Program M.Sc. students benefit from a unique program of global field studies at host organizations such as shipping companies, ports authorities, maritime administrations, and other governmental and non-governmental organizations, all over the world. The co-operation of an enormous range of global institutions offers WMU M.Sc. students a unique opportunity to experience for themselves the application of the latest therories and technologies in real-life maritime situations, and to forge bonds with a global network of maritime professionals.

The program varies each year and by specialization. For example, in 2012, Shipping and Port Management students are visiting locations including Greece, Denmark, Singapore, Rotterdam and Hamburg; Maritime Safety and Environmental Administration students are visiting Istanbul, Malta, Korea (Pusan/Seoul), Germany, Norway and Denmark; Maritime Education and Training students are going to France, Netherlands, Denmark and Sweden; and Maritime Law and Policy students will visit the Hague, Hamburg (ITLOS), Chile (Santiago), and the UK (IMO meetings). English & Study Skills Program (ESSP) - Malmö, Sweden The ESSP is a 3-month program open to students joining WMU’s standard M.Sc. program, or to independent students.

The curriculum is designed to upgrade the English language competences of the participants to postgraduate level. The university fee for the entire program, including tuition and the requisite insurance (medical, life, accident), is €3,600.

Student Costs in Malmö Total student costs for the 14-month program are€18,500, which includes accommodation in the student residence (€500/month), basic living expenses (€600/month), plus an average of €3,000 in homeairfare, and other costs. Total student costs for the 3-month ESSP are €3,400 for accommodation and basic living expenses.

Donor Fellowships A limited number of full fellowships is available on acompetitive basis annually to M.Sc. students in Malmö, mostly for employees of maritime administrations. A full 14-month fellowship is valued at €36,000. Fellowships are offered by the Ocean Policy Research Foundation of Japan (27), the International Transport Workers’ Federation (5), IMO (4), EU’s SafeMed Project (3-5), the Government of Korea (4), and the TK Foundation (2). Some donors may also offer ESSP fellowships valued at €7,000 to successful M.Sc. fellowship recipients, covering both university fees and student costs. There also exist a few fellowships that cover the university fees only, each valued at €17,500.

M.Sc. ITL PROGRAM - SHANGHAI, CHINA The M.Sc. in International Transport and Logistics (ITL) in Shanghai is aimed at maritime professionals from Shanghai and China. The program, in its 7th year, is taught on the campus of Shanghai Maritime University. It consists of 43 credits (~86 EC) delivered over 15 months, and starts in March each year. The program is taught in English, and entry requirements, grading, and quality assurance processes are those of WMU. Tuition is RMB 76,000 (~US$ 12,000).A student needs at least RMB 70,000 (~US$ 11,000) to live in Shanghai for the 15-month study period, including accommodation, food, and study materials. M.Sc. MSEM PROGRAM - DALIAN, CHINA The M.Sc. in Maritime Safety & Environmental Management (MSEM) in Dalian is aimed at Maritime Safety Administration employees. The program, in its 7th year, is taught on the campus of Dalian Maritime University. It consists of 43 credits (~86 EC) delivered over 14 months, and starts in July each year. The program is taught in English, and entry requirements, grading, and quality assurance processes are those of WMU. Tuition is RMB 76,000 (~US$ 12,000).A student needs at least RMB 50,000 (~US$ 8,000) to live in Dalian for the14-month study period, including accommodation, food, and study materials.

POSTGRADUATE DIPLOMA IN MARINE INSURANCE – BY DISTANCE LEARNING The Postgraduate Diploma in Marine Insurance is delivered by distance learn-ing in collaboration with Lloyd’s Maritime Academy to enable students based anywhere in the world to study marine insurance at the highest level. A specific aim of the program, now in its 7th year, is to enable professionals in the marine insurance industry to attain an academic qualification. The tuition is GB £4,850.

PROFESSIONAL DEVELOPMENT COURSES AND INTERNATIONAL CONFERENCES

Professional Development Courses (PDCs) PDCs, 3-21 days in duration, offer professional updating to maritime professionals, language teachers, and government officials. PDCs may be part of the existing M.Sc. program in Maritime Affairs, or may be client-specific, freestanding courses offered at WMU; there are also external PDCs taught at the location specified by the client. PDCs have recently been taught in Vladivostok, Russia; Costanta, Romania; and Muscat, Oman.

ALUMNIWMU has 3,240 alumni from 163 countries, increasing by ~200 graduatesannually. The alumni maintain close linkages, creating a unique maritime global network. Graduates hold key posts in maritime education, governments,maritime administrations, ports and shipping companies, or represent theirgovernments internationally. Using Turkey as an example, HE Binali Yıldırım(M.Sc. Class of 1991, Malmö) has served as Minister of Transport andCommunication since 2003, and HE İsmet Yılmaz (M.Sc. Class of 1990,Malmö) was appointed Minister of National Defence in 2011. A third TurkishWMU graduate, Mr. Suat Aka (M.Sc. Class of 1990, Malmö), is DeputyUndersecretary in the Ministry of Transport and Communication. WMU isimmensely proud of the achievements of these accomplished Turkish alumni, just as we are proud of the accomplishments of all our alumni and the global maritime network they constitute.

The large number of Chinese graduates is explained by the 459 M.Sc. graduates of the outreach programs in Shanghai and Dalian.

Gender WMU has taken seriously the empowerment of women in the maritime world, as part of the UN Millennium Goals. Until the late 1990s, female students made up less than 5% of the intake to the Malmö program. With the support of fellowship donors, the proportion of women has now risen to more than 30% of the annual intake, thereby equipping the global maritime sector with highly educated, powerful female managers.

In addition to the resident faculty, WMU is fortunate to have more than 150 outstanding Visiting Professors from around the world, who are renowned academic or professional experts in their field. In 2011, 110 came to Malmö. There are also six Adjunct Professors, who contribute their expertise to specific areas, including Dr. Charles R. Cushing, a member of the National Academy of Engineering (USA).

RESEARCHWMU’s research program has been invigorated with new research projectsand a restructured Ph.D. degree structure. Research is part of WMU’s missionand was given priority in the Strategic Vision Plan 2010-2015. At present, WMUis generating a gross income for the University of ~€1.6 million. The researchbudget is not part of the regular WMU operational budget; income must equalexpenditure, and so research does not generate a net profit. Besides EUfunding, WMU is a contractor for IMO and UN agency projects, as well as othermaritime organizations worldwide. The research projects fund ResearchAssociates and Research Assistants, and have extended WMU’s publicationrecord, reputation, and international impact.

• IMPACT, 2009 – 2011, Project leader Prof. Schröder-Hinrichs, €60,000 from EU - Data collection and knowledge-building to develop technology, pedagogy and regulation in the environment of seafarers.

• ARTWEI, 2010 – 2013, Project leader Prof. Lindén, €210,000 from EU - New methods for the management of trans-boundary waters in the southern Baltic region, and the support of cross-border dialogue.

• TeamSafety, 2010 – 2013, Project leader Prof. Baldauf, €284,000 from EU - The development of an innovative 3D virtual maritime safety simulation platform to allow efficient training that meets the EU’s legislative requirements.

• North Sea Ballast Water Opportunity, 2009 – 2014, Project leader Prof. Lindén, €275,000 from EU - The development of future strategies in ballast water policies and management and the issue of aquatic invasive species.

• Baltic Master II, 2009 – 2012, Project leader Prof. Lindén, €186,000 from EU - Improving maritime safety by integrating local and regional stakeholders, focusing on pollution prevention, coastal zone management, and on-land responses to oil spills at sea.

• Search and Rescue Platform, 2006 – 2011, Project leader Prof. Schröder- Hinrichs, €90,000 from IMO - Workshops and the development of a database relating to passenger ships, the problems of countries trying to build up efficient SAR services.

• ProGreenShipOperation, 2011 – 2012, Project leader Prof. Baldauf, $60,000 from IAMU - The development of a simulation-based training module to promote green, energy-efficient ship operations by means of enhanced maneuvering planning.

• ACCREDIMET, 2010 – 2011, Project leader Prof. Nakazawa, €38,000 from IAMU - A feasibility study on the establishment of an IAMU accreditation scheme.

• MarTEL Plus, 2011 – 2012, Project leader Ass. Prof. Cole, €32,600 from Centre for Factories of the Future - The partnership was created in order to respond to the research for the establishment of a standard for Maritime English.

RESOURCES AND INFRASTRUCTURE

University Building WMU’s building is a gift-in-kind from the City of Malmö. WMU’s current 2,600 m2 home dates from the 1960s, and will be replaced in 2013 by the historic Tornhuset, with the addition of a new, architect-designed extension, in the heart of Malmö. The new 5,600 m2 building will provide WMU with outstanding facilities for growth and expansion, with a large auditorium and new research facilities.

Library The WMU Library offers a specialist resource for the university’s core activities. It has a print collection of more than 20,000 titles, including books, reports, and documents from IMO and other UN agencies, audio-visual materials, and 1,700 WMU dissertations. The library maintains a core of 350 periodical print titles, and has access to thousands more in electronic format via database subscriptions and commercial maritime web sites. The library portal address is www.wmu.se/library.

Journal During the past decade, the WMU Journal of Maritime Affairs hasbecome a well-recognized leading maritime journal. In 2011, it was agreed that Springer Verlag would publish and distribute the Journal to help increase subscription and publication impact. Drs. Jens-Uwe Schröder-Hinrichs and Max Mejia continue to serve as editor and co-editor, respectively. Each issue of the electronic version of the Journal contains at least four open access articles, which increase citations and expand the global impact of the Journal.

Henrik Smith Residence WMU students in Malmö are welcome to live at the Henrik Smith Residence (HSR), located 3 km from WMU. HSR has 216 single study-bedrooms, each with a private bathroom and access to cooking facilities. The rent varies from €500 for students to €700/month for non-students.

FINANCESWMU’s total budget in 2011 was almost €8 million, a 20% increase over 2010,due to a significant increase in enrollment and increased development, leadingto a net budget surplus in 2011 as in 2010. WMU relies on voluntary contribu-tions without any guarantee of continued support from year to year. In contrastuniversities worldwide receive the majority of their income from their government,as OECD figures clearly demonstrate (stats.oecd.org/index.aspx). In Europe,on average, the government contributes 74% of universities’ funding.IMO, which is WMU’s equivalent of a national government, contributes 3%-7%of the annual operational budget. Sweden, WMU’s host country, contributes30-40% annually. Japan is a vital contributor, both to the operational budget(Nippon Foundation Professorial Chairs) and in the form of student fellowships(Ocean Policy Research Foundation). However, WMU relies on a narrow donorbase, which makes it vulnerable to global events such as the 2008 financial crisis. WMU’s sources of funding according to country of origin is shown below:

DEVELOPMENTWMU depends almost entirely on voluntary contributions. China ClassificationSociety, Class NK, Korean Registry of Shipping, Shindong Digital, Gard AS, BPShipping, and others have already contributed donations for the new WMUfacility.
